>> good evening. i'm dan ashley. i'm kristen sze. many are wondering why they can't stop him from lighting up. >> we're live at powell station with the story. vic? >> reporter: dan, first of all, b.a.r.t. says this is not acceptable. by the way, you cannot smoke, period, on any b.a.r.t. train. b.a.r.t. says you can't have a b.a.r.t. police officer on every train just like you can't have a cop on every block. >> in april, this video went viral. video of drug addicts shooting up in the civic center b.a.r.t. station as commuters walked by. since then, san francisco and b.a.r.t. police officers have beefed up their patrols at the station. now, another series of videos emerging. all showing this unidentified person smoking meth on b.a.r.t. trains. adding insult to injury, he sits on priority seating for people with disabilities and pregnant women. so far, we've seen videos

featuring the same person riding b.a.r.t. on three different days, each time brazenly smoking meth. other passengers seemingly oblivious to it all. this video was shot by an abc 7 viewer. this one by our morning anchor, reggie aqui. >> we showed the video to b.a.r.t. passengers. >> ridiculous. >> it's not no respect for another human being. >> what makes him think that's okay? where is the b.a.r.t. police at? >> it's complicated. chris flip i. >> either the officer has to witness it personally or a rider who witnesses it has to be willing to report it. >> that witness has to stay until police arrive. then there's this problem. >> when it comes to low level drug offenses. there's not really a prosecution aspect to this. >> simply put, this is a low level drug offense, usually only worth a citation. but b.a.r.t. could impose a prohibition order banning this person from the trains for a certain period of time.

but that, too, is difficult. >> that individual has to be cited three times within 90 days to qualify for a prohibition order. >> there you go. now, b.a.r.t. encourages riders to get an app called b.a.r.t. watch. you can alert b.a.r.t. police by using that app, which is monitored in real time. by the way, b.a.r.t. tells us, they know that person in that video. they say they tried to get him into a diversion program, but that he refused. vic lee, abc 7 news. vic, thank you. london breed took the oath of office today to become san francisco's 45th mayor. she is the first black woman to hold the office. she concedes that she faces significant challenges. abc 7 news reporter, lee an mel len dez is live -- lyanne melendez is live in the city. >> reporter: the mayor started out by saying she lived here in san francisco with her grandmoth grandmother, they lived off $900

a month. she says it was barely enough to stay in san francisco. today, she says that's what shy wants for everyone here already saying i will protect you. >> i stand at this podium today because a community believed in me. >> london breed who grew up in a housing project a few blocks from city hall delivered a message of hope to residents who have seen san francisco transformed by the problems that plagued their city. >> i want to get people off the streets who are shooting up. i want to get the needles off the streets. >> lieutenant governor, gavin newsom who once ledeles bhe first thing on breed's agenda. >> street issues are out of control. they just are. i'm saying this. i'm almost that cranky old guy saying, what's happened to my city every time i'm here shopping or with my kids. i'm thinking wow. >> on the issue of immigration breed took a stab at president trump's old policy of separating

kids from their parents. >> we don't put children in cages. we put them in the classrooms. >> reporter: that message of helping san franciscans resonated with this crowd. >> she brings hope. she brings know-how. she brings competence. >> reporter: during her campaign, she spoke of keeping people in san francisco from being displaced. >> people don't want to come and work here if you can't afford to live here. you can't get good teachers. you can't live here off $70,000 a year. >> after the ceremony, she greeted dignitaries and others inside her office. >> on this day, we're committed to rolling up our sleeves and working together. >> reporter: she also said that work, time and prayer is what is needed to get the job done. mayor breed being called tonight a healer and a leader. i'm live san francisco. lyanne melendez.

abc 7 news. lyanne, thanks very much. a new era in the city and certainly mayor breed has her work cut out for her. there's a lot of big issues to deal w one of the biggest is the cost of housing. a recent report by the real estate agency pair gone found that the median price of a home soared by $205,000 in the first half of this year. pair a gone says that's the biggest jump in city history. it means the average home price is $1.5 million. housing is just one of many challenges facing the new mayor, of course. we want to know what you think, too. which issue do you think the mayor should tackle first? crime, traffic, homelessness or housing that we just talked about. we're tabulating votes in real time. you can see them coming in on the bottom of your screen in real-time. what issues should the mayor tackle first? homelessness at 59%. more and more people the last few months have been talking about the homeless crisis in the

