jose international airport. pretty cloudy with temperatures in the mid 50s. here is a look at my accuweather 12-hour planner. we stay in the 50s at the coast while we hit the low to mid 70s with still clouds hanging around the bay and the coast at noon. clouds will be at the coast at 4:00. the rest of us sunshine and low to mid 70s. as we head towards 7:00, starting to get into sweater weather with temperatures in the mid to upper 60s. let's find out about the morning commute. hi, sioux. >> pretty good if you're heading to the bay bridge. no metering lights yet. very few cars stacked up in those cash paying lanes. your drive time from herk he's into the city including your bay bridge is about 25 minutes. so that's a breeze. that, of course, will change. we do have slow-and-go as you make your way up and over the altamont pass westbound on 580. a quick look at your mass transit options at this hour. 37 b.a.r.t. trains on schedule. muni, don't forget the twin peaks tunnel closure.

ace train is running on time towards vasco. >> thanks, sue. a controversial tax could be coming to mountain view. >> an odd name. a head tax. it means cities could charge companies like google, for example, for every one of its employees. abc 7's chris nguyen is live in mountain iew with the decision the city just made. >> reporter: good morning, natasha. residents will get to make the phenyl decision this fall. if approved, it would generate $6 million for the city each year with half of that money coming from google. here is the video from last night as members of the mountain view city council voted across the board to place the head tax measure on the november ballot. it would allow the city to tax businesses between $9 and $149 per employee. keep in mind the city's current business tax is based on square footage and has not been altered

since 1954. the head tax concept isn't anything new. cities such as san jose, sunnyvale and redwood city have something similar in place, but the proposal has president been without controversy. the silicon valley leadership group and the local chamber of commerce have already spoken out against the tax. back here live, if voters approve the tax in november, it would be phased in over two years starting in 2020. we're live in mountain view, chris nguyen, abc 7 news. immigrant children and parents separated at the border are expected to be reunited in the next 30 days. >> that's the new order from a federal judge in san diego. the legal order forces the federal government to stop most family separations at the border. under this order children under 5 have to be reunited with their families within two weeks. kids 5 and older within 30 days. the order also requires officials to provide parents'

phone contact with their kids within ten days of separation. today congress is expected to vote on a bill that would ban the separation of migrant children from their parents. the measure is expected to fail. u.s. customs and border patrol released this video yesterday. the agency says it shows border patrol agents encountering 57 people attempting to cross the border. if you're heading to the marin county fair, don't be marin county fair, don't be surprised to see the labor union and the county are struggling to reach an agreement on several issues including wages and retiermtd benefits. sonoma county sheriff's deputies and police have arrested two suspects connected to several thefts from safeway store. 23-year-old ashley easy was arrested after shoplifting on sunday. during the investigation deputies

400 items worth about $9,500 taken from stores in napa and sonoma county. 45-year-old julio coop far was also arrested. an initiative limiting the liability of lead paint companies has enough votes to make the ballot. the projects could be paid for by you the taxpayer. can you tell the difference between these two restaurants, both called red hen. one is in the north bay. the other is in virginia. the virginia one is famous for refusing service to president trump's press secretary sarah sanders. they are not connected, but apparently a lot of people don't realize that. now the local business is caught up in this backlash. abc 7 news reporter kate larsen has more from napa. >> reporter: margaritas, mexican

clouds linger through at least 10:00. noon we've seen sunshine and we'll hit the upper 60s during the afternoon hours. back to 61 by 8:00. san francisco, stuck in the 50s for the most part. we will spike around 2:00 with low 60s. you have to be really close to downtown and the bay side for that to happen. look at the clouds. they never completely leave us. let's find out about traffic -- it never completely leaves us either, does it, sue? >> that's true. we take you to the emeryville camera and a look at the eastshore freeway in emeryville, the macarthur maze. you're moving at the limit quite nicely. no problems with about a 25-minute drive time, from the top of the 80 corridor, hercules into san francisco. overall our traffic sensors showing green. we have an accident on vasco road. a lot of folks take that from highway 4 to get to 580. it's southbound blocking both southbound lanes at camino diablo and fire is en route. we'll check back in just a

badly injured while parasailing in mexico. she is finally back home in san diego after a month-long ordeal. it's not over yet. >> rorr:nhis rning' "gma first look," it started out as a parasailing trip to celebrate her birthday, but turned into a fight for her life after the tether connected 29-year-old katy malone to the boat broke, sending her flying uncontrollably through the air in the skies above puerto vallarta, mexico for a terrifying 45 minutes. the rogue parasail at times going horizontal, bobbing back and forth. malone eventually crash landing at an airport, suffering a collapsed lung, broken ribs, fractured skull along enlarged pituitary gland.

hour. from the live desk, firefighters in lake county are making progress in battling the pawnee fire. it's now 17% contained. the fire grew slightly yesterday to 13,000 acres. 2700 firefighters are battling the flames with more crews en route. at least 22 structures have been destroy destroyed. about half of those are homes. 600 remain threatened. that has neighbors nervous. >> you can't sleep, you're scared to go into town because you don't know if you're ever going to get back in the summertime. >> i love the country, but it's hard year after year. you can only take so many years of this and you finally say enough. >> fires in lake county has forced residents to leave their homes for evacuation centers during each of the past four years. >> the people have been through so much. evacuation orders are in effect for the entire spring valley area. the sheriff's department is

warning wilbur sbrengs, bear valley to be ready just in case. lake county with a population of 65,000 people experienced a big wildfire last october. that's when 162 build deposition were damaged or completely destroyed. in 2016 300 structures were lost in the clayton fire. and in 2015 four people died and 2,000 buildings destroyed in the valley wildfire. two other large wildfires tore through lake county that same way. michael finney and the 7 on your side team will be in lake county this afternoon to help some of these vier victims. they'll be at moose loss from 2:00 p.m. to 7:00 p.m. you the stop by and get your questions answered. undocumented immigrants could come to the east bay to be formed in t housed in the concord naval station. >> abc 7's jessica castro live at concord city hall.

jessica? >> reporter: good morning, reggie and natasha. a lot of people angry about the proposed plan. they made their feelings known yesterday. we expect a lot more people out here today as well. take a look at this. hundreds of protesters marched through concord, eventually here to city hall for a plan to create an immigrant camp at the concord naval station. a leaked document calls for 41,000 immigrants to be held there. a tent city would be created until their hearings. >> it's federal land. they're going to do what they need to do. they need to know that there are voices for those people without voices. >> reporter: meanwhile those in favor of the plan say the government has no choice but to open up more camps because it's impossible to stop everyone at the border and impossible to let everyone in. regardless of how you feel, leaders here are taking public
