to california schoolsd, need big change. marshall tuck is the only candidate for state superintendent who's done it before. less bureaucracy, more classroom funding. marshall tuck for state superintendent. marshall tuck. live where you live, in this is abc 7 news. a stolen car driven by a 13-year-old boy crashes into another vehicle head on late last night. several teenagers are hurt, one with life threatening injuries. thank you for joining us. i'm kristen sze. police were trying to stop the car before it crashed, although, they did not chase it. abc 7 news reporter matt keller is live at police headquarters with the latest on the injuries and investigation, matt? >> reporter: well, san jose police came across stolen vehicles all the time here in the city, but this was unique.

the driver was just 13 years old. the crash was devastating. four kids were inside this 1995 honda accord. police tried to stop the stolen car on tolley road before 10:15 last night in san jose. officers say rather than stopping, the 13-year-old turned off the lights and sped off. >> for these kids to know that is something that harden criminals do is telling of the fact that maybe someone has been coaching these guys on how to go out there and commit the crimes. >> reporter: the car crashed head-on into a white 2014 ford on mclaughlin avenue. a 14-year-old girl and 16-year-old boy tried to run off, but captured by the officers. the 13-year-old driver was trapped. he was arrested. another 13-year-old boy was taken to the hospital with life threatening injuries. this all comes less than a week after the district attorney's office released a report showing an increase i juvenile crime

led to spike in burglaries, carjackings, and auto thefts. >> not only they are involved in this kind of crime, but the consequences as a result of their actions. everyone's hurt. now one of the passengers, another 13-year-old, is clinging on to life because of their actions, so it's just sad. >> reporter: and san jose police did not chase after the drive turned off his lights and sped off. as for the other passengers, those teenage passengers, they were taken to the hospital with nonlife threatening injuries, and the driver of the vehicle had nonlife threatening injuries. san jose, matt keller, abc 7 news. >> thank you. developing news, sheriff deputies are searching for masked men who attacked three teenage boys with a hammer inside a home early yesterday morning. two of the victims were sleeping at the time. one of the teens is in critical condition. the motive is unclear, but it's called a targeted attack.

new this morning, belgium police search the homes of people connected to the gunman who shot and killed two police officers and a bystander after stabbing the officers and taking their guns. authorities now consider this a terror investigation. abc's molly hunter has the latest. >> reporter: two policewomen executed on the ground in broad daylight, shot, a bullet in the head. i am shocked, he says, cell phone shaking, blood visible, the two women the first victims of today's attack in liege, belgium. it started at 10:30 in the morning. a belgium national released from prison yesterday was stopped at a check point and ran. with a knife, attacked two, stabbed them, and stealing a gun before shooting them dead. he shot a car killing a 22-year-old passenger. at least one body is here on the ground covered in the emergency blanket. the attacker then ran again into

a nearby school taking a woman hostage. swat teams deployed, pedestrians running, gunfire heard out of sight here. when the attacker exited the school, police say there was a shootout. the attacker shooting policemen in the legs and police killed him. the public prosecutor says, this is now a terrorist investigation. and this country, no stranger to terrorist attacks, two years ago in brussels, an isis-inspired attack killed 30 and injuries hundreds. now the terror threat level has not been raised. the terrorist investigation, though, police say, will focus on whether or not the attacker was radicalized in his time in prison. molly hunter, abc news, london. happening today, thousands of starbucks across the country are shutting down to conduct racial bias training for employees. this follows the arrest of two black men in philadelphia after a starbucks' manager called police on them when they did not buy anything and asked to use the bathroom.

stores are closing around 2:00 or 2:30 other than locations not owned by starbucks like those in grocery stores. rapper, common, is taeeaming up with the chain. common said on "gma" it's important to have a black man standing up saying what we need. >> we got to hold starbucks accountable. we hold our political officials accountable. any businesses we support, and we hold ourselves accountable. starbucks is now changed its policy saying customers can use bathrooms regardless of whether they make a purchase. this morning, the chairman says he hopes the training opens a discussion about race, but does not expect a quick fix to what's facing the chain and the nation. >> we are deeply committed to this being a long term journey, integrating training not only in every starbucks store from this point on, but on boarding of 100,000 new people a year. >> he believes president trump's

rhetoric on race is probably, quote, giving license to people to feel they can copy the kind of behavior and language that comes out of this administration. happening today, the families of two men shot and killed by a san francisco police will hold a news conference discussing the district attorney's decision not to file charges against the officers involved. on thursday, the d.a. announced the aum officers are not facing criminal charges because under the law, no crime was committed. the first shooting was mario woods in december 2015. woods was on meth and armed with a knife. the other shooting was louise pat in april of 2016. police say they shot him after he charged at an officer with a kitchen knife. relatives of both men will speak in front of the hall of justice. happening today, san francisco mayor is expected to announce a plan to spend more than $10 million in soda tax revenue for the next fiscal year. the money will be used to improve the health of low income

abc has more from washington on the latest developments. >> reporter: talks progressing towards a peace summit in singapore next month the u.s. and north korea seem to want to go forward. >> i think there's a lot of good will. i think the people want to see if we can get the meeting and get something done. >> reporter: overnight, a diplomatic exchange. after a u.s. official crossed into north korea to keep the talks moving forward, north korean leader, kim jong un, sending his right hand man and former spy chief to the u.s., the highest ranking north korean official to visit the u.s. in 18 years. president trump claiming the letter he sent last week cancelling the meeting resulted in a positive reaction from the north. tweeting, we have put a great team together for the our talks with north korea. meetings are currently taking place concerning summit and more. kim young chol going to new york. solid response to my letter, thank you. now abc news is learning there are talks of turning the summit into a trilateral meeting with moon jae in joining in, and a