city. housing in at number 2. we'd love to hear from you. we'll take your votes through the end of the 6:00 p.m. newscast. an improperly installed electric livestock fence is to blame for the massive county fire burning and that the responsible party has been cited. the county fire started in the community of gwynnda on june 30th. it's destroyed 20 structures and 90,000 acres. it's 86% contained. all evacuation orders have been lifted and power restored to all areas affected by the fire. in san jose this afternoon, fire destroyed one home and gutted another. a neighbor heerd explosions and then noticed a change in the temperature. >> i was working on my computer when i noticed that it was awfully warm behind my back. i noticed that there was flames coming from my neighbor's fence. >> that woman ran out of her house just as fast as possible. fortunately, nobody was hurt. firefighters say the fire began in a garage and then a gas line

caught fire. four people were hurt in this three-car crash in san francisco. it happened around noon at polk and vallejo. that's in the city's russian hill neighborhood. you can see the crash involved a porsche, lexus and minivan. it's not clear how it happened. two people were taken to san francisco general hospital. they're all expected to be okay. police say some people have been taken into custody as a result. for the first time, we're getting a look at the man the contra costa county district attorney's office charged with homicide following the murder of a mother and daughter in antioch last thursday. abc 7 news reporter melanie woodrow is back. >> this was an emotional day for the victim's family. it's not clear whether or not this was the first time that they were seeing williams, the suspect in this case. investigators have said that he was known to both victims. williams' arraignment was moved to next friday. it was last thursday that somebody shot and killed 55-year-old belinda scott and

her 28-year-old daughter. the shooting happened at 4:30 in the morning. the colleague posted on facebook that she worked closely with third street youth clinic in the bayview neighborhood. she leaves behind a 4-year-old son. a spokesperson with the district attorney's office says that investigators are looking into exactly how williams knew the victims. >> that's a thing we're looking into with antioch police. there's nothing i can give publicly yet. but it's an item we pursue in a homicide like this. we want to understand the motivations, how the victim knew the defendant and where that could lead us. certainly something we're taking a look at. >> williams is being held without bail. but contra costa district attorney's office thanked oakland police department for their help in making the arrest. in the newsroom, melanie woodrow, abc 7 news. melanie, thank you. uber is ending self-driving car operations in pitsburg. the company announced it's laid off all 100 self-driving car

operators in the pennsylvania city. uber says all laid off employees are free to apply for other jobs with the company. this comes as uber still is trying to figure out a way forward for its self-driving program. after this deadly crash in arizona back in march. that crash forced the company to suspend driverless car testing in all cities. a former tesla employee who the company accuses of leaking trade secrets is standing by his claims that tesla misled investors. last month tesla filed a lawsuit against martin tripp. a former technician at the nevada battery factory. he has an attorney and doubling down on his claims that tesla made misstatements to investors about placing punctured batteries into model 3s. tesla says tripp hacked into the company's computer system. he denies it and says he's being singled out for being a whistle blower. it seemed like a no brainer. a faster way to schedule a dmv appointment. wouldn't that be nice?

the dmv is saying not so fast. why ground zero could be at the ballot box. why some twitter accounts, maybe yours, about to lose a lot of followers. i'm meteorologist sandhya patel, more clouds and higher humidity coming your way. i'll let you know why straight ahead. oh, and just like that, we know who is going to be in the world

investigators looking into a startup within two weeks for a small fee. how are they able to do it and is it legal? abc 7 news reporter chris nguyen spoke with the company's founder and has the story. >> reporter: many of us have been in this situation before. waiti in line for hours.

>> i've been here for seven years. it's like this every single day. >> but i don't gov aims to reduce the hassle. ryder pierce started the company in 2016 after it took him three trips to the dmv to change the title on his vehicle. >> people don't want to spend their whole day at the dmv. they're willing to pay even a fraction of what their hourly value is for us to help them. >> recently the company has been drawing a lot of attention for the dmv express appointment booking service. for 20 bucks, a concierge will monitor the dmv website in search of last minute cancellations. private firms are typically barred from selling government services for a fee. the dmv is investigating the company. pierce says what he's offering is perfectly legal comparing it to that of a personal assistant. offices are dealing with longer wait times as people come in for the real i.d. compliant driver's license which will soon be required to board an airplane in

