an hour. emergency road work is causing a traffic nightmare on the peninsula. good evening, i'm dan ashley. >> and i'm alma daetz. the repairs could take six months to finish. until then the san bruno canal bridge will remain closed. >> places like cosco are seeing a drop in business because of the traffic jamb. lilian kim has the story tonight. lili? >> reporter: dana alma, this is the section of road that's been blocked off. it's only one block long but it's causing major delays. for people who work in the area, traffic in this part of south san francisco was the worst they've ever experienced. >> five blocks, one hour. >> reporter: how long does it normally take? >> five minutes. >> reporter: and for people who came to shop, eat, lodge or get gas, they had it bad, too. >> it's a big ordeal. i don't think they thought it through in terms of trying to route the traffic. it's going to be an ordeal to get back out. >> reporter: the traffic woes can be blamed on the work on the san bruno bridge, a part that's

blocked off from north access road to bel air road. cosco saw a dramatic drop in customers as a result. >> inside definitely, it's like really, really dead. completely dead inside. >> reporter: what people found particularly irritating was that there was no warning. if there had been, many say they would have steered clear of the area. >> they could have put some signs out there saying, you know, road closed ahead, you know, use alternate routes or whatever. nothing. >> reporter: the detours will remain for quite a while. repair work on the bridge isn't supposed to be completed until the end of the yearme. >> we're going to have to avoid it totally avoid the whole area. it is an unnecessary thing. >> reporter: a traffic nightmare no one saw coming. in south san francisco, lilian kim, abc7 news. >> and now for breaking news from antioch, all westbound lanes are closed near hillcrest after a multi-car accident. the chp reports major injuries. we will bring you more details as they develop. >> and we are following more breaking news tonight. this time in hayward where an

officer and a suspect are injured. after a police shooting on hewitt place. hayward say police shot and injured a suspect around 7:00 p.m. tonight. police are not releasing any other details including whether the cop who fired the shot was the one who was hurt. >> tonight san francisco police released dramatic body camera footage of a police shooting earlier this month. officers were investigating a car burglary at steiner street and geary boulevard may 11. a suspect got into a car and crashed into two police cars. that's when officers fired on the car. >> get out of the car! >> no one was hit by that gunfire. herschel hale drove off again before they detained him. per procedure, the rookie officer who fired the shots should have had his body camera on at the time, but it was on activated. that officer could face charges because it is against the

department's use of force policy to fire at a moving vehicle. >> disturbing video shows a canine police dog attacking a person who was pulled over by deputies in castro valley this morning. abc7 news reporter kate larson is live in the east bay with the story. kate? >> reporter: well, dan, you're going hear from josh phillips here in just a moment. he tells me he complied with alameida county sheriff's department the minute he pulled over. he still ended up getting mauled by a dog. it was shot by his friend. he was pulled over around 2:00 this morning in castro valley for driving under the flunls. then all of a sudden the canine officer jumps out of his squad car. >> oh, hey! [ bleep ]. >> reporter: the video shows the dog biting down on phillips while he screams in pain on the sidewalk as deputies try to pull

the dog off. the alameida county sheriff's department said it is an accident. the dog handler button was pushed unintentionally when he was searching phillips' car. he has a different take. >> i thought he pressed it on purpose and he couldn't control the dog. he couldn't say the commands to get the dog off me in the first place. ways being mauled 45 seconds before anything happened. the other officers stood there like it's not their business. >> reporter: how are you feeling tonight? >> horrible. >> reporter: phillips says he has dog bite wounds all over his left leg and buttocks. h said he was released from eden hospital at 6:00 this morning with two stitches. a citation for dui and prescription for antibiotics. phillips said the canine handler did apologize to him at the hospital but he would still like to see the canine euthanize and had this incident put under investigation. live in east bay, i'm kate larson, abc7 news, we'll send it back to you. >> all right, kate, thank you. new at 11:00, in fremont, a

brazen daytime home burglary was thwarted by an alert landscaper but the suspect didn't go easily. at one point apparently taking a pleets canine hostage. abc7 news reporter katie marzullo has the story. >> reporter: home surveillance captured the suspect in question on faulkner drive at 1:45 in the afternoon. moments later the street came alive with police. >> it was intense. >> reporter: a neighbor who didn't want to be identified showed us the police response recorded by his cameras. they say the suspect broke a window and went inside the house. a lappndscaper working next doo heard the glass shatter and called police. he realized police had him surrounded. >> they started yelling, we're going to send the police dog in. and he will bite you. he will bite you. >> reporter: officers did send in the dog only to watch the suspect drag the canine into the house. >> he's still inside the room. we cannot see him. the dog is with him. he said he has his hands up but

