so with the temperatures going up quickly, the air quality decreases. we're looking at low relative humidity. winds up to 40 miles an hour. that could ignite wildfires. be vigilant today. heat illness is possible. heat advisory today forever where except the immediate coast and the city of san francisco and oakland. tahoe, even 80s there today. and triple digit heat one more day today. investigators are trying to determine the cause of two fires along highway 4. they received a call at 1:40 about a grass fire. crews found at least two fires burning. one was on the eastbound side and the other on the westbound side. no injuries have been reported. it is unclear what started the fires, but officials say the dry hot weather could have been a factor. several wildfires broke out during warm weather across the bay area yesterday. sky 7 flew over this five acre fire in brisbane. cal fire is at peak staffing due

to increased fire danger. one of the best ways to keep track of the heat where you live is with the abc 7 news app. get updates and monitor the forecast on the go. now to the crisis at the border. a u.s. district court judge could rule as early as next week on reuniting immigrant families. yesterday the aclu filed a lawsuit challenging the trump administration's current policy and requested a quick decision from the judge. that policy has sparked internal conflicts in the west wing on how to carry out mr. trump's executive order. a group of women from the bay area came together in less than a week to collect toys and clothes for immigrant children. those children are being held at a processing facility in mcallen, texas cheryl jennings traveled with the group. >> reporter: this en 12, they call themselves that because they banded together to

do what they can to help undocumented children. the women were moved by the stories they saw. they had special t-shirts created with the statement i want my mommy. as a tribute to young children who have been separated from families arrested and accused of entering the country illegally. >> what we'd like do is be a presence with our t-shirts and after we have perhaps made our protest said what we need to say, we offer services to catholic charities or whoever else would like it. >> reporter: they lifted 70 pound bags and loaded up the u-haul in the evening hoping those items will be accepted on behalf of the children. they are inspired by jackie speier who has been quite vocal about the separation of children and families in mcallen. congresswoman speier spoke to us about leading a delegation of two dozen lawmakers.

station property as a possible detention center site to house up to 47,000 migrants. >> this is a crazy proposal. we're going to fight it. we won't let it happen. >> reporter: other abandoned military sites nationwide are also being looked at. abc news confirmed that an internal navy document mentions $233 million to construct temporary tent cities. >> this is not a solution, this is really evil policy. >> reporter: this congressman says that he will fight the trump administration. >> it reminds me of japanese internments. >> reporter: the city of concord has been in negotiations with the navy forea to acquire the weapons station property. so far no deal. >> they don't know how many nuclear waste is on that site. there is a lot of stuff there that could happen, all of a sudden you put migrant workers there. >> reporter: the navy says that would it be inappropriate to discuss internal deliberative planning documents.

president trump again calling on congress for immigration reform. >> the immigration system has been a really bad, bad system. probably the worst anywhere in the world. we'll try to see if we can fix it. >> reporter: concord says that it is committed to being a welcoming inclusive city, but a detention facility does not match those values. in concord, cornell barnard, abc 7 news. people ran for safety after someone fired a gun during a chaotic party at marina park. police tell us no one was hurt. it happened around 5:30 last night, but take a look at the chaos. at least 600 people packed a picnic area after hearing about the party on social media. nobody has been arrested. the civic center b.a.r.t. station in san francisco is back open following a fire last night. a viewer took these photos showing the smoke rising. we're told the fire was started by a discarded cigarette inside a fan room. no injuries to report, but it did cause a bit of an

on board with the legal framework and going through the proper licensing. there is a whole bunch of folks who are not. >> reporter: that is where the focus has shifted. fish and wildlife is going after those not following the rules. last month they arrested three at four illegal sites and discovered $3 million in hidden cash. they have been released pending charges. and the u.s. attorney scott showed what was left behind on land. >> it makes me angry because this is a national asset, a national treasure and it is being spoiled by criminals. >> reporter: this grow has 4,000 plants before it was eradicated in 2017, but a year later there are still mounds of garbage, hoses and toxic pesticides, including traces of carbofuran used to kill insects. >> a quarter of a teaspoon can kill a male african lion.

