at this hour authorities are searching for a motive and have not ruled out terrorism. let's go right to abc's whit johnson with the latest. good morning, whit. >> reporter: good morning to you. chaotic moments as shots rang out in a toronto neighborhood, popular with tourists, the 29-year-old suspect police say firing at nearby buildings. the deadly violence leaving two people dead. overnight, this terrifying scene unfolding in the streets of toronto. >> there's multiple victims and the suspect that's fleeing looks like possibly still shooting. >> reporter: a gunman firing round after round, just as families and friends sat down to dinner in this area populated by many bars and restaurants. this video appears to show the gunman dressed in dark clothing firing towards a building from the sidewalk with a handgun. >> pretty crazy. i saw at least four people shot here by the fountain. >> reporter: this morning, police say a total of 14 victims, two people killed, the motive unknown. >> i'm keeping everything open.

i'm looking at absolutely every single possible motive. when you have this many people that are struck by gunfire, it's a grave concern, so i'm not closing any doors or chapters on this. >> reporter: police engaging the man in a chaotic shootout. the suspect killed. the crime scene illuminated with flashing lights, yellow tape wrapping around trees and across the sidewalk. police now pleading for the public's help in their investigation. >> we've got numerous witnesses. we are looking at technology, so any types of cameras that are going to be available, dash cams that may be in the neighborhood. >> reporter: police say it's too early to know the motive in this shooting. they can't say if it's terrorism or something else. again, the suspect was killed which means it will take more time to get many of the answers they're looking for in this investigation. >> thinking of all those injured. >> absolutely. >> thank you, whit. now to that late night threat from president trump confronting iranian president

hassan rouhani in an all caps tweet after he saw a tweet provoking iran. our chief foreign correspondent terry moran tracking it all. >> reporter: overnight as you say the president taking to twitter and to his caps lock key to issue a trademark trumpian threat against the leadership of iran. he tweeted, never ever threaten the united states again or you will suffer consequences the likes of which few throughout history have ever suffered before. the president responding to the inflammatory rhetoric of the iranian president hassan rouhani who in a speech sunday issued a warning of his own, declaring that the united states should know that war with iran is the mother of all wars, he said, and demanding that the u.s. back off its pressure against tehran. mike pompeo hammered the regime leadership, comparing them to an organized crime gang and saying they came to the world as wolves in sheep's clothing. pompeo also called for a campaign of maximum pressure

against iran. now, all this, the president's ferocious tweet, the talk of maximum pressure, that might sound familiar because it's the same kind of tactics used against north korea. mike pompeo also even held out the hope of direct talks with iran but made clear little chance of that happening any time soon, george. >> of course, the united states hoping for an agreement with north korea. we had one with iran but the president pulled out in may which means they've been ratcheting up the sanctions on iran, which is at the heart of this. >> reporter: the iranian economy not strong for a long time is riddled by vast corruption and deeply inefficient and crippled by sanctions. now there was a glimmer of hope with the iran nuclear deal and it is just plummeting. there is tons of unemployment. the currency is collapsing and there's -- they're under a great deal of pressure. that's why rouhani started this war of words and i think as others have found out, it's a bad idea to start a war of words with this american president. >> terry moran, thanks very much.

cecilia? we want to turn back to russia, the president raising eyebrows on that call it all a big hoax after that week of head-spinning explanations from the white house but now newly released top secret documents show the fbi surveilled former trump campaign adviser carter page, saying he was the subject of recruitment by the russian government. our chief justice correspondent pierre thomas has more. pierre, the president's got a lot of tweets already this morning, saying this all is a conspiracy essentially to target his campaign, saying this is the basis for a witch hunt. >> reporter: cecilia, good morning. that's right. we're learning more details about the genesis of the russia investigation that eventually became the russia probe. but right now you're right, the release of these documents has sparked yet another debate involving the president and the justice department. this morning, yet another political firestorm surrounding the fbi's release of the documents used to obtain surveillance warrants against the former foreign policy adviser for donald trump. the fbi surveilled carter page during the height of trump's campaign in 2016. accusing him of being an agent of a foreign power, russia.