2020. pierce is trying to provide consumers with the support they've been asking for. >> if you call us up at 10:00 p.m. on a saturday night, we have someone who will answer the phone or provide support. the dmv doesn't have the bandwidth to do that. >> y.o. gov is working with a website that offers information about dmv offices nationwide. the company says bookings tripled since june 1st when the partnership went into effect. chris nguyen, abc 7 news. brace yourself. you may be losing some twitter followers tomorrow. the social media platform is planning to purge tens of millions of accounts. twitter is getting rid of suspicious accounts it previously locked. that means the accounts will disappear from lists. it includes ones with suspicious behavior, like sudden tweets, bad links or accounts, a lot of users have blocked. the company spokesperson says the goal is to make twitter more accurate and transparent. airbnb can boost tourism in

areas. but black and hispanic neighborhoods are not seeing a benefit. that's according to a new study. airbnb users generally eat at neighborhood restaurants in the area where they're staying, leading to some growth in restaurant employment. purdue university researchers say that does not hold true when a majority of the neighborhoods residents are hispanic or black. san francisco was among the cities included in that study. airbnb used a statement, issued a statement, quote using a subjective and voluntary input from yelp reviews to draw conclusions in what purports to be a rigorous analysis is wrong and the study is deeply flawed. a new push today for rent control. >> that's right. michael finney is here with that story. michael? >> i get complaints about this constantly. widows calling up crying. it's really, really tough out there. the california naacp is joining with california builders and realtors to fight against a rent control ballot measure, fight against.

proposition 10 would allow california cities to expand rent control. properties built after 1995 are exempt. this proposition would do away with that. all properties could be placed under a rent control law. opponents say the measure would result in more condoization and fewer units available for rent. >> what it does is it strikes fear in anybody who owns any land, fear that they're not going to get any fair compensation on their own investment. >> supporters of the measure say tenants need immediate relief from outrageous rent increases. pfizer is stopping its planned price hikes on dozens of prescription drugs. the decision comes after president trump said the company should, quote, be ashamed, close quote of the price hikes. the company says it will forgo the increases in an effort to give the president time to put together a national affordable health care plan. you may remember that pfizer was looking at increases of up to 10% on drugs to treat everything

from blood pressure to lung cancer. time hop is telling its users and the media, more data was taken in a recent breach than first revealed. the company now says hackers took birthdays, genders and country codes. that's in addition to names, e-mails and phone numbers. time hop says the new information came to light after a closer inspection of the july 4th breach and not tied to any security issues. millions of people use time hop or i should say its app for throwback pictures and memories. >> interesting. thanks, michael. a bishop known to advocate on behalf of immigrants and refugees is headed to san jose. the vatican has announced that bishop oscar cantu of new mexico has been appointed to assist patrick mcgrath in the san jose diocese. the bishop will arrive in september and will become head of the diocese when bishop mcgrath retires.

new figures from the university of california is showing nearly 137,000 students were offered a spot at at least one of its nine campuses this fall. among those were 95,000 students from california, including a record number of community college transfer students. the report wasn't all rosie, though. according to the san jose mercury news, the number of california freshmen admitted to the most elite schools including uc berkeley and uc l.a. dropped by more than 1300 students. on the subject of higher education tonight, bad news for students who attend the art institute of california. the school's san francisco campus announced today it will close at the end of the year. the university in alameda owned by the same company will also close. about 900 students in total in the bay area are affected. thousands more will be across the country. dream center education holdings will also close campuses in more than a dozen states. the decision is partly because

of a shift in demand to online classes. california's effort to reduce greenhouse gas emissions is paying off. the state air resources board says emissions have fallen below 1990 levels, putting the state well on its way toward meeting long-term goals to fight climate change. california law had required that emissions return to 1990 levels by 2020. the next benchmark calls for california to reach 40% below 1990 standards by the year 2030. look who is back. the fog. we basically have seen a difference in the temperatures across some parts of the bay area because of our marine influence. so that has been providing some relief from the heat. i do want to show you a bider perspective. the monsoon flow is creeping in across the sierra. southern california, downpours there. we're watching that monsoon

an elusive saltwater crocodile weighing 1300 pounds has finally been caught after being hunted for eight years in the outback of australia. it's 15 feet long, about 60 years old. the crocodile was found in a trap. wildlife officers wanted to find it before it killed anyone. it has been moved to a crocodile farm where it will live out the rest of its life. tonight steph curry is firing back at calls the warriors are ruining the nba. in an interview with usa today, steph calls that the dumbest phrase ever. he was asked about lebron james' decision to sign with the lakers. he responded they still have to beat us. the team signed demarcus cousins last week. steph told usa today, we're always trying to find a way to
