good. >> we have an update on the boys recovering in the hospital. coming up at 7:00 on gma after abc 7 mornings. a bike lane battle on the south bay happening this morning. south bay proposing changes to a dozen streets. cyclists say safety improvements are needed. but business owners are worried. live in san jose with what the changes mean for us. matt. >> reporter: hi, reggie. here's the deal. all the cars on san salvador street will have to find another place to park once construction starts. the city is calling it better bike ways, sj. more bike lanes will be added around downtown san jose. parts of the project involving removing parking, reconfiguring lanes and redirecting traffic. business owners say it could be a major problem. this man owns a restaurant downtown. he says the current lack of parking has hurt business. but bike lanes may be too much

to handle. >> they cut the parking in half. then we put a 35-year-old business into job loss. >> san jose's department of transportation says recent education, outreach and improved infrastructure significantly reduced bike and pedestrian crashes. more details on the website, abc7news.com. reporting live in downtown san jose, matt keller. abc 7 news. matt, thank you. nvestigators say an improperly installed electric livestock fence is to blame for the massive county fire burning near lake berberryessa. it started on june 30th. burned more than 90,000 acres and destroyed 20 structures. the fire is now 89% contained. all evacuation orders have been lifted. the responsible party has now been cited. an east bay park has pulled the plug on an upcoming music festival. we were in antioch where the xo

music festival was set to kick off tomorrow. the event is canceled due to safety concerns. the park says the promoter, world class entertainment, failed to provide proof of liability insurance for all contractors. world class entertainment did not comment on the permit claim but says that ticket holders will get a refund. going to take you live to something happening in england. you can see the president and first lady melania trump just getting off of air force one. they traveled there after the nato meeting in brussels. he and she will be spending the next three days in the uk. the first two will be spent speaking with the queen and the prime minister and then on saturday they're going to be playing golf in turnberry scotland. the president making headlines at the nato summit. he is saying that the allies have agreed to pay more for military spending in nato after he complained the u.s. is paying too much of the bill. although there seals to be now pushback from the french president macron who is saying

that's not exactly true. we have to sort that out. he believes that he could pull the u.s. out of nato without congressional approval. that's another headline making news this morning. again, the president just arriving in england. >> of course, he's expected to be met with a lot of demonstrators in the uk. we'll give you an update as soon as possible. mooving to marin and sonoma counties getting into the bike sharing craze. a network of bikes at sonoma rail transit stations and key destinations in each city along the rail. the system would provide a way for commuters to get to the train and get to their jobs. transit officials also say this will help free up space on smart trains. >> there could soon be another smart train station in novato where bike sharing will be welcome. the novato city council approved funds to build a downtown smart station. that will be located at the historic depot site near railroad avenue at the

thought we'd start this time with a look at the temperatures in the north bay. mid to upper 50s here to even a 60 and clear lake. we've got other 60s in lafayette, san ramon. brentwood city and san jose. the rest of us in the mid to upper 50s. santa cruz, it's cloudy this morning. along the coast, sunny spots. not very breezy. we'll have rising humidity if you're exercising today. if you're going to be on the bay, drier this afternoon after spotty mist and drizzle this morning. here's a look at san francisco. cloud cover, low clouds and 57 at 8:00. we'll see some sunshine headed

welcome back. new at 6:00, the investigation into the murder of emmitt till has been reopened by the federal government. till was a black teen brutally killed in mississippi in 1955 after he was accused of grabbing a woman in a store. two white men were acquitted in his death but later confessed. the woman who accused till later admitted she lied. the justice department says they have new information about the murder but won't reveal what that information is. new concerns about electric rental scooters. the industry is growing so fast. cities are racing to regulate it and it turns out riders have a learning curve as well. despite safety procedures liken couraging riders to ride in bike lanes and wear helmets, many scooter riders look like this.

