across the bay area. >> it was at el camino avenue. >> when activated it shows first yellow then red lights to drivers. >> it shouldn't be difficult to follow but apparently it is. what changes san francisco hopes to make to keep us all safer. >> reporter: a 69-year-old man was killed by a driver while crossing sloat boulevard and 36th avenue. in the past 10 years, six pedestrians have been killed. it occurred despite caltrans installing a hawk beacon safety system. it's supposed to protect pedestrians and because it's new, it can be confusing. >> people didn't get it, what am i supposed to do? it's flashing yellow. is it flashing red?

>> reporter: the supervisor says people need to understand how it works. another supervisor, katy tang, posted on her facebook page she wants pedestrians and drivers to become more familiar with the hawk beacon. the pedestrian activates the button that someone wants to walk and then it starts flashing and the signal turns solid ride. drivers must stop. while most did, a few impatient ones drove off while it was red. and we saw some, the children in this case, crossing without using the hawk system. once they are crossing, it goes to flashing red meaning they can proceed with caution. drivers didn't know what to do. because it's technically state highway 35, it's maintained by caltrans. the agency says the hawk crossing system works. >> they've actually been very

held them against their will. let me warn you, some details are graphic. >> reporter: a chilling pattern of intimidation involving four victims over five years. prosecutors say orlando lazo of san mateo posed as a ride share driver who then lured intoxicated women in his vehicle before driving them to secluded areas of san francisco to carry out his attacks. today, he appeared before a judge. >> mr. lazo has pled not guilty, maintained his innocence. the constitution entitles him to presumption of innocence and to his day in court. >> reporter: the first attack was 2013, a woman was leaving virginia gill's sea room in the mission district and hailed a ride back home. the driver claimed to be her ride. she fell asleep and woke up in an unknown location. she was raped and taken home.

and then oside this temple nightclub. he picked up two women for a short distance. the driver pulled over and directed the friend to get a bottle of water for her. once her friend was out of the car the defendant drove off with a helpless victim. she was driven home. prosecutors say he threatened the victim with a knife and pulled off and raped her and pulled up with the fourth victim who woke up in and out of sleep during the drive and woke up realizing she was wet and her own hands had her blood and she had been trying to fend off the offender. he used to work for lyft but was not on during one of the attacks. >> rape is one of the worst

offensn ies we have four here. now meeting in oakland to discuss safety and quality, whether to extend a contract to a stanford researcher to respond to racial profiling in the police department. live at the college where tonight's meeting is just beginning. laura. >> reporter: hi. this meeting is about to begin. i can show you the folks filing in behind me at laney college. it comes at a time the city's political leadership is embroiled in a heated debate whether a contract to conduct racial profiling research should be extended. >> we have to address these biases right now. >> reporter: mayor libby shaft insist as stanford research contract designed to examine and reduce racial profiling by police must be extended. >> we have to start with the

data. it is what drives the analysis and questions that reveal we have to change our chase policies. we have to change our handcuffing policies. >> reporter: in 2016, the stanford study found oakland police were more than four times more likely to search african-amer ten m trahafficn s. >> weic talk about everything b racial profiling. it still exists within the oakland police department. it has gone up with respect to african-americans. >> reporter: earlier this week, oakland's public safety committee chaired by brooks decided to let the contract expire in august. >> the motion passes 3-1. >> reporter: a decision overruled by the rules committee which moved to put the contract before the full council next week. oakland's coalition for police accountability. >> what we want to do is invest this money, instead of in an outsider's contract, in hiring people for oakland who can do

this work. >> reporter: the stanford study made 50 recommendations. opd has implemented most of them and insists some progress has been made. >> we call that reducing the footprint, we're stopping less people, less people are having contacts with law enforcement. i think that's a positive thing. >> reporter: besides the mayor and police chief and kirkpatrick, the stanford researcher, jennifer everhart will also be here to talk about her study and her findings. as for her full contract, the full city council will take up that extension next tuesday. laura anthony. abc7 news. oakland's barbecue incident prompted a new addition to lake merit, hot a only disposal location where a white woman was calling police on african-american men for using a

charcoal grill. at that time, they weren't allowed along lake merit. a fire in riverside county tonight forcing people from their homes. it broke out in the skyline drive in the kenyan area. 10 streets are under mandatory evacuations right now. this is a live look at the firefight, between 50 and 75 acres. they haven't said how many structures are threatened but homes are nearby. meantime, mandatory evacuations for people who live near yosemite where it is outpacing firefighters. the ferguson fire has 20,000 acres and it is 7% contained. from our sister station in mariposa is live with the latest. >> reporter: for much of the day, winds have been calm here. they just started picking up

