they need help. they do, they need help. >> the allegations are getting worse in a child abuse case in fairfield, that has sent shock waves through the area. and there's new charges that police say the children were living in a house of horrors. >> this morning, prosecutors added four more felony charges to the case against jonathan allen for lude acts with child, they are the pasrents of ten children living in horrible conditions. new charges have been added to the torture and child abuse case involving a fairfield couple and their ten children. now the father, jonathan allen has four additional felony counts of lude acts upon a child.

allen and his wife, ina, appeared in court and entered pleas of not guilty to nearly two dozen counts. >> it's early on, the children are removed from the home. feeling safe of talking about the incidents that happened in the home. >> my husband is an amazing person, i'm an amazing mother. >> reporter: the allegations are including shooting the children with a air soft gun, burning, and cutting and clincluding wat boarding. she showed inside her home, had which was filthy. >> we didn't see them a lot. they were kept from us. so, we didn't know. we didn't know. >> reporter: allen's family members left the courthouse, one identified herself as his grandmother. >> people's that's horders, that's a mental illness and i think you could kind of basically put that on a hoarder, that they need help. >>s he is a nice person. >> reporter: what do you think

of the charges? >> i don't know. you have to be tried. >> reporter: in a brief court hearing, both allen and rodgers entered pleas of not guilty, they are expected back in court in july. in fairfield, abc 7 us -- abc 7 news. >> the children were removed from the house in late march after one ran away. >> one of the two men charged in the deadly ghost ship warehouse fire will remain in jail. a motion was denied for him to be released. he is charged with 36 counts of involuntari manslaughter. >> we have new developments in two high profile san francisco police shooting investigations, one involving mario woods. >> the district attorney said no crimes were committed by police, based on the current law.

we are live in the hall of justice to explain. >> reporter: right, well, george was clear, was there excessive force in both cases? absolutely. he said but, current law said that officers are allowed to use a lethal force when it is reasonable rather than necessary. that's why he is not charging both officers. >> we do not bring charges against people that have not broken the law. >> reporter: with that statement, san francisco district attorney made it clear that police officers would never face criminal charges in the shootings. in this december 2nd, 2015 cell phone video. you can hear a woman yelling for 26-year-old woods to put down the knife he was holding. >> drop it! >> reporter: the knife had been used by woods earlier against another man. despite the police shooting bean bag rounds at him he never

dropped it and the police then fired 26 rounds. the use of force in the case was not only excessive but unnecessary. but under current law, there was nothing he could do to charge those officers. > under current law, police officers do not have to retreat. police officers do not have to uses the minimum force necessary. >> reporter: in that case, police argued that they feared for their safety and the public's well-being. the same applied to this april 7th, 2016 shooting when witnesses say that this 45-year-old man holding a knife, confronted police. this is not when he was shot, but you can hear when the police arrived and how it unfolded 30 seconds later. >> on the ground, put that down! >> oh. >> put that down!

>> reporter: the police officers association said that in both cases the police acted in the department's rules and there was no excessive force. >> i don't think that they were in a situation where they felt they needed to defend themselves and the public in the area. >> reporter: the reporters were told that the current law needs reforming. he is behind bill 931 that allows the police to use legitimalethal force when it's necessary not reasonable. >> as a society, we are failing some of our most vulnerable communities. when it comes to police use of force. >> reporter: now, initially, i said both officers, seven officers were involved in total. the officers in question were put on administrative leave for 90 days after that, they were on desk duty pending the results of this investigation. i'm live in san francisco, abc 7

news. >> all right, thank you. both of the cases are high profile. the mario woods shooting happened on december 2, 2015. the well documented confrontation happened on keith near third street. police say woods was holding a knife and told officers that they were going to have to shoot himment and the entire encounter lasted 2:00. and the next man was shot on april 7, 2016 in the mission district. this startsed with the report of him waving a large kitchen knife . he got up, knife in hand and charged at officers and was shot. a man is now in custody for allegedly stealing purses from two women ages 93 and 64 in concord last week and sending one of the women to the hospital. >> now, police say the 29-year-old man turned himself in to authorities late yesterday. his surrender came after police put out photos of the suspect of

the robberies last friday. he will be charged in an armed robbery at a lowe's story in fremont that occurred on may the 9th as well. >> now your accuweather forecast. >> our week of dreary weather is getting more dreary, we have a few scattered showers on the way. in the sierra, we have had the usual outbreaks of thunderstorms and lightning strikes that occur frequently. back to the approaching storm, it ranks one on the storm impact scale, it will produce light scattered showers overnight, tomorrow and in to early saturday. here is the forecast, taking us in to the overfignight hours, will see the showers pushing on shore, midday tomorrow, look for more widely scattered showers. they will taper off in to the weekend and we will have rainfall totals under a .10 of an inch. and a look at the forecast coming up shorting.

