your screen. we'll show you results in every county. first, you're never more than seven minutes away from your accuweather forecast. >> the big story today cooler-than-averag temperatures. the potential for drizzle. look at the cloud cover from the east bay hills. you can barely see the east bayshore line because of the blanket of clouds that's getting ticker as we speak. temperatures about the same as yesterday. notice at noon, 55 at the coast, only mid 60s around the bay and our inland neighborhoods. mid to upper 60s at 4:00. where is summer? it's coming in the forecast but you'll have to wait until next week. before that, enjoy a comfortably cool evening, 55 to 61. let's bring in alexis and see what she's watching for your morning commute. >> we have road workg really yo lanes closed. scheduled to go until 6:00 this morning. typically they get it picked up before that. check out this line of red between 23rd and 29th where we

have the lane closures. i'd say we're up to about a 2 1/2 mile backup on the southbound side of 880. you are at a standstill. two miles an hour your average. south bay you're off to a fairly quiet start this morning. our main highways looking okay. this is 280 at 17. we've got very light volume so far. we'll look at drive times coming up in just a few minutes. >> a car has slammed into the back of a fire truck. matt keller is on the scene for us. >> reporter: good morning. firefighters are grateful this wasn't worse. check it out. look how much damage done to this swreek. this is a nissan sentra and the back of engine 24, a san jose

fire truck. a lot of damage there. that car was going very, very fast on capital expressway around 3:30 when it crashed into the back of the truck this morning. the three firefighters from this truck were in the brush over here in the road fighting a vegetation fire. the driver was in the middle of the road trying to get cones out so people who were driving by could see there was a truck parked there that had its emergency lights on. as he was out there doing that, this car sped by, and he jumped out of the way and was able to escape injury. however, the driver of the vehicle did not escape injury. he was taken to a trauma center where his injuries are not known at this time. get this, this is't the first time this month this has happened to the san jose fire department. >> this is our second accident involving a parked fire engine. in both cases the lights were on. we ask the public to be aware of

the fire apparatus when they're parked on the side of the road with the lights on. >> reporter: this investigation now on the hands of the san jose police department. they're going to try to determine why this driver ended up crashing into the fire truck, whether or not drugs or whole were involved. i was told they're expressing capitol expressway to be closed for at least another hour. live in san jose, matt keller, abc 7 news. if you went to bed thinking london breed had the race for san francisco mayor in the bag, you're in for quite a shock. >> you can see by percentage they're tied 50 to 50. mark leno and london breed, fewer than 1200 votes separating the two candidates right now. because of that mail-in ballots could change this outcome. mark leno gaining 10% of voting overnight because of ranked choice voting. abc 7's cornell barnard live at city hall to explain all this.

really a shock, cornell. >> reporter: good morning to you. it could be days or weeks before we know the winner. london breed's lead appears to be fading as mark leno takes the lead by a razor thin margin as you said. redistribution of losing candidates' vote. ranked choice voting allows voters to choose their top three favorites candidates with the least amount of votes are eliminated. each encouraged the other to list each other as second choice. it appears to be working. leno received more than 70% of kim's second place votes. despite this, london breed is staying optimistic. >> i'm talking about proposing names that are bold and hopefully can make a difference that people want to see. we need to address homelessness in a different way, not the bureaucratic way. reforming our mental health system and building more housing, the kind of things we

to john cox. president trump has openly endorsed cox including a tweet he put out yesterday. one ballot decision in the bay area getting national attention, the recall of judge aaron persky. he sentenced stanford student brock turner to a six-month jail sentence to the sexual assault of an unconscious moment. it shows 59% voting yes on the recall. abc 7's david louie has more. >> reporter: judges will be held accountable for sentences they consider too lenient when it comes to violent sexual crimes. judge aaron persky was recalled by voters in santa clara county over the six-month sentence he gave brock turner. that triggered a groundswell of support for a recall campaign by stanford law professor michelle dauber and sub ported by a network of advocates for women and victims of violence and

november going against republican steven bailey. 45% to bass sarah, 25% to bailey. >> secretary of state category incumbent alex padilla is trying to hold off seven other candidates. he will be moving on. he is facing mark meuser in november. 52% to 32%. >> a look at the top state posts. the crowded race for the lieutenant governor is pretty close. lean any kuhn lack cass at 23%, ed hernandez with 21% with 95% of precincts reporting. you're never more than seven minutes away from my accuweather forecast. let's talk about cool temperatures. livermore, pleasanton, san ramon, tt in brentwood. the bayshore down into the south

