money on rent. >> but how feasible is it really? chris wynn has the story from the south bay. >> reporter: for millions of americans, buying a home is simply out of reach. >> housing costs are rising. you've got more and more americans paying a larger percentage of their income to go to housing. so it's a significant issue. >> a new proposal from democratic senator kamala harris would help low and moderate income families that pay more than 30% of their pretax income on rent and tumults. the plan would mainly help households urning up to $100,000 a year. bt in high cost regions such as the bay area, the level could go up to $125,000. very low income residents would receive a dollar in tax credits for every dollar they spend over the 30%. but republican strategists say the proposal isn't likely to pass. >> for kamala harris and other democrats to focus on this as part of a campaign platform going into 2020 should be no surprise. so the two are highly connected.

>> harris has not ruled out a run for the white house. regarding the proposal, she said this bill will ensure no family is priced out of the basic security of a place to live. bolstering the economic security of working would strengthen our country and increase opportunity. housing advocates are encouraged by the senator's plan. >> ideally, this is something that is going to be part of the solution of addressing the housing affordability crisis that leads to family instability and community instability and homelessness. >> but some real estate economists are skeptical. >> the problem is high rents relative to wages. that's the basic problem, right. so this will increase rents even more, making the cause of the problem that much worse. >> many homeowners receive a federal tax deduction, but no such credit exists for renters. in san jose, chris nguyen, abc 7 news. very low income residents would receive $1 in tax credits for every dollar they spend over

the 30% mark. moderate earners would actually receive less. now here in california, there is a bill this the works that would offer tenants another layer of protection. it would require landlords to accept payments from a third party, which could be a family member or social services. lawmakers say they're hearing too many stories about landlords refusing the payments. >> you would probably scratch your head. why would any landlord turn down money. one of the few reasons is maybe they don't have a good relationship with the tenant. they want to get rid of the tenant. this is a way they can move forward with eviction proceedings. >> critics say the bill would give the third party's renters rights if they're pitching in. so the senate amended it. it's now off to the assembly for approval. let's take a live look outside at what can often be trouble spots for bay area commuters, our bridges. that is the golden gate bridgeton left. you see the fog there. the bay bridge toll plaza in the middle that is all backed up. and taking a look at the san mateo bridgeton right, traffic there is moving fairly well.

a campaign is actually under way to solto solve the bay area's commuting woes. abc 7 news reporter melanie woodrow joins us live to explain. melanie? >> well, this is a solution that is really needed, and the sky is the limit on this campaign. even if your idea would cost a billion dollars or more, mtc wants to hear from you. bay area innovates know getting around the bay can be challenging, and sometimes seem impossible. >> you got 580 which is a disaster, 101 which is horrible, the 680 going to san ramon, that completely sucks. >> projects already approved including a bart extension to downtown san jose and the extension of caltrain. now residents have a chance to suggest their next great solution. the metropolitan transportation commission and the association of bay area governments wants your ideas. they're looking for a way to improve mobility across the bay area. campaign organizers will

road to northbound 680 and fremont will be activated. traffic here is already metered during the morning commute. caltrans will turn on the metering light tuesday and leave it on a green light so drivers have a week or so to get used to seeing it. on july 31st, it will begin actually metering the traffic. abc 7 news was at crissy field avenue as the road closed down permanently to vehicles. the street is being converted into a trail for pedestrians and bicyclists which will help link crissy field to the golden gate bridge. cyclists will only be able to go uphill for a few months while changes are made. tesla is fending off reports that customers are cancelling their model 3 preorders in droves. that word comes as tesla wraps up the first week of allowing public test drives of their mass market sedan. kristen? >> yeah, dan, until this past week, you couldn't just go to a tesla showroom and test drive a model 3. now you can.

we're going to show you how to do that in just a moment, but first some bad news. tesla shares tumbled today after its stock was downgraded based on reports that customers were cancelling their model 3 orders in large numbers. analysts blame long waits due to slow production, and the $7500 federal tax credit expiring at the end of the year. tesla's ceo elon musk tweeted don't know where this is coming from. who knows about the future, but last week we had over 200 s/x and 5000 model 3 new net orders. some customers say the long wait is a deterrent, but not a deal breaker. >> it's been frustrating. i think not entirely unexpected if you follow tesla and you know what is going on and the unprecedented demand, the challenges of making a brand-new car. >> this week for the first time, you can test drive a model 3 without having to put down a $1,000 deposit. the century city showroom in los angeles was packed today with

people interested in getting behind the wheel. now we called the palo alto showroom. they say it's busy there as well. so how do you sign up for a ride? well, go to tesla.com, click on test drive, enter your information, and you'll be given a slot at a showroom near you. dan and ama? >> all right, kristen, thank you. we have new details tonight about the alameda county firefighter who was bit in the face while fighting a fire. department chief john whiting sought of the hospital and recovering at home. he needed surgery to repair wounds to his face, and still has a long road to recovery. whiting's family and coworkers say the support and good wishes they received have been overwhelming. the dog mauled whiting while he spoke with a fire victim in unincorporated san leandro last saturday. sheriff's deputies may cite the dogs a owner. a suspected serial bank robber who targeted five bay area banks may be dead. remember this picture we showed you? law enforcement named him the faux badge band dbandit.

