this morning, a video of a controversial collision between a california highway patrol officer and a motorcycle rider. >> this happened east of los angeles and the officer was trying to pull that rider over. >> reporter: as hundreds of riders were on their way to a rally, they heard a police siren. a chp officer was trying to pull over one of the bikers. >> the officer actually took off on all lanes, risking everyone's life on the freeway. we took the whole freeway. >> reporter: the officer moved over to the shoulder within feet of the wanted biker and appeared to want to corner him. but the biker slowed down, went behind the car and took off. the group exited the freeway, the group proceeded to another exit and backtracked. passing everyone stopped at the light. >> we get the pursuit going and the cop knocks the biker out. >> reporter: sonya via lobos was live when she recorded the

it's been called a thousand-year storm, but it is the second one in two years. local officials say this one was worse than 2016. 300 people had to be rescued. a couple dozen from high-danger situations. the debris is here. this is how high the water got to. but look over the side where the creek's running now. here's one car, a tree, two other cars, a dumpster, a 55-gallon drum, that's how powerful this water was. water that sliced through a road, throwing chunks of concrete aside. the radar was the warning, a strong storm over the area. the flash flood warning went up at 4:26. it went to a flood emergency 14 minutes later. shortly after, the town was inundated. all day, debris, including cars