bay, los gatos 45. pacifica 49. midreeer yesterday. you can see the cloud cover a little thicker as we look at the golden gate bridge. let's talk about outdoor activi activities. exercising, doesn't get much more comfortable than this temperaturewise and humiditiwise. it will be blouse centerry to choppy. here is a look at the small craft advisory, 11:00 this morning to 9:00 this evening. southwest wind north of the bay bridge gusting to 30 knots which is between 30 and 35 miles per hour. here is a look at san francisco. you can see the temperatures in the mid 50s from 10:00 to noon and upper 50s as we head through the afternoon hours into the early evening hours, clouds come back 8:00 to 10:00. temperatures drop into the mid 50s. south bay, not many areas reaching 70. we'll be 66 at noon, upper 60s through about 4:00, back to 60, jacket weather at 8:00. last stop will be the east

bayshore line. 56 this morning, cloudy conditions. mostly sunny this afternoon. but the winds will dominate over the sunshine, keeping us in the mid 60s. we'll take a look at that heat wave and the weekend forecast coming up. >> good in mike. back to the north bay we have a crash in a construction zone that happened overnight. all lanes of northbound 101 are still closed. we just got the update from chp. between helms burg and geyserville, all traffic diverted to dry creek road. the tow truck is at the scene. i'm hoping not too much longer before they get at least one lane back open. speaking of that, northbound 101 between oregon expressway and university in the palo alto area, this nightly road work should be wrapping. the lanes were scheduled to reopen about 5:00. still seeing a delay there through that scene. the bay bridge toll plaza still has a stackup on the left side with the cash lanes. if you're using cash, i'd stick to the right side. no metering lights yet.

feature in our forecast. let's see how fast they'll blow. point reyes, 32 miles per hour, 20 in half moon bay. the rest of us 10 to 20 miles per hour. they get faster, even 15 to 25 during the evening hours. overnight, calm down just a little bit except for the usual places of the golden gate bridge through the delta. they're back tomorrow which means cooler than average temperatures once again. watching 100s in the forecast. i'll tell you all about it coming up. thank you, mike. it looks like all of these drivers are going to pay more money to cross the bay bridge. voters are favoring a yes on regional measure 3. let's take a look how this vote broke down. 54% of voters voting for measure three last night. that's with 81% of the precincts reporting. abc 7's katie utehs breaks down what this can mean for you. >> reporter: $3.00 increase a dollar at a time, 2019, 2022 and again in 2025. it's estimated measure 3 will

raise $4.5 billion. 35 transportation projects listed in the measure aimed at reducing traffic congestion. much of the transit. those against the increase call it a progressive tax and say contra costa residents will be footing more of the bill. the south bay benefits but will pay less. that sentiment seemed to play out in the early returns because of counties voting against the measure. mail-in ballots posted on election day should register in offices by the end of the week, so the total should be more accurate then. in oakland, katie utehs, abc 7 news. let's move on to the other propositions. >> proposition 70 controls spending of funds collected through the state's climate change program. 64% casting a no vote. 95% of precincts voting. >> prop 69 would send a strong

message to the lawmakers and governors. the fuel tax and vehicle fees raised last year can only be spent on transportation projects. this is an over bell whelming vote. 80% voting that should be the case. >> prop 8 would give police officers a wider range of circumstances to use tasers in what's currently under a policy passed in march. you can see people voting no on that. 60% of voters casting a no vote with 100% of precincts reporting. you heard a lot about prop e which would allow the city's ban of selling flavored tobacco products to take effect. in san francisco voters decided to overwhelmingly approve measure e, 68% to 32%. you can find a full list of results by going to our website, abc7news.com. to our "gma first look." new reaction following the death of fashion designer kate spade. >> her sister saying overnight kate's suicide was not unexpected. here is abc's eva pilgrim.

>> reporter: in this morning's "gma first look," kate spade's unexpected death sendi shkwaves community. >> it appears at this point in time to be a tragic case of apparent suicide. >> reporter: police say the 55-year-old was found by a housekeeper in her park avenue home and she hung herself with a red scarf in her bedroom, leaving behind her husband and business partner andy and 13-year-old daughter. a spokesperson for her family saying we were all devastated. we loved kate dearly and will miss her terribly. >> i thought there was a way to create something functional -- >> reporter: she launched her eiconic brand in 1993 with andy spade who later became her husband. we'll live with fashion designer to remember her life and legacy. eva pilgrim, abc news, new york. facebook dealing with another data controversy.

