ne around 30 p.m. when the vehicle crashed in emeryville while evading a police officer. police say he shoved a woman in the trunk of the car after assaulting her in the tenderloin. he and his female passengered head to the east bay. when they arrived here witnesses say they heard a screech and a loud bang. then almost immediately an sf pd officer approached with a gun drawn and asked people to get fire extinguishers since smoke was coming out process. two people were drapd inside a man and woman. a retired firefighter helped one person in the car. he was driving in the area and stopped to help when he noticed smoke coming out of the vehicle. >> the car was in a bad accident. you couldn't get in through the doors. i jump on the roof of the car. the sun roof had broken. and he wasn't initially able to get out. his legs were pinned. and he contake his seat belt

department of elections. so they counted 16,000 votes between yesterday and today. there is about another week of counting. i want to give you a tour because a lot of busy election workers obviously doing important work. these folks now are processing provisional ballots. they take four passes at the ballots to make sure the vote is counted. they are on the second pass. the workers here are double checking ballots kicked out of the machine. that might happen if there was a write in. and behind this worker these workers tabulating actual results. they are here from eight to eight every day making sure the election is properly counted. i spoke to john arntz says it has been a very exciting few t the spokesperson for london breed and she says they are here every day waiting for meaningful

results. >> we have come down every day since the election to observe the count. but i would say that it's been a roller coaster of eemss and every time we come down we don't know what to expect. and you know if it goes up one way or down the other, we have to sort of maintain an even keel. >> on election day there was a huge burst of activity and participation in the process. now there is so much attention around selection. and i think those who are even casually engaged in the elections in san francisco now have more interest. and i think they probably would be drawn into the november election to cast ballots for the contest and the measures. >> reporter: every vote counts. this election is total proof of that. so of course we have a general coming up in november. and hopefully more people turn out. 26,000 vote by mail and provisional ballots to count. that will likely take the rest of the week. then of course the department of elections has to certify the election by july 5th.

after net neutrally rules are rolled back. however consumer reports warns a of a few things once the deregulation goes into effect. zero rating plans which allow customers to access a specific service without using data. isp use zero rating plans to promote a particular service usually one they own or have a stake in. data caps are expected to become widespread for broad band service. if customers hit the limit isp could throttle the band width or charge fees for increased data usage. paid prioritization enables internet provider to charge access fees to content providers like google, facebook and netflix nod in order to send content to consumers and the fees could vary zbending on the band width required. companies paying more are given higher priority. paid prioritization can lead to price hikes for internet access. content providers can raise subscription rates or monthly fees for customers in order to offset access fees.
