good morning, i'm diane macedo. >> i'm kendis gibson. here are some of the top headlines we're following this monday morning on "world news now." the president is once again sending mixed messages, accusing the justice department of a witch hunt. insisting the question to wiretap was misleading. full report straight ahead. the weekend was a washout for most of the east coast. and the next few days won't be any better. and there's an increased likelihood of more flooding. a suspect is in custody after a deadly shooting at a mormon church in nevada. the suspect was later arrested at his home. no word on a motive as of yet. and in golf, tiger woods

looked like his old self at least for part of the final round of the british open. the big winner was the guy who played with tiger, francesco molinari. those are some of the top stories on this monday, july 23. >> from abc news, this is world you news now. >> it's either the name of a golfer or the name of a dish. >> i like that. francesco molinari. >> first italian to win a major tournament. >> congratulations to him. we're going to start this half hour with president trump, and it would be understandable if you've gotten whiplash on where he stands on the russia investigation. >> he says he misspoke when he said that he didn't see any reason why russia would meddle. but he said that the campaign was not told about the russia

investigation because it's all a hoax. >> it follows an earlier tweet slamming the justice department over the wire tapping of a former campaign adviser who's accused of conspiring with russia. here's david wright. >> reporter: the fbi documents bluntly called then trump campaign foreign policy adviser carter page an agent of a foreign power, with ties to russian intelligence officers. and accused page of collaborating and conspiring with the russian government. those allegations part of a 400-page wire tap application from the early stages of the russia investigation released by the freedom of information act. much of the material heavily redacted. there's a 2013 letter where page describes himself as an informal adviser to the staff of the kremlin. >> i've sat in on some meetings, but to call me an adviser i think is way over the top.

>> reporter: page denied he was ever a russian spy. >> i've never been an agent of a foreign power in any -- by any stretch of the imagination. >> reporter: the president, without evidence, insists the documents vindicate his claim that the russia probe is a partisan witch hunt, tweeting, looking more and more like the trump campaign for president was illegally being spied upon for the political gain of crooked hillary clinton. but a new abc news washington post poll suggests voters have their doubt. roughly 50% disapprove of his handling of the summit with vladimir putin. republicans are more inclined to give the president the benefit of the doubt. >> president putin just said it's not russia. i don't see any reason why it would be. >> no doubt trump's own mixed messaging hasn't helped. >> it should have been i don't see any reason why it wouldn't president acts like he's

compromised. >> reporter: as he boarded air force one, headed back to washington, president trump fired off another angry tweet, blaming the obama administration for russian meddling and demanding to know why obama didn't warn the trump campaign, although as this wire tap application makes clear, the obama administration had reason to believe the trump campaign may have been complicit. david wright, abc news, berkley heights, new jersey. and president trump is exchanging explosive threats with iran. iranian hassan rouhani cautioned trump to stop playing with the lion's tail. the president fired back on twitter overnight saying never,

ever threaten the united states again or you will suffer consequences the likes of which few throughout history have suffered before. we are no longer a country that will stand for your demented words of violence and death, be cautious. hundreds of workers who were evacuated are expected to be resettled. >> so-called white helmets were rescued in coordination with the u.s. and european allies. brad mielke has more on that. >> the syrian civil war has been going on for seven years, and for seven years, the israeli military has decided not to take sides. they say all the players there hate us. we're going to stay out of it. that all changed this weekend in a dramatic rescue operation. the israeli military evacuated hundreds of rescue workers known as the white helmets. they went from syria into israel and transported to jordan. this is a story about rescuing the rescuers.

