francisco police are asking for the public's help in solving a mystery. a woman carrying her baby suffered a severe head wound when she fell saying someone bumped her. it happened at 28th and sanchez. reporter vic lee is on the story. >> reporter: it happened just after 6:00 p.m. here. the woman had just left a friend's home near here. she had her 6-month-old infant in a body carrier. this is where she fell. she doesn't remember much of what happened. public information officer joseph tomlinson. >> and she was bleeding heavily. the woman stated she was bumped and fell to the ground and hit her head. >> reporter: police tell abc 7 news the baby was not hurt and that it does not appear to be a robbery. >> the woman didn't remember seeing anyone or someone coming

and hitting her. >> reporter: police combed the neighborhood looking for witnesses and security camera video. all of this shocked residents here in this quiet part of town. pam got the news from next door. >> it's scary, real scary who would do that? >> reporter: others reacted the same way. >> it's a friendly, calm neighborhood. >> reporter: police say the woman is recovering from her head wound. >> she fell and has severe injury from the fall. she was in surgery. >> reporter: police are asking for the public's help. william scott is staying put. he was one of three finalists for the top cop job in los angeles, this afternoon the mayor announced the job will go to someone else. abc 7 news reporter melanie woodrow is live from police headquarters with the latest. melanie? >> reporter: and just a little

while ago chief william scott put out a statement that says, quote, throughout the process i maintained focus on the mission of the san francisco police department to provide safety with respect for all in our city. i remain committed to the work ahead. l.a. mayor eric garcetti said l.a.'s loss is san francisco's gain. >> in bill scott i found that san francisco has a visionary chief, someone who is the very embodiment of integrity. a change agent hoping to police in san francisco and in the united states at this moment. >> reporter: mayor mark farrell put out a statement that says, quote, his leadership has brought great progress in our efforts to increase staffing levels at the police department, carry out crucial reforms and improve public safety in communities across san francisco. live in san francisco melanie

woodrow, abc 7 news. >> melanie, thank you. four people were taken to the hospital, two airlifted by helicopter after a head-on collision involving a big rig happened just south of brentwood today. it happened at about 2:30. sky 7 was over the scene. crews temporarily shut down the road. the chp says the driver of an suv veered into oncoming traffic and hit the big rig head-on. a terrible impact. police issued their report following a fiery truck crash. police say the driver had not inspected his brakes, and they failed. >> reporter: just behind the veil of traffic, the scars remain easy to find. they're five months old, residue from a gruesome accident. >> i'd say probably the worst in my career. >> reporter: summer black

remembering this, a truck loaded with fire debris plowing through cars in this intersection injuring ten people. >> it was a domino effect. >> reporter: according to the 72-page just released police report, telephones avoit was av. the driver missed an inspection. there are lawsuits against the driver, his company and four others up the contract chain. >> it just shows, frankly, that these companies that were removing debris after the fires were more interested in expediency than safety. >> reporter: two victims receive treatment. barbara schmidt on the right of this picture was left a parapleg paraplegic. her attorney said the public should know these faulty trucks are being driven around their communities. did he know his brakes were faulty? >> he did not know. >> the driver didn't even go to the inspection, may lead to a

finding of conscious disregard. >> reporter: and that could mean what? >> punitive damages. >> reporter: how much? >> millions of dollars. >> reporter: forest trucking which owned the rig did not return calls from abc 7 today. in santa rosa, wayne freedman, abc 7 news. a san jose man reportedly shot his parents to collect his inheritance faster according to our media partner ""the mercury news"." he is in jail charged with murder and attempted murder, police say he killed his father and critically injured his mother. lee's alleged accomplice was his roommate madison huong. an acquaintance said the two planned to split the money. did you notice something is missing from the streets of san francisco today. a new law took effect banning electric scooters until the rental companies get permits from the city. as carolyn tyler found out that could take time.

>> reporter: for the past few weeks they seemed to be everywhere. as ofaylectrier e to sn san francisco. the rental companies have been ordered to haul them away until they get a city permit. this after numerous complaints of riders illegally on sidewalks clashing with pedestrians and scooters being ditched all over the place. >> i've seen them in the most random places -- along the lands end nature's trail. it looks like mini parking lots in front of certain apartment buildings. that can't continue. >> reporter: the mayor mark farrell supports the new regulations. the companies bird, lime, spin, and anyone else wanting in to the market have until thursday to apply for a 12-month pilot program administered by the san francisco municipal transportation agency. >> we're all for the spirit of innovation and want to provide more options to people in san francisco. we want to provide those options safely. >> reporter: we checked the app

for lime and saw lots of scooter locations but none in san francisco. bird also shows no scooters available in the city. to get back in the game they must have a program to educate riders on the rules of the road. offer access to low-income riders and share their data with the city. bird sent a statement saying, quote, we are optimistic that sfmta will work to issue permits as soon as possible to minimize disruption to the tens of thousands of people in san francisco who have come to depend on bird. the city hopes to begin issuing permits by the end of the month. carolyn tyler, abc 7 news. cracking down on iphone addiction. the source on this one may surprise you. it's apple leading the way. that story is next. the nba finals shift to cleveland and the ws take flight. and more people fly southwest than any other airline in the country. but that might be changing.

the app store has turned ten. in those ten years 20 million developers have had plenty of motivation to develop great apps. apple says it has shared $100 billion in revenue with them. in san jose, david louie, abc 7 news. a recycling center in san francisco today, you can see the plume of white smoke billowing from the scene from our roof cam near pier 96. the fire burned about an acre of grass near the recycling center. the cause is still under investigation. sky 7 spotted firefighters mopping up after a fire inside a town home in san jmckeeosy road. residents told authorities they heard an explosion and then saw the flames. there were no injuries. six adults, a child, and their dogs will need a new place to live. on to consumer news. refunding tesla deposits and southwest losing business.

>> michael finney is here with that and more. michael? tied to that death. it's a horrific fatal accident on a flight back in april that's taking a toll on the airline sales. you may remember the passenger was killed when a fan blade broke off of an engine and shrapnel shattered the window where she was sitting. she died after being partially sucked out of the plane. the company says it pulled advertising after the incident as is standard practice and customers started buying fewer tickets. they knew the accident was affecting sales but says it's worse than originally thought. they expect revenue per mile to drop roughly 3%. hundreds of thousands of us placed preorders with tesla. now many of those who placed them are saying i want my money back. a third party look at the preorder showed 23% have been refunded. the company told the website
