a community sad and frustrated following the stabbing death of this young woman at a b.a.r.t. station. >> we will hear from her family later on this morning. we do want to welcome you. it's tuesday, july 24th. >> you're never more than seven minutes away from your accuweather weather forecast. >> hi, everybody. i have areas of fog the closer you are to the coast, and some of those are trying to slip through the coastal valleys into places like petaluma. don't be surprised if the clouds are hanging down making you feel more claustrophobic when you're driving around. let's look at what's going on. a little drizzle along the coast possible through the morning commute. temperatures running in the mid 50s to about 60. by noon, the clouds will cling to the coast once again, keeping you in the 60s all afternoon. while we'll go from 71 to 80 around the bay from noon to

4:00. 83 to 94, air conditioning weather once again, inland. back into the 70s and 80s by 7:00. how about that morning commute? here's alexis. >> i'm talking about the fog this morning, too, mike. actually not looking too bad as you cross the golden gate bridge, but we have a dense fog advisory in effect for golden gate. drivers coming in from the north bay or doing that countercommute this morning, you could experience some of that reduced visibility and a few other areas, too, but right now, not looking too bad. drive times not looking too bad either. westbound 580 in the yellow at 49 minutes. westbound 4 in the green at 14, and southbound 101, wide open at 16 minutes. we'll take a closer look at the south bay coming up next. >> thanks, alexis. >> developing oakland. police say they have the man accused of deadly stabbing at the macarthur b.a.r.t. station. this cell phone video shows police arresting 27-year-old john cowell at the pleasant hill b.a.r.t. station last night. investigators are still trying to figure out what was behind

the seemingly random attack. they say cowell stabbed two sisters, nia and latifah wilson. 18-year-old nia died and her older sister survived with injuries to her neck. >> last night, family, friends, and supporters held a vigil for nia at the macarthur b.a.r.t. station where amy hollyfield is live for us this morning. amy. >> hi, good morning, jessica. look what they left behind. an impressive tribute to this young woman. a huge memorial outside the mcanotherer b.a.r.t. station with signs and cards expressing love and calling for justice. you know, when the vigil started, b.a.r.t. had not made an arrest, so there was anxiety and frustration when it urnedro outrage. there was also silence and tears as people remembered nia wilson her sister told us about the attack. she was also stabbed but

survived. >> and i looked back. and he was wiping off his knife and stood at the stairs and just looked. and then i start -- from there, i was caring for my sister. >> the sisters were on their way home from a family gathering when the attack happened. it was around 9:45 sunday night here at the macarthur b.a.r.t. station. city officials say they're now calling for safety to improve on b.a.r.t. trains. reporting live in oakland, amy hollyfield, ab krrb 7 news. >> thank you. and police are also investigating two other recent homicides involving b.a.r.t. stations. >> take a look at some of the surveillance images we have. police say this man sucker punched another man at the bay fair birth station saturday morning. the victim fell and hit his head on a cement floor. he later died at the hospital. and the third deadly related

instant, a 21-year-old man accused of a fight at the pleasant hill station could be facing serious charges. two people got into some sort of fight at the station on wednesday. the 51-year-old victim suffered a cut to his leg, and he later died. police believe the cut got infected. the suspect was arrested for assault, but now the charges could also change. the short sentence for brock turner outraged people across the country and got the judge in the case recalled. >> today, turner's attorneys will be in court to appeal the former stanford student's conviction, and abc 7 news reporting matt keller is live in stanford. matt. >> hi, jessica. hi, reggie. the sexual assault took place about 3 1/2 years ago on the campus of stanford university. there was a huge outcry after his sentencing. judge aaron persky only gave brock turner six months in jail. turner serves three months of the sentence. prosecutors wanted six years.

