happening up north in the state where i-5 is shutdown in both directions at this hour because of a new fast-moving wildfire. good evening. thanks for joining us. i'm larry beil. >> and i'm kristen sze. dan and alma are off tonight. jerry brown has declared a state of emergency after a growing wildfire to close california's border near oregon. really far up north. and flames jumped across i-5 in siskiyou county this afternoon. it broke out at 12:30. it's already burned 12,000 acres. highway patrol officers abandoned a roadblock as flames raced toward them. fire crews from marin county are headed there after battling fires close to home. redding and the fire area are full. firefighters believe their job may get harder battling the county fire as the weekend approaches and the forecast calls for hotter, dryer weather. this map gives you a comparison of how much area the county fire

has burned near yolo and napa counties. on the left that is the fire area in red. that will cover from the northern tip of san francisco if it were here in the bay area all the way to belmont now on the peninsula. flames have now charred 88,000 acr acres or 137 square miles. it is 33% contained. 3,400 firefighters are on lines. >> a navy seal died in an overnight mission to save the boys who had been trapped in a cave almost two weeks now. he was trying to place oxygen cannisters inside the cave when he ran out of air. that driver had volunteered to help free the 12 boys and their coach who had been stuck. a doctor's report said at least two of the boys and their coach are now exhausted and malnourished. diving under water is the only way to reach them. heavy rains flooded the cave and trapped the team on june 23rd. rescue teams are now trying to pump water from that cave.

>> back here at coyotes in the south bay are creating a concern for many cat owners. this comes after several pets were found dead in mountain view's waferly park neighborhood. abc7 news amanda del castillo is live in the south bay tonight. amanda? >> reporter: kristen, neighbors made at least eight coyote calls just in the last three weeks. and while the vet control diplomatic tells me some people are surprised by the statistics, that's standard for the summer months. waferly park is usually filled with people, pets and summer breeze. recent cat carnage has interrupted that calm. he remembers the first gruesome scene. >> i got home at 10:00 or 11:00 late at night. i thought there was aid cat sleeping on my lawn, but it was not sleeping. >> reporter: his neighbor's cat, he says, killed by a coyote left on his family's front yard. >> it was definitely a coyote. it was like a big kind of dog with that fluffy tail like that.

>> reporter: the very next day he said there were the remains of another cat killed in the same manner, left in the same place. animal welfare experts say the behavior is typical of coyotes. describing the wild animals as opportunisti and easily adaptable. >> they're really looking for anything they can find. >> reporter: food, and during the summer months, the threat is heightened when coyotes are raising their young, scavaging for even more. >> they're omnivoresomnivoresomi they eat meat and also fruits and vegetables. >> reporter: pet owners are fearful and frustrated, especially as more neighborhood felines go missing. >> we have been keeping our cat like under like lock and key, don't let him out any more. it's kind of -- i don't know. >> reporter: i asked the control district will whether people should be concerned about their own safety. coyote attacks on people are

very rare, though a manager says a small kid should always be supervised by an adult. i'm live in mountain view tonight, amanda del castillo, abc7 news. >> many are calling it racist and even possibly unlawful. the trump administration has made it easier to begin deportations. abc7 news reporter lisa >> reporter: those who had a criminal past depending on the severity could get turned over to i.c.e. but now an immigrant even with a minor offense and who, say, wrote down the wrong birth date could be flagged and put at the front of the line for deportation hearing. people who go to u.s. cis are trying to become legal permanent residents or citizens. now officers are going from application reviewers to enforceers under the new directive. this updated policy equips uscis

officers with clear guidance they need and deserve to support the enforcement priorities established by the president. >> instead of welcoming people, it is -- it's putting up the wall. i think the message is you're not welcome. >> reporter: immigration attorney amy miller worries about due process violations and immigrants being sent to deportation hearings for subjective infractions and noticed to appear for a deportation hearing did now be given in cases of fraud. criminal offenses, unlawfully living in the u.s. or if the person received public benefits. >> it creates more fear. community members might not be able to apply to fix their status. now there is that added layer of fear whether they can a fly for it or not. >> reporter: and if one of the officers decides to issue a notice to appear in court, the immigrant will get one pretty fast. maybe even by the end of their meeting. this directive is already in place. live in the newsroom lisa, abc7 news. >> lisa, thank you. the associated press has learned the u.s. army has started

discharging immigrant recruits, cutting off their path to citizenship. immigration attorneys say at least 40 service members have been discharged or their status has become questionable. they need an honorable service designation to become u.s. citizens. >> a judge today rejected a request by the trump administration to block two california laws that protect illegal immigrants. the first requires the state to review detention facilities where immigrants are held. the second prevents local law enforcement from providing release dates and personal information on jail inmates. but the judge did put a third law on hold. he ruled california cannot prohibit employers from allowing immigration officials onto their premises without a warrant. >> travis air force base had this big july 4th drone show postponed because of heavy winds, but families didn't have to wait too long for a chance to see a dazzling spectacle tonight although there was a slight hiccough. abc7 news reporter carlos sal said owe live at travis air

force base with how the show turned out. carlos. >> reporter: that's right, larry, there was a slight glitch. things didn't go exactly as planned. the drones hit the air, but then they had to come back down and be reset before they were relaunched 30 minutes after that. but once they were, it was a show to see. check out these images, 500 intel drones hit the night sky over travis air force base as hundreds of service members and their families watched. each drone equipped with its own bright light that can create 4 billion color combinations. and that's where we saw here tonight for this independence day theme. the drones formed many images like the american flag as well as firewors. the show was postponed or supposed to happen on july 4th, but because of the heavy winds, organizers had to delay the show. and tonight the weather was much more cooperative, but there was a slight glitch that required the drones to be reset. once they were relaunched, though, families enjoyed every second of it.

11:28 a.m., the aircraft comes to a stop, chutes deploy, 11:36 she is in a fetal position. they assume she's dead without ever touching her or taking vital signs. they don't move her to safety or put up warning markers. they direct rescue time around her. they begin the flame and forget she's there. at 11:50 he drives the truck over her. 12:001, rescue 37 sprays the plane and departs, also rolling over her, crushing her head. it takes battalion chief mark johnson nearly two hours to tell the command staff what happened. >> somebody got run over. one of the passengers from the airplane, clearly one somebody from the fire department ran over her, without a doubt. >> next chief white. >> somebody was run over. >> is it one of the riggs now? >> no, this happened earlier. >> hayes white said she wants to

see the body. >> is she crushed? >> her head, like someone dropped a pumpkin. >> hayes white orders the riggs to remain in place so the investigation can begin. >> a lot of the plane was on fire. >> yet at news conferences that same day? >> our crews made valiant efforts, were on the plane. >> and the next day she doesn't mention the terrible accident. >> it was a well coordinated effort. training totally pays off. >> in fact, hayes white takes it a step further. >> everything worked as best as it possibly could yesterday. >> everything worked as best as it possibly could have? was that accurate from what you knew? >> from what i knew, yes, it was. >> i questioned chief hayes white before a fire commission meeting last week and she defended not telling the public the whole story. >> so a fire truck running over a passenger is the best you could do? >> that was not confirmed at that time. it was -- >> your own men told you she was run over. >> it was reported and it is all part of an investigation at that time. >> only after those news conferences and repeated questions from reporters did the chief confirm the kae.
