investigation. we are seeing stop-and-go traffic on the westbound side, the upper deck, folks heading into san francisco a disabled vehicle reported around the fremont off ramp in the far right lane. keeping an eye on that one too. we have heavy tra miles an hour out of tracy and stop and go three miles, down to five miles an eastbound. next traffic update around 6:10. for the first time we are hearing details from the victims of the man san francisco police are calling the ride share rapist. >> officers say he would pick women up outside san francisco bars and fight clubs and the next thing they knew there was a knife to their neck. abc 7 news reporter amanda del castillo live at the hall of justice. >> reporter: > good morning. we're learning more about each brazen attack and rape that orlando vilchez lazo accused of. court documents obtained by abc

7 news they detail each chilling account. we want to get you to some earlier video of a previous court appearance. dna evidence and the sheer similarities of each incident led to his arrest. he's accused of picking up women from san francisco night clubs and bars and taking them to a secluded location and raping them. documents detail how the attacks had become more violent. in the recent reported attack from june the victim says she was dozing in and out of sleep when she woke up with wet hands. she told investigators lazo threatened her and pulled a knife to her neck. quote, he began to threaten her and held a knife to her neck. she realized that the wetness on her hands was her own blood and that she had been trying to fend off the knife with her hands. lazo is an undocumented immigrant from peru. ride sharing company lyft says lazo is a former driver and it's investigating how he passed its security checks. the company says lazo fraudulently represented

himself. lyft announced wednesday it would be beefing up its security checks. we know that would be applied to future and current lyft drivers. she is expected in court to answer to those charges later this morning. i'm live in san francisco, amanda del castillo, abc 7 news. >> the details are disturbing. thank you. a local couple taking legal action against the air force. they say their 5-year-old daughter was sexually assaulted twice at a day care air force base. the couple says fellow students were responsible. they're taking the first steps toward a lawsuit. their attorney filed a claim accusing day care staff of negligence and accuses the base of failing to contact police or child protective services in a timely manner. >> no child should have to go through what our daughter went through. >> this is as bad a situation one could happen and in terms of sending your child to school and that child being sexually abused

by another child. >> a base spokesperson responded saying upon notification immediate action was taken to inform affected families and engage appropriate agencies on and off base to both thoroughly investigate the incident and review procedures. the san francisco police chief wants to make it clear immigration officials did not ask his department to sweep a protest in the city. according to the examiner the arrest of several protesters camping outside i.c.e. last week raised concerns sfpd was helping and suppressing free speech. the protesters were calling for i.c.e. to be abolished. this video from july 9th shows police officers at washington streets ordering people to leave the police chief says the encampment was a public nuisance. mean while, i.c.e. officials appear to be detake and deporting more immigrant who is have applied for visas according to immigration advocacy groups. the u visa allows victims of crimes to get a visa and a green

card before applying for citizenship. immigration attorneys say applications take years to process. many immigrants are being deported while they wait for their visas and i.c.e. officials say there has not been any changes to u visa protocol. santa rosa is in financial trouble following the north bay wildfires and today city officials plan to discuss how to close the widest budget gap they've seen in years. the press democrat reports the budget passed last month includes a $14.2 million deficit. the city manager says that's unsustainable and will require significant cuts or tax hikes. a new center in santa rosa will serve nearly 600 people affected by the north bay wildfires. abc 7 news was at the new branch of the committee on the shelter list known as cos on west college avenue in santa rosa. the organization provides assistance for people struggling financially by paying their rent

cloud cover right now. temperature wise we're waig up to temperatures in the mid 50s to 60s. you need the light jacket as you step out the door. later today warm away from the coast. your 12-hour day planner shows brighter skies, by the afternoon we will have some high clouds streaming in from time to time. partly cloudy, mid to low 80s around the bay, mid 90s in our warmest spots inland. all right. taking a look at the roads this morning, we are looking at really nice commute here in the south bay. 280 and 17 light volumes and a pretty sunrise to go with your commute. yesterday was really tough for much of the southern half of our viewing area. today, different story. really seeing a couple issues on the bay bridge, westbound 80, highway 4 to the maze looks fine, 21 minutes, the metering lights on, 13 minute drive time across the bay bridge into san francisco due to a stall right around the fremont exit reportedly in lane five. crews working to clear that. on the lower deck the off ramp to treasure island closed due to a crash investigation.

