income in one major city. plus, the breaking news overnight about actress heather locklear's condition. the story behind this shocking video of a man holding on to the hood as a car speeds down an interstate. and the canine who helped sniff out all these drugs. a good tuesday morning, everyone. we begin with president trump repeating his call to immediately deport undocumented immigrants crossing the border. >> at a rally in south carolina, the president told supporters that he wants immigration and border patrol agents, not judges. but despite his tough talk, his administration is no longer turning over migrant parents to prosecutors. abc's janai norman has the details from d.c. good morning. >> reporter: guys, good morning to both of you. so, president trump was in south carolina last night campaigning for a governor candidate there, but this was more like a campaign event for himself, and

he used the immigration uproar to rally his own supporters. president trump stumping in south carolina and taking on the american immigration system he previously called a mockery. >> so, if a person comes into our country, steps one foot, they take their name, they bring them to court, then then release them, they go into the country. you never see them again. it's the craziest thing i've ever seen. >> reporter: one day after suggesting undocumented immigrants should be denied due process tweeting, we cannot allow all of these people to invade our country. when somebody comes in, we must immediately with no judges or court cases bring them back from where they came. in a fiery speech, defending what critics have deemed as illegal and unconstitutional. >> i don't want judges. i want i.c.e. and border agents. that's what i want, and we want to tell people, i'm sorry, you are coming into the country illegally. we don't want you in the country. >> does the president believe that undocumented immigrants have no due process rights

whatsoever? >> thousands of illegal aliens are removed every month without seeing an immigration judge as a result of procedures and current law. >> reporter: the crisis at the border reaching a fever pitch. outrage over the sights and sounds of migrant children separated from their families kept in cages. the president telling supporters he sees the uproara s political advantage for republicans. but a new poll shows his approval rating slipping to 41% from 45% the week before as the battle at the border continues. >> it's a huge challenge operationally for our agents. >> reporter: and customs and border protection tell abc news that in order to keep families together right now, agents are not referring parents or guardians who cross the border illegally to be prosecuted. diane and kendis. >> it really does continue to be a crisis there on the border, janai. thank you. and abc's tom llamas got a firsthand look at a smuggling operation in south texas. he was riding along with a border patrol agent near the rio

grande when they came across a smuggler who had just dropped off several families from honduras. the two young mothers there in the group were there with a baby. that's the smuggler going back across the river, but the young moms there with the child were able to talk to tom for a little bit. >> reporter: this is the smuggler right here. [ speaking a foreign language ] >> reporter: agent rodriguez, you can't go in there? >> i cannot go in the river to apprehend him. as long as he goes back south, i'm all right. >> reporter: how do you know that was a smuggler? >> guaranteed he's a smuggler by the way he was dressed, no shirt, wearing shorts. as saw as he saw me, he was on the trail here, he ran over here and jumped in the raft and went back south. >> reporter: tom also got a chance to talk to that migrant mother who had the baby. she risked her life after gang members murdered the child's father and then threatened to kill the baby. the verbal battle between the president and democratic congresswoman maxine waters is raising more questions about a loss of civility in our politics. waters says the president has mischaracterized her recent comments about harassing trump administration officials.

well, here's what she said in her own words. >> if you see anybody from that cabinet in a restaurant, in a department store, at a gasoline station, you get out and you create a crowd, and you push back on them, and you tell them they're not welcome anymore anywhere. >> well, the california democrat isn't getting much support from congressional democratic leaders. senator charles schumer, chuck schumer is now denouncing what waters said. >> but no one should call for the harassment of political opponents. that's not right. that's not american. >> the president responded calling waters an extraordinarily low i.q. person and warning, be careful what you wish for. he also claimed waters called for harming trump supporters. last night waters said she hasn't called for anyone being harmed, and she said that she believes in peaceful protesting.

