him calm and firefighters for getting him out. >> i'm standing behind and helping out. >> reporter: 27-year-old canela stayed past his shift as supervisor in union city last thursday when he lost his foot:00 over a silo that feeds a cement mixer. >> i went up there, and just to check from the top of the silo, i lost my footing and fell inside. >> he fell into the dry mix being circulated by the system's vibrators. >> there was like quicksand or water. >> you're struggling? >> i'm just trying to stay on top of it. >> a coworker shut off the machine, trapping canela waist deep in dry cement and called 9 911. >> when that was happening, were you actually afraid for your life? >> at the beginning, i was. the first couple of minutes, the first five minutes or so. >> but there was another frightening moment. alameda fire arrived, placed a harness around canela, and started releasing the cement from below, but that squeezed canela even harder. they had to stones, it worked a little bit because it got a lot

of the cement around my waist out. >> finally, after more than two hours, crews freed canela, carefully walked him down the stair, and used a fire hose to wash off the cement. his voice is raspy from inhaling cement dust. a dentist gave him a cleaning today to clear him of the dust and he is wearing bandages. >> have a chemical burn from the compression of the cement, and i'm pretty sure it's like sweat. and rope burn from when i was trying to pull up. >> this week marks canela's sixth anniversary at u.s. pipe. he is anxious to get back to work and thank firefighters, coworkers, his friends and family. >> i just wanted to make sure everybody know that i'm really thankful and appreciative of the support i've been getting. >> cal osha is investigating what happened. the final report could take six months. he tells me it wasn't policy to wear a safety harness above that mixer, but it is the policy now,

dan and ama. >> wow, incredible. thank you so much, dan. clean it up. i want to see -- i want to see the after pictures. >> this is the before, and the bay area can't wait to see san francisco's after version. a quarter of the bay area's homeless stay in the city. an estimated 7500 people total. >> today san francisco's new mayor got a firsthand look at one encampment. she has been on the job for less than a week, and she is well aware this is a topic that needs tackling. >> abc 7 news reporter vic lee is live to explain what today's trip means to the mayor. vic? >> well, dan, i believe that is the mayor's top priority, to address the homelessness problem in the city. now, the mayor spent the late morning today touring a homeless encampment that's located right in that small street there, beyond a chain-link fence. tonight that encampment is gone. >> our goal is to make sure that

these encampments don't exist anywhere in san francisco. >> mayor london breed on the front line of homelessness, walking through an encampment in the shadows of the freeway extension. >> so we got a place for you to go, huh? >> homeless outreach workers were helping relocate some 14 people who call this home. yesterday, there were more. jeff, director of the department of homelessness. >> we've moved about a dozen people since last night from this location into navigation centers. >> the mayor told those still here that they would receive services at those centers. >> we want you to stick with it so we can get you into something permanent. >> mark johnson says he is grateful the mayor cares. >> it really gives me hope and lets me know that there is still people out there who do care about the homeless and things that we're going through. >> the mayor brought police and other department heads with her. public works crews cleaned up the trash. health department workers provided counseling. >> our goal is to help people

one at a time. every situation is unique. >> mayor breed also met with residents of this apartment building next to the encampment. >> they're tired of finding garbage and trash and needles around the place. >> they said they've had enough, enough of the homeless, enough of the city's promises to shut down this camp. >> they come, they get rid of them, and they come right back. so i'm really glad to see the mayor today. hopefully this will stop. >> and the mayor's response? >> i smell enough, i see enough. >> okay. >> clean it up. >> well, that message from the mayor loud and clear. and by the way, the department of homelessness tells us that there are no more encampments in the city with 20 or more tents. and of course, their mission, their goal is to reduce that number to zero. vic lee, abc 7 news. >> all right, vic, thank you. well, the man san francisco police called the ride share rapist was in court for the first time today. orlando vilchez lazo is now

