until his father comes racing from the stands to rescue him. why that hero dad is now in trouble. also, we hear from the deputy who was brave enough to free a bear from a subaru and escape just in time. and a baseball fan injured by a flying hot dog at the ballpark speaks out about the ordeal. a good thursday morning. we begin with president trump talking tough on immigration after signing an executive order to prevent families from being separated. >> at a rally in minnesota the president vowed to defend america's borders sparking chants of build the wall. his orders will allow migrant children to stay with their parents but does not end his so-called zero tolerance position. >> it also what happens to families already separated raising many questions and stephanie ramos is here to explain.

>> reporter: he good morning, diane and kendis. after days of protests and debate, the president, of course, has signed that executive order that he says will keep immigrant families together but he insists he will still be tough on immigration. with a quick signature, president trump did what he said he could not do. >> we're signing an executive order. we're going to keep the families together. >> reporter: putting a stop to the separation of families crossing into the u.s. illegally. this comes 75 days after more than 2,000 children have been separated from their parents. >> i didn't like the sight or the feeling of families being separated. >> reporter: overnight trump defended his decision to suspend his policy during a campaign rally in minnesota. but also said that when it comes to undocumented immigrants -- >> and we're sending them the hell back. >> reporter: some trump supporters agreed with the

president's separation policy. >> did those images of children bother you? >> no, because they're well cared for. we're paying $700 per day per child. if a person goes to prison or jail, they're separated from their children. >> reporter: for immigrant families going forward, zero tolerance remains in place but now kids will likely go into d.o.d. or i.c.e. facilities with their parents for the duration of all immigration proceedings. the order does not override the federal court settlement that says detained migrant children cannot be jailed for more than 20 days. the president is expected to instruct the department of justice to not follow that law while the white house challenges it in court in order to keep families together while the parent is in custody. health and human services says, quote, they are awaiting further guidance on how to implement the executive order. families that have been separated, those 2,300 kids, will not be immediately reunited.

kendis, diane. >> a lot of people wondering what will happen to those kids there. stephanie ramos in d.c., thank you. the government has now released a video from inside a shelter for migrant children in homestead, florida. a worker tells our miami station that parts of the facility are unsanitary and the children often cry themselves to sleep. the worker said it's unclear why a senator and congresswoman were denied access to the shelter this week. a boy from guatemala taken from his father at the u.s. border eight months ago has finally returned home. 10-year-old som well was placed with a foster family in michigan after his father was deported. now he's back with his parents in guatemala and abc's alex perez was there for the reunion. >> reporter: about eight hours later he lands in guatemala city and after an evaluation from doctors, he is brought in to reunite with his family. the tearful look on his face, the room filled with government officials, he was overwhelmed appearing shell-shocked going back to a family he loves and having to leave a family he

loves. >> his foster mom says she's still very concerned about all the trauma he's endured. she plans to maintain a relationship with him and says she wants to help with financial needs as well. back in this country, we turn to the growing uproar after the shooting of an unarmed teenager in east pittsburgh. protesters block streets as we learned new details about the officer involved. a downpour in east pittsburgh did not stop these protesters. hundreds of people on the streets taunting police blocking some major roadways and holding signs that read, black lives matter and say his name, antwon rose. >> it keeps happening over and over. and i didn't even know that was my cousin's son. i watched the video and i seen him get shot. >> reporter: the demonstration started less than 24 hours after

this video surfaced showing a police officer opening fire shooting rose as he appeared to be running away. he later died at the hospital. according to investigators police had stopped a suspected getaway car involved in a nearby shooting minutes before. as the driver was being apprehended, two passengers took off running. an officer fired hitting 17-year-old rose. >> they ran, boom, boom, boom. i said, oh, my god, i said he shot them boys just for running. >> reporter: the officer now on paid administrative leave. he has not been publicly identified but we learned it was his first night on the job having been sworn in just hours earlier. the officer was not wearing a body camera. >> if you believe that that person fleeing continues to present a threat of deadly force and deadly force is the only way that you can see affect the arrest and prevent that threat. >> reporter: in a statement, rose's family says he was a generous, hard-working and highly promising student. and back at the protest --

