northbound just as a pine tree collapsed on to the road in front of her. >> the calls came out there was ly tree down and it appears there's one vehicle involved with a tree. unknown at this time if the vehicle collided with a tree or if the tree landed on the vehicle. >> reporter: the car was heavily damaged and beyzer pronounced dead at the scene. the tree was clearly dead, perched just 20 yards on the hillside above the freeway just north of the el pintado onramp. it's property owned by caltrans. with traffic backed up for miles, caltrans crews worked to clear the tree from the roadway. at the same time, the chp conducted its investigation where the car ended up, about 1/8 of a mile beyond the tree. it all happened during the morning rush hour. >> it could have been worse. it was during commute time, so thankfully there was only one vehicle involved, and for the chp, you know, we offer our

condolences to the family because this is a, you know, this is a terrible time. so hopefully we can figure out what happened for them. >> reporter: caltrans did not respond to our questions about why this tree wasn't removed but did issue a statement. caltrans expresses its deepest victim of this accident.y of th- the safety of the public is our highest property. we are curuses of this unfortun incident. in danville, laura anthony, abc7 news. a bizarre kidnapping in oakland ended with a police chase and the arrest of the suspect. the ordeal started in oakland's chinatown neighborhood and ended in east oakland. abc7 news reporter leah has more. >> reporter: oakland police responded to calls made from this house on oak street. andy chan, owner of bay auto center, told us police were everywhere. >> we don't know exactly what they did. we saw a lot of policemen right

here. >> reporter: police had received a call from a man who had been assaulted while his 71-year-old mother was being forced into a car. police arrived as the alleged kidnapper was taken off. >> certainly time was of the essence in this particular case. if our officers had been even second later, they would have not seen the suspect vehicle leaving with the victim. >> reporter: officers chased the car for more than 45 minutes, endi ending up in east oakland on lorenzo avenue. at one point, the driver had rammed into a police car. no one was hurt in that chase. the 71-year-old woman was fine. police say it turns out the woman was the alleged kidnapper's land lady. >> this is a landlord-tenant dispute that ended in an assault, a kidnapping, and then a ramming of a police car. >> reporter: police could not say what led to the dispute between them. the suspect now faces several assault as well as kidnapping charges.

in oakland, lyanne melendez, abc7 news. an east bay chiropractor faces a lawsuit from two former patients who say he sexually assaulted them. abc7 news was in oakland today where the women spoke about their claims. they say pleasant hill chiropractor david atkinson fondled them under the guise of treatment. the women say they came forward after finding out through mutual friends that they both had similar experiences with atkinson. >> a lot of women don't think that stuff like this is wrong when the doctor does it, so we wanted to come forward because it could be some other women out there that we can help. >> i want him out of business. i want him -- i want this to stop for women. >> abc7 news went to atkinson's office, which was empty. he was also not responding to our request for comment. new details on a story we first told you about last night on abc7 news. the contra costa county sheriff's office has identified

the man taken into custody after a lengthy standoff. he is 41-year-old alex studer. neighbors told abc7 news he was walking around carrying a rifle with a scope, threatening to kill people. he is now in jail, accused of making criminal threats. new developments in the race to be san francisco's next mayor. just 1,601 votes now separate the top two candidates, numbers released just an hour ago show london breed holding on to the lead. she had been trailing marc leno last year after ranked choice voting propelled him into the top spot. there are still about 18,000 votes left to count. the director of elections told abc7 news he doesn't expect to certify the election until the end of june. city, county, and transit officials they they're ready to go for tomorrow's parade. crews were out early today on broadway, putting the scaffolding in place that will hold the giant speakers along the parade route. the barricades are also ready to

an emotional day today for a san rafael woman, back home from her overseas deployment. >> her surprise reunion with her daughter brought cheers and a few tears to her hometown. >> for good reason. abc7 news reporter amy hollyfield has the story. >> reporter: it was such a special moment. her third grade daughter, liliana, just thought she was watching a talent show here at school this morning, and then the best act of all walked in and surprised her.

>> star bailey served for ten months in afghanistan. she is in the navy. she has two daughters. she surprised 8-year-old liliana today at school. liliana thought mom would be home on wednesday, so they both cried as they hugged for the first time in ten months, and all the students around them were gasping. we talked to liliana afterwards about her shock but before the big moment, we asked her mom why she decided to have a public reunion. >> i was thinking there's so many other people that don't know what we as service members go through, being away from our families and the sacrifices we make and i just thought that it would be a cool story to show with everyone. >> i felt surprised and shocked when she came to the door. >> and what do you want to do with mom? >> i want to take her somewhere. >> where?