but page told abc news the fbi's documents do not rise above complete ignorance and/or insanity. >> i've never been an agent of the foreign power in any -- by any stretch of the imagination. >> reporter: sunday morning president trump chiming in, claiming again without evidence that his campaign was spied on. in one tweet saying, quote, witch hunt, rigged, a scam. in another saying, looking more and more like the trump campaign for president was illegally spied upon. but later in the day both democrats and republicans suggested that the fbi had good reason to investigate page. >> carter page had, in fact, been a target of russian intelligence in the past, had gone to russia during the campaign, had meetings with the russian officials that page had publicly denied. >> they did not spy on the campaign from anything and everything that i have seen. you have an individual here who has openly bragged about his ties to russia and russians. >> reporter: carter page has never been charged with a crime but intelligence analysts tell

abc news the point of the surveillance was likely to watch, learn and discern the russian 2k3w06789 government's tactics as opposed to arresting page and tipping off the fbi's hand. cecilia. >> thank you. george. >> we want to bring in dan abrams for more on this right now. we got to get to the bottom of what the president is talking about here. this was an application to the court to survey carter page. he had been working for the trump campaign and released 400 pages of documents highly classified documents in the past. the president called this illegal saying the fbi misled the court saying this was all based on the dossier. everything he is saying there just isn't true. >> yeah, if you read actually the documents themselves, it becomes clear exactly why they wanted this. remember, this is an application saying this is why we need more information. here's what we know about the intelligence. here's what we know about the contacts. here's what we know about the meetings. we now need more. and if you actually talk about it in the context of warrants in general, this is what happens. you know, the big complaint has has been, well, there was

interested parties. the steele dossier. >> revealed in the documents. >> that's the key point. it was revealed in there that it came from a political actor, that it may have been funded by a political actor according to the fbi. it's important to remember that in the context of warrants as a whole, warrants are often based on interested parties. that's what happens and so a judge and the fbi, et cetera, have to go about evaluating how credible do they think that is. so, if you actually read the warrant, it doesn't support almost anything. >> just to be clear, any evidence in that warrant that the fbi did anything wrong? >> no, there's nothing in the warrant application at all. in fact, it's just the opposite. it's actually a very thorough document which supports their concerns about carter page. >> another big development over the weekend, michael cohen, it was revealed, had taped donald trump back in september 2016 discussing payments to that "playboy" playmate, karen mcdougal, who had said she had an affair with donald trump.

talk about the significance of this tape. >> first of all, the president is saying it was illegally made. it definitely wasn't illegally made. new york is a one-party state. you can record a conversation if one of the people involved wants to record it. there is a separate question about michael cohen as a lawyer. should he have done it? is it ethical for him to have done it? those are separate questions that for example the bar associates would address. but keep in mind in order to go into michael cohen's office, we have to go back to this because the president is talking about it again, they had to have a warrant. just because you are a lawyer and you have clients, it doesn't mean you are immune from a warrant and therefore they can't say, we believe we have probable cause to say you have committed a crime. think about that. it sounds like the suggestion is if you're a lawyer and you have clients, there shoulbe nway thto say, we believe this probable cause that you, the lawyer, have committed a crime. there's nothing to indicate that they were going in there to get information about donald trump.

a steady stream released, their hands in the air until after three tense hours, the final few walked out with atkins as he surrendered. and he's now being held on $2 million bail. seven people were hospitalized in all of this including a 12-year-old boy who was injured here. they are all expected to survive. >> thank goodness for that. marci, thanks very much. cecilia? turning to new details about that duck boat tragedy in missouri. this morning authorities are recovering wreckage from the lake. their focus now, the data recorder. abc's marcus moore is on the ground in branson and authorities are trying to determine whether to pursue criminal charges. >> reporter: cecilia, good morning. investigators hope that data recorder will offer them critical clues as they try to figure out if the captain, the crew or the company made any mistakes. we heard from the attorney general that this boat had four to five cameras so they could reveal a lot of what was done as this was unfolding and also perhaps what was said.

was pronounced dead. this morning, there are reports that drejka, the shooter, has been known to have angry encounters over parking. >> here he said he'll shoot me. >> reporter: the store owner says he's even had to call the cops on him for confronting other customers over parking. >> for the parking lot for a stupid reason, just to argue, to find someone to argue with? >> reporter: police say this shooting was self-defense. the stand your ground law gives floridians the right to protect themselves if they feel threatened. it was used as the defense argument for former neighborhood watchman george zimmerman who killed trayvon martin in 2012. the shooting and zimmerman's acquittal sparking national outrage. back in clearwater overnight the girlfriend asking for justice. >> he was a good man and all he was trying to do was protect his family. >> reporter: meanwhile the local sheriff says even though they believe the shooting falls under that stand your ground law, he's not saying he agrees with it. police will now send the case

over to the state attorney's office for a final decision, robin. >> all right, gio, joining us is our senior legal correspondent and analyst sunny hostin, a former federal prosecutor. >> good morning. >> good morning, sunny. i mean we saw this video and being shoved to the ground, justification for this law. you can see he was walking away, was going back to his car. he wasn't continuing to confront him. >> that's the problem with the stand your ground laws. it allows a person to use deadly force if he or she reasonably believes they are in danger of any harm or death and it also sort of eliminates this duty to retreat. used to be when you were in public you had to flee, you had to retreat from a situation. now, even if the alleged attacker is retreating, you can use deadly force. >> he was clearly turning and walking back to his car. he sees this confrontation.

