the heat and the winds and the humidity. july 10th is what they're hoping for. they're not going to hold to it. >> wayne friedman, live in the area. thank you. the pawnee fire in lake county is now 92% contained. that fire has burned 15,000 acres. also destroyed 22 structures. officials expect full containment there by this weekend. similar details now on the weather as it relates to the county fire. get to spencer christian for a first look at the weather conditions that firefighters are going to be facing. >> okay, kristen, take you down to the county fire and show you current conditions are still warm, it's still relatively dry and of course the wind is still a factor that presents a challenge for the firefighters. the temperature right now is 88 degrees. which is warm but not exceedingly hot, the relative humidity is low at 34%, but higher than it has been of late. wind is gusting to 13 miles per hour. as we look at the wind gust predictions for the next 24 hours, the wind will be steady, 10 to 13 miles per hour, through early tomorrow morning. the wind is expected to ease up

a bit around 6:00 a.m., but bounce back later in the day an afternoon and early evening. meanwhile, generally across the broader bay area it remains quite windy. wind speeds of 15 to 20 miles per hour in most locations with gusts to 25 at concord and gusts to 17. we're not going to lose this windy pattern for a while. it will keep the concerns for fire elevated for quite some time. if you're heading to the beach to cool off this weekend, be alert, the national weather service has post add beach hazard advisory for large waves, rip currents and sneaker waves from today through sunday. south facing locations from santa cruz will be the most affected by these activities. the largest waves are expected tonight stolen oakland police vehicle has been located. along with a woman accused of stealing it from a crime scene. police from all over the bay

area were searching for this vehicle. abc 7 news was onion ve was fou. an animal control officer spotted it this afternoon. when oakland police got there, they arrested a woman, and they also discovered a dog inside. the dog wasn't inside the car when it was stolen. officers tell us the suspect jumped into the car while a technician worked at a crime scene on myrtle street. one woman is dead, another injured after a shooting in antioch. it happened around 4:30 this morning on delta fair boulevard, one woman died at the scene, the other is now at the hospital. we do know the age of one of the women, 55, the other listed at 28 years old. we do not know which one was killed. police have not released any information on a suspect at this point. oakland police are investigating another woman's death after her body was discovered near a pedestrian bridget errowie crti cteigns of trauma. police found a tent in the area

abc 7 news reporter matt keller has the details on that. >> reporter: which must have been discouraging for firefighters, fight ago grass fire near highway 237 in san jose while fireworks were being shot off in the sky in the distance. san jose firefighters were busy over night, a couple dozen calls for fires. this one was stopped at about an acre, but not too far away, more evidence of illegal fireworks left behind. it's a push by san jose to encourage residents to report illegal fireworks. signed posted everywhere to snap, click, report. the fire captain spoke to us about it earlier this week. >> you can fill out the form, everything except fur your name and contact information, put your photographs in there. if there's enough information, without contacting you for us to take action, we will take action. >> reporter: so did san jose residents help? did the city's campaign work? this morning, who knows? in an e-mail requesting information a san jose police department spokesperson wrote we did not keep stats last night

san jo p say they will rerk have to request a records check on that information through the crime analysis unit. but when that info will be able is unknown. other departments already released preliminary statistics. sa san bernardino had 170 fireworks-related calls, campbell police had 28 fireworks-related calls, down compared to 2017. san jose fire won't have stats available until all of their reports on the overnight fires are completed. then they'll be able to determine if the fires were caused by fireworks. that could take some time. i also contacted a city of san jose spokesperson. she has yet to get back with me. in san jose, matt keller, abc 7 news. another day, another shakeup in the trump administration, scandal plagued epa chief scott stepp aer ut.w. ap next, .

president trump tweeted he accepted the resignation of scott pruitt. >> a week ago environmentalists and protesters rallied outside the epa office in san francisco when pruitt was announcement. arlette? >> hey, kristen and larry. president trump told reporters on air force one that there was no final straw that led to pruitt's resignation. but he insisted that pruitt told him he no longer wanted to be a distraction. after months of scandal, embattled epa administrator scott pruitt is out. as he flew to a rally in montana, president trump tweeted he accepted pruitt's resignation, writing scott's done an outstanding job and i will always be thankful to him. last night he was mingling with guests at the white house fourth of july celebration. >> administrator scott pruitt, and bob lighthizer, thank you for being here. >> pruitt has been under fire for months for a series of ethical lapses tied to spending,

