berkeley. we begin with carolynn san fran. >> reporter: today was the deadline to turn insignificants for ballot measures for any of that still have to be certified and veried. the supporters of this homeless measure are confident they have more than enough. these boxes hold petitions with more than 28,000 signatures, nearly three times more than needed to put the measure called our city a home on the november ballot. supporters celebrated at city hall, calling it a bold plan to address homelessness. >> san francisco is ready for this. they're ready to turn around this crisis. >> reporter: the measure would raise $300 million a year, half going to permanent including construction and rental subsidies and 5% for

mental health and substance abuse. the city already spends 300 million bucks a year on the crisis. it would double. this money would come from a half a percent gross receipts tax on businesses with over $50,000 a year in revenue. the city of commerce is opposed. >> unfortunate. tax policy needs to be developed with the people paying the taxes as well as the people spending the tax revenues. >> reporter: jim lazzarette says the city already collects $600 million in gross receipt taxes from san francisco businesses every year. christen evans owns the book smith on hate street and would not be hit with the additional tax but believes large corporations from the trump administration can afford to give back. >> it's a sensible solution. not about throwing more money

but using our funds in a better way. >> reporter: evan says there are some business organizations that do support this measure because they want to see homelessness eradicated. the chamber of commerce says businesses are already taxed enough and plan to launch a vigorous campaign. >> that will be fight. in berkeley, the city has forced a group of campers in rvs to move along after negotiations between the city and rv dwellers. laura has the story. >> reporter: hi, dan. they did not move very far. we are less than a mile away from his lordship's parking lot. this is essentially where many folks ended up after the eviction from his lordship's parking lot and wound up on

marina boulevard behind a barricade they believe was put up to keep them out of the state park. >> we are in essence, economic refugees. >> reporter: amberoodson is one of three dozen people who had been living in an rv at his lordships at the marina before the city put up a no parking sign. >> living in vehicles is becoming a reality for more and more people not just in this city and state across the country. >> reporter: they have moved down the road literally to marina boulevard, where the city started delivering warning citations almost immediately. >> the situations they're up against, berkeley essentially made it illegal to live in a vehicle anywhere within the city limits. >> we have seen complaints going every direction. >> reporter: the city spokes mann says they have given rv

dwellers as much leeway as they can. >> you have reports of drug dealers and parents complaining their children walking through parking lots filled with needles. >> unfortunate, it does not mean we aren't trying to find a permanent solution. >> reporter: pamela has been living in the rv camp with her dog, peanut the last year. >> they said if we don't move now they will cite us for 100 bucks. we literally have nowhere else to go. >> reporter: it's not clear what happens next. the rv dwellers want to be free from enforcement actions until a new site is available. it's not clear where that site might be or the city council may take up that issue again. >> thank you. the mother accused of abandoning her child at a train station in

los angeles has been identified as a walnut creek woman. she left her young son at the police station and the boy would not communicate with police making it difficult to identify him. she returned the next day and was arrested. she's been put on a $100,000 bond and charged with child abandonment. one woman said she was surprised by the arrest. >> i wouldn't think she would do this with her son. she was a good mom to him. >> if convicted, webster could spend up to six years in prison. her son is safe with a reinvest. we have new information about the woman who shot three employees at youtube's headquarters this past april. the coroner's report says she shot herself in the heart and no signs of drugs or alcohol in mountain view the night before

the attack but let her go. she was upset at youtube. she posted videos of herself preaching about veganism and protecting animals. one year ago, manuel was killed outside his apartment in hayward and launched a new effort to find his killer. the allegheny department posted this photo of a car with tinted windows. he was 19 years old and worked at a medical legal marijuana service. he was targeted by the gun mann and his job may be connected to the murder. san jose police say it is a complete mystery why the driver lowered a crossing arm and cost him his life when the car was struck by a passing vta train, a horrible accident. david has the story.

>> let's face it. a lot of drivers are impatient when a train is approaching. when the crossing arms come down, as they're about to do right now, that means something. quite frankly, san jose police say the driver of a buick sedan made a bad decision. not all vca crossings have retractable arms to warn vehicles of approaching trains. this one does, where a security video of the hopper's brewery shows it warning with the lowering crossing arms. a train with light rail trains was crossing and shoved the car down the track. >> the person did not come to a full stop and for whatever reason drilled around it. why? it's a mystery at this time. we don't know why that driver decided to do that. >> customers at what they saw.