recently. the focus of the firefight is in an area called yosemite west, yo-at the national park. the terrain is full of fuel. hot and busy crews generally keep conversations to fire talk. >> strategy a little bit. maybe some dangers or hazards in the area. you have a tree over here burning on a couple spots on its trunk. >> reporter: the nonstop hot and physical work is necessary to halt the spread of flames in the area. they are standing by in case it becomes erratic. >> reporter: they work together for 16 hours at a time where containment lines were reinforced. this road system here was part of that containment line we had identified as where we were going to make a stand and stop

the spread of the main fire coming down. >> reporter: the inversion layer and cooler weather also helped firefighters gain ground thursday and direct sunlight held off most of the day. the fire moving slowly based on the lack of air movement and we don't have wind pushing it. >> reporter: with 21,000 acres already burned and potential of thunderstorms looming, crews can't say whether the fires will be put out any time soon. these smokey skies did ground air tankers today. fortunately some helicopters were able to get in to make a couple drops of fire retardant. so far so good on thunderstorms. no thunderstorms and very little wind. live in mariposa county. >> thanks. weather anchor, spencer christian is here. the weather isn't really helping firefighters too much. >> that's right. it's very warm and dry. wind has not been very strong but occasional gusts at 15 miles

locations. now, that people are shopping online the consumer has become the target when their sensitive information is compromised. that led to a surge of data breaches despite security measures. this is the backbone of any online retail site as data is transferred. hackers are apparently more active than ever. there has been a 2.5% increase in breaches from 19 to 50% fromm online retailers surveyed. more than once they broke into adidas, the dollar shave club, saks fifth avenue and under armour according to the clearinghouse. they will need to do more encryption of data and might add a step to the login process that requires you to enter a code sent by text. >> a user name and password and

certifying that's you by sending you a text. many organizations are implementing that. that protects those organizations from getting unsavory people into the network. >> reporter: e-commerce experts pointed out systems like apple pay provide new security. >> it doesn't provide the information to the merchant. it uses a hash token used one time only. >> reporter: and shoppers can step up data security. >> when there is a backlash prut a data breach or not lyop your information and consumers care about that and show they care about that with their wallet, that's when the retailers will continue to respond. coums defect and go to se other sites, so retailers know they have to really increase their security. the study of companies they

uber is losing business to itself. since february, they have given customers option to rent a bike share through the uber app. bike trips are up 50% and car trips are down 10%. uber says it's a good thing because most bike trips are taken during the busiest commute times. they recently announced plans to co-bran theoteranenhem through s well. bird, another electric scooter company is trying to make its service more affordable for low-income people and waive the one dollar fee and charge 15 cents instead. most qualified users must

already be enrolled in a program like medicaid and snap and provide proof of that. all electric scooters are banned in san francisco as the city sorts out regulations as the industry has been expanding rapidly. we hope the city plans to finally issue permits to operators sometime next month. the mega millions jackpot for friday's drawing is the sixth largest in the history. a list of the lucky stores in the bay area a $2 ticket can turn into millions. >> reporter: some people hoping the good juju will rub off on them, too. it is worth $442 million for friday's joining and many hoping to get tickets at their local bay area stores. is there one where you live. check out this map. we have seen big winners from these lucky five in the bay

getting a refund for a recalled washing machine turned into an 18 month ordeal for a nort bhay finney helped sort out all the confusion. >> reporter: jan johnson shows us her samsung washing machine. it's one of 34 top loading models recalled back in november 2016. she remembers reading about it in the newspaper. >> if you put a whole bunch of

stuff in it, it will really vibrate, and i think that's why things flew around. >> reporter: there were more than 7:30 reports of excessive vibration and nine reports of the lid flying off and injuring people. at first, jan offered for the free repair offered by samsung. she was instructed only to use the washer on the delicate cycle. she was not happy with it. >> dark t-shirts and stuff would come out with a scum linty thing. so sometimes i'd have to redo it. >> reporter: she decided to put in for a full refund, which was available for those who bought their machines less than 30 days before the recall. it involved tons of correspondence and phone calls with samsung. >> look at all these e-mails i got from samsung every time i would call or they would call and want more information. >> reporter: she waited and waited for her check. finally, they told her the check had been sent.