>> the white helmets have been described as the bravest of the brave. this is a network of volunteer rescue operators who have been working in rebel-held areas. they go in on the ground and really try to save civilians, provide medical care for them. pull survivors from the rubble. the west estimates they've probably saved 80,000 to 90,000 lives. >> and prime minister benjamin netanyahu says he got a call personally from president trump. why is this such a big deal to the u.s.? in addition to the humanitarian work, the white helmets give crucial information to americans about what's actually happening on the ground in syria. you will hear more about those white helmets this morning on "start here". check it out on apple podcast or your favorite podcasting app. police are searching for a motive after a deadly mass shooting. dozens of shots were fired in a

busy street full of bars and restaurants. one person was killed and 13 others wounded. the gunman is dead. it's too early to say whether it is linked to terrorism. toronto police had deployed dozens after a recent increase in gun violence. a former federal safety regulator now says all duck boats should be illegal. his comments follow the death of 17 people died after a duck boat capsized near branson, missouri. he says the boats are unregulated amusement park rides and are unsafe. today investigators hope to raise that boat from the lake. hundreds attended a memorial service for the victims last night, including the nine members of the same family. the suspect in this weekend's deadly hostage

standoff in trader joe's is held on $2 million bail. the store manager was fatally t sure whether she was shot by the suspect or killed in the crossfire. the suspect shot his 76-year-old grandmother during an argument reportedly about his girlfriend. and the american academy of pediatrics is warning chemicals can pose serious health risks to children. the study involves additives to preserve color and packaged food. those problems include adhd, obesity and early puberty. hundreds of chemicals are in the food supply without government approval. now to a really, really exciting race that took place over the weekend. not a formula 1 race. >> nope. >> nope.

>> now the man who pulled out a gun may be protected by the controversial stand your ground law. here's zachary kiesch. >> reporter: the whole incident was caught on camera. a father gunned down over a handicap parking space. now the shooting was determined justified under a controversial law. >> if he hadn't walked up to him the way he did and slammed him on the ground we wouldn't be having this discussion either. >> reporter: it happened outside a convenience store in clearwater, when jacobs parks illegally in a handicap space. a 24 year old black man gets out of the car with their 5-year-old son. that's when michael upset that the car is parked illegally jumps out of the car and inspects the vehicle for handicap markings. moments later, mclaughlin leaves the store. drake pulls out his gun and

opens fire, fatally shooting mclaughlin in the chest. >> he can use the fact that he walked away as evidence that the shooter was not in imminent harm. >> reporter: the stand your ground law gives floridians the right to protect themselves if they feel they are threatened. his girlfriend is devastated. >> this isn't justified at all. >> reporter: he says he had a similar incident by the same shooter. >> he said [ bleep ] it's a racial issue. >> the shooter owned the gun legally and had a concealed carry permit. >> he told police he was in fear of being attacked again. all over a parking spot. >> that's amazing. no matter where you stand on that, it's just sad. >> someone lost their life over a parking spot.

a desperate search for a 20-year-old college student. mollie tibbetts disappeared wednesday night while out for a jog. >> she was seen wearing a black sports bra and running shoes. her wallet was left home with her boyfriend. volunteers were combing the cornfields where she's known to run east of des moines. in new york city, they are looking into the deaths of more than two dozen raccoons in central park. 26 have been found in the park since last month. officials say none of the animals had rabies, but two were infected with the canine distemper virus which causes zombie-like behavior in the animals. the infection won't harm humans, but unvaccinated dogs are at risk. it sounds weird.

this morning on "world news now," breaking news overnight of a mass shooting in canada. >> more than a dozen people have been shot after a gunman opened fire on the streets of toronto. children reported to be among the victims. the police not ruling out terrorism. we'll have the late-breaking details. new details emerging in that tragic duck boat accident. police are on the scene looking into the captain's decisions as the former head of the ntsb calls for an end to this type of amphibious vehicle. dangerous triple digit heat in the west as more than 60 wildfires continue to burn. and in the east? there are flooding fears this morning with more showers and thunderstorms on the way. s i see his reaction as we -- some

of his language on this monday, july 23rd. from abc news, this is "world news now." >> so somebody was colorblind, having some colorful language once he gets to see. >> yes, a lot of color added to his vision and language. we want to start with the breaking news taking place at this hour, that mass shooting in a popular area in toronto. 14 people were shot, and in a late night news conference we learned one of the victims has died. >> the incident happened on a busy street in a part of toronto known as greektown.incal ion. the gunman is also dead. and police say their search for motive is just getting started. >> are you looking into terror at this point?