>> another dead whale whed ashore. the third since lasriday a the fifth since march. sky 7 over the beach where the marine mammal center said that the carcass was reported friday. both of the whales died from ship strike injuries. >> san jose fire investigators looking for an arsonist after a half dozen fires broke out in the downtown area within a half our of each other. now with a closer look. >> reporter: the fires started early in san jose. sky 7 was above the south downtown area around 6:30 this morning. flames coming from dumpsters and trash cans in several differentity spots. san jose fire said they were called to 9 or 10 in the area. >> arson investigators are

to get the lines checked out before they turn on the electric. >> we know what caused the early morning flooding on southbound 280 near highway 87. caltrans said that a circuit breaker that controls two water pumps in the area failed. the flooding was reported around 4:00 a.m., caltrans crews reopened the lanes by 8:30. it's the second time in a week that the pumps in the area failed. contractors will be on scene monitoring the system through the holiday weekend to make sure it does not happen again. >> federal investigators issued the preliminary findings about the fatal accident involving a uber vehicle and a pedestrian in march. investigators say, that the uber vehicle spotted the pedestrian six seconds before hutti in-- be hitting her, but the emergency braking system was disabled and so it did not stop. the driver applied the brake a second after the woman, 49-year-old elaine hurtzburg was

struck and ultimately killed. this accident caused the vehicle program to be shut down in the state of arizona . and the case involving samsung and apple. a jury has sided with apple. that means that samsung is being ordered to pay half a billion. at the heart were samsung phones that were sold in 2010 and 11 saying i.t. -- saying it violated five of the patents. >> a huge milestone in the north bay, more than seven months after the deadly wildfires a sign of recovery in one of the hardest hit neighborhoods. >> off the streets, the scooters seen all over san francisco will be gone, but not for good. the new deadline that is rapidly approaching. >> and the battle of the sexes on the road, who is a better navigator? men

♪ ♪ it's official, san francisco will soon be scooter least temporarily. all scooters will be pulled off the streets when the new permitting program takes effect on june 4th. >> we are live where it's usually filled with scooters every afternoon. >> reporter: larry, you have that right, in fact, one is in front of me and in the past five minutes i have seen a dozen of them wizzing down the sidewalk, which is something you are not supposed to do. that is part of the complaints, 1800 of them in fact, since these things launched several months ago. that is the reason for the permitting. yes, the scooters will be off the roads. don't worry, they will be back.

it's. >> it's obvious where you park them. >> reporter: apparently not, scooters on the ground, getting confa skated or in the occasional tree. since being launched, there's been 500 complaints of scooters not parked in the right place and 1800 complaints total. all will change when the new permitting comes in to play. >> any scooter company operate engine the city is required to remove the scooters from city sidewalks by june the 4th. >> reporter: they announced the launch of a one-year pilot program. under it, scooter companies can apply for five available permits. capping the number of vehicles at 1250 in the first six months and then allowing up to 2500 by month 12. >> we are excited about the prospect that the powered scooters could bring as a complimentary part of the transportation landscape here in san francisco. >> reporter: companies applying for permits need to present plans to address illegal

have spotty showers coming our way. and at the moment, things are drive, dreary as we look out from the rooftop camera. it's 58 right now in san francisco, oakland, 59, and 60 in mountain view. here is another view of the dark clouds moving in from the south beach camera, 62 up north in santa rosa and napa 66, and 64nd in livermore, and here's the view of the tower camera looking out over san francisco as the showers approach. these are the forecast feature showered. sunny on saturday, the warming begins gradually on on saturday, but we will have a much warmer day on sunday and monday, which by the way is memorial day, as we get in to the weekend, we will see it warming up a bit. overnight, showers, and widely scattered, low temperatures in the low to mid 50s and upper 50s at the coast and low 60s in the bay. and mid to upper 60s inland.

founder, and the latest programmer, trained by streetcode, morgan. it's great to have you here. let's start with you. tell us what is streetcode? >> it's a nonprofit. based in east palo alto. we teach free coding classes and entrepreneur classes and design classes. >> who is eligible to the take the classes? >> anyone is eligible. we look who is under represented and try to bring them in to the tech industry. >> is that marshawn lynch? >> he is one of the amazing human beings that contributed to stre streetcode, there's several others that want to be part of the community. >> you teach different languages? >> we have classes ranging from intro to coding. who people just starting to python, advanced coding, and java script, app design, web design. we have a variety of classes. >> wow, one of the success stories you have of many is