the victim read a statement in court before the sentences that went viral, sparking outrage, and changes to the law. today, the appellate court is scheduled to hear arguments on both sides. the former stanford swimmer was deprived due process because they didn't have sufficient evidence that he knew ms. dough passed intoxication at the time the incident occurred. that could have resulted in a different outcome. santa clara district attorney jeff rossen said turner received a fair trial and was justly convicted. today's hearing starts at 10:00 a.m. in san jose. reporting live at stanford university, matt keller. >> thank you, matt. >> happening today, secretary of state mike pompeo will continue his two-day summit with australian leaders. abc 7 news was at hoover institution as pompeo and australian minister of foreign affairs julia bishop posed for the cameras. they focused on trade with

china, national security strategy, north korea, and iran. james mattis is expected to attend today. >> new this morning, pg&e loses in court. they found they retaliated against a former employee who brought up safety issues and racial problems at work. our media partner the mercury news reports they order the court to pay him nearly $3 sgiftd,000 in compensation, and pg&e released a statement saying quote, pg&e terminated mr. woodruff's employment because he found he had falsely reported multiple times that safety work had been completed in various areas of san francisco when in fact it had not. we are currently evaluating our next legal steps. >> today, the bay area is expected to get about a billion dollars in state funding to finance water projects. we have a closer look at how the money will be used.

>> 11 reservoirs provide water storage for nearly 2 million south bay customers. the california water commission will be providing half of the projected $1 billion cost to build a new dam and expand a reservoir east of gilroy. the new reservoir will hold enough water to supply 650,000 people for a year. it's part of the largest expansion of water facilities across the state in 58 years. after taxpayers approve proposition 1 four years ago during the drought, $2.5 billion in projects are expected to get funding for four dams and four underground water facilities. >> we're talking about surface water storage, ground water storage, other projects we expect to be funded throughout the state. very good news for all of california. >> while the newly expanded reservoir will be an important resource, it's also looking at the recharge ponds, underground storage facilities as well as conservation to meet the needs of a fast growing silicon

scores for restaurants in the city back in 2013. and today, yelp is expanding the feature to other metro areas of california. new york, texas, illinois, and washington, d.c. yelp will eventually cover 750,000 restaurants throughout the united states with this new hygiene score. >> i could see that being helpful. why not? more information. makes for a better choice. >> exactly. >> yeah. can't wait to see that put into action. >> let's talk about what's happening. you probably noticed some cloudiness here in san francisco. clouds hanging lower in the sky, a little mist possible from those. also, through the morning commute, especially the closer you are to the coast. here's a look at san rafael where it's cloudy right now, 59 degrees. southbound 101. clouds will fade away and lead to warmer temperatures inland. clouds will cling to the coast, keeping you the coolest. not as cloudy tonight, but still, where the clouds develop, there's a possibility of mist and drizzle, and the highs after surging today and tomorrow will slip back to average for our

weekend plans. here's what we have going on in the upper parts of the atmosphere, kind of put the players on the field, if we will. here's the area of low pressure, counterclockwise flow, high prerth, clockwise flow. they're pulling up all that heat and pushing it to the north. now, for us, that's getting undercut in many neighborhoods by the sea breeze, but you get away from the sea breeze influence, and look at los gatos, morgan hill and gilroy, mid to upper 90s. a little breeze off the bay and we have low to mid 80s for the rest of the south bay. 74 in millbrae, 78 at san mateo, and low to mid 80s for the rest of the peninsula. mid 60s along the coast with upper 60s to low 70s in downtown and south san francisco and sausalito. not as breezy in the north bay, and temperatures surging to the upper 80s to low 90s. upper 70s for most of the east bay, but then southward towards free minute, some 80s, and 90s, wouldn't be surprised if some of the thermometers on the cars hit

100 near antioch. temperatures mid 50s to mid 60s, about the same tomorrow, just not as much cloud cover. and that extra sunshine means it gets even warmer away from the bay and coast, but then you can see the pullback in temperatures. about 5 to 10 degrees cooler by sunday. have a good one. here's alexis. >> good morning, mike. we're looking live at our driving conditions here through walnut creek, and everything is looking okay so far this morning. southbound 680, just north of 24, split there, we're looking at things filling in, but no major delays, and we don't have incidents around the route either. really the only red i'm seeing on our traffic flows is in the tracy area through altamont pass and eastbound 580 between greenville road and 205, various lanes closed until 11:00 this morning for grinding and paving. yeah, you're slow. that's at least a 20-minute delay. down to 12 miles per hour on the eastbound side. you're stop and go at 11 miles per hour. quick check of drive times here. westbound 580, 7 minutes.