we heard his girlfriend say he was doing nothing more than protecting his family and shoving him to the ground. why isn't that justification? >> why wasn't he standing his ground? that's the tricky thing about stand your ground. perhaps he was feeling threatened. perhaps he was feeling the need to defend himself and to defend his spouse, defend his child but then it shifts when he pushes the other person and now that person can stand their ground. it's sort of the wild, wild west. prosecutors don't like the stand your ground laws. when it was passed in 2005, prosecutors opposed it. law enforcement officials opposed it. but here we are years later and two dozen states have passed these laws. >> two dozen states. >> a little over two dozen. >> okay. we heard in gio's piece the store owner and others saying that the shooter is known to be having altercations like this as far as -- not shooting but altercations with people parking.

so will that play in if he is charged play into it because it's almost like he's looking for a fight. >> you would think, but, you know, stand your ground laws were meant to allow this kind of behavior. they were meant to make sure average residents could protect themselves without fear of not only criminal prosecution but civil prosecution as well. so the question is will the state's attorney charge this person? in the past we've seen what happened in the trayvon martin case. prosecutors lose these cases. in florida even police officers are using stand your ground. do i think he's going to be charged? i just really don't think so. >> you can understand why the sheriff probably said put off on the state attorney. >> under the law believe it or not, if -- even if the sheriff believes that something was wrong, but self-defense applies, stand your ground laws apply, they cannot arrest. they are not allowed to arrest someone. >> say that -- so they still could not have the right to arrest him? >> even if he realizes

we are back with the latest on the driver for uber and lyft who live-streamed hundreds of passengers without their knowledge. what he did was legal but he is still out of a job and abc's adrienne bankert has the story. >> reporter: good morning. on tv and online it's not the first time we've seen people share conversations with passengers in cars. but while legal, some say this was still a clear invasion of privacy. >> is that the -- >> reporter: whether contestants on "cash cab" -- >> red cross. >> strike one. >> reporter: or baring their -- >> somebody broke your heart. >> i broke their heart. >> reporter: the passengers on these tv programs agreed to be on camera. >> everybody needs it. >> reporter: but now a driver for uber and lyft in the st. louis area under fire after streaming his own version of a backseat reality show live without giving passengers a verbal warning. "the st. louis dispatch" broke the story.

>> when i called the passengers to let them know, all of them were shocked. >> reporter: 32-year-old jason gargac plays host with passengers and his unseen audience via livestream. >> it's been a couple of weeks since we've had good content. >> reporter: that good content? spontaneous conversations with hundreds of passengers seen by thousands of paid subscribers to his account on twitch, a live video streaming site popular with gamers. we can't show you the videos for privacy reasons, but some of his viewers offer live commentary on what they saw. >> there was a lot of insulting and sexual things said about the passengers. it was really common for commenters to rate the women. >> reporter: gargac found his own way to determined to be lieutenant cew. >> in the state of missouri as long as one party and in this

case the uber drive gives concept to the recording it's not deemed illegal. >> reporter: in this live stream he talks about not showing his viewers where he's dropping off his passengers, including their homes, anymore. >> for the sake of privacy i'm not showing you exactly to people's houses anymore. i'll probably forget half the time. >> reporter: that twitch account disappeared saturday. in a tweet he said he took down the videos to, quote, calm everyone down and added, i've done that for now. at the same time gargac is suspended from being a driver with uber and lyft, a spokesperson with uber tells abc news the troubling behavior in the videos is not in line with our community guidelines. now, this driver told "the st. louis dispatch" he placed a sticker on the outside of his car saying there's audio and video and by taking the ride you consent to being filmed. several passengers said they did not see that sticker and were appalled after finding out they were being live-streamed. >> yeah, i'll bet they were. >> big surprise and sounds like he was trying to cover some of his actions, make sure that he muted the addresses or financial information that might have been shared in a private conversation with passengers, but, still, a lot of people are questioning what his obligation was to let

we turn to our "gma" cover story, it's about the growing scandal at usc. four women are coming forward publicly for the first time in an abc news exclusive. they are accusing a usc doctor of abuse. this morning, more than 50 women are suing both the doctor and the university. "nightline's" juju chang has the story. good morning, juju. >> reporter: good morning. these women are part of the largest joint lawsuit filed just this morning against dr. george tyndall. for three decades he was usc's only full-time gynecologist treating thousands standing accused of sexual harassment, abuse and assault. these women are speaking out publicly for the first time prestigious alma m, and their >> there was something very menacing about him. >> i shrieked. >> reporter: it's the scandal that rocked usc. >> dr. george tyndall is accused of improperly photographing them. >> claiming the university ignored complaints of sexual abuse. >> reporter: hundreds of women alleging campus gynecologist dr.