charged in connection with four rapes that happened over five years. abc 7 news reporter melanie woodrow is live in the newsroom with the latest. melanie? >> ama, according to i.c.e., orlando vilchez lazo is here illegally. he's being held without bail and faces life in prison for the charges. today his arraignment was put over until thursday, and tonight lyft is responding to new questions regarding how lazo passed the ride share's background check. san francisco police are calling 37-year-old orlando vilchez lazo the ride share rapist. >> it's completely premature to be talking about the facts as alleged. >> those allegations according to sfpd that lazo raped four women between 2013 and 2018 by posing as the ride share driver as his victims left night clubs and bars in san francisco. >> these assaults were violent rapes committed by a serial rapist. >> police say dna evidence linked lazo to the assaults. lyft says it deactivated lazo from the platform as soon as the

ride share company became aware of the allegations. police arrested lazo this past thursday. the following day, i.c.e. says it launched a detainer with the san francisco county jail for lazo who was a citizen of peru here illegally. i.c.e. writing, quote, the san francisco county jail does not honor i.c.e. detainers nor notify i.c.e. about the impending release of aliens in its custody. in doing so, the jail not only provides a refuge for illegal aliens, but it also shields criminal aliens who prey on people in the community. the san francisco sheriff's department says, quote, there is no response required to this request unless and until the person is subject to release. lazo is being held without bail. >> i.c.e. has made this case about sanctuary laws and immigration status, and that has nothing to do with the charges that are being brought by the district attorney. >> we're alleging that he has committed multiple rapes. that's what this case is about. and again, the defendant has no criminal history that i can

tell. >> lyft says, quote, individuals who drive for lyft must be eligible to work in the united states. unfortunately, in this circumstance, this person fraudulently represented himself. investigators say they believe that there may be more victims. they are asking anyone with information to contact police. in the newsroom, melanie woodrow, abc 7 news. >> all right, melanie, thank you. tonight firefighters on the front lines of a fire burning outside yosemite are trying to make crucial progress before high winds arrive as expected tomorrow. the ferguson fire is burning in dry brush along steep and remote terrain west of the national park in mariposa county. flames have charred more than 12,000 acres since the fire broke out on friday, and tonight the blaze is just 5% contained. crews expect winds to increase tomorrow, and residents nearby are understandably worried. >> we always think is that my house going up right now? is that? am i seeing the product of my house in the sky? >> yosemite remains open, but

highway 140 into the park is closed. and we want to bring in abc 7 news anchor spencer christian to see what the conditions are like in the fire zone tonight in the next day or so. spencer? >> it's quite warm and very dry there, as you might guess. the wind has not been a major factor yet but it might become one. here is a look at conditions near the fire. it's about 88 degrees, and the relative humidity is -- now the temperatures dropped 2 degrees in the last few minutes. that's good news. temperatures dropping a bit. relative humidity is still quite low at 23%. the wind is generally calm with occasional gusts to about 6 to 8 miles an hour. but look at how widespread the smoke is from this fire. there is unhealthful air across a wide expense now from just south of yosemite village down along the sierra foothills, into the central valley across fresno, into coalinga. it's not likely to improve any time soon unless there is a sharp and dramatic change in the wind flow. alma? >> thank you for that update. people in the south bay are

worried about west nile virus because neighbors say they've come across several dead birds near their homes. the birds are being tested. this is a problem that led to mosquito treatment in another south bay city just last month. amanda del castillo is life. >> ama, that treatment happened just a city away in santa clara and parts of sunnyvale. we know vector control says it reduced mosquito population there up to 60%, but concern continues as more dead birds are being found across the south bay. >> we have seven positive bird this year, and that's actually very low numbers compared to previous years. >> especially compared to 2014 when there were nearly one thousand confirmed cases of west nile virus throughout santa clara county. testing is ramping up for the summer as more dead birds are being found, reported, and tested for the virus. >> based on the positive dead bird, we have a lot of mosquito traps, and we test all the mosquitos. >> we want to warn viewers this

