the state of south dakota and retailers such as overstock and wayfair. south dakota wanted to collect sales tax even though retailers didn't have a physical presence in the state. in a 5-4 decision, the supreme court justices sided with south dakota ruling states can force retailers to collect the tax. wayfair is based in boston where the governor calls the decision a win for brick and mortar businesses which have been forced to charge sales tax while their competitors online have not. >> i would say this is a good day for states, and it's a good day for those in the retailing space who have been for many years disadvantaged. >> reporter: before the ruling online shoppers were supposed to pay the sales tax to their state themselves, but most did not. >> it wasn't that the tax wasn't due, it's a question of who remitted it to the state. either the seller did it, or the consumer did it. to be honest, if it was left to the consumer, it never got paid. it puts the onus back on the seller. >> reporter: large online retailers have already been collecting sales tax themselves
4:07 am
but even their shoppers could be affected by this ruling if they buy from third party sellers on these sites. >> the majority of these sales today through amazon are these marketplace vendors actually. those sellers have not been charging the sales tax. >> so here's a little more on this. the ruling could have a big impact on ebay, and when will all the changes go into effect? it actually depends where you live. apparently some states -- each state still has to pay a law that require online retailers to collect sales tax. in the meantime, many sites are already asking congress to intervene and require a uniform tax rate. a disaster has been declared in parts of texas after the worst flooding since hurricane harvey. hundreds of people had to be rescued in towns near the mexican border. some were pulled from homes and cars. others rescued from a day-care center and a motel. some areas got 15 inches of rain. and now let's take a closer look for your forecast for this friday. storms have moved out of