>> i'm keeping everything open. i'm looking into every motive. i'm not calling it random. this person was here, and he definitely shot. i don't know why he did what he did. he won't be able to tell us because he is deceased. >> at least two toronto lawmakers say they heard the gunman was emotionally disturbed. but toronto police had dozens of extra officers on the streets to deal with the spike in gun violence. we are keeping an eye on the weather, the increasing flooding concerns in the eastern u.s. and more thunderstorms are on the way, the rain expected every day this week. and you can see the storm cells over florida. >> the heavy rain kept beachgoers indoor. meanwhile, the west could use more rain. there is wildfire called the ferguson fire near yosemite park.

cautious. >> all caps, too. >> and president trump is also slamming the justice department over the warrant regarding carter page. and documents released over the weekend show that the fbi told the fisa court that page was recruited by moscow. but the president tweeted without evidence that the documents confirm the justice department and fbi misled the fisa court that signed off on surveilling page. on cnn, page called the allegation against him ridiculous. >> no. i've never been an agent of a foreign power in any -- by any stretch of the imagination, you know, i may have, back in the g-20, when they were getting ready to do that in st. petersburg, i may have participated in a few meetings that a lot of people including people from the obama administration were sitting on in geneva, paris, et cetera, but i've never been anywhere near what's being described here.

>> the fbi revealed the origin of the steele dossier was used in part to secure the warrant. authorities in nevada have a suspected gunman in custody after a fatal shooting at a church. the 48-year-old man walked into a mormon church 60 miles from reno and opened fire. one person killed, another injured. after the incident, the suspect walked home where he later surrendered and was arrested. he targeted one person. so far no word on a motive. crews plan to retrieve that sunken duck boat in branson, missouri. the church bell rang once for each victim lost. nine of those victims are from the same family. meanwhile, a former ntsb chairman is calling for duck boats to be banned saying they

are essentially unregulated amusement park rides. marcus moore has the details. >> reporter: the ntsb preparing to examine data from the data recorder. investigators hoping it will reveal what happened in the final moments before the boat capsized. >> we think it will show the actions of the captain, what he tried to do to maneuver the vessel as well as any instructions he may have given to the passengers. >> reporter: survivor tia coleman is seen in this photo, taken before her husband and five other relatives died. the captain told them they wouldn't need their life jackets. >> he said above you are your life jackets. there's three sizes. he said i'm going to show you where they are. but you won't need them. so no need to worry. so we didn't grab them. >> reporter: coleman believes her family might still be alive if they had worn them.

>> i felt like if i was able to get a life jacket i could have saved my babies. they could have at least floated up to the top and somebody could have grabbed them. and i wasn't able to do that. >> reporter: the allegations coming as officials are reviewing videos like these, taken by passengers on a duck boat nearby that returned to the shore safely. thursday table rock lake had six feet swells. they are continuing the investigation until they can rule out the possibility that a crime happened here. investigators have already interviewed the boat's captain. and we have word that crews plan to pull that boat out of the water today. marcus moore, abc news, branson, missouri. the company that makes ritz crackers has announced a big recall because of fears of salmonella. 16 varieties are the subject of a voluntary recall including

to people's houses anymore. i'll probably forget half the time. >> in the state of missouri as long as one party and in this case it's the uber driver, gives consent to the recording, it's not deemed illegal. >> reporter: in statements, uber and lyft say they deactivated jason. they say it's not in line with their community guidelines, and twitch, the live streaming service he was using wouldn't speak to this particular case, but in their posted policy, they state we do not allow people to share content that invades others' privacy. the driver's twitch account and the videos have disappeared this weekend, but again, these were very personal moments and conversations captured in his back seat. you can always ask your driver if they're recording before you take that drive. adrienne bankert, abc news, new york. >> there are a lot of drivers who do record, but you don't get the impression they're live streaming. you get the impression they're recording in case there's an accident. >> or in the event you are a
