15, the skyline shrouded in clouds. we have the gray start, cool, starting out in the 50s. grab the light jacket out the door. my midday, sunnier skies prevail. a warmer afternoon away from the coast, going into the 80s. >> already have issues on the roads. here's alexis with an update on that. >> i want to take you back to the traffic alert in san mateo. this is a crash that happened around 10:30 last night. crews are still working to clear this flipped big rig. it still has the northbound 101 off ramp to eastbound 92 shut down. this is a sig alert, and as far as i know, we still don't have an estimate on when this will reopen. if you're trying to cross the san mateo bridge from the foster city area, there is a detour. you can head east on hills dale boulevard and take a left on edgewater and reconnect and head across the bridge. but in the meantime, cleanup efforts are under way. let's get out live to matt keller who is at the scene. good morning, matt. >> good morning, alexis.

oh, boy. this is a tough one here. they need a lot of help out here on the ramp here to eastboud 92 in san mateo from northbound 101 trying to get it back open. you can see caltrans and chp are out here. why is it taking so long? there's not a lot of room here, and the big rig was carrying 80,000 pounds of lettuce. the first calls came in just after 10:30 last night. the chp says the semi was likely going too fast and overturned. the truck was the only vehicle involved in the crag. the driver was not injured. sparks from the trailer sparking against a concrete wall, started a fire in a marsh below. that's now out. a big problem now, how heavy this truck is. >> we had one tow truck that came in and attempted to lift it, and actually broke in the process. so at this current time, we're calling out a fourth tow truck to assist us in moving this vehicle. >> the westbound ramp and all of highway 92 are open. the only thing closed is the eastbound ramp to 92.

no time table on when they expect it to be back open, but good news, they have the actual cab uprighted. now all they have to work on is the trailer. reporting live in san mateo, matt keller. >> slow progress, but some progress. thank you. new at 5:00, voters in san francisco will decide whether to tax businesses to help the homeless. a measure on the november ballot would add an average half percent tax on revenue above $50 million a year. it would raise about $300 million a year. that is double what the city now currently spends on homelessness. the money would be spent on more shelter beds and housing for the homeless. yesterday, the city elections department confirmed supporters have enough signatures put the measure on the ballot. >> growing backlash against president trump over his recent comments following that meeting with russian president vladimir putin. >> lawmakers on both sides of the aisle say they're shocked mr. trump openly sided with mr. putin and questioned u.s.

intelligence findings that russia meddled in the 2016 election. >> what the president said today is not accurate. >> the president's comments made us look as a nation more like a pushover. >> the president does have at least one lawmaker in his corner, senator rand paul praised mr. trump for talking to putin. the head of national intelligence insists russia tried to sway the election. >> santa clara county sheriff's office wants to find the man you see in this sketch. he apparently hit someone in a car over a fight over parking. it happened in san jose last week. they were trying to keep this man from parking on sierra road. the two got in a fight and t man hit the other person with a 2007 toyota corolla. the victim told investigators the car was gray or silver. >> an amazing story of survival. now we're learning more about the 23-year-old woman who spent seven days stranded near big sur. angela hernandez drove off a 250-foot cliff after swerving to

avoid hitting an animal. you see how steep and rocky the shoreline is. amanda has more on this miraculous story. >> 23-year-old angela hernandez is finally sharing her story about being sent over a california cliff. these pictures posted to her public facebook page show her injuries. angela was on the way to southern california when she went missing on friday, july 6th. surveillance video later recovered shows her in monterey county that morning. the sheriff's office was contacted after a cell phone ping put angela near the caramel highlands area. but an early search didn't show any obvious signs of struggle. >> if you're driving, you're not going to see. you would have to get out and physically look down there. even then, it's really hard to find, to see something like that. >> on facebook, angela described being stranded so close to safety. she said, i could see cars driving across the cliff and

felt like if i could yell just loud enough that one could hear or see me. that's all it would take to make it back to my family. just one person noticing me. >> i think she just got it in her mind, i'm not going to die out here. i think she had a little help from god. somebody was with her. >> the sheriff says that same higher power put angela's rescuers in the right place at the right time. an area without cell service. beyond that, he says the couple who found her initially had plans to go surfing but settled for a hike on the beach. angela described that moment on facebook. when i sat up, i saw a woman walking across the shore. i thought she was a dream. i had a few just like this during the past few days. i screamed. >> among other injuries, angela says she suffered a brain hemorrhage, collapsed lung, fractures to her ribs, as well as some intense sunburns. in salinas, abc 7 news. good morning. time now, 5:12.

