live where you live, this is abc 7 news. today is the first day that a new feature related to bart's new rapid response teams is available to the public. it's trying to tackle a growing problem on the transit system, unsanitary and hazardous conditions. thanks for joining us. i'm kristen sze. they hope the launch the new mobile app helps clean up the transit system and asking for help to report drug needles and human waste, and other matters. amy hollyfield is live in oakland, amy? >> reporter: hi, kristen, yeah, they got plenty of complaints from passengers throughout the years, but now they want direct access to bart employees. if you have an issue, all you need is one of these.

many passengers encountered something gross on trains, but say they didn't know where to take the information. >> we had a man who had messed himself, and i thought, i'll get off tat my stop and le someone know, but there was no one to let know. >> reporter: all you need now is a phone. they launched a new feature on the mobile website so you can instantly report an issue and get someone to clean it up. >> on a train, there's an urgent mess to be cleaned up, it alerts our operations control center that tells our midline train cleaner, station cleaners, they can board this train and get on and clean up the mess. >> reporter: bart has 14 people on the rabid response team, but they hope to hire five more. they will be at the mcarthur and lake merritt stations, and all the two stations.me through one they are midline cleaners, something bart riders say is

very needed. >> i get on the first train that comes out, and sometimes there's messes on the train, even early in the morning. >> we have had cleaners at the end of the line, end of the run, but now that we have midline cleaners at two middle stations, they can get on board of a train car more quickly. >> reporter: i just checked in, they received two complaints through the new mobile website this morning. they were not vile waste complaints, just messes the crew cleaned up. people are still used to the idea and word is gets out. if you would like the welcomes, there's a link on abc7news.com. reporting live in oakland, amy hollyfield, abc 7 news. >> thank you. bart's effort to crack down on fare cheats ran into an issue. they are not paying up. in the first two months of the program, bart dished out 1300 citations, only 100 paid. to critics, this means it's a waste and the $800,000 used to

fund it could have been better spent on raising barriers. bart says it's too early to make assumption. those who do not pay may be turned over to the state franchise state board which could dock income returns. they do not turn them over to collection agencies, at least, not yet. election day is tomorrow, and this morning, the current mayor of san jose joined two past mayors of the city to get you to vote yes on increasing bridge tolls. all bay area counties vote on regional measure three. we are live in los what the hike means for drivers. matt? >> reporter: traffic is a major problem here in the bay area, but leaders disagree on how to pay for the projects. one would get two former san jose mayors, chuck reed, and ron gonzal gonzalez, back on the campaign trail.

they were at the station in san jose this morning pushing voters 3,veegnaure rydyws that transportation is horrible most of the day in the bay area, and this is a way to get relief for that. >> reporter: some say it's a regional approach to the major traffic issues facing the bay area. the 4.5 billion dollar measure funds 35 projects and programs with the goal of reducing traffic, relieving crowding on bart, and improve other modes of transportation. the biggest issue of the component is how it will be funded. if passed, all bridges other than the gold en gate bridge se the tolls increase by $3 in seven years. the vice mayor says it's too much a burden on low income drivers already pushed out of the area due to high housing costs. he wants to see businesses pay for the projects. >> i think in light of what's happened at the federal government in the last year, we

and this morning, the president saying he, quote, absolutely has abc has more on the latest from washington. >> reporter: president trump doubling down on a shocking new suggestion, claiming he has the, quote, absolute right to pardon himself, if found guilty in the russan probe tweeting, as has been stated by numerous legal psychological lores, i have the absolute right to pardon myself, but why would i do that when i have done nothingscholars, but t the appointment was unconstitutional saying he did nothing wrong. robert mueller was lawfully appointed by rod rosenstein, both republicans. the president's statements a sweeping interpretation of the constitutional powers. >> do now and the president's attorneys believe he has the power to pardon himself? he >> he's not, but probably does.

rescuers discovered the bodies of more victims of the violent eruption of guatemala's volcano of fire. officials announced the death toll now stands at 33, a day after what's called guatemala's most violent volcanic eruption in a century. however, journalists believe the death toll is higher. check out this video, preach scrambling out of the way of a mud flow engulfing a highway. rescuers are using helicopters to rescue people from areas hit by thick ash, mud, or lava. first lady trump is expected to make her first public appearance since treating her kidney condition, expected to join president trump at the gold star family's memorial day event at the white house. the first lady has not been seen in public since may 10th. her spokesperson tells abc news