>> maybe somewhere that she might like. >> reporter: star took a couple of questions from the talent show audience. she said being away from her daughters was very challenging but face timing and iphones did help. but she said it does feel good doing something for a good cause, and she emphasized to the kids the importance of staying in school and getting an education. star told us she is looking forward to some home cooking and seeing her new home. she bought a house, but she hasn't seen it yet. in san rafael, amy hollyfield, abc7 news. >> welcome back. sonoma county, more reckoning from last fall's wildfires. today, the county's board of supervisors began going over a new report of what worked and what did not, line by line. >> wayne freedman joins us live outside the sonoma county administration building with more. wayne? >> reporter: good afternoon. the report they've been listening to inside continues from a state report that was released earlier this year. the county wants to know what it did right, what it did wrong, and what it might do better in

the future. for those of us who lived through it, the north bay fire storm that began the night of october 8th may always seem like idea. in the sonoma county board of supervisors, this man delivered the report in the form of a thick book. >> you'd be hard pressed to stop a fire that moved that fast. >> reporter: he is the county's interim emergency services winter after a state report cited problems including a breakdown of the countywide alert system, this new report has elaborated. >> where is the fire? >> there are fires in so many places. >> reporter: the county already knew that 911 dispatchers and first responders couldn't help everyone due to an overrun communications system. this report offers solutions, proposing 21st century alerts that keep people informed and directed moment by moment. it turns out that had these fires happened almost anywhere in california, results would have been much the same. >> this is par for the course. we had achieved a status quo in

california. we thought we were prepared for most events. >> reporter: and all the more important, he said, with chances of a major regional earthquake at 70% in the next 30 years. as the north bay learned from the fires, systems we have today will not be able to cope with trapped people, ruptured roads, and food, fuel, or water shortages. let these fires be a lesson, the supervisors said today. >> the state had no policies or procedures, and they need to develop them. they need to develop them for all 58 counties, not just here. >> reporter: call it a work in progress from a disaster, still in recovery mode. in santa rosa, wayne freedman, abc7 news. >> a proposal that would have placed tax on california's drinking water has now died in a budget deal. called the safe and affordable drinking water act, it would have taxed people 95 cents each month. that money would have gone to clean up toxic wells. lawmakers decided to use money from the general fund instead to cover the costs.

it's estimated the water tax would have raised about $140 million each year. san francisco-based square will pay more than $2 million to settle a class action lawsuit. >> it involves it food delivery service, caviar. "7 on your side's" michael finney is here. >> as it turns out, caviar does not come cheap. they claim they took money customers paid to tip their delivery drivers and never gave that money to the drivers. caviar sent a notice to customers who may have used this service between january 2012 and august 2015. customers will receive a $15 credit to use on another order. the judge still has to approve the settlement for the credit to be activated. cavi caviar admits no wrong doing, instead saying it is settling to avoid going to court. the federal trade commission has charged three individuals and nine businesses with scamming more than $125 million from customers in a business coaching program.

it was called my online business education. the ftc says the organization targeted people, including service members, veterans, and seniors, claiming it could help them start their own online business. according to the complaint, people who paid the $49 entry fee were then urged to spend thousands more on membership packages. some lost more than $20,000. some older workers are hoping extra money from a side hustle will help fund their retirement. that's what the last story was about. well, online investment company betterment interviewed 500 people whose chief source of income derives from the gig economy, and 500 who work full-time and have a side gig. the last group, 67% said the side gig is for financial reasons. a third of those say it was because they had insufficient retirement savings. 16% of all people surveyed said they plan to work a side gig even after retirement.

the extension that would brick b.a.r.t. into the south bay may be open later than expected now. our media partners in the bay area news group reporting the extension could be pushed back into september of 2019. the valley transportation authority originally was targeting an opening of december of last year, but it's been sliding that date back. bta says it needs more time to test the lines at new stations. it's hoping to open next march, but in a worst case scenario, the opening might be delayed until september. in the wake of several high-profile crashes that have brought its all the pilot feature into question, tesla plans to move forward with a software update. ceo elon musk said on twitter the update will enable full self-driving features. the update is supposed to roll out in august. the last major update was in 2016. just last week, preliminary ntsb reports said a tesla-involved in a deadly crash in mountain view