>> the company gave a chinese smart phone maker and other firms access to use ears information, one of them huawe. it's been stagged by the u.s. as a security threat. facebook says it closely monitored the relationship and approved anything the companies built. the social network company says through the years it has forged dozens of data sharing deals to improve users' experience. you're never more than seven minutes away from your accuweather forecast. meteorologist mike nicco has the forecast. >> we'll start with walnut creek, one of the areas that looks comfortable. you can see the clouds start to roll over the mountains. temperatures this afternoon ten degrees below average in the upper 60s and low 70s. our cool eflt afternoons are ahead of us today and tomorrow. highs, they'll push and pull. they'll go up and down the scale friday, saturday and sunday. and then the heat wave hits next week. a couple of 100-degree days likely inland. here is a look at our cloud

cover by 7:00. mainly dominant along the coast and over the bay and into the inland east bay neighborhoods. as we head towards noon, clouds back to the coast and all of us will become mostly sunny as we head into the afternoon and evening hours. let's see where those breezes leave our temperatures. downtown san francisco only 61 degrees. mission 62 with san ansc daly city 56. heading to balboa park, 59 degrees. over the east bayshore line, mid 60s across the board with passing high clouds. grab your sunglasses. peninsula will have low to mid 60s in most neighborhoods as the breezes return. fastest over the ocean. that's why pacifica and half moon bay the coolest in the mid to upper 50s. 68 in san jose to about 71 in morgan hill. save your money now, you'll need it next week in the east bay valleys. our last stop will be the north bay where mainly upper 60s to low 70s until you get up to around santa rosa.

my accuweather seven-day forecast, getting ab noxiously hot next week. that was not a good word to say right there. here is alexis. >> that's okay, mike. sometimes the mouth is not awake and moving at 5:21 a.m. taking a look at things in the east bay, we have road work that was slowing you down on southbound 880. looks like they've wrapped this up ahead of schedule. raens scheduled between 23rd and 29th until 6:00. i'd say the red is totally gone. we're down to a little yellow at 24 miles an hour. that should be totally gone here very shortly. golden gate bridge looking good, too. those volumes increasing on the southbound side. zipper trucks have already been through. no significant delays if you're coming from the north bay. we have construction delays in the peninsula. we'll check that out next. the high school years of former 9er quarterback could be coming to tv.

if you're just joining us or heading out the door, here are the seven things to know before you go. breaking news we're watching from our live desk. a nasty crash overnight in san jose, a car slammed into the back of a fire truck on capital expressway. you see the entire front end of a black sentra smashed in, just barely missing a firefighter. the driver of the car is hospitalized. number two, a surprise in the san francisco mayoral race. overnight mark leno grabbed the lead from london breed thanks to ranked choice voting. as of this morning, he's ahead by a little over 1,100 votes. >> number three, lieutenant governor gavin newsom will face off with john cox in the race for governor. they were the top two finishers in the california primary. >> judge aaron sper ski is out. he drew attention when he sentenced a sue dent to just six

like the temperatures are today. we're saving money that way. don't have to run the air conditioner the next couple days. here is a look at what's goingsz on as far as the cloud cover out there. you can see the winds gusting to 39 in fairfield. the gray is the cloud cover. even slower sunshine today. a stout sea breeze and temperatures cooler than yesterday in my accuweather the-hour planner. waking up in the 40s -- upper 40s to mid 50s. you'll notice the difference by noon. 55 to 64 and not much of a spread at 4:00, 57 to 66. need the jacket this evening. temperatures already in the 50s by 7:00. we'll see if there's anything to get you hot under the collar trafficwise? >> a new issue in the south bay, northbound 101 around tully road. we're hearing we've got a new crash involving a motorcycle. that bike was reportedly splitting lanes when it lost control. we've got the two right lanes blocked right now. not much of a backup yet. emergency crews starting to make their way to the scene.

