pg&e to launch a new three prong approach to addressing what they call the new normal, an almost year round fire season. first, they're putting up weather stations like thishe ca >> these will be measuring wind speed direction, temperature and relative humidity. the data is streamed into our systems. >> reporter: so far 50 stations like this are installed. 150 more will be in place in northern and central california. by the end of the 2018. step two, a brand new pg&e wildfire safety operations center that just opened this spring in san francisco. >> it receives data from across our territory. receives weather data from new weather stations we're showing today. and there's analysts there that are constantly looking at the conditions 24/7. >> if fire danger is perceived to be extreme, number three comes into play. for the first time pg&e can proactively shut down electricity to particular areas

fireworks. it burned 480 acres near interstate 580 and grant line road in alameda county on july 8th. both directions of the highway were shut down for several hours. safe and sane fireworks are illegal to use in all unincorporated areas of the county. no word on if anyone will be charged. going back now to this update, live look. we have an update on the breaking news in santa rosa that we are now over. this is the north campus of kaiser santa rosa. you can see there that oxygen truck. there was some type of substance on the road and the entire building is being evacuated. >> old redwood highway and highway 101 in this area shut down right now creating just a huge traffic mess as the evening commute is getting under way there on 101 in santa rosa. but they evacuated that area of the building and to our knowledge no one has been hurt. but of course this is still very much an active scene. >> we are keeping tabs on this. will likely get worse over the next hour with so

the coastal areas, including los angeles. the proposal qualified for the november ballot with the backer tim draper gathered over 400,000 valid signatures. but the supreme court blocked prop 9 from appearing on the november ballot. the ruling says significant questions have been raised regarding the proposition's validity and the potential harm in permitting the measure to remain on the ballot outweighs the potential harm to delaying into a proper election. there is argument the proposal would abolish the state constitution. >> creating three new governments, three new governors, disrupting our prison systems, our higher education systems. >> the issue is not dead. now comes a legal battle fought on many front seat. californians could still have the chance to vote on this as early as 2020. dan and ama? >> thank you, kristen. two civilian employees at travis air force base are

launching legal action against the air force. they say their 5-year-old daughter was sexually assaulted not once, but twice, by fellow students at an on-base day care. abc 7 news anchor eric thomas is live outside the base with the story. eric? >> reporter: this comes on the heels, ama, of an associated press report that sexual assaults on military bases go underreported and underinvestigated. well this family reports their daughter was sexually assaulted at a day care for kids ages 5 to 12. while traffic lined up to get onto the base, news crews lined a grassy strip near the visitor center to hear the painful story from the victim's parents. >> no child never should have to go through what our daughter went through. >> they're not there when my baby's crying to me, asking me daddy, am a -- is this okay for a girl to kiss another girl? >> marcus robinson say their daughter was found naked and screaming in a day care bathroom

shortly after starting there three weeks ago. she'd been assaulted by another female student and it happened again a couple weeks later. >> this is as bad a situation that one can have in terms of sending yourschool, and that child being sexually abused by another child. >> the family has hired civil rights attorney john burruss who filed a claim against the air force for damages. if that claim is denied the family will file suit in federal court. the claim accuses the day care staff of negligence. lawyers for the family say the facility admits it is understaffed for the 100 plus students in their care. the claim also accuses the base of failing to contact police or child protective services in a timely manner. in a written statement air force captain lindsay horn says, quote, upon notification immediate action was taken to inform affected families and engage appropriate agencies on and off base to both thoroughly investigate the incident and review procedures. however, the victim's mother

google is accused of taking advantage of its android dominants to promote apps and services, like google search. the european commission wants the company to stop this "illeg "illegal conduct" in the next 90 days. google is appealing the decision. ebay is shedding hundreds of employees from its bay area workforce, many work in san jose. >> chris nguyen is live with this story. >> reporter: by the end of the week the major tech company will lay off 200 employees. this comes at acial time for ebay. challenging times for the bay area company credited with revolutionizing the world of online shopping. according to filings with the employment development department ebay plans to cut 300 local employees, the majority