video may be uncomfortable to watch, but the testing process is important. dead birds are oftentimes a good indication of how far spread the sometimes fatal virus may have gotten. so far 91 dead birds have been tested for the virus. before treatment happens, area mosquitos must also test positive for west nile. that happened to be the case in santa clara and sunnyvale. >> when it was confirmed for positive mosquitos, we did the treatment in that area is almost half a mile or one mile radius of positive mosquitos. >> insects that thrive in less than an inch of standing water, going from egg to adults in a matter of five or six days. we humans aren't immune. west nile transmission to people happens most often during the summer months when the weather is warm and mosquitos are active. right now droneview 7 is over a small section of san jose where residents have recently reported seeing at least five dead birds in the area. symptoms can include fever, headache, and nausea.

new at 6:00, frightening moments on vasco road. the east contra costa fire protection district posted these photos on faceback showing a battery operated drill that flew into a car's windshield yesterday afternoon. the two people in the car were hit by flying glass. police say the driver of the vehicle that dropped the tool did not stop. new details just released now on a deadly small plane crash near lake tahoe. the man who owned and piloted the plane has been identified as 60-year-old kenneth whittle sherfi from carmichael. he and a passenger died in the crash. another passenger survived and is in the hospital.

the plane went down this morning shortly after taking off from truckee airport. the pilot reported engine problems and was trying to return to the airport before crashing off highway 267 nearby north star ski resort. the fbi and oakland police tonight are issuing an urgent plea for the public's help in solving a murder case, and the anguished mother of a victim talked with abc 7 news reporter leslie brinkley. >> why did you do what you did to my baby? why? you had no right. >> carol jones is still coping with memories of her 27-year-old son's death on february 3rd. patrick scott was shot to death at this bus stop at 62nd street and market street on the berkeley-oakland border. it was 10:50 a.m. on a saturday. >> my son was a good boy. he was good child. he kept to himself. yes, he was born with a disability, but didn't nobody know it. he just -- he was a humble giant. >> he was taking the bus to his grandmother's home, and at that time, he was fatally shot.

>> the fbi and oakland police say there is a $30,000 reward for information leading to an arrest, and oakland police say this was not a random shooting. >> there are people that know about this and hopefully they will come forward to help us fill in some of the holes that we do have. >>rdhat she described as nine shots from a block and a half away at her home. she says she found her son bleeding as he tried to make it home. >> i'm saying breathe, baby, breathe. it's going to be all right. just breathe, patrick, breathe. >> she drove him to oakland children's hospital, where she says scott was put in an ambulance to be transferred to the trauma center at highland hospital. he never made it. >> she says before he died, her son told her who shot him. that's information she says she cannot disclose right now, but she does have aessage for those who have information about the case. >> do the right thing. turn yourself in. i'm going to do all i can to save the next child and the child after that. i'm not going to stop.

>> in oakland, i'm leslie brinkley, abc 7 news. new developments now in an attack apatow nearly two months ago. on may 28th, authorities say four masked teenagers broke into a garage on monte vista drive and then assaulted a group of teenaged boys with hammers. take a look. all of the victims suffered significant head injuries. police say the attack happened after one of the victims posted video of drugs and cash on social media. we also have new developments on a disturbing undercover video from a pig farm that we showed you yesterday here on abc 7 news at 6:00. the world's largest meat producer, jbs, has now suspended shipments from tosh farms after this video released yesterday showing workers hitting, kicking and throwing pigs in kentucky. jbs says it stopped accepting shipments from tosh farms until it fully investigates how the