traveling southbound on 101, san francisco to sfo no delays there. that is in the een at 9 minutes. questions about a system that's supposed to make crossing the street safer. it comes after the death of a 69-year-old man. >> a car hit the man while he was crossing the street in san francisco's outer sunset neighborhood. it happened tuesday at sloat and 36th. this is the same intersection where a car hit and killed a man last halloween. it's not clear if the man activated the hawk system. here's how that works. there are three lights. when triggered the lower light starts to flash yellow and then solid yellow followed by two solid red lights on top. the two red lights start flashing like a railroad crossing signal and supervisor tang sent her condolences to the family on facebook. dozens posted frustrations saying drivers don't pay attention to that hawk system. president the majority of

they successfully launched and landed a rocket booster like spacex at its texas launch facility yesterday. the mission took about 11 minutes. blue origin plans to start tests with a human crew as early as the end of this year. no timeline yet, though, has been set for commercial flights. >> this is happening so fast. the u.s. senate may soon consider a bill that would add emergency alerts to on-line streaming services like netflix and spotify. it's part of changes proposed to the emergency alert system by senators in hawaii and south dakota. the state of hawaii's investigation into january's false missile alert that caused panic across the islands found shortcomings in the existing system. other proposed changes include perhaps taking away the option of disabling federal alerts on your cell phone and building a better system to prevent false alarms. this morning some people are calling for a boycott of mgm hotels after the company announced it was taking legal action against some of the

victims. mgm resort international wants a federal court to rule that it can't be held liable for the mass shooting that left 58 people dead and more than 500 wounded at a las vegas country music festival nine months ago. mgm owns the mandalay bay hotel where the shooter used one of the rooms to fire from the 32nd floor. mgm claims it was an act of terrorism and the company is protected under the safety act of 2002. >> they would have said we're going to defend ourselves in federal court and we don't feel there's liability that would have been more acceptable than we're going to sue the victims. >> and this is the first time a company has tried to use the safety act to claim immunity. legal experts predict mgm faces an uphill battle. a $30 million sports upgrade is happening at uc berkeley. school officials announced a plan to improve the women's beach volleyball and softball facilities. according to the sf chronicle the plan comes as the

shutting down electricity in areas that are deemed to be a high fire danger. >> that's a last resort, but if conditions are right and we feel that it would be safer to turn off power, having some of this weather data will allow us to do that. we will give customers as much notice as we can, hopefully 48 hours notice. >> it's part of the utility community wildfire safety program launched after the north bay wildfires to try to prevent a repeat. pg&e has installed 50 of these weather stations so far. they plan to put up 150 by the end of the year. when it comes to parenting a new study finds no difference between kids raised by two moms and kids raised by mom and dad. researchers started recruiting parents for the study in 1987 and tracked their children for decades and found kids of lesbian couples had no more behavioral or emotional problems than other kids their age. the study in the new england journal of medicine. >> students could catch a break

only difference today compared to yesterday the afternoon we're going to have high clouds streaming in from time to time. call it partly cloudy, cool on the coast, warm on the bay in the 80s, hottest spots in the mid 90s. download the accuweather app and track your temperatures. alexis how are the roads? >> i'm talking about the fog too. we do still have the dense fog advisory in effect for golden gate. same thing as yesterday, use some caution, increase the following distance between you and that vehicle in front of you. you have longer reaction time with that reduced visibility. it is very thick in some areas up around santa rosa, along the 101 corridor this morning too. eastbound 580 improving through the altamont pass area. roadwork around north flynn, down to 14 miles an hour, but that has shortened and gotten a little faster than about 30 minutes ago. westbound 205 to 580, 12 miles an hour leaving tracy. we'll head back to trouble on the bay bridge coming up next. >> thanks. developing news, nearly two dozen soldiers are recovering after an accident at a military base in monterey county.