the bandit was wanted in connection with two robberies in the east bay, three in cupertino along with robberies in southern california and sacramento as well. the fbi tonight says a robber matching his description was found dead in santa barbara county. deputies say the man had just robbed a bank and then blocked him inside a nail salon bathroom. when they finally got in, he was dead with a single gunshot wound. thunderstorms with gusty winds are causing concern for crews battling a stubborn wildfire near yosemite. take a look at time lapse video of the smoke from the ferguson fire. despite all that smoke, though, the park is still open. highway 140 into yosemite remains closed. evacuation orders for nearby towns are in effect. so that fire has burned nearly 23,000 acres since it started a week ago and is just 7% contained. there are about 18 active wildfires burning across california right now. so far this year, cal fire reports we are above average for the total number of fires. abc 7 news meteorologist sandhya patel is in for spencer tonight.

and sandhya, what kind of risk are we looking out future more fires? >> ama, it's the dry lightning potential that is going to pose risk. as you take a look at live doppler 7 right now, the sierra has been seeing thunderstorms. so far the storms are dropping some heavy rain, which is why some flash flood warnings have gone into effect for those areas. right now tioga pass seeing some lightning strikes as a cluster of thunderstorms rolls through. near the fire lines, it's still hot and dry, 97 degrees, 18% humidity. winds gusting to 17 miles an hour. that of course is a challenge for firefighters. 8:00 p.m. it's still going to be gusty out of the northwest. winds will subside and switch directions. more out of the south and west during the overnight hours heading into tomorrow. there is an air quality alert. smoky, unhealthful air in the area, and there is a good reason for it. take a look at this view from yosemite's half dome. this is 8,000 foot elevation. you can see how horrible the air quality is in that area due to the smoke. dan and ama? >> sandhya, thanks very much. well, coming up next on abc 7 news at 6:00 --

capsizes and sinks in rough water. tonight we're seeing just how rough the water really was when a sudden storm hit that area. >> 17 of the 31 people on board the boat have died. they range in age from 1-year-old to 70 years old. >> 11 people from one family were on board. nine members of that family died. of the 14 passengers who survived the trip, seven were injured and two adults remain hospitalized in critical condition. just a terrible, terrible tragedy. >> it really is hard to wrap your head around such a sudden tragedy. the ntsb is due to give an update any minute. here is a live look at the briefing site. this is in branson, missouri. we'll go to abc news reporter emi emily row with what we know what happened. >> new video shows the frightening moments just before the boat capsized. >> we need a water rescue. will be north of the showboat. we'll be a duck that has capsized. >> taken inside another duck boat out on the lake at the same

time, the waves violently rocking the people inside. the wind whipping around at 60 miles an hour. that group made it back to shore, but the other duck boat capsized with 31 people on board, killing 17, including children. the captain made it out alive. >> myself and the first lady, our thoughts and prayers right now are with these family members. >> when the boat capsized, a thunderstorm warning was in effect, and witnesses say the severe weather was strong and swift. >> debris was flying everywhere, and just the waves were really rough. >> the company that owns the duck boat ride, a popular tourist attract that takes passengers on land and water says it's has an impeccable safety record during its 47 years of operation, telling abc news this incident has deeply affected all of us. we will continue to do what we can to assist the families that were involved and the authorities as they continue the search and rescue. the ntsb and coast guard are on te scene investigating. >> we'll do everything within my

powers to make sure that they all have the resources here they need to come to ancon collusion on this incident. >> the boat sank to the bottom of the lake after it capsized. officials here tell me they plan to pull it out of the water on monday. emily rao, abc news, branson, missouri. now some wild weather in the midwest today. this is one of several tornadoes that touched down. this was in new middletown, indiana, which is in the southern part of the state. the twister did damage several homes and other buildings. no one was seriously hurt we are glad to say, despite that damage. iowa's governor has issued a disaster proclamation over a series of tornadoes in that state yesterday. one of the storms hit a police department and forced the evacuation of a hospital. at least 17 people were injured. >> honey, get inside! >> the national weather service says five twisters hit the central part of the state. turning to politics this week has been all about the fallout from the helsinki summit meeting between presidents trump and putin. now there is talk of a second