we'll take you to the south bay. good morning, san jose. you can see we're waking up on this early morning to gray skies. the very similar picture across much of the region at this hour. numbers mainly in the 50s because of that marine layer has cooled us off after yesterday's highs in the 80s and 90s. 56 right now in san francisco. about 61, though, in san jose. 58, the current number. good morning in concord. let's go hour by hour, plan out your tuesday. 8:00, later on this morning, you can see the marine layer thinning out quickly. it's going to recede back to the coast quicker than yesterday. by midday lunch time, we're seeing a lot of sunshine across the region. only exception, right along the coast, put the sunshine going to warm us up quickly, especially inland. look at the inland highs. it will be hot away from the coast. 95 for concord. even san jose, later on, you'll get up to 88 with sunshine. 69, a little breeze in san francisco. 77, richmond. about 86, the high in napa. look just to our east. we're sizzling. fresno, 107.

105 in bakersfield. even palm springs, a high of 107. let's get a check of traffic with alexis. >> good morning, drew. we're off to a rough start here. we do already have a traffic alert, and we're looking live at the scene in san mateo. this is the connector from northbound 101 to eastbound 92. that's still closed due to a flipped big rig. this crash happened, we're coming up on seven hours ago now. that happened around 10:30 last night, but the semi was carrying about 80,000 pounds of lettuce and they're having a tough time getting that out of there. here's the location. you can see a sig alert still in place and no estimate for the ramp reopening. the good news is it's just the connector. all of the main lanes on 101 and 92 are back open and you can take hillsdale to foster city boulevard if you want to get back to the spaan mateo bridge. here's a live look at the bay bridge toll plaza. no metering lights yet. we'll give tham five to ten minutes. >> it appears b.a.r.t.'s new cars are spending a lot of time

in the shop. according to the chronicle, b.a.r.t. records show the first ten new cars needed nearly 500 fixes. that's just suns they started service in january. b.a.r.t. says most of this is preventative maintenance. records show each car has had an average of 20 mechanical problems every month. b.a.r.t. says this is expected because the cars are complex prototype vehicles. by the way, those new cars cost up to $2 million each. >> are you tired of waiting at the dmv? so are state lawmakers. how they're planning to hold the agency accountable. >> also, a lava bomb. it goes off sending molten rocks on top of a tour boat. what we know this morning. >> it almost looks like a first person shooter video game, but this, believe it or not, real this, believe it or not, real life.

>> that is the horrifying moment a lava bomb hit a tour boat off the coast of hawaii's big island, injured nearly two dozen people. >> so difficult to watch, and the topic of today's gma first look. diane has more on the chunk of molten rock that came crashing down on tourists. >> in this morning's gma first look, watch as molten rock, ash, and debris explode hundreds of feet into the air off the coast of hawaii's big island. in the cross hairs, this sight seeing boat carrying over 50 passengers and crew. as witnesses on nearby boats capture the mayhem. >> it exploded straight out at the boat. we could hear the rocks hit the boat and people yelling. >> authorities say the boat was on a, quote, lava tour, when the so-called lava bomb went off. fueled by the erupting kilauea volcano. one basketball sized boulder smashed through the roof,

injured almost two dozen people onboard. kilauea has been erupting since may 3rd, destroying businesses, schools, and almost 700 homes in the process, and we'll have a live report coming up at 7:00, with your gma first look, i'm diane macedo. >> all right, this morning in the north bay, a man suspected of breaking into an apartment and stealing a woman's clothes is still under arrest. >> santa rosa police released a surveillance photo of the suspect, the 65-year-old cornell holiday is a maintenance worker at the complex where it happened. he's also accused of buglerizing a second apartment. he used his keys to get into the apartments and may have committed similar crimes. >> an intense shootout between las vegas police and two murder suspects ends with one suspect dead and the other in custody. yesterday, police released the body cam footage of the chase. they say the suspects fired at officers 34 times forcing one of