once they arrive we should have more information. also have the metering lights light at the bay bridge toll plaza. yesterday we had a couple of issues that jammed things up. today, just average volumes. next traffic update right around 5:40. now to your primary results. we'll kick it off with the race for california governor. this is an easy one because it's pretty much been decided. 27 candidates on the ballot. >> you can see the top two on your screen right now. gavin newsom, the democrat with 33%, john cox, the republican with 26% of the vote. that's with 95% of precincts reporting. the way it works here in california, we have an open primary system. that means the top two vote getters move o to the general election regardless of party. it could have been two democrats or two republicans, et cetera. gaf anyone knew some held his watch party in san francisco. in his victory speech he shared

his vision with the crowd. >> we're the most prosperous state in america, but we are also the poorest. the california dream will never be realized until every californian is sharing, it's about sustainabilit and time. >> antonio villaraigosa was third in the race and endorsed newsome. >> john cox wasted little time going after newsom. >> mr. newsom made it clear he wanted to run against me. as i told him in san jose in the debate, be careful, mr. newsom. be careful what you wish for. >> also in the speech cox called newsom for part of the problem with the status quo. >> nearly 119,000 voters in l.a.

county got a big surprise. their names were not on the wrote eros center. the county registrar's office says a rare printing error caused the problem. voters were supposed to be handed a provisional ballot when the name doesn't appear on the roster. it could have a major impact on the timing of the results. an increase possibly delaying the count for days. a live desk update. >> now to that major development overnight in the race for san francisco mayor. mark leno surging ahead of london breed as ranked choice voting has factored in. let's show you the numbers that we have. there you go. you can see that buy percentage they have 50% of the vote each. but leno has a very thin margin. in fact, leading with just a little over 1,000 votes. not quite a done deal yet. mail-in votes still being counted. it could actually take a while before we get those final results. whoever wins, it's history in the making.

leno will be the sit difficult's first openly gay mayor. breed would be the first african-american woman elected to the position. >> thank you, jessica. ranked choice voting will be the hot topic all month long. >> people went to bed early last night and are probably waking up won deferring what happened to london breed's win. it evaporated overnight? >> i'm one of those people. i went to sleep thinking she was the winner. it's really ranked choice voting and the fact that the votes are reallocated overnight that put mark leno in the lead at this point. >> this is a strategy going into this primary, right? you had jane kim and mark leno join together. they said, okay -- this is actually kind of late in the race, just last month. they said we're going to tell our constituents, the people we think are going to vote for us to vote for both of us. for example, mark leno is saying put me as top choice and put

jane kim as your second choice so we can block london breed. >> that strategy seems to have worked for mark leno. it's very close as we see. that's going to get a lot of attention. it's only san francisco and oakland that use that system at this point. >> the chronicle accused leno and kim when they first announced they would be tag teaming of gaming the system in an unprecedented way. do you think that's fair criticism? >> you can look at the top two where some said newsom was pushing cox. i'm not sure gaming the system is the right way to put it. >> isn't all politics gaming the system? we're going to continue talking to you throughout the morning about a host of topics. we appreciate your expertise. let's talk about what happened in san jose. sam liccardo expected to remain mayor. no ranked choice voting there.

74% to 15% over second place competitor steve brown. at his acceptance speech, liccardo thanked everyone for their unwavering support. also in the south bay, voters have spoken in the recall of judge aaron persky. this was so controversial, but as you can see, it didn't seem all that controversial with voters. they were decisive. 60% to 40% with 76% of the precincts reporting. that means judge aaron persky is recalled and will be replaced immediately by a woman. we'll talk about that in just a few minutes. 5:36. let's turn to regional measure 3 which would essentially raise tolls on every bay area bridge except the golden gate by $3.00 over the next six years. it's on the ballot in nine counties. the question for voters, remain stuck in traffic or pay an eventually $9.00 toll. take a look what happened here. yes at 54%. if passed, it will increase tolls by $3.00 on seven bridges

in the bay area. the toll increase happening a dollar at a time. estimated to raise $4.5 billion. the money would fund transportation projects aimed at improving traffic congestion and mass transit. voters we spoke with had mixed feelings. people don't want to pay more but traffic is awful. >> certainly i'd like to see b.a.r.t. gets its act together. >> i don't understand why it keeps going up and up and up and traffic has just gotten worse. >> measure 3 needs a simple majority to pass. 50% plus one. >> you're never more than seven minutes away from my accuweather forecast. let's talk about what's going on up in the north bay, some of our coolest temperatures as we look at petaluma at 45. novato at 46. bodega bay, guerneville at 48. american canyon and napa at 49 degrees.