>> reporter: many of the illegal grows are run by mexican drug cartels that often tap into nearby streams and creeks to water the plants. >> and there already is not enough water to go around. and massive amounts of it are being now you diverted to this illegal criminal enterprise to grow marijuana. >> reporter: the people doing the illegal farming usually have little regard for the environment which means hazardous waste can trickle into the streams and creeks. the toxins and sediment that end up in the water can kill native animals and endanger salmon. >> and it takes a long time to flush out once there, so it is a chronic problem like cancer and much harder to fix. >> reporter: last month $2.5 million in federal funding was earmarked to target illegal cannabis growing operations in northern california. >> we'll focus on the ones causing the most environmental damage and go after them first, but ultimately knowing that our

livermore. so heat tips today for you, please stay hydrated and vigilant if you are outside because the dry brush in combination with the gusty upper level winds could make for high fire danger, low relative humidity. that is why we have the red flag warning. and today likely a day where we'll see a 40 degree spread from the coast to our inland valleys. it is already 13 degrees warmer today in livermore. so there is the fire danger highlighted. the heat advisory everywhere except san francisco and oakland. and we'll be looking at that quick warm-up today. so only in san francisco do we get a spread like this, low 60s half moon bay, 102 in antioch. with temperatures expected to reach the upper 90s today in the south bay, the city of san jose is opening up cooling centers to help its residents. there will be five centers open from 1:00 to 9:00 today.

so the relief comes tonight for the coast in the form of some fog. and a live look outside from the pier 39 camera, alcatraz, clear conditions where the water temperature in the low to mid-50s. so we will have that 40 degree spread today from half moon bay to the inland valleys. the offshore winds in the upper elevations of the north and east bay and that is why we have a red flag warning. relative humidity will be dropping as the temperatures climb. and you can see the haze here from san jose, that is why we have the spare the air alert. 62 downtown, 64 oakland, 71 in gilroy. still a comfortable 57 in half moon bay. walnut creek, it is warm out there with low to mid-70s for concord, livermore, fairfield. winds are koum at tcalm at the . we're at 70 in novato. so a check on the wind direction, you can see there from the north, that is the

offshore element. and from mt. tam 17 miles an hour, you can see the colors coming into play here, so they could be gusting up to 40 miles an hour by later on this afternoon. and from the peninsula, sfo, looking very comfortable right now, but 90s again for you. redwood city, mountain have yvi. so hotter inland, warmer at the coast. reduced air quality. but cooling begins tomorrow. it will be a beautiful day on your sunday. but today, we are looking at inland east bay and santa clara valley for the poor air quality, you saw them there from the live shot. tomorrow afternoon temperatures in the mid-90s for the warmest locations, so that is a cooldown. around the bay in the 70s. and then by monday thufurther cooling. and we'll look for much more comfortable weather throughout the second half of the week.

chewing tobacco, and the newest products, which are flavored electronic cigarettes and flavored "e-juice." >> e-juice? >> so e-juice is the liquid that contains nicotine that you put inside these e-cigarettes and that gets heated up and inhaled. >> okay, dr. ling, let's talk flavors, because the california department of public health and yourself have told us there are something like 15,500 flavored tobaccos out there. first of all, i didn't even know 15,500 flavors existed in anything. what's going on? >> [ chuckles ] that's right. it is crazy. so, there's strawberry-shortcake flavor, cookies-and-cream flavor, even dragon's blood flavor. >> hang on. dragon's blood? >> well, i think that's the trick to it, is that you're curious, so that is what entices kids because kids have that same curiosity. they don't think, "this is a cigarette." they think, "oh, this is a vapor tasteli, and that's how they get started.

>> and the creation of these flavors, i mean, where did this all come from? >> well, the flavors were originally developed as additives into food. so if you think about how many flavors of candy are out there, there are thousands of flavors available, and the e-cigarette manufacturers put those flavors into these e-juices, but the flavors were approved for eating with food, not for heating up and inhaling into your lungs. >> two very different uses. >> that's right. eating is not the same as breathing a flavor. >> so, how does a vape-pen or an e-cigarette compare to the traditional, old-fashioned cigarette? >> right. so, old-fashioned cigarettes, you know, you light them up, you're burning tobacco and breathing in smoke. the way that you get the nicotine from a vape-pen is not through lighting up a plant and inhaling it like tobacco. so the nicotine is delivered by heating up this liquid, which produces the aerosol that's inhaled into the lungs. so the delivery is a little bit

different, but both products contain nicotine, which is addictive, and that's particularly why we're concerned about it for kids. >> so, let's talk about the specific health risks to teens and adolescents that the california department of public health and doctors like yourself everywhere are concerned about. >> the main concern is around this nicotine exposure because we know that nicotine is similar to a neurotransmitter in the brain, and when you're exposed to it, it changes your brain, and that can happen particularly when your brain's still developing. kids in california know you shouldn't smoke cigarettes, but these new products, they look different. some of them really don't look like a cigarette at all. they look like a pen or they look like an electronic device, a usb device. and then when they come in a flavor, kids don't think about them the same way. and we've also found that kids that start smoking with e-cigarettes are three times more likely to go on to smoke regular cigarettes. >> wow, you know, there's a lot of information here for us. tell us, how can we find out more about this important campaign? >> so, one of the easy ways to
