and rescuing a toddler dangling from a balcony. king james reigns. a historic night for lebron as he sends the cavaliers to the nba finals. and good morning on this memorial day. i'm kendis gibson. >> and i'm eva pilgrim in for diane macedo. we begin with breaking news in that flooding emergency unfolding right now. >> yeah, heavy rain in that baltimore area is causing flash flooding, the worst in this historic city, ellicott city there where main street became a raging river. >> meanwhile, there is a subtropical storm bearing down on the florida panhandle. the gulf coast and southeast could see flooding of their own. abc's stephanie ramos has more. >> reporter: across the country states are dealing with torrential rain. just outside baltimore, maryland, ellicott city engulfed

by devastating flash floods. streets turning into rivers. >> people trapped. there's people in every building. >> there's a water rescue going on i believe right where you are. >> reporter: those trapped climbing to a second story to stay safe as rescuers search for anyone possibly trapped in cars or buildings. maryland's governor larry hogan declaring a state of emergency. >> it's really truly devastating. they say this is a once every thousand year flood, and we had two of them in two years. >> reporter: officials say the situation is worse than in 2016 when flash flooding killed two people and destroyed dozens of buildings and cars. >> i can just tell you my heart is broken thinking about what the people had gone through here and the people's lives who were devastated two years ago and they rebuilt, and now they're faced with the same daunting task again. >> reporter: sally tennant is a local business owner who lost her building two years ago and then again yesterday.

>> we went up to their third floor, and they're built into a hill, and we trudged up the hill falling down, getting our shoes sucked off and made it to a house way, way on higher ground, and they took us in, people i didn't even know. >> reporter: and states of emergency declared across florida and for parts of mississippi and alabama. the first named storm of the hurricane season, alberto, expected to make landfall today. the system hitting miami with heavy rain and winds up to 50 miles per hour. alberto arriving just before the official start of the hurricane season. >> nature pretty much does what it wants to do. >> so memorial day will be a washout for millions of americans. alberto is expected to drop as much as a foot of rain in some areas. we're going to have a closer look at the storm's track in minutes. an american team is now in north korea making arrangements for a summit that may or may not take place. just days after calling off the historic meeting with kim

jong-un, the president is tweeting kind words, and it looks like the talks may be back on again. abc's bob woodruff has the latest. >> reporter: another surprise meeting, this time a delegation of u.s. officials meeting with their north korean counterparts in north korea. the latest effort to get that abruptly canceled summit between president trump and kim jong-un back on track. the president tweeting, i truly believe north korea has brilliant potential and will be a great economic and financial nation one day. kim jong-un agrees with me on this. it will happen. this diplomatic seesaw coming just days after the leaders of north and south korea exchanged handshakes and even hugs. at the white house this weekend -- >> we're looking at june 12th in singapore. that hasn't changed. >> reporter: a remarkable turn of events after north korea last week threatened a nuclear-to-nuclear showdown and even calling the vice president

a political dummy. the president then canceling the summit citing their tremendous anger and open hostility but north korea also making goodwill gestures setting off a set of explosions they say destroyed their nuclear testing facility and releasing three u.s. citizens they jailed but florida senator marco rubio expressing skepticism. >> he did blow up, it appeared, parts of his nuclear facility. >> it's a show. >> he released three americans. >> it's all a show. it's a show. i remain convinced he does not want to denuclearize. in fact, he will not denuclearize. >> reporter: denuclearization of the korean peninsula, the president's primary goal if that summit takes place. the big question now is what is kim jong-un's ultimate goal? is it relief from crushing economic sanctions, survival of his regime or maybe both? those high-stakes meetings happening now may shed some light. bob woodruff, abc news, beijing. and back in this country,

the president's personal attorney is slamming the russia investigation as illegitimate. rudy giuliani cited the unproven claim that the fbi spied on the trump campaign as one reason for denouncing the probe. he said the special counsel robert mueller will not get the interview with the president unless they get to see classified information on a government informant, which was shared with top lawmakers last week. >> and the reality is we're not going to sit him down if this is a trap for perjury, and until we're convinced of that, and if they don't show us these documents, well, we are just going to have to say no. >> giuliani also said that if mueller subpoenas the president, he would fight it all the way to the supreme court. there are new dangers this morning flowing from hawaii's erupting kilauea volcano. molten lava is now inching towards a geothermal power plant threatening to trigger an uncontrolled explosion of toxic gas. abc's marci gonzalez is there with the latest. >> reporter: officials here are trying to calm concerns as lava

flows onto the property of a geothermal plant here coming within 40 yards of the plant's wells. now, those wells have been secured, but officials say it is possible if lava flows over those wells, it could send an explosion of hydrogen sulfide into the sky, and air quality is already a major concern as winds die down threatening to blanket these communities with another toxic gas, sulfur dioxide, which is spewing from several active fissures, and that can cause surplus respiratory issues and those lava flows are also destroying more homes. more than 40 in all and cutting off roadways and threatening to block hi highways. it is why the military is on standby prepared for possible evacuations by ground and by helicopter. marci gonzalez, abc news, pahoa, hawaii. >> heard to believe we're in our third week of that tense moment on the big island. >> time for a closer look at

