now from abc 7, live breaking news. >> that breaking news is happening right now where an hour's long standoff has just ended. i'm eric thomas. >> and i'm dion lim. let's get to abc 7 news reporter kate larsen who's live for us in el-sobrante with more on a situation that had been going on for hours. >> reporter: three minutes ago this situation ended when the suspect gave up after an hour's long standoff that started around 4:30 this afternoon. i'm on a small road in el-sobrante the police tape was just taken down and a sheriff's deputy took me back here. the house this happened is the one that's lit up with the flagpole if you can see it about three houses down. what i'm told by neighbors is that this man who lives there has been acting up ever since he

moved in a month ago, threatening violence towards neighbors, screaming and yelling in the street, and it escalated today. police and sheriffs deputies spent hours trying to get him out. using noise calls like this. take a listen. so neighbors were listening to high pitched noises like that all afternoon and evening while the sheriffs tried to get this guy to come out of his home. one neighbor who actually called 911 showed me a photo of who he says is this man holding what appears to be a rifle. he said he was threatening neighbors saying i'mkill you, i. you're going to die. so when the sheriff showed up, they evacuated the neighbors,

about a block's worth of people waiting for this to end. >> he came out with a gun saying he was going to kill everybody. >> cops running around hiding behind cars trying to get him to answer the telephone, he's not doing it. >> he turned the radio up. the cops please say keep answer your phone. all their guns are drawn but they're not really doing anything. >> reporter: until just a few minutes ago, this is sort of what the scene looked like here. all those neighbors relieved to go home finally after hours of sitting around. even though this is over and this man is in custody, some of the neighbors are worried says -- the neighbors say that this man was arrested just a week ago after a similar incident although that incident did not involve a gun. so people still afraid to talk, still afraid about what's going to happen next if this man comes back to their neighborhood. that's the latest i'm kate larsen. we'll send it back to you.

>> at least they can go back to their homes. now to our other top story tonight. a kidnapping in san francisco leads to a fiery crash in the east bay now one person is dead and another is in critical condition. >> lilian kim joins us with more on this story. >> reporter: a san francisco police officer pursued two people across the bridge this afternoon after reports they shoved a woman in the trunk. that ended when the vehicle went up in flames. >> video shows officers dragging a kidnapping vehicle away from the car. police say his car crashed in emeryville earlier while trying to evade a san francisco police officer. >> the police officer, she pretty much held her calm. she had to hold her gun on him for whatever reason, and she asked for someone else with a

fire extinguisher. we're yelling for the guy to get out of the car. >> several people tried to help. rick mcgee injured his hand helping to rescue the man. he's a retired firefighter. >> he couldn't take the seat belt off. i yelled for a knife. i cut the seat belt off and pulled him out of the sunroof. >> reporter: the suspect is in critical condition but his passenger died. foreignly the police say the victim escaped well before the crash. >> we located her. she was able to get out of the trunk of that vehicle by using the emergency release lever. >> reporter: an escape that very well may have saved her life. police say she was treated at the hospital and is in fair condition. lilian kim abc 7 news. a fire erupted ins so leto at about 6:30 tonight.

sailing and desided what we needed was a full-time home for the athletes, coaches, therapists, all of that group. as we got together and looked around the country we decided that san francisco would be the best place for the home. >> they'll be close to silicone valley with advances in the sport. and the windy conditions help. it's not just the olympic athletes that benefit from the move. the novice sailors will also. >> are you going to pull it towards you or away from you? >> towards me. >> for these kids to see a lane carved out in front of them i think is really empowering. >> reporter: fast is a three-way partnersh partnership. the foundation and the center want to open up the sport to more diversity through community sailing programs. >> our goal through fast is to have a pipeline.