>> when you hit 17 miles per hour, it hurts. when i came around the corner, i was going probably a little fast. i hit where the trolley exchanges. face first like over the scooter. >> ouch. this has led to an uptick in lawsuits related to electric scooter accidents. one personal injury attorney in beverly hills says he sees one to two cases a day. electric scooters are off the streets in san francisco as the city rolls out a permit program. but they could return within a few weeks. in just a few minutes, a 16-year-old girl from concord will tee off with a huge lead in the final round of the girls junior pga championship. she enters play with a seven-stroke lead. yesterday she shot a 64 in lexington, kentucky. she set a 54-hole record at 21 under par with a first or second

temperatures in the low to upper 70s. may even hit 80. castro valley, orinda and hercules. you get into the low to mid 80s. on the peninsula, start off mostly cloudy and in the 60s. we'll end up in the upper 70s to low 80s on the bay side. on the coastal side, where the clouds are dominant, mid-60s for you. not as breezy as it has been. mostly cloudy in the south bay and in the 60s also. jump up to 78 in sunnyvale. 92 in gilroy. san jose at 87 degrees. mostly cloudy, look at temperatures. in the upper 50s. we'll jump up into the low to mid-80s today. 90s into clover daily and farther north. inland neighborhoods, partly cloudy this morning and temperatures in the 60s. we'll jump into the upper 830s to mid 90s. let's look at the accuweather seven day forecast. starting at midnight tonight. a chance of a stray thunderstorm

videos showing the same passenger on three different days. he's smoking drugs and maybe meth. he's doing so openly on b.a.r.t. trains. one was sent by a abc 7 viewer, another by a producer and the one on the far right is one i shot while taking a ride an b.a.r.t. making things worse, the man sits in priority seating normally reserved for people with disabilities or for pregnant women. it's a complicated problem for b.a.r.t. police. it's a low-level drug offense, usually only worth a citation. >> an officer has to witness it personally or a rider who witnesses it has to be willing to report it to police and then stay there until one of our officers arrives and act as a witness in the case. >> now, we wanted to know can b.a.r.t. ban this person for a certain amount of time. they can. but he would need to be cited three times within 90 days to qualify. b.a.r.t. is encouraging riders to use an app called b.a.r.t.

watch. you can alert police using the app which is monitored in real time. happenng today, b.a.r.t. will begin talks to figure out how to retrofit the transbay tube with as little impact as possible to the morning commute. service will be pushed back by an hour beginning in a few months. amy hollyfield is at the pleasant hill station with more. amy? prosecutor h >> reporter: hi jessica. the early bird riders say this will negatively impact their lives. they're worried about this. they wish that the trains would keep running. maybe even start earlier. not later. the plan is for this to start in february. b.a.r.t. plans to start service at 5:00 a.m., an hour later, so their crews can work on retrofitting the transbay tube. according to the san francisco examiner, today the b.a.r.t. board will look at how to help those people. people we spoke with said they're worried this will push commuters on to already congested freeways.

fire. fire crews assessed the damage yesterday. the fire appears to have been started right in between the two homes. a neighbor tried to put out the flames with a garden hose to no avail. she had to watch as the fire spread to her home. >> it's devastating. we were able to go inside and i was able to look at the damage. it's overwhelming. it really is. >> you can hear it in her voice. >> firefighters had a challenge. a gas meter buckled and ruptured in the fire. the good news is no one was hurt. you are never more than seven minutes away from your accuweather forecast. let's take a look at temperatures in the south bay. it's warmest in mountain view, saratoga and los gatos. low to mid-60s there. the rest of us in the upper 50s. let's take a look at other neighborhoods in the upper 50s to low 60s. dominant until the north bay with mid 50s. the same thing at half moon bay at 55 degrees.

our commute is rather cloudy. getting cloudier. there's actually been a little bit of drizzle on the bay bridge and also the golden gate bridge earlier this morning. we'll continue that in the forecast for the next couple of hours. ferry rides the same. mass transit, pretty toasty this afternoon, especially inland. the peninsula, mostly cloudy and 64. jumping up to 69. mid to upper 70 eads into the afternoon hours. for the north bay, starting off mostly cloudy but sunshine and 73 by noon. in the upper 70s by the afternoon. a comfortable 65 at 8:00. our last stop will be san francisco where the 70s gone from the forecast. we'll be in the mid to upper 60s better part of the afternoon hours with the low clouds giving way to the high clouds. the high clouds eventually giving us a chance of thunderstorms. we'll talk about that. it was pretty busy earlier this week. but a difference today? >> yeah. i think you know how we usually see people take three-day weekend, maybe four-day weekend in the sum he months.