[ chanting ] >> reporter: -- one of the victim's friends, james mccoy, was seen shaking the hands of police officers. >> individually it's not these cops out here, it's not them. it's -- they're a part of it but like we all have to be better. >> and police say there were two guns that were discovered in the car that rose was running from. but the driver, by the way, was released from custody. the other person who ran from the car has not been found. >> reporter: in weather news torrential downpours triggered flash flooding in western pennsylvania. at least 60 people had to be rescued. this scene played out in bethel park which has declared a state of emergency. the floodwaters were so powerful they swept away some cars from a parking lot and now let's take a closer look at your forecast for this thursday. >> good morning. severe storms with damaging wind, flooding downpours and hail along 55, 70 and 40

into a police boat into the water there. we head to california now where the parents accused of torturing their 13 children have now heard the 911 call their daughter made after escaping the home. >> the call was played during david and louise turpin's court appearance. during her plea for help the 17-year-old detailed years of alleged abuse. david and louise turpin sat still during their preliminary hearing listening to a 911 call made by their oldest daughter, the one who escaped through the front window of the home where 13 children allegedly lived in filth and a 911 call that has not been released publicly. the 911 dispatcher first asks do you know where you live? i think in perris, california, she replies. it takes the girl nearly five minutes just to give the address of her house. at one point she even misspells her own name and goes on to say, my parents are abusive. they abuse us and my two little sisters right now are chains up.

she then explains they only chain us up if we do something we're not supposed to. the dispatcher asks if they go to school. the girl says no. when asked if they're homeschooled, she said a fake school is set up. i haven't finished first grade and i'm 17. when the dispatcher asks if there's any medication in the house, the girl says, she doesn't know what medication is. she also says there's so much dust in the house, it's hard to breathe. and when the dispatcher asks when she last took a bath, she replies about a year ago. the teenager also said that she and her siblings were only allowed to eat one at a time in the kitchen while standing before being forced to return to their rooms. the former catholic archbishop of washington, d.c. could face more punishment because of a decades old sexual abuse claim against him. cardinal theodore mccarrick was already removed. he is accused of abusing a boy while he was a priest in new york nearly 50 years ago. he says he accepts the pope's

decision even though he says he has no memory of the alleged abuse. the father of a race car driver could now be facing a punishment from nascar after saving his son's life. watch car number 39. mike jones was behind the wheel when he crashed at this track in virginia. the car ended up engulfed in flames and you see a man jump over the barrier there. that is the crew chief and jones' father reaching into the burning car and saving his son. >> i could see someone jump over the wall in a white shirt and if i had to place my bet at that moment in time, i figured it was going to be him. >> i did not care. i had a polo shirt and shorts. the only thing that i was concerned about was getting my son out that car. >> and he says he would do it again in a heartbeat. the speedway though has put him on probation through the end of the racing season and he could be disciplined by nascar for running onto an active track instead of letting the proper safety crew with equipment handle the situation.

locust drive and aldercroft heights road. oorps firefighters had to strap the car to the tree before they were able to remove the driver using the jaws of live. amazing he had only moderate injuries. >> in essence that tree is the only thing that saved his life. had that tree not been there, the vehicle would have been so far down the embankment, it would have been difficult to find, if not impossible. >> reporter: the road was closed for a few hours for the rescue operation. the chp says they're investigating the driver for suspicion of driving under the influence of alcohol. matt keller, abc 7 news. this morning investigators are trying to determine the cause of a fire that broke out in an auto repair shop in oakland at 52nd and international boulevard. it took 15 minutes to get the flames under control. oakland fire live posted this video on its twitter feed.
