and helped create over 200,000 living wage jobs. antonio villaraigosa for governor. live, where you live, this is abc 7 news. >> the chp just announced new information about the driver accused of causing this deadly crash on interstate 880 in fremont. three people died, including a child and five others were injured. thanks for joining us. the highway patrol says the driver was under the influence of marijuana when he crashed at high speeds. abc 7 reporter matt keller is live at the chp office in hayward with new details on the driver, victims and investigation. matt? >> reporter: we just got some new information from the chp, they say the three fatal victims are from mantika, a 39-year-old woman and two kids, a 9 and 14-year-old. meanwhile, the person that chp

says is responsible for their deaths is in jail. the aftermath was horrific. eight people were inside this cadillac escalade last night around 9:30 on northbound 880 in fremont just before stevenson boulevard when a crash involving five vehicles happened. the white suv rolled over, three people ejected and killed. the chief of the golden gate division says two of the fatal victims were children. five others were inside the escalade including four juveniles. they were injured and taken to the hospital. witnesses told chp the driver of a white toyota camry was speeding and driving erratically before the crash. >> based on the officers training and experience and their investigation, they determined that he was under the influence of marijuana. >> reporter: the chp closed northbound lanes to stevenson boulevard for more than eight and a half hours as officers collected evidence and cleared the scene. dang nguyen hai tran was booked into jail on several charges including gross vehicular

manslaughter while intoxicated, and driving under the influence of drugs and causing bodily injury. his bail is set at $195,000. >> the decisions people make, the decision this person made to drive under the influence changed these people's lives forever. driving under the influence of marijuana is just as bad as driving under the influence of alcohol. >> reporter: tran is scheduled to make his first appearance at alameda county court tomorrow afternoon. reporting live in hayward, matt keller, abc 7 news. >> thank you. this is not the first deadly crash where a driver is suspected of being under the influence of marijuana. you may remember the christmas eve crash that killed chp officer andrew camaleri. prosecutors say the driver was high when he rear-ended the car at 120 miles per hour. this happened on 880 as well in hayward. camaleri was killed and his

partner injured. the fairfield mother accused of letting her ten children live in filthy conditions is back in jail this morning after new charges were filed against her. also new this morning, a bail price has been set. amy hollyfield is live in fairfield. amy? >> reporter: the judge set the bail at $495,000. it is an amount she could not afford. he said he did so because these are such serious allegations. first look we have is of her walking into court. this is ina rogers, which would be some of her last moments of freedom as she showed up for her court appearance. she was supported by her brother and sister who burst into tears after the ruling was issued. we were allowed to take still pictures in court of rogers. her attorney argued her bail should be what she could afford, $50,000, saying she's not a threat to the community. now both parents are in jail, jonathan allen faces more charges than she does. his bail is at $5.2 million.

police say their ten children were tortured. sometimes for sadistic purposes. and sometimes they were shot with a pellet gun and even waterboarded. both parents deny the allegations and say they are good parents. the kids are now in the care of rogers' mother and sister. reporting live from fairfield, amy hollyfield, abc 7 news. >> amy, thank you. new at 11:00, michigan state university has reached a half billion dollar settlement with more than 300 victims of sports doctor larry nassar. it is the largest sex abuse case in sports history. at least five olympic gold medal gymnastics winners are among the victims. the chairman of the msu governing board says the school is, quote, truly sorry for what happened. fremont police are asking for your help to find this missing at risk 14-year-old.

investigators say jack conner went missing yesterday afternoon. he was last seen near central avenue and blakel road. if you see him please call police. the bay area is seeing thunderstorms this morning with chances for showers all day. let's check in with meteorologist mike nicco. fans are headed to the ballpark for the day game. >> the best chance is in the north bay, where i have live doppler 7 situated back at 6:00 this morning when i started tracking the showers down toward vacaville. as they were falling apart, look what developed in selanno county. a thunderstorm south of fairfield and just to the east of cordelia. you can see grisly island road and gum tree road, a couple of lightning bolts moved across cordelia to american canyon, napa, dropped a couple more lightning bolts. then you see from 7:20 to 8:30, it just fell apart. so what is going to happen for

the rest of today? here is a look at the future radar. you can see the best radar returns are to our east and north. some scattered showers across northern sonoma county, lake and mendocino counties, lightning possible also. remember the 30/30 rule. if you hear thunder after lightning less than 30 seconds, stay in for 30 more minutes. >> thank you, mike. this morning, the san francisco police commission is effectively paralyzed after surprising board of supervisors vote last night. the board rejected the reappointment of joe marshall and sonya milar to the police commission. marshall has been on the police commission since 2004. without them, the commission has only three members, not enough to hold meetings or make decisions. interim mayor mark farrell had pushed for their reappointments. >> they have done a great job for the residents of san francisco. this is all politics. it is embarrassing for the board of supervisors to do this. >> instead of rubber stamping and going the easy route, which