12 across san mateo, and nine-minute drive across the dumbarton bridge. >> thank you. president trump is about to battle california over its emissions standards. bloomberg news reports the white house this week plans to strip california of its clean air act waiver. the waiver allows the state to apply stricter car emissions standards and promote the sale of electric cars. local officials say california will fight back. >> certainly, we always want the support of the federal government, but in absence of federal regulations or federal support, california and the bay area are going to continue to push forward with clean car regulations and clean air regulations to reduce not only air pollute nlts but also green house gas emissions. >> analysts say the move will set off a long legal battle. >> state lawmakers are trying to find a solution to the long lines we experience at the dmv. the lines have been running out the door for months. the dmv says the backlog is happening because of the federal government's new real i.d.

he's been tending to it, lighting candles, checking out the flowers and reading all the notes which are showing a lot of love for the victim and her family. there is cell phone video from a b.a.r.t. rider of the arrest of 27-year-old john cowell at the pleasant hill b.a.r.t. station last night. they were able to track him down because of tips from b.a.r.t. passengers. he's accused of stabbing two women, sisters. latifah wilson and leah wilson. nia died fracture her stab wounds. the attack appears to be random. they have not found a motive. >> we haven't connected him with any type of radical group or white supremacist group or anything like that. >> cowell has a criminal history, according to our media partner, it includes a restraining order from kaiser hospital where he's accused of threatening to kill an employee. he's also served time for robbery. he's now in the alameda county

updates. >> fire crews battling an aggressive new wildfire in northern california. the carr fire is burning near redding and shasta county. it's charred 2500 acres of land since it began yesterday afternoon. it's 5% contained. structures in the town of french gulch are threatened and the entire town is under a mandatory evacuation order. a stretch of highway 299 is closed. and there are more than a dozen fires burning across the state right now. you can see where they are on the map here. firefighters are also struggling to control a big fire burning near yosemite national park. the ferguson fire has burned more than 36,000 acres since it broke out on the 13th. it is only 16% contained. and weather is about to make the fight even more challenging. a heat wave is expected to last through thursday. one firefighter died in a bull dozing accident on the fire line, and six others have been hurt. >> looters who target homeowners forced to evacuate their homes

because of natural disasters like fires will face harsher penalties. governor brown has signed a bill into law which expands the crime of looting to include times when people are evacuated because of an emergency. the new law increases penalties for anyone convicted of looting to include more jail time and fines. you may remember some looters have been found posing as firefighters and other emergency workers. an explosion shook a san jose neighborhood after a car suddenly erupted in flames. happened last night at stockton avenue and west taylor street. firefighters had to douse the vehicle with water for several minutes to knock down those intense flames. no one was hurt. now police are trying to figure out how this fire started. president trump is threatening to revoke the security clearances of six high-ranking former national security officials. on that list are former cia director john brennan, former fbi director james comey, and

four former top national security and intelligence officials from the obama and bush administrations. each have been critical of the pred's relationship with vladimir putin. >> they have politicized and in some cases actually monetized their public service and their security clearances and making baseless accusations of improper contact with russia or being influenced by russia against the president is extremely inappropriate. >> comey and his deputy andrew mccabe lost their clearance after they were fired. the white house says at this point, it has no plans to strip security clearances from obama and joe biden. >> happening today, the san francisco board of supervisors will vote whether to ban marijuana shops in chunatown. they voted in favor of that proposed ban last week. since the legalization of recreational marijuana at the beginning of this year, chinatown residents have been opposed to a dispensary opening up in the neighborhood. the examiner reports there are

the sea breeze keeps the clouds locked in for the most part. you'll see sunshine from time to time, but it also keeps you the coolest, and then by 7:00, we're starting to see the migration of the clouds once again. look at the low or mid to upper 90s in los gatos, morgan hill, and gilroy. no sea breeze there, but a little bit of one keeping you in the low to mid 80s for the south bay. a big swing on the peninsula. mid 70s to mid 80s. those are the exceptions, mainly co and upper 60s 80s in most to low 70s around the bay. up in the north bay, we have upper 80s to low 90s, but remember, the dangerous heat around lakeport and also ukiah and along the east bay shore. we go from 76 in oakland to about 82 in fremont, and 93 to 98 in our inland east bay neighborhoods. temperatures tomorrow morning, about the same as this morning. mid 50s to mid 60s. a little warmer and then you can see by saturday into sunday, very comfortable. temperatures back in the 50s at the coast. 70s and 80s for the rest of us. how is the commute?