will not come out. >> reporter: at one point the suspect did come out and he was holding something. >> he has a remote in his hand trying to act like it's a gun. >> reporter: officers realized it was not a gun and continued to order the suspect to surrender. he finally did about 30 minutes after it all began. >> his pants, two pair of pants were down, his leg was all bloody from the dog biting. >> reporter: police arrested the suspect 23-year-old robert woe mack. the police canine was not hurt. in fremont, katie marzullo, abc7 news. >> a troubled bart walkway hot for drug use will be shut down. pople using drugs in the civic center station corridor are shown. bev bevan dufty said they are considering closing the seventh and 8th street entrances. passengers said it would put a snag in this their community. >> it would make it inconvenient. >> this has been ground zero injection drug use for sometime. bart has a tool box and we're reimagining how this station

(vo) customer service that goes the extra mile. enterprise makes it easy. leaders of sanctuary cities could face jail time under a bill dubbed the mayor libby schaaf act if they give a heads up about i.c.e. sweeps ahead of time. iowa republican steve king announced the bill today in response to the warning last february by oakland's mayor about possible i.c.e. raids. the new bill prohibits those advance notices. violators could face up to five years in prison. >> you've probably seen the ads, billboards urging customers to use a pier to pier payment service backed by several banks. >> it is an easy way to send

money fast but some say they encountered problems using that service. 7 on your side michael finney is here with his investigation into it. >> when it works it's great. no doubt about about it. all you need is someone's phone number and e-mail and zelle whis beings your money to another account. some say their money went to the wrong accounts or was lost entirely. david downy thought it would be an easy way to pay a rental dee positive i. >> you enter the person's name, and then their phone number or e-mail. >> he used zelle on his wells fargo mobile app to send the money to the landlord and that didn't get there. >> that sent me on a path trying to figure out where the money went. >> the bank said it went into someone else's account and can't get it back. >> where is my $25? >> her daughter found it on the website and used it to pay the

landlord's rent. the landlord didn't get the money. >> she reversed the landlord's first and last names. her money went to a complete stranger and wells fargo couldn't get it back. >> well, we can't do anything. it was your mistake and, tough, you are out of luck. >> david and devin came to 7 on your side asking for help. since then, complaints about lost money through zelle continued to pop up on online consumer forums. >> it is a risky form of pyment. >> consumer action joe rideout said zelle only requires one piece of information to send money. either a phone number or an e-mail. so, if one digit is off, the money won't get to its intended destination. >> people love these apps because they are so easy to use, but that's also their danger. >> nerd wallet banking expert kimberly palmer said zelle operates like a wire transfer so there is usually no recourse if anything goes wrong. >> if you make a mistake, it is

completely on you and you will probably never see that money again. >> zelle warns in its terms of service that you are solely responsible for entering the correct mobile phone number or e-mail address for the person you are sending money to and you are responsible for any amounts that are transferred to the incorrect person as a result of you entering the incorrect mobile number or e-mail address. however, some like david say they did enter the right information and still money went to the wrong account. >> how can this be my fault? because the phone number was correct. >> 7 on your side received a half dozen similar complaints and we discovered more on consumer websites like this one. saying neither zelle nor banks know where transferred money went. we asked zelle about these kinds of complaints. its parent company early warning services tells us, millions of americans have successfully experienced zelle as an easy, fast and safe way to send money. we recognize for some consumers

that their experience with zelle has not met their expectations. we are listening to and acting on feedback, working closely with our financial institution partners to resolve issues quickly. but zelle does not guarantee that misguided money can be retrieved. >> i think people often just assume that it comes with the same protections that you expect from your bank, and that's not the case. >> we reached out to seven major banks to partner with zelle and heard back from a majority. they all say payments are processed based solely on information provided by the customer. but if there is an error, they will try to assist the customer as customer service is important to them. ultimately, wells fargo did reimburse the money lost by david and devin as a courtesy. devin's mom says use zelle with caution. >> i feel like taking out a full-page ad and say, beware. >> finance experts tell us peer

waters, bowie temperatures right now only in the low 50s. it's actually feeling even colder than it is outside. this trend is going to continue and our high temperatures that came up today, most areas will be going back down again tomorrow. winds will remain on the gusty side across parts of the bay area tonight. overnight and then heading into tomorrow they come down a little bit, only to pick back up again for the afternoon and evening hours. so definitely be prepared if you have allergies, trees, grasses, running moderate for the next few days. temperatures right now in the 50s and the 60s except in lose gatos where your 48 degrees. here's a look at the may high temperatures for san jose. you will notice that most days were below average. at least through the 21st of may which is today. you'll notice that there were only a few days with above average warmth. so, we do continue to carry on with that trend going into tomorrow, emeryville camera showing you overcast during the day.