is what mayor farrell was proposing, i think we need to put a little more thought and energy into selecting highly motivated and new candidates. >> supervisors who rejected the reappointment say they think the new mayor should make those decisions after the june election. happening today, 15 california officials will meet with president trump in washington, d.c. to discuss immigration. among them are two law enforcement officials from the central valley. adam christianson and margaret mims. both have been critical of sanctuary policies that restrict local entities from cooperating with federal immigration officials. a white house official says they'll strategize on how to oppose california's sanctuary law. this november, non-u.s. citizens can vote in san francisco's school board elections. but the board of supervisor has a warning for those who register. the board voted yesterday to make sure noncitizens who

register to vote are told that federal immigration officials may be able to obtain their personal private information. that includes names and addresses. prop m passed in 2016, it allows noncitizens with children under the age of 19 to vote in just school board elections, making san francisco the only place in the u.s. where that practice is currently legal. they'll be allowed to register starting in july. oakland neighbors came together calling for civic action after this video went viral. it shows a white woman calling police on african-americans who were barbecuing at lake merit. the group held a cookout and then a grill your government rally outside city hall yesterday. last month a woman reported the men because they were using a charcoal grill in an area designated only for noncharcoal grills. the wife of one of the men, michelle snyder, recorded it and says the woman stayed at the scene for two hours until police arrived. snyder thinks the incident was racially motivated.

>> something about the way she was saying things, you know, you don't belong here, like, to me it is a lot of coded words. >> the woman who called police is heard on the video saying her complaint has nothing to do with race. and that she was concerned about the use of charcoal. new developments in the central subway fiasco. the contractor accused of installing the wrong steel in the subway has faced this kind of accusation before. now, this is video of the central subway in china town being constructed where the city claims a company called conquest incorrectly installed standard strength instead of high strength steel. turns out earlier this year conquest was also accused of doing the same thing at a muni railya railyard. in that instance, an investigation found the company did nothing wrong. a break for some people who have their car towed in san francisco. the sfmta voted to wave hundreds of dollars of fees for low income people. to qualify, individuals have to make $24,000 or less, households

new this morning, donald trump jr. says he doesn't recall telling his dad about a controversial meeting with russians in 2016. that's from transcripts released today by the senate judiciary committee. the 2,000 page release offers the most comprehensive view yet into the circumstances surrounding the meeting. trump jr. and two others were expecting to be given dirt on hillary clinton from a russian lawyer. the meeting and whether the president knew about it is the central focus of special counsel robert mueller's investigation into russian meddling in the 2016 election. president trump's anticipated sit-down with north korean leader kim jong-un is now in jeopardy. north korea is threatening to cancel the upcoming summit over south korea u.s. military drills calling them provocative. a state department spokesperson is defending the drills calling the exercises legal and planned in advance.

>> we have not heard anything from that government or the government of south korea to indicate that we would not continue conducting these exercises. >> the north abruptly canceled the planned meeting with the south today. this morning president trump says he will still insist on denuclearization. happening today, gina haspel's nomination to become the first female director of the cia will head to the full senate. the senate intelligence committee voted 10-5 today in favor of haspel's confirmation. five democrats including california's kamala harris voted against her. haspel's prospects in the full senate are not as certain. several republicans have already said they'll vote no. senator harris released a statement this morning saying in part, i remain concerned about miss haspel's commitment to transparency. miss haspel's unwillingness to share information regarding the cia's use of enhanced interrogation techniques was deeply troubling. a full senate vote is expected

over part of tahoe and you can see, as i overlay the radar there, pretty active morning through the central valley and into the high country. look at all the lightning bolts over the last couple of hours. that's going to continue as we head throughout the afternoon hours. watch up there, that's where we have the best chance of showers and thunderstorms. there is a slight chance as you look toward clover dale and ukiya. we'll stay pretty noisy early on in the high country. everybody is quiet by 7:00 tomorrow. that low will be close enough, a chance of a stray shower tomorrow. the rest of us in partly cloudy conditions with a slow warming trend. a look at the game. no need to worry about it. you'll need the sunglasses more than anything. it will be cool, 58, warming to 61, that 12:45 first pitch. the warmth of the potential sweep in the air, keeping you pretty happy. take a look at what's going on as far as our 12-hour planner. we'll drop down to the, say, upper 50s, mid-50s from 4:00 to