but he did put a third law on emises without a warrant. >> a tent camp protest outside the u.s. immigration building in san francisco is now in its fourth day. protesters are demanding that i.c.e. be demolished or abolished that is. they set up a camp blocking washington street. the group is part of a nationwide protest against president trump's separation of immigrant families at the border. san francisco police say they're monitoring the camp which is not blocking the entrance to the building. >> the battle to restore net newt federality heating up. state lawmakers hammering out a model for other states to give all internet users equal access to the internet. a legal challenge is quite likely. >> reporter: they aren't wearing boxing gloves, but two area and los angeles lawmakers are taking on the gate keeper of the

internet. >> no company should have the power to slow down your correction. no company should be able to hold your ideas hostage. >> when the state legislature returns to work next month, they will try to pass annette neutrality law. it will reestablish what the federal communications commission struck down. it prohibits the slowdown of websites and prohibits preferred sites that might pay priority. it requires the compliance through the signing of contracts. the president is glad to see this. santa clara county has sued the fcc. >> until and unless we see progress at the national level we're going to have to rely on the states to get the job done. oregon and washington have already taken some steps. their legislation pepding and probably half the states in the na >> e telecom sector. >> they will try to fight this, and they will probably in some way, in some way to punish california. but we have to fight for what we

mild conditions through the coast and hot conditions inland. as we take a look at beach hazard statement, which is in effect now through saturday afternoon, you can see wave heights are elevated. there's a possibility of dangerous rip currents and sneaker waves. bear that in mind if you're along the coastline. here's why we have these swells. the former hurricane fabio, now tropical storm fabio moving away from popular areas now. as it was building and developing, generating swells. as it moves away, fabio is generating high clouds and moisture. the high clouds will be visible tomorrow and it may feel a little bit muggy out there as well. forecast animation, starting midnight tonight, taking us to 5:00 tomorrow morning at the beginning of rush hour. skies will be bright, but you'll see t highasng orhodn interfere with visibility, be with us through the afternoon hours tomorrow. they won't prevent a warmup, quite mild tomorrow. overnight, look for low temperatures under those hazy conditions, mainly in the mid to

environmental protection agency administrator scott pruitt. pruitt has faced an array of ethical questions about his travel spending, security costs, dealings with industry lobbyists and misuse of government resources. he will be replaced by former coal industry lobbyist andrew wheeler. new evacuations today in the county fire, burning in napa and yolo counties, burning 86,000 acres and 30% contained. abc 7 news reporter wayne freedman is with firefighters with more for us at 5:00. in san jose, matt keller tweeted this image of firefighters battling a grass fire as fireworks exploded nearby. this fire was quickly put out. six people are displaced, one woman injured and a dog killed in a house fire in east oakland. it happened early this morning on hayes street. katie udes has the story. firefighter raced to this house fire early in the morning.

>> we hit a second alarm, which doubles our units on scene. we had reports of people trapped. >> reporter: i spoke with a woman who lives inside the whoem. she was one of the first to see the fire and believes it started in the front of the house. >> they heard popping and issues and realized there was a fire. >> reporter: a 21-year-old woman suffered facial burns, but is said to be doing okay. two people lived in the lower unit and four people lived in the second story of the duplex. they were shaken and eager to see the woman in the hospital. a dog also died. we're told a fourth of july party was held on the block. but it's unclear if fireworks may have sparked the fire. >> investigators on scene, interviewing the occupants of the building, starting to look at the burn patterns to narrow down -- >> reporter: oakland fire staffed additional crews to cover the busy holiday. red cross is assisting the victims. in oakland, katie ude, ab7 news. rs are racing to drain a flooded cave where 12 boys and

their soccer coach have been trapped inside for 13 long days. >> with a sense of urgency growing with more heavy rain in the forecast. abc news reporter elizabeth hur is in new york live with the latest. >> kristen and larry, authorities say they want to muir the boys are fit and ready to get out of the cave and that is still not the case. as you mentioned with news of more rain on the way, they're focusing on preventing more flooding. in thailand, the pressure mounting. the race is on for rescuers to stay ahead of mother nature. delivering air tanks, wet suits and life jackets to the soccer team before the monsoon rains move in. inside, divers are putting in ropes for the boys as a guide through the cave. outside, experts are training new divers, building dams and running pumps day and night. and on thursday, the thai navy seals releasing new pictures showing crews making progress

and how much of the water has been drained. but as of now, there's still no clear plan for getting the boys out. officials say the boys have been practicing breathing with diving masks but have not yet been trained to do so in the water. >> if you don't know how to swim is you're in a very black environment, it's not a good environment to learn and try and get comfortable with the mask, create an environment where they can safely get away. that's feasible. >> reporter: one official telling abc james woman -- one idea now involves fitting the boys with life jackets and floating them out one by one, once the water comes down below the neck level. and late today we learned from authorities, because of safety concerns, they have ruled out having the boys swim and dive out of the cave. instead we're told the crews will continue drilling to keep the passageways wider and the water levels down.