stock markets overseas have been largely trading down today after monday's losses on wall street. the sell-off comes after harley-davidson announced the ongoing tariff dispute with europe is forcing the company to move some production overseas. harley-davidson is making a major shift this morning. the company says it's moving some production abroad. this after the european union slapped tariffs on nearly $3.4 billion of american products including pork, bourbon and motorcycles, all in retaliation for the trump administration's tariffs on european aluminum and steel. harley says the new european tariffs would add about $2,200 to the price of every bike exported to that region. and that production shift could result in job losses here in the u.s. just weeks after taking office, president trump invited harley executives to the white house. >> thank you, harley-davidson, for building plants in america. we want to make it easier for businesses to create more jobs and more factories in the united states. >> reporter: after harley-davidson's announcement, the president tweeted, surprised

that harley-davidson of all companies would be the first to wave the white flag adding, taxes just a harley excuse, be patient. house speaker paul ryan, who is from harley-davidson's home state of wisconsin, said in a statement that the company's action is further proof of the harm from unilateral tariffs and the best way to help american workers and companies is to open new markets, not raise barriers. but the white house is defending the president's position. >> the president's trade and economic policies have been a huge benefit to the american economy. the european union is attempting to punish u.s. workers with unfair and discriminatory trade policies, and president trump will continue to push for free, fair and reciprocal trade in hopes that the eu will join us in that. >> and before the tariff dispute harley-davidson was struggling. the company closed a plant in kansas city last year laying off hundreds of workers. a raging wildfire in northern california has now destroyed at least 22 homes and buildings. the so-called pawnee fire has

consumed 16 square miles. it's one of a dozen wildfires burning in california in the dry and windy conditions there. well, time now for a look at your forecast for this tuesday morning. good morning. dangerous heat still sizzling throughout the four corners region courtesy of this fiery, hot, high pressure system and sweltering conditions will spread throughout the south central part of the country as well, oklahoma city down towards san antonio, leaning into mississippi. then there's concern for severe storms. it's going to cover kansas city, st. louis, peoria, madison over towards chicago with damaging winds and flash flooding. thanks to that, it will cause the problem throughout this part of the country. i'm accuweather meteorologist paul williams. coming up, see where a salary of $117,000 is now considered low income. also ahead, what the driver of this car was doing as a man was holding on for dear life.

we're back with video of a man holding on to the hood of this car going 70 miles an hour down interstate 95 in miami. he was holding on with one hand but using his other hand to talk on the phone. >> oh, it was a very important call. >> it must have been. the driver, by the way, also was busy on the phone. police are still trying to track down the vehicle to figure out what the heck. they did not get a license plate number from the video. both people could face charges. and authorities in long beach, california, are looking for a motive in the ambush killing of a local fire police captain.

police say a 77-year-old retirement home resident set a fire in his apartment on purpose then when first responders arrived, the man allegedly opened fire hitting fire captain dave rosa. >> i could see the flash, and there was a lot of commotion, and then a group of firemen were bringing a person, one of their personnel down. they were just carrying him. they didn't even have time to wait for a stretcher, and they loaded him right on to a fire truck. >> another firefighter and a resident were wounded. investigators say they also found two suspicious devices when they arrested the suspect. they're now trying to establish if there was any connection between those devices and the shootings. new evidence this morning of the growing gap between the rich and the poor. according to government calculations, a salary of $117,400, now qualifies as low income in san francisco, meaning that is the threshold for a family of four to qualify for housing assistance. compare that to new york and los angeles where low income salaries are about 83,000 and $77,000.

rowe was arrested after a genealogy database first identified a close relative then eventually led police to rowe. the actress heather locklear has reportedly been hospitalized. "people" magazine and tmz report that officers were called to her california home monday after what was described as a possible overdose. the incident followed her release on $20,000 bail after she was charged with attacking a police deputy and an emt on sunday. she's been charged with attacking officers twice this year. legendary astronaut buzz aldrin is speaking out about why he's suing his own children. his kids claim the 88-year-old's cognitive ability has diminished and they're trying to become co-guardians of his foundation and his private company, but aldrin denies he has alzheimer's and says they're just trying to take his money. >> i happen to be a very vibrant person, and i'm looking younger, and i'm feeling younger and more energetic really than i really