george tyndall sexually abused or harassed them and this morning the most sweeping lawsuit against him yet, 51 women coming together to sue not just the doctor but the elite institution that employed and they say protected him for three decades. >> it made me angry that my alma mater that i really adored and was very thankful to allowed this to happen for so long. >> dr. tyndall abused these women, generations of women for approximately 30 years, but he wouldn't have gotten away with it if usc had stepped up. they were protecting a predator. >> reporter: amanda davis, one of four accusers now speaking publicly for the first time did >> did it seem odd to you that a doctor is asking you to take a naked photo of you? >> having been raised from a small town and growing up very trusting, that's not something you question. >> reporter: dana went to see dr. tyndall in the '90s. she says he seemed preoccupied with the tattoo on her inner thigh. >> he said, oh, a picture for me

and here's a nice picture for me. >> reporter: it allegedly happened before the woman to her right, brennan heil, was even born. >> he did molest me. >> reporter: she wanted an std test after suffering a sexual assault. >> i was a virgin at the time i was raped and so i had never been to a gynecologist before and didn't know what was or was not appropriate and having a pelvic exam is not necessary to check for stds but he decided to give me one anyway. i screamed out in pain at which point the chaperone said she was uncomfortable and left the room. >> she was gone. so she was uncomfortable. she left the room. but the examination continued? >> yes. >> reporter: the new lawsuit alleges the university of southern california concealed years of complaints about tyndall including from several female nurses who the plaintiffs allege witnessed his behavior. >> i think that the fact that chaperones were saying things and did nothing about it just shows that usc has this culture of secrecy and silencing people and that's one of their main issues. >> reporter: the doctor's lawyer

telling abc news dr. tyndall is confident that when all the facts are known it will be clear that his practice of medicine was consistent with the standard of care for such examinations. overnight usc saying the university is conducting a thorough investigation and will seek a prompt and fair resolution respectful to our former students. we are committed to providing the women of usc with the best, most thorough and respectful health care services of any university. now, the scandal forced usc's president to resign. but these women say that is not enough. they want full systemic change and a voice at the table and full accountability. it's also worth noting that michigan state recently settled for $500 million in that lawsuit involving the disgraced usa gymnastics doctor, larry nassar. >> weird seeing a spate of these stories. robin? now to that "gma" health alert. an alarming new report found some food additives like food coloring and preservatives can pose health risks for your children.

the report also found chemicals in food packaging are a concern and dr. jennifer ashton is here to tell us more about it. i know you had the study. >> this is it. it's hot off the presses appeared in the journal "pediatrics" and about awareness. it evaluated the strongest clinical evidence and data about food additives and compounds in food containers. so we're talking about things like bisphenols and nitrates and phthalates which can interact and what risk they pose to this young age group while systems are developing and kids might be getting a higher exposure to these things than we do as an adult. >> parents are concerned about coloring and preservatives when it comes to adhd. >> to be clear the data s and there are about nine or ten of them that are approved in this country, and adhd is not totally conclusive. there is some data that suggests

that with kids with adhd reduce their exposure to food coloring, their symptoms may get a little bit better. the real concern is food dye blue number 1 which can cross the blood/brain barrier. but it's not just adhd and food coloring. we're talking about other things we probably heard about. endocrine disrupters that affect puberty, fertility and affect the way the thyroid gland functions and can be implicated in the causation of certain cancers, so this is all about exposure in our food supply in a very vulnerable age group. >> what can we do? how can we protect our children? >> this is common sense but bears repeating. we need to all of us eat from the farm, not the factory. we need to try to minimize our consumption of possessed foods. in general, the containers tend to be an issue so if you can use glass and not plastic and stainless steel, don't reheat those things unless it's glass and limit the processed foods, and the real big warning robin is beware of organic and natural. when you talk about nitrates,

competitive. >> yeah, we actually grew up together, you know, learning it as we went and what was nice is that she kind of paved the way a little bit and so i don't think there was a lot of competition. it was more of like -- >> until college. she went 0 oregon state, i went to stanford, yeah, right. i'm a senior, she's a freshman and literally that's when i was like, okay, so i want her team to lose. but i wanted her -- you know, i'm the older sister so i wanted her to do well. she ended up getting hurt in that game and it was because she was trying to get an extra bag trying to win. she shouldn't have been going, that's why she got thrown out. >> you know, it was kind of close. it could -- i could have been safe. >> does this sound familiar, girls? >> competitive. >> you make the point this doesn't happen easily. you have to work to excel at this? >> absolutely. you know, that's the thing is when you think about, you know, growing up and playing sport, there's so much you have to navigate through and whether it's the social component, honestly what society is putting out there for these young girls