>> we went out to the car and the dude was barely breathing. >> it makes it difficult to zigzag past lowered arms and a small concrete berm sits between the tracks. those barriers didn't seem to stop the driver of the regal vehicle. >> if the driver was distracted, you would think they would drive through the crossing arm. that didn't happen in this situation. they drove around it. >> vga says the speed limit is 55 miles an hour around this track although they typically average 7 1/2 miles. they are trying to educate passengers, accidents and drivers. this video is part of its safety campaign. the santa clara coroner's office has not released the names of the two victims.

the 20 passengers on the train were not seriously injured. apple and google are facing tough questions how they handle your personl information and location data. they are the same ones that grilled mark zuckerberg a few months ago. they're concerned about the devices listening in on your conversation even when you do not trigger it for assistance. making it harder for law enforcement to get into your phone. it is called usb restrictive phone. it can crack the passcode. apple said it isn't meant to frustrate law enforcement but protect you from other intrusions. it fixes some bugs with the problem, "find my ear pods"

supreme court to replace justice kennedy. he indicated he would like a candidate to overturn the roe v. wade decision. this caught the attention of abortion rights advocates in the state of california. they say the state has protections in place. >> i think what we will prepare for, how do we prepare for the fact we are only one of eight states across the entire country if rowe is overturned tomorrow, will be ready to help women in that case. >> both of california senators have taken a stand on twitter. kamala harris said we cannot go back to the days before roe v. wade, whereas dianne feinstein says the court must protect the rights of all americans. to make progress on the deadly fire. it killed one person and flames crossed to oregon now. it scorched more than 35,000 acres and wiped out dozens of structures. crews are up against it. >> they have a lot of challenges, erratic winds and the fuels are very ripe to burn, very dry down in the lower elevations. >> the county fire in napa and yolo counties is the largest wildfire in california has burned more than 90,000 acres. they are optimistic they will have it fully contained by thursday. they have it contained 70%. about 100 buildings are threatened by the flames and at least making good progress. >> they're prompting a warning by california's attorney general. >> michael finney.

of breeze, you're facing fire danger. fire danger is elevated, looking at the highest threat between 12:00 p.m. and 8:00 p.m. dry vegetation and gusty winds. and fires that develop are spreading rapidly. so many fires around this state, something to keep in mind out and about doing activities. look at the satellite image two months ago. we still have a lot of green, very dry in the bay area, dry fuels adding to the fire danger and remains the case the next several months the time of year we're tracking it. you're noticing sunshine and breeze there. fire concerns remain elevated and gradual cooling expected to the weekend. mild morning in the 50s and 60s. a little breezy at times, i don't expect much other than a patch of frost along the coast. the clockwise flow around the

high and counterclockwise with the low, caught between the two. the summer pattern will continue along the coastline the next few afternoons. gusty along the coast, winds increasing 31 miles an hour near the afternoon hours near the coast, over 30 miles an hour winds going into the night time hours, typical when you get the heat inland and get that breeze from the coast. tomorrow afternoon not as hot as today. 80 degrees in sunnyvale, 63 on the coast in pacifica and breezy. same thing for daly city, 69, northbound, san jose, 60s at the beaches. 90 in santa rosa. it will be a warm summer day. we had upper 90s today, backing off those temperatures, 92 in concord and livermore. temperatures in the mid-60s to

following breaking news out of the south bay for you. a small earthquake rattled near san martin. it happened about 5:00. we didn't feel it in the website. it was felt along morgan hill

and gilroy area. mostly in the south bay. no reports of injuries or damage with a 3.1, as you might imagine. the company with the line bikes just got a big infusion in cash from two big names in tech, uber and alphabet's google adventures gave $38 million to them and plan to co-brand the scooters and rent them through the uber app. lime is in more than 70 cities across the united states and europe. you could see those lime scooters and others return to san francisco by the end of the month. the san francisco municipal transportation agency tells "abc news" tonight 12 companies applied for a city permit under a new law that took effect last month. the law stopped rentals of the scooters until the companies received a permit. the first permits are expected to be issued in the next few

weeks. twitter stock took a company after it purged fake accounts. a "washington post" article that they suspended more than 70 million accounts in the past two months. shares closed down $2.54 at $44.13 a share. a dirt lot in the silicon valley on the market more than four years has finally sold for $15 million. the one acre lot is on old trace road and arastradero road, close to google and it sits on a busy two-lane road. real estate site red fin said it was the only available one acre lot in all of palo alto. an estate nearby is on the market for $23 million. >> location location location. an insurance company is picking up the more than $100,000 tab for one child's mistake. surveillance video captured it all in overland park, kansas in