supplier treats its animals. there is a proposition on the ballot here in california that would require all meat sold in the state to meet our strict animal welfare laws no matter where it comes from. moving on now, it was a foggy start to the day, but conditions eventually cleared up along the san francisco waterfront. droneview7 gives you a look at the ferry building and the embarcadero from high above this morning. >> and it was a spectacular day to be outside, as you can tell. abc 7 news weather anchor spencer christian is here. >> it's been a spectacular day and more spectacular dines the way i'm happy to say. here is a look at live doppler 7. we have mainly sunny skies inland and over the bay. but that fog you see along the coastline is making a bit of a push over some parts of the bay. check out this spectacular view from our east bay hills camera, looking toward mount tam. we have a few scattered high clouds above. lots of blue sky and low clouds and fog pushing out over the bay locally. it's currently 61 degrees in san francisco. oakland 67.

69 at mountain view. san jose 78. 89 at gilroy and 57 at half moon bay. here is a view of that fog and another from emeryville. you see it rolling over the bay. it's currently 73 in santa rosa. napa, 74. 82 at novato. 89 at fairfield and low 90s at concord and livermore. so the inland east bay is still pretty warm. this is how it looks at santa cruz beach right now. folks enjoying the evening sun, and we may see more people there tomorrow as temperatures will be rising tomorrow. so these are our forecast features. we'll see fog near the coast and bay overnight. it will be mild to hot tomorrow afternoon across the bay area, and downright muggy on thursday with an increase in humidity and a slight chance of an isolated shower or thundershower. forecast animation looks like this going into the evening and late night hours, we'll see the fog pushing out over the bay. perhaps into a couple of inland spots. we don't expect it to be very dense or very widespread inland. and then the fog will burn back to the coastline as it often does this time of year about midday or so. and we'll have mainly sunny skies once again over the bay

and inland, with some areas of coastal fog lingering during the afternoon hours. overnight, low temperatures will be mainly in the mid- to upper 50s. although over in antioch it's going to be pretty mild overnight with the lows in the low 60s. and tomorrow's highs under sunny skies will range from mid-60s at the coast under breezy conditions to upper 70s a and low 80s around the bay. temperatures will be rising inland, though. upper 90s in the inland east bay, way up north highs of 103 at lake port. 108 at ukiah. after temperatures rise up at triple-digit level at some inland areas tomorrow, we'll see temperatures drop off a little bit on thursday and friday. still going to be very warm. mid-90s inland those two days, and it will feel a bit muggy on thursday. there is that slight, slight chance of an isolated shower or two. temperatures continue dropping over the weekend to slightly less warm range. >> slightly. >> it will be less humid as well. but as ama pointed out earlier,

[ closing bell ] all green on the stock market. today the dow gained 55 points. the nasdaq rose to a new record close, and the s&p added 11 points. netflix stock sank more than 5% today, but it could have been worse. after the los gatos company announced a surprise shortfall in new subscribers yesterday, shares fell 14% in after-hours trading. netflix is still the streaming content lead were 130 million subscribers worldwide. today is world emoji day. apple is celebrating with new additions, which includes superheroes and lobsters. there are also a lot of hairstyle variations like curly, red and gray as well as a gaggle of new realistic animal emojis. and there are also food emojis including a mango, cupcake, and lettuce. fremont police are having fun on

all right. let's go on. a job in palo alto is offering a starting salary of $98,000 a year with no college degree required. but the palo alto police department can't find enough people to apply. tonight, what they're doing to draw in some recruits. abc 7 news reporter david louie on a new approach. >> you'd never know it, but this police lieutenant used to be an attorney who took a 50% pay cut as a recruit. others on the palo alto force were welders, sales executives, school teachers and nurses. they're being showcased in a new recruitment video hoping to lure a new kind of officers. >> i used to be a mechanic. now i'm a palo alto police officer. >> there are 13 openings for officers, but with every other department in the county also trying to fill jobs, palo alto decided to showcase ten officers who took the plunge and changed careers. >> hey, maybe it's not too late for me to change and do something that really means something, and really, it's not too late to change into a career in public service. >> palo alto is appealing to

breaking news out of oregon. look at this massive wildfire. it is burning east of portland on the oregon-washington state border by the city of the dalles in wasco county. evacuation orders are in effect, and we have witnessed buildings burning. it is huge, as you can see. the fire only started about two hours ago and has spread just this quickly. we'll continue to keep a very close eye on this. well, there is a drastic transformation happening at the very top of the marin county civic center in san rafael. droneview7 shows us the fresh coats of blue paint being applied on the old library dome.