coming from hamilton avenue on san jose. >> the competition has gone up. and now we have lots of places online where you can get stuff from. so part of, i think, the challenge for ebay, if it does not evolve to what the next generation of ecommerce should be. >> reporter: a company spokesperson said all employees were notified the end of june. ebay is shifting its focus and aligning the workforce with its new initiatives. just two years ago, ebay was celebrating the expansion of its headquarters in san jose, saying the best was yet to come. according to fortune, while the company's revenue was up to $9.6 billion last year from $9 billion the prior year, it took a loss of 1 billion. the loss of jobs can be sobering, the silicon valley employment base is strong isser than ever. >> the hope is that they will be

the bay area. but the greater concern, the greater threat of thunderstorms tomorrow is over in the sierra for lightning and maybe small hail and possibly a stray shower will move into the bay area. not likely. overnight, a little well. lows mid-50s. tomorrow's highs low and mid-60s at the coast to mid-70s and low 80s around the bay. we'll see low to mid-90s inland for the most part. way up north look for 101 at lakeport, 104 -- really high in the farther northern reaches of our viewing area. here's the accuweather seven-day forecast, quite warm inland tomorrow and friday. and with that increase in humidity, it will feel muggy the next couple of days. temperatures will drop off a few degrees on saturday and sunday. we'll see 90, maybe 92 degrees in the inland areas. about 80 degrees on the bay. low 60s on the coast. and with lower humidity it will

a stretch of highway 1 that's been closed for 14 months along the big sur coastline is open again. heavy rains caused a mudslide last year that buried the road. caltrans says it was the biggest slide in its history, soil slid well out into the ocean. creating 15 acres of new

vaping is on the rise. according to the american lung association, the use of cigarettes among teens has

risen. paige brown kelly is here with me today, thank you for coming in. >> thank you for having me. >> can you talk a bit why vaping is especially harmful for teens? >> in some ways it is more harmful to teens than adults, because the part of the brain that nicotine responds to is still developing in teens and this continues to develop until you're 25. so this puts them at a higher risk for addiction. >> one of the risks is popcorn lung syndrome. what is that and why is it so prevalent amongst those who vape? >> the research is still being pursued. but it's interesting, and it's really scary. it's a slang term used for a syndrome that developed with people using microwave popcorn. if you look at the packaging on microwave popcorn says don't stand close to the microwave. because these fumes emit a chemical that causes this syndrome. and unfortunately it's being

found in vaping products. >> some people actually switch to vaping thinking that it's better than traditional cigarettes. but that's not true. >> it is so not true. the industry knows this. they've changed their marketing strategy from using the word safe to saying it's less harmful. and there is -- it took us 20 to 30 years to find out the chemicals that were added in the long-term effects of traditional smoking and research is already coming in with the fact that teenagers who start vaping have a two to seven-time higher risk of going to traditional smoking. and we know, you know, the long-term consequences and the risks that this presents. >> what are some of the side effects of vaping? >> well, we can start with the most common would be just a sore throat and, you know, irritated and coughing. but unfortunately the increased heart rate and blood pressure puts people at a very high risk

for heart disease, respiratory disease. one of the chemicals they found in vape products is formaldehyde. this is something when users turn their vape to a very high setting they're exposed to, and this is a known carcinogenic. >> for those saying i know i should quit, i can't, i'm addicted, what options are there for teens and adults? >> we know nicotine is harder to quit than alcohol, some bar pit-- we have a good progra lks histories, make sure people are well educated about the risks and we make sure you get the best options. we have a lot of resources to support people in this process. >> paige, thank you so much for brin>>llgh d? >> ama, thank you. interesting and important information. federal regulators appear ready to strip the world milk from soy and almond milk. the food and drug administration