meeting in washington this fall. the white house is still dealing with the backlash over president meddling in the 2016 election. house minority leader nancy pelosi is pushing paul ryan to make sure putin isn't invited to speak to congress. a white house official says national security will be on the agenda if the fall summit happens, including a conversation about the 2016 election. and another twist to the russia investigation today, investigators have a recording of the president talking to his then personal lawyer michael cohen about possibly paying off a former "playboy" playmate. the conversation took place two months before the election, and the model, karen macdougall had claimed to have had an affair with trump. stormy daniels' lawyer says this tape could be the tip of the iceberg. >> i will tell you for a fact there is more than one. there is multiple recordings, and all of them should be released. >> rudy giuliani, who is currently the president's lawyer says there was a discussion

about a payout, but it was never made. new at 6:00, a mountain bike rider is in a local hospital tonight after tumbling down a 50-foot cliff at china camp state park in san rafael. it happened at about 3:30 this afternoon. crews called a helicopter in to assist with the rescue. that's what you're watching here, obviously. you can see the victim being pulled up. he was conscious and alert while being transferred to marin general. >> we have calls in china camp, it takes a little challenge to figure out exactly where he. so we send crews up from the bottom, hiked up. we had place where the phone call was originated from, a couple of the trails and we ended up finaling him. >> this is the second incident involving a mountain bike in three weeks at china camp state park. fire officials say these trails are extremely popular on the weekends. questions are being raised because of a video that appears to play san jose's independent police auditor at a rally where threats were made against

officers. those threats were not related to police. abc -- relayed, rather. abc 7 reporter david louie looks at why aaron >> posted on twitter of an anti-police protest. a protester calls out the names of two officers who had shot and killed a man. a threat was made. >> coming for you. you murdered anthony nunes in front of his home, 18 years old, unarmed. >> the leader of the san jose police officers association are calling for ziser to resign because he didn't report the threat on the officers. they also say ziser shouldn't have been there. >> this was no memorial. this was an anti-police rally that he shouldn't have been at because that's not his job. >> however, ziser says he wasn't at the rally and he didn't hear the threat. the photo of him with some of the participants was taken earlier at a different location before the march and rally

7 on your side's michael finney has investigated complaints about zelle, an electronic payment system offered by major bank. >> some said their money went to the wrong system and they couldn't get it back. now a bay area man, he received money by mistake and has no way to give it back. >> it's a little frustrating, especially if you're trying do the right thing thinking is an amazing story. it makes it super easy to send money. you type in a person's mobile numberer e-mail and off it goes. but if you make a typo, the money could go to the wrong place. and in this case, our viewer got someone else's money by mistake. when he tried to give it back, his whole financial life got turned upside down. rick sheldon received a puzzling

e-mail from his bank one day. >> you have $100 from zelle. happy birthday was the message. and it was not my birthday. >> he thought it was a mistake until he got another e-mail, this from a man in illinois saying that $100 was supposed to go to his daughter, but he typed the wrong e-mail on zelle. could rick please send his money back. rick thought it was scam. >> they send you money and you're supposed to send it somewhere else and then the money disappears. >> rick tried to reject the deposit, but zelle had no button for that. so he contacted his bank, wells fargo. >> they didn't know what to do. they had never heard of this issue. >> wells fargo suggested rick send $100 to the stranger that didn't seem safe. couldn't wells fargo simply reverse the transaction? >> it will take five to seven days. >> instead five days later rick got a big scare. >> i was told my accounts or locked. immediately my alarm bells were ringing someone hack mid accounts. >> then the real culprit risks

you aware of $100? >> turns out wells fargo treated that zelle dpooz a case of fraud and froze all of rick's accounts. he couldn't access any of his money. >> it was an unbelievable experience. >> as for that $100, it came out of rick's account, but then it disappeared, which brings us to the person who sent the money in the first place. >> my three kids have always been saying dad, you got to get up into the modern era. you don't send checks anymore. >> meet larry ethan, a retiree in rockford, illinois. he was just trying to send his daughter $100 for her birthday. >> and unfortunately, rick's e-mail address and hers are very, very similar. >> we introduced larry and rick via facetime. >> hi, rick. i want to be the first to tell you i'm really sorry that i'm putting you all through this. >> larry said he never did get that $100 back. >> it went to the big bank in the cloud and i don't know where it went. >> so 7 on your side contacted wells fargo. it did not explain what happened, but said there is a process for reversing those

vacation for school kids, and i hope they're enjoying the break. but it occurred to me there is something missing. think about it. you hardly ever see kids outside playing anymore. when was the last time you drove by kids in a pickup football game in someone's front yard. whatever happened to hide-and-seek or kick the can? in summer when i was a kid, my siblings and friends were outdoors all day long, i mean all day. that was an important time, too, a time to explore, to play, exercise, of course, and most importantly, to use your imagination. those huck finn summer days which were as informative as thaw were fun. kids don't grow up like that anymore, and it's their loss, sadly. they're overschedule and we're overprotective. with another summer slipping by, what really matters is to get our kids off the computers and the game consoles and outside in the grass and under the sun and the stars. i always love to hear from you. let me know what you think. follow me on twitter at