the entire rooftop of the iconic frank lloyd wright building is being repainted to its original marin blue paint job, starting with that dome. the previous coats of blue paint have faded in the many years since it's been renovated. this is a multi-year project. after the dome and administrative wings' rooftops are replaced and painted, work will begin on the hall of justice part of the building in the spring of 2019. score one for the disgruntled neighbors of the "full house" home. the municipal transportation agency voted to ban tour buses on broderick street between pine and bush. more and more people have been visiting the house since "fuller house" debuted on netflix two years ago, rekindling interest in the old '90s sitcom. lyanne melendez has more. >> this is a daily occurrence on broderick street, as people drive on the wrong side, park illegally, and block driveways, just to take a picture of themselves in front of the "full house" home. these tourists were visiting

from germany. >> we watched the series. we all watched it. we love uncle jessie. >> we confronted this tourist from alabama who justified his actions. he was parked on the wrong side of the street. >> there is no sense in me coming up here and not take a picture. so i'm already out of the car and i'm already over here. >> for years now, neighbors have asked people not to block their driveways or double park, but fans of the tv show continue to disregard the signs. today some of the neighbors were heard by the municipal transportation agency, asking the board to do something about the traffic, including banning all commercial vehicles with nine or more seats. >> since the promotion of the house, we've counted a thousand to 1500 visitors or more on busy days. they come in cars, ubers, and lyfts, tour buses, go cars, bikes, and motorcycles. >> the board agreed to ban these tour buses, but neighbors realized this is only a small step in stopping the flow of traffic on this block. those who live near the "full

house" home now join neighbors of the famous painted ladies in having these tour buses banned. by the way, the "full house" home is not one of the painted ladies as hollywood made you believe. still, even with this new restriction, fans will continue to come, much to the frustration of these neighbors. in san francisco, lyanne melendez, abc 7 news. all right. well, the mta board has agreed to look into other possible restrictions that will help ease traffic on that street. >> all right. tomorrow will likely be the warmest day of the week. >> yes. spencer

to use part of that check to pay a chauffeur he was hiring. >> can you please send a check on to this person, which i did. >> she deposited a check for $2,000 into an account at wells fargo bank as the man directed. later, wendy tried to research the mannion line but found no such person. >> i started to worry a little bit. >> he mails became more demanding. she told him she didn't want the work for him after all. he told her to return the rest of that $4500, and she did. a big mistake. >> just awful. >> what she didn't realize is that $4500 check was fake. there was no family coming, no one hiring her to cook. the money wendy deposited to the man's account came out of her own savings. >> what are we going to do now? we're going to lose the house. our money went to a scam. >> mother and daughter are now renting out rooms on airbnb and

but not confirmed until today. terms have not been released, but kerr will reportedly be one of the highest coaches in the nba. he was making $5 million a year under his old deal. since taking the helm he has led the dubs to three titles in four years. we're guessing something in the $10 million a year range. he has the highest postseason winning in history. he has led the records to the best four-year stretch in nba history. kerr overcame health issues because of complications from back surgery, missed 54 games a couple of years ago, and feels he is confident and ready for the long haul. how good is the warriors pr staff, by the way, knowing their jobs? this is one of the slowest days in sports all year. today they also announced that boogie cousins is coming to town to be introduced thursday at warriors headquarters. we'll be there. cousins returning from an achilles injury, but the warriors rosterer can wait january, february, whatever it takes. it could be a massive addition to an already stacked roster.
