you saw it there, he tried doing a back flip, dropped his gun, it discharged and shot another club goer in the leg. he is facing second degree assault. meanwhile, the fbi is conducting its own investigation which could result in his termination. we're learning new details about one of the current contestants on this season's bachelorette. lincoln pleaded guilty to indecent assault and battery for groping a woman on a harbor cruise in boston two years ago. warner bros. said in a statement, no one in the production had any prior knowledge of the incident. they also said when he was cast he denied any sexual misconduct. kim kardashian-west has finally met the woman she helped get out of prison.

raccoon perhaps. he was climbing up a skyscraper, and we have a happy ending to report. let's go to matt gutman. >> reporter: the little raccoon scaled to internet stardom in the time it takes to climb a 25-story building. now famous as the npr raccoon, she started her climb to fame on monday. trapped on the second story of the minnesota building, that pole didn't get her down. it scared her off. more spiderman than raccoon. she clung to the building. employees snap pictures as she made cameos in their windows. late tuesday, she nearly made it to the top of the ubs building and the top trending spot on twitter before ascending to the 17th floor for a nap, leaving t professionals and use cat food.

good morning. i'm diane macedo. >> i'm victor oquendo in for kendis gibson. here are some of the top headlines. economists say now is the time to pay down any credit card that may have, since the fed has hiked interest rates for the second time this year. it will also make adjustable rate mortgages more expensive. a possible tornado ripped up an outlet mall, bringing down buildings and overturning cars. weather service investigators are headed to wilkes-barre today. secretary pompeo is making it clear there will be no sanctions relief from north korea without denuclearization. he spoke with south korean and japanese officials.

>> reporter: the economy booming, and to keep it from overheating, that rate hike, with the federal reserve signaling two more increases this year. >> the main takeaway is that the economy is doing well. >> reporter: the key takeaway from consumers carrying credit card debt or thinking of buying a car or home, the price is going up. >> if you are ready, you might want to consider locking in rates now when they're lower. >> reporter: adjustable rate mortgages also getting more expensive. and for anyone with a balance on those credit cards, now is the time to pay it down. >> it's only going to get more expensive. most credit cards are variable rates. so within a billing cycle or two, you'll see rates go up. if you are carrying any debt, it's important to pay it off. >> reporter: the fed expects the jobs market to continue improving and that unemployment could hit 3.6% this year, the

lowest rate since the late 1960s. rebecca jarvis, abc news, new york. apple is closing a security loophole used by law enforcement to crack into iphones to solve criminal cases. the software update will disable the data port an hour after it's locked, making it virtually impossible without a password. fbi and other agencies have relied on third party companies. they say the same flaws could be exploited by criminals. mike pompeo expects to resume negotiations with north korea within a week or so, but president trump is already claiming victory. the president says the nuclear threat is gone and the world can now sleep well. abc's kyra phillips has more. >> reporter: president trump landing back in the united states, declaring there is no longer a nuclear threat from north korea. everybody can now feel much safer than the day i took office, he tweeted.

but kim jong un still has his nukes. >> okay. >> reporter: and the joint statement he signed in singapore didn't indicate how and when he would give them up. it also didn't say that denuclearization would be verifiable and irreversible. >> i read the statement, and it's difficult for me to see if something was actually agreed to or not. >> reporter: arriving for talks in south korea, secretary of state mike pompeo says he expects major disarmament from the north within the next two and a half years. he bristled at questions from the media calling them ludicrous. >> we have developed a very special bond. people are going to be very impressed. >> reporter: just as the president was declaring victory, so, too, was north korea.

trump pledged to, quote, lift sanctions as mutual relations improve through dialogue and negotiation, not exactly what president trump said in his news conference. >> the sanctions will come off when we are sure that the nukes are no longer a factor. >> reporter: north korea's newspaper also trumpeting the president's announcement that the united states will no longer engage in military exercises with south korea. >> we're not going to play the war games. >> reporter: south korea caught offguard. democrats now saying in a sit-down with kim, the president gave a lot more than he got. >> this is not the art of the deal but seems to be the beginning of the art of concessions. >> reporter: but president trump is confident his bet will pay off. >> i believe that he wants to get it done. >> you trust him. >> i do trust him, yeah. i think he trusts me, and i trust him. >> reporter: bottom line, we are still waiting for the specific and verifiable steps on exactly how north korea will dismantle and destroy its nuclear arsenal.

secretary of state pompeo saying he is confident north korea understands there will be in-depth verification. kyra phillips, abc news, the white house. we're getting our look inside a government shelter for the children of immigrants who have been detained. the largest shelter in brownsville, texas is a former walmart and home to boys age 10-17. they get three daily meals, two snacks, video games and movies. they are each assigned a therapist to help them deal with separation trauma. prosecutors are trying to decide whether to charge sylvester stallone with sexual assault. a santa monica woman filed a report last year saying he sexually assaulted her in the 1990s. he disputes that claim. and it has been a year since steve scalise was wounded on a baseball field.

david louie from our san francisco station explains how. >> reporter: proponents say california is too big and unmanageable and is losing people because of high taxes and a quality of life on the decline due to traffic and other issues. >> we see people leaving california in droves, and this is an opportunity for californians from a wide variety of demographics and geographies in california to say they want something more and different and better. >> reporter: san francisco and sacramento would be part of the state of northern california, with a population of 13 million versus nearly 40 million for a single state. the coastal area from monterey to los angeles would be called california and have about 12 million residents. and southern california would have 14 million people. they have not decided how to divide the assets.

this morning on "world news now," the search for a possible sniper. >> cars near seattle's airport have been riddled with bullets on the driver's side. police are taking every precaution, even closing the runway for a time. severe storms and a possible tornado ripping apart stores in pennsylvania. pennsylvania. also this morning, t he president says the nuclear threat from north korea is over, but that country still has its nukes. we'll take a look at the next step in negotiations with the north. and this is one way to find fame. a girl in this image is now a local celebrity after getting her head stuck in a truck's exhaust pipe. hear what she's saying this morning. it's the sweet summer treat that's also short, we're talking strawberry shortcake. there's a national holiday dedicated to this dessert.

airport close to rush hour. this driver says he was about to get off state route 509 which runs close to the airport when a bullet ripped through his door. >> i heard a boom and glass all over my face, and i looked, and i saw that it went through the passenger side, and i realized it was a bullet. >> reporter: authorities shutting down both sides of the highway, snarling traffic, but at least a handful of drivers -- >> we're all still standing. >> reporter: -- feel it could have been worse. >> i'm lucky because of where the bullet hole entered and exited. some people had higher up shots. >> reporter: the shooter still at large. authorities shut down a runway, but the impact on air travel has been minimal. will carr, abc news, los angeles. and to president trump declaring there is no longer a nuclear threat from north korea, even though kim jong un has not given up any nuclear weapons.

during a visit to south korea, mike pompeo said the u.s. wants kim to take major nuclear disarmament steps within the next two years. he expects talks with north korea to resume in about a week. but he slammed a reporter who asked for details on the denuclearization process saying he found the question insulting, ridiculous and ludicrous. meanwhile, the president is dismissing concerns about his human rights record of north korea. he said a lot of other people have done some really bad things. as for his decision to negotiate with kim, the president praised him as smart and tough. he was able to take control of his country at a young age, and he said, quote, i think we understand each other. abc news has learned president trump's long-time lawyer, michael cohen, is
