officials will allow a foreign auto maker to set up shop without a domestic company as a partner. a ground breaking deal which allows tesla to maintain full ownership of the facility as it plans to enter the world's vehicle market. in a statement, tesla ceo said it will be a state of the art factory and role model for sustainable. impressed by the beauty and engine of shanghai and want factory to add to that. shows executives signing an agreement to build the first factory outside the united states. it could eventually produce 500,000 vehicles on an annual basis. cars built there will be mainly for chinese market. >> china is hot bed for manufacturing. and financial district. that's where the money is. if you're looking for venture capital to support your plan, shanghai will be the right place. >> comes as american auto makers face pressure from the white house.

francisco superior court on behalf of commuters who say the planned toll hikes on bridges, including the bay bridge, are illegal. the first hike slated for january. regional measure three which 55% of voters in all 9 bay area counties approved. the toll increases would raise $5 billion to tackle congestion. now a lawsuit filed by the taxpayer's association claims the toll hike is a tax, not ferries and nbart cars.

>> none of the money is being spent on bridges. some of the money is being spent on road improvements. a lot of those road improvements are not even indirectly connected to bridges. >> but backers say the mass transit improvements will take the load off the bridges. nearly three dozen projects could now be stalled. >> this obstructionism is just not going to be helpful to the bay area commuters nor to the economy. >> regional transportation measures 1 and 2 passed years ago. the bay area counsel, which is comprised of 325 of the region's largest employers believes the third is needed. >> i know people are probably frustrated with today's traffic conditions, but they'd be a lot worse today if it weren't for the things that we did before. so there is the next in a series. >> and this lawsuit calls for invalidating both the state legislature's approval of

well, it's been ten years since the last indiana jones movie, and we'll have to wait a little longer for the next one. disney, which is the parent company of abc 7, announced today that the next movie won't come out for another three years. that's how long you've got to wait. originally, it was scheduled for release next summer. script issues are reportedly the reason for the delay. steven spielberg will direct and harrison ford will return to the role he started back in 1981. next week he'll turn 76 years old. >> three years! >> yep. well, protecting your skin may come at a cost to the environment. now the state of hawaii, of all places, is banning two common ingredients found in sunscreen that research shows are harmful to coral reefs. starting in 2021, the state will no longer allow sun block to be sold or distributed if it contains octoocate unless you have a prescription.

i know from abc 7, live breaking news. >> and our breaking news once again, major progress in the effort to get this fire under control in south san jose. cal fire just tweeted saying it's now 75% contained. you can see a truck burning there and a boat nearby as well. you can see some of the charred areas that are near homes there. at last check, the fire has burned 100 acres in santa teresa county park. this broke out at 3:00ish, just

some flames remaining there. officials issued evacuation orders for nearby ibm campus and for muriel wright school. no word how this fire started. we'll stay on top of the breaking news and bring you more when we get it. well, the long and perilous rescue of a soccer team and their coach in thailand is finally over, and as you have probably heard, they are all safe. the final members of the team were extracted today. more than two weeks after the group became trapped inside a flooded cave. >> but doctors stress they're not out of the woods yet. abc news reporter elizabeth hur is in new york with the latest. >> an incredible ending to a mission that seemed impossible just days ago. all 12 boys and their soccer coach rescued by a team of expert divers, guiding them through these dark and flooded passageways, a journey nearly three miles long. abc's matt guttmann was outside the cave when the news broke. >> really a moment of jubilation

that nobody thought anybody here could pull off. and you can imagine the cheers erupting in this country as the news was delivered. >> across thailand and the world, a huge sigh of relief. >> happy. >> everybody will feel relieved, jubilant, you know. >> and classmates of the boys even making signs thanking the rescuers and calling them our heroes. the governor noting this former thai navy s.e.a.l. died a hero after rung out of oxygen during the mission. and now the road to recovery just beginning for these boys and their coach, all in an isolation unit at a local hospital, undergoing blood tests. at least two boys suffering from pneumonia, but all fit to be happy and even joking. they're now receiving medical and psychological evaluations. doctors saying their young age was a factor in surviving more than two weeks inside that cave. now after the boys recover, the london times is reporting that

their parents plan on sending them to local monasteries to serve as monks for about two weeks to a month. this as a way of thanking buddha for looking after them. we're told it is a common tradition there in religious families. elizabeth hur, abc news, new york. remember elon musk designed a mini sub to help with the rescue? well, he tweeted today. great news that they made it out safely. congratulations to an outstanding rescue team. musk's sub was not used in the actual rescue, and president trump tweeted his praise on behalf of the united states, congratulations to the thai navy s.e.a.l.s and all on the successful rescue of the 12 boys and their coach from the treacherous cave in thailand. such a beautiful moment, all freed. great job. abc news will air a special edition of "2020" tonight on the triumph in thailand. watch on abc 7. trump's nominee for the supreme court is making the

rounds on capitol hill today. judge brett kavanaugh is meeting with key senators in what is expected to be a very tough nomination fight. in san jose protesters gathered by the japanese american internment memorial. they raised concerns about what the supreme court could decide on issues like immigration, civil rights, and reproductive rights if kavanaugh is confirmed. abc's arlet saenz has more on what's ahead. >> judge brett kavanaugh climbed the stairs to the senate, taking his first steps in the confirmation process. president trump's second supreme court pick on capitol hill for a round of meetings with republican senators. >> i think the president made an outstanding nomination. >> he is a respected jurist in the court he sits on. outstanding opinions. >> the white house hopes kavanaugh is confirmed by the start of the supreme court's term in october. republicans hold a razor-thin 51-49 majority in the senate,

hill. opponents of an initiative to split california into three want the state supreme court to pull the measure from the ballot. the initiative calls for breaking the state into northern california in orange, california in blue, and southern california in green. the bay area would be part of northern california. a lawsuit filed yesterday by a group called the planning and conservation league argues it's too drastic a change to state government to go through the normal initiative process. now tomorrow, london breed will be sworn in as san francisco's first female african american mayor. today abc 7 news was at city hall as crews prepared for the big inauguration. it starts at 11:00 a.m. 500 seats will be reserved with another one thousand available on a first come, first served basis. we'll have live coverage tomorrow at 11:00 a.m. on abc 7 news, and we will live stream the entire inauguration on our website, abc7news.com. new at 6:00, a crackdown on

graffiti vandals in san francisco. seven men are now facing a total of 5 two felony charges. they're accused of causing thousands of dollars in damage. let's give you a look at the suspects. san francisco district attorney george gascon says they are responsible for tagging buildings around the city, in some cases for years. and here are the seven men who have been indicted. there are some of the designs that the suspects are known for. we're going to show them to you here. officials say graffiti removal cost the city $20 million a year. it's also a burden on small business owners and tourists. >> it takes us away from running our businesses. it impacts the visitor experience. it makes people feel less safe. so it's really critical that we try to remove that graffiti quickly when it occurs, but better yet, get the criminals off the street. >> district attorney gascon says all but one of the suspects are in custody. all right. clear your cluttered counters and cook more efficiently? that's the promise of a new kitchen gadget invented by some