low to mid 50s from el sobrante to cupertino at 47. 49 right now in pacifica. here is a look at the san mateo bridge, hazy this morning. you can see the cloud deck getting thicker. the possibility of drizzle on either side as you head into the higher elevations. so that's why i have caution there and also because of the breezes that will develop over our bridges during the afternoon to evening commute. no hot spots. in fact, kind of cool everywhere, not only this morning but this afternoon for mass transit. ferry rides choppy everywhere this morning. let's take a look at east bay valleys. we'll hang out in the low to mid 70s from 2:00 to 4:00, back to 62 by 8:00. peninsula even cooler than that, 56 at 8:00, only 60 degrees at noon. you'll need the sunglasses this afternoon. light jacket with the low to mid 60s and the breezes kicking up around 20 miles per hour. for the south bay, 57 at 8:00. where are the 70s in the south bay? you have to go down to gilroy

and morgan hill. they're the only neighborhoods that will make it that warm. look at the 60-degree temperature by 8:00. kids have a lot of activities, make sure to take a blanket if you're going to be sitting around watching them stay warm. what have you got going on this morning? >> quite a bit actually. we have a motorcycle crash in the south bay. northbound 101 just past tully road. we had calls into chp that bike was splitting lanes there when it lost control and crashed. now the three right lanes are blocked, three, four and five. the two left lanes are still open. emergency crews are just arriving to the scene. last time we checked about ten minutes ago, we didn't have any backup.u h quickly that's starting to stack.i wt least tw. we'll bring you the latest and talk alternates in a few. better news between helms burg and geyserville, a crash overnight. all lanes were blocked, everyone

now it's on to november. >> feinstein has been serving in the senate since 19. > people in the south bay voted to recall judge aaron persky. he was heavily criticized nationwide for his sentencing of brock turner. >> we want to loop back in former san mateo assemblyman ted lindberg. there's serious ramifications to this outcome. >> absolutely. it got a lot of attention. it's a huge issue and this will make judges think twice when it comes to these kinds of cases. the other thing, too, the fact that the voters had the opportunity to do this and actually recall a judge. >> it's really interesting because this is not a method that we use in california very often. we have to go all the way back to the 1930s to see the last time we've recalled a judge. do you think this sets a precedent to do this more sauchb or is it so specific to the outrage of this case? >> i think it's more the latter.

people were really concerned about that because we don't want to politicize judges and recall them for one decision. quite frankly, i think the voters in this case were using the opportunity to send a really powerful message about this issue. i don't think we're going to see this kind of recall a lot. >> i think there was some criticism early on that voters would not have the attention span to deal with an issue -- the verdict came down so long ago. what do you think this says about the attention span of voters in california? >> i think they pay more attention than people realize. sexual assault obviously has gotten a lot of attention recently for good reason. i think this stayed in the headlines. >> another thing people will be hearing about is this problem in los angeles county with voting. 118,000 voters, apparently their names were not on the polls. the person at the polling place said, i don't see you, so i'll

give you this provisional ballot. doesn't inspire a lot of confidence. >> no. glad it didn't happen in the bay area. we've heard about these problems across the country. it's a shame it happened here in california. not sure how much impact it will have on the races there, but obviously someone that went to vote and wasn't able to, that's not what the system is set up for. >> could it impact big races? >> most of the races are in orange county, so i don't think it will have an impact on the key races that will have a national impact. new details considering concerning the u.s. and north korean meeting. the cappella hotel on santos is a island is the location. president trump lowering expectations of securing a nuclear deal at the summit with the north koreans. he's stressing the process will likely take longer than this one single meeting.

drops us back down. look at the surge of 60s. at the coast that's normal. mid 80s to near 100 on tuesday. even warmer days after that. here is alexis. >> looking at a big issue in the south bay. northbound 101 just past tully road where we have a crash involving a motorcycle. the three right lanes are blocked. only new information i have is that they do have that bike involved in the crash pushed off to the shoulder. you're down to just about ten miles an hour approaching up to about a three-mile backup. best bet for an alternate state route 82 taking monterey boulevard. that is wide open as is all of the surface streets around that. really you do have several options if you're about to head out through that area. can't seem to catch a break in palo al tomorrow. northbound 101 at oregon parkway, grinding and paving work, supposed to be done by 6:00 this morning. definitely heavy through the area. a quick check of the bay bridge
