>> he was sneaky, he didn't ask her missions. >> she saw a stranger taking pictures of her 3-year-old son while he was getting her face painted so she snapped two photos of the man, which we blurred because he has not been arrested. >> he's smiling and looking at my son in way that looked like he was pleased with himself. >> there was other photos on there but i don't want to get into what they were. >> reporter: did any of the photos concern you? >> not criminally. >> reporter: she reported the incident to nearby officers. lieutenant todd was at the fairgrounds and escorted the man off the fairgrounds. >> they are subject to being photographed but still we don't know why individuals would want to photograph kids. >> reporter: she's a face

painter at the fair and saw the confrontation. he said she's never spoken to him but seen him taking photos for years. >> he comes around and takes pictures of the fair. >> reporter: she posted her photographs on a private moms group and other moms said they've seen him at the fair and other places. >> reporter: this mom who does not want to be identified said he took a picture of her 2-year-old son while she was shopping last week. >> i had an icky feeling but i didn't want to be controversial. i wish i had said something in the moment but i didn't. >> reporter: now lieutenant meford said the man does not have a criminal record but they're going to investigate now they've heard from more parents. we have their phone number on our website abc 7.com.