>> wind from a helicopter caused a tent to collapse collapse fort hunter liggett, about an hour northwest of san luis obispo. here's new video of the scene. most of the 22 injuries are minor but four soldiers did have to go to the hospital. the accident occurred during an annual training exercise for thousands of army, navy, air force, army national guard, army reserve and canadian armed forces troops. thnk -- new this morning, contra costa deputies responded to a home near san pablo dam road and creekside court before 11:00 last night. not clear exactly what happened, but we do know one person was found dead. you can see in the video investigators detaining one person and putting them in the back of a patrol car. roads were closed during this investigation. we have a call in to the contra costa sheriff's office and bring you any information as soon as we get it. facebook's ceo mark zuckerberg trying to clarify comments he made about holocaust

deniers that have drawn sharp criticism. >> he said in a recent interview he thinks comments from holocaust deniers should not be deleted from the platform. abc 7 news reporter matt keller live at facebook's headquarters with more on this controversy. matt? >> reggie, this is certainly getting a strong reaction and a lot of people disagreeing with mark zuckerberg. this was all in an article with an interview with zuckerberg in recode, that was published yesterday. it was with a reporter named cara swisher and zuckerberg told her that he's jewish and there's a set of people who deny that holle cause happened and he finds that deeply offensive but continued he doesn't believe facebook should take it down. they thinks there are things people get wrong. zuckerberg said he does not think they're intentionally getting it wrong. now swisher told him in the case of holocaust deniers it may be intentionally wrong. the anti-defamation league released a statement saying facebook has a moral and ethical obligation to not allow people to disseminate holocaust denial

on its platform. he e-mailed swisher to clarify, he told her i personally find holocaust denial deeply offensive and i absolutely did not intend to defend the intent of people who deny that. we put up a link of the entire interview on abc7news.com. reporting live in menlo park, matt keller, abc 7 news. >> thank you. a building at kaiser medical in santa rosa will remain closed today after an explosion. one man was hurt when a tanker truck carrying liquid oxygen exploded right behind the office. sky 7 was over the area shortly afterwards. employees and patients had to be evacuated because the fire department says there was potential for another explosion. investigators are still this morning trying to figure out what caused the truck to explode. berkeley police need help identifying a man who attacked a senior citizen the surveillance video is a little hard to watch. here's the thing, it happened across the street from a police station. you're going to see a group of men knock the 72-year-old man to

the ground and kick him. this happened about two weeks ago on martin luther king, jr. way near university avenue. police say there was no apparent motive. >> no money was taken. no demands made. >> the lighting isn't ideal. so we're hoping that somebody will maybe recognize a piece of clothing or perhaps the way the suspects walk. >> police say there may have been up to eight attackers. the description, not much of one. they're likely in their late teens or early 20s. if you take a look at the top right side of your screen, the suspect took off in that newer model silver or white minivan. berkeley police are warning about a suspected peeping tom and this surveillance video we have shows the suspect lurking outside a house on prospect street and channing way saturday morning. police say a woman inside spotted the man through a window exposing himself. and as she alerted her roommates the plan left. if you have any information that

might help berkeley police you're asked to give them a call. meanwhile, palo alto police need your help identifying this man who peeped through a bedroom window of an week. this one happened just before midnight last wednesday. investigators say surveillance video shows the man entering the backyard through a closed gate and then looking through the window for several minutes before leaving. officers arrived and tried to track down this man with a k9 but they were unable to locate him. thunderstorms are posing a possible new danger for crews battling a wildfire near yosemite. the ferguson fire the ferguson fire has burned 27 square miles of forest near the park's western edge. it is only 5% contained. smoke from the fire has led to an air quality warning for visitors. so they're saying you shouldn't hike. the concern now is that thunderstorms in the sierra could produce erratic winds, maybe lightning, that could start new fires. the storms are also possibly bringing some rain. it's definitely a mixed bag in

yosemite. >> you can see where that best chance of finding those thunderstorms later on today is. you can see that green shading on your screen. essentially east of fresno along the spine of the sierra is your best chance of finding a thundershower today. lightning and hail possible. we'll stay dry over the next 12 hours but we will have some clouds streaming in from time to time. the accuweather outlook, live doppler 7 and satellite, monsoonal moisture in arizona earlier this morning. some high clouds notice streaming into monterey county already. notice the clouds are making their way north. some moisture off the coast, that moisture will stay off the coast today. hour by hour, the fog pulling back to the coast by 11:00 and there you see that high cloud cover. by about 2:00, 3:00, 4:00 in the afternoon moving in from time to time. so highs today, we will see afternoon sunshine blending with some high clouds. 95 in antioch, it is high. we will get about 75 in oakland, san francisco after morning fog, we'll get some afternoon sunshine up to 69, 86 though in