your weather for this holiday monday. good morning. as we take a look at alberto, alberto continues to track its way to the north bringing the heaviest rainfall throughout portions of alabama, georgia, all of florida just as a part of this. now, alberto is expected to continue to track to the north by tuesday and beging to affect the ohio valley region. now, with that we're expecting for the strongest of winds to continue to pull through for monday going into southern portions of alabama and then looking for more scattered showers in the mid-atlantic. i'm accuweather meteorologist paul williams. coming up, an update on george h.w. bush's condition as the former president is hospitalized again. and also ahead, a woman allegedly held captive by her boyfriend is freed. how her quick thinking and a handwritten note saved her. and why these levi jeans sold for nearly $100,000.

this is what happens when an implosion goes wrong. absolutely nothing. womp, womp, womp. a smokestack in pittsburgh is still standing despite the explosion that was supposed to bring it down. the demolition company promises they're going to give it another try. >> all right. former president george h.w. bush is spending memorial day in a maine hospital. a spokesman says mr. bush is suffering from low blood pressure and fatigue. it came just a day after the 93-year-old attended a luncheon in kennebunkport. his spokesman says the former president is not in any discomfort. mr. bush is said to be eager to get back to his family's compound. well, a florida woman who was held captive and rescued after slipping a note to a

worker in an animal hospital. police say near daytona the woman was threatened and beaten by her boyfriend and held against her will for two days. she convinced him to take their dog to the vet, and he was arrested after she passed a staffer a note that read, call the cops. my boyfriend is threatening me. he has a gun. crazy. a traffic stop in new york city turned into a dangerous getaway. 27-year-old george lopez hit the gas when officers tried to arrest him. well, he's accused of ramming patrol cars going up a highway the wrong way. five people ended up in the hospital including three police officers and lopez himself. so, we can feel a certain disturbance in the force. the new movie "solo: a star wars story" from our parent company, of course, was tops at the box office over the weekend, but its $83 million in north america so far this weekend is well, well short of expectations. "deadpool 2" with half as much and "avengers" still kind of hanging in there earning another $16.5 million.

13 others injured in this fiery chain reaction crash just north of new orleans. investigators say a tractor trailer hauling avocados on interstate 12 triggered the 10-vehicle pileup. now, it failed to slow down for stopped traffic apparently. we're hearing from a person who shot video of a violent police encounter on a beach that's now going viral. an officer in new jersey is seen here punching a woman in the head after she had been wrestled to the ground. here's trish hartman from our station in philadelphia. >> reporter: in the first few seconds of the cell phone video, you can see a wildwood police officer punch the young woman in the head and then put her in a headlock. >> justification for punching anybody in the face as a superior i feel that isn't the best way to handle a situation. >> reporter: the video was shot by 19-year-old alexis hewitt of williamstown, new jersey, who says she was sleeping on the beach saturday afternoon with friends when she was startled awake by the commotion. >> when she fell that's basically when it caught my eye

because everyone was yelling and i woke up and then i got my camera out right when she went down. >> reporter: wildwood police have released a statement identifying the young woman in the video as 20-year-old emily weinman of philadelphia. weinman was charged with two counts of aggravated assault on a police officer, aggravated assault by spitting at a police officer, disorderly conduct, resisting arrest and possessing alcohol as a minor. part of the statement read, chief regalbuto states that while he finds this video to be alarming, he does not want to rush to any judgment until having the final results of the investigation. weinman posted a public account of what she says happened on facebook saying she was breathalyzed on the beach which came back negative. quote, i asked them don't they have something better to do as cops than to stop people for underage drinking on the beach. the cop says, i was going to let you go, but now i'll write you up and he asked her name. she refused to give her name, and that's when she says the

officer tried to handcuff her. quote, i tripped and fell and the cop tackled me to the ground and smashed my head into the sand. at that point i blacked out and fought any way possible trying to get up and push him off me. >> no matter what the situation there, it's hard to watch that video there, indeed. trish hartman from our philadelphia station reporting. the officers involved have been reassigned to administrative duty while the incident is investigated. a woman suffered a frightening close call on a florida highway. a fellow driver flagged her down after her suv caught fire. it turned out that 2012 kia sorento belonged to her friend who didn't realize it was part of a massive recall involving an engine defect. now, kia tells abc news it had sent the recall notice to the owner's last known address and promptly updated it when they were told it was incorrect. turning now to that heroic rescue caught on camera in france. a 22-year-old has been dubbed the spider-man of paris after fearlessly scaling a building to save a little boy dangling from