the officers to return fire through his own windshield. >> when you look at this video, it paints a clear picture of hot those officers were dealing with that day. the officer could have backed off, but he didn't. he stuck with that individual, knowing what type of individual he was dealing with. >> the suspects crashed their car and then tried to reverse toward the officers. police shot and killed the driver. the other suspect ran to a nearby elementary school where he was eventually caught and arrested. >> wow. california lawmakers want answers about the wait times you experience at the dmv. the state approved a combined $69 million so the dmv could hire more employees this year and last year, but despite more staff, it lines are still really long. assemblyman jim patterson plans to request a former audit into how the agency is spending its money and that will happen when he appeared before the joint

examine of how san francisco's sanctuary policy -- sanctuary city policy protects criminals. san francisco police arrested 36-year-old orlando lazo and said they have dna evidence linking him to the crimes. they accuse him of posing as a ride share driver and then taking his victims to other locations and raping them. they say he raped four women in five years and that there could be more victims. lyft released a statement saying, quote, we have confirmed that this person did drive for lyft but as soon as we were made aware of this horrific and deeply disturbing allegations, we immediately deactivated him. uber says he never drove for them. lazo is expected in court today. reporting live in san francisco, amy hollyfield, abc 7 news. >> thank you, amy. a deadly wildfire burning neario simny national park doubled in size. >> it now covers 9300 acres and

is still only 2% contained. the main entry to yosemite at highway 140 remains closed. so far, no structures have been destroyed but more than 100 are threatened. firefighting efforts have been hampered by heavy smoke in the burn area and very steep terrain. >> calfire crews had the grim job of recovering the body of one of their own yesterday. people in mere aposa county and firefighters lined the road as a procession carrying varney's body passed yesterday. he died as his bulldozer rolled over. crews couldn't get to him yesterday. he was 36 years old, married with two children. >> the owner of a pit bull who bit an east bay fire official in the face could be facing a citation. alameda county fire battalion chief john whiting was responding to a house fire in san leandro on saturday. that's when the dog attacked him. there were 20 dogs inside the

house at the time. and there were no signs of neglect to those animals, but it does violate a county ordinance that only allows residents to have two dogs. the pit bull is still under quarantine. there's also questions about what to do with the other dogs. >> any time you have a lot of dogs and you're not complying with the law, you open yourself up to extra scrutiny. >> whiting has a long road to recovery. he's still at the stanford hospital. a co-worker who visited him says, though, that he's in good spirits, with his wife and son by his side. >> happening today, tour buses could officially be banned outside the "full house" house in san francisco. the sfmta board of directors will decide whether to ban the buses from brodrick street between pine and bush. that's where the fictional tanner family lived in the sitcom. the proposal could impact commercial vehicles with nine or more seats. the goal is to keep traffic moving on the busy street. more people have been stopping

allegations the coach abused them hen they were younger. >> mgm resorts international is suing 1,000 victims of the 2017 las vegas shooting. according to the review journal, it's in an effort to avoid liability claims from the massacre. 58 people died when a gunman opened fire at a country music concert just outside mandalay bay hotel. the company, which owns mandalay bay and the harvest festival venue argues it cannot be held responsible for the deaths and injuries from the shooting and all claims must be dismissed. >> marijuana shops could soon be banned in san francisco's chinatown. supervisor aaron peskin represents the neighborhood. according to the examiner, he introduced the idea, saying he's respecting the wishes of people who live there. yesterday, the land use and transportation committee voted in favor of the ban, it now goes to the full board for a vote next week. >> now to the east bay for the first time the city of pittsburg has approved a commercial cannabis permit.

and this means workers at this warehouse will begin manufacturing a wide array of cannabis based products this fall, including topical creams, ointments, and lotions. canyon laboratories won its commercial cannabis permit with a majority vote from the pittsburg city council. the city negotiated a sliding tax scale with canyon laboratories. and if canyon grosses $10 million, for example, the city will get half a million dollars. >> an effort is under way to use mosquitoes to fight mosquitoes. listen to this. crews in fresno releasing male mosquitoes carrying a back tear you that makes females infertile when they mate. they can infect people with serious diseases. officials say last year, they saw a 68% reduction in the dangerous mosquitoes in just one location. and they expect to see an even greater reduction in biting females this year. officials say if the problem continues to be successful, it