san jose and napa and santa rosa in the north bay mid to upper 80s later on today. we'll still be warm, away from the coast. how are we looking on this morning with our roads. we have issues. >> we have issues. we've had some trouble with the bay bridge since we started early this morning. now. we'll take you in, a sig alert for the eastbound side of 80. the lower deck, the off ramp to treasure island closed for a crash investigation. a truck unfortunately hit a pedestrian there around 3:00 this morning. now it sounds like we have a two-car crash within that caltrans closure for the investigation. someone probably tried to take the exit even though they weren't able to and it was closed and two vehicles within the closure. sounds like the left lane of the lower deck is blocked as well and i'm hearing from chp we have a minor collision on the upper deck around treasure island as well. not able to see that on our traffic cameras. everything else moving into san francisco is okay. the metering lights on too. you have to get through that bay

bridge toll plaza first. mass transit may be the way to go for you here this morning. bart 57 trains in service. no issues there. ace, 3, 5, 7 on time, no delays, bta normal service, no delays there either. next traffic update coming up in about ten minutes. >> thank you. harvey weinstein wants a judge to throw out the lawsuit ashley judd filed against him. judd was among first to come forward with allegations against the former movie mogul but weinstein's lawyers say her lawsuit should be dismissed because her claims are baseless and the statute of limitations has expired. weinstein is facing criminal sexual assault charges in new york. this morning russian president vladimir putin is coming to president trump's defense saying that their recent summit in helsinki was a success. >> his statement comes as president trump continues to deal with the fallout from the summit. the president saying that he would hold putin responsible if russia tries to interfere in our elections again. >> well i would. he's in charge of the country like i consider myself to be responsible for things that happen in this country.

to all the survivors out there, don't let anyone rewrite your story. your truth does matter, you matter, and you are not alone. >> and you can see just how many women having to take that stage. nassar was sentenced in january to 40 to 175 years in prison. this morning we're hearing details from the victims the man san francisco police are calling te ride share rapist. abc 7 news reporter amanda del castillo is live at the hall of justice where the suspect is due in court this morning. amanda? >> reggie, details are disturbing. court documents obtained by abc 7 news showed just how violent they became over that five-year period. now in just a matter of hours, orlando vilchez lazo will be in court answering to multiple charges of rape. this is video from a previous appearance. dna evidence linked lazo to the

brazen crimes. attackses that started back in 2013. that's when lazo first posed as a ride share driver picking women up from bars and night clubs around the city, getting them alone and raping them. in one account he allegedly picked up two women a victim and her friend. the woman asked him to pull over and we've replaced the name with victim and told investigators, quote, once her friend was out of the car the defendant drove off with a helpless victim in his car. the victim was in and out of consciousness but remembers coming to and realized she was alone in the car. according to i.c.e. orlando vilchez lazo is here illegally from peru and being held without bond and faces live in prison for those charges. ride share company lyft says that it is beefing up its background check process and that will be applied to current and future lyft drivers and lazo

is expected in court to answer to those charges later this morning. amanda del castillo, abc 7 news. >> thank you. happening tonight the premier of a documentary about the north bay wildfires. it's called "urban inferno the night santa rosa burned." fire victim dr. seager made the film and used cell phone video and air checks from ksr radio to focus on the first eight hours of the fire. tonight's premier happening at the roxie stadium 14 theater in downtown santa rosa. tomorrow it moves to the nearby third street cinemas for an open ended run. all profits will be used to help fire victims. happening today, uc regents could vote to give students a small break in tuition. regents are meeting in san francisco and expected to vote on a new budget that would iminate a $60 surcharge students have been paying for the university's legal bills. that would be the firsts tuition reduction in 20 years. earlier this year the regents were considering a 2.5% tuition

increase but the state pledged more money for the system and the regents dropped the proposal. and speaking of savings, a small savings, but helpful nonetheless. if you had to buy a stam top send in your mail-in ballot you won't have to do it anymore. governor brown instructed officials to provide prepaid ballots in the future. the new law only takes effect in 2019 and does not cover the upcoming election in november. >> intel can boast another record. it has broken the guinness world record for the most drones flying simultaneously. that is 2018 drones forming things like the intel logo or the guys in the space suites from the intel commercials. the company released video that happened sunday, part of intel's 50-year celebration and the company plans to fly the drones again at the santa clara headquarters soon. so this is such cool technology and it just keeps getting more
