vocal about his new approach to collusion between russia and the president. today, president trump's former campaign chairman paul manafort his criminal trial is the first to come out of special counsel robert mueller's investigation into russian meddling during the 2016 election. >> and paul manafort has done an amazing job. >> reporter: manafort faces 18 counts of financial crimes. the trial will focus mainly on that but he will likely be asked about his involvement in the president's campaign. >> are there any ties between mr. trump, you and the campaign and putin and his regime? >> no, there are not. it's absurd and there is no basis to it. >> reporter: collusion or russia may not come up during the trial, however, it will give us an inside look at some of the details that are a part of the year-long mueller investigation. the president's lawyer says manafort knows nothing. >> and he has no information incriminating of the president. i know that for a fact.

>> reporter: on the same day giuliani also said this, it doesn't matter if the president colluded. here's why. >> i've been sitting here looking at the federal code trying to find collusion as a crime. >> reporter: but back in april, james comey, the fbi director trump fired told cnn while collusion isn't a crime -- >> the question that we would look at as a counterintelligence agency is are any americans conspiring, which is a crime defined by the u.s. code, with a foreign government? >> reporter: giuliani's whole new approach to collusion comes amid reports that trump's former attorney, michael cohen, is willing to sit down and speak with robert mueller. romina and kendis, back over to you. >> all right, our stephanie ramos. that trial is expected to last several weeks. thank you. president trump recently declared that north korea is no longer a nuclear threat, but it now appears that kim jong-un is back to his old tricks. a new satellite image shows clearly a north korean missile factory, and according to "the

washington post," american spy agencies now say north korea is building new missiles there. another published report indicates north korea has built two new facilities at a missile factory and appears to have continued the production process. attorney general jeff sessions has launched a so-called religious liberty task force at the justice department to come up with guidance on how to respect and accommodate religious beliefs. interceptions says freedom of religion is under attack. he cited an example of nuns being ordered to buy contraceptives and praised a baker who recently won a supreme court case after refusing to make a wedding cake or a same-sex couple. >> let's be frank. a dangerous movement undetected by many but real is now challenging and eroding a great tradition of religious freedom. there can be no doubt, it's no little matter. it must be confronted intellectually and politically and defeated.

>> reporter: conservatives praised sessions for creating the task force, but critics say his stance undercuts gay rights and favors christians over other faiths. a former top official at c culture of harassment and hiring women to be the sexual partners of male employees. corey coleman resigned as head of personnel after an internal investigation found he had improper relationships with at least two subordinates. it also found that he hired dozens of his former fraternity brothers despite their lack of qualifications. in response fema's administrator is now forming an office to resolve allegations of employee misconduct. and the head of cbs, les moonves, will not be suspended during an investigation of sexual misconduct claims against him. the cbs board of directors says it will hire outside counsel to look into those accusations and the corporate culture at the network. the claims of six women against moonves were first published in "the new yorker" magazine. at least a dozen major

wildfires are wearing out fire crews across california. one little girl did her part. she handed out burritos to the crew after they spent 24 hours battling the fire around the city of redding, which has spread to more than 100,000 acres. but those crews are now reporting progress, getting more than 20% of the fire under control. abc's danya bacchus reports. >> reporter: new images of the tornado of fire from the air that is leveling homes and exhausting thousands of firefighters. across the west, firefighters are up against 6 new wildfires in 13 states. nine of those fires are in california. the largest, the carr fire, scorching nearly 100,000 acres so far. >> yeah, old pictures, everything, it's gone. >> reporter: some of the nearly 40,000 who evacuated are now returning home to utter devastation. among them redding police chief roger moore. his home of 19 years gone. your kids lived their entire lives in that house. >> that part is tough.

i haven't really let that digest in yet. >> reporter: authorities say six people have died and many fear the death toll will rise. 70-year-old melody bledsoe and two of her great-grandchildren 5-year-old james and 4-year-old emily among that number. their grandfather receiving a heartbreaking phone call. >> talking to my little grandson on the phone. herandpa, please, ayu got to come and help us,'s n fire is g,at the back door. i said, i'm right by you, honey, just hold on. grandpa is coming. >> reporter: four firefighters have now been killed in the line of duty. the latest 33-year-old captain brian hughes who was fighting the ferguson nr yosemite national park when he was killed by a falling tree. some of the evacuation orders for the carr fire have been lifted andfficials say that fire is now pushing away from populated areas. these fires are a sobering reminder that we haven't reached peak fire season. kendis and romina. >> danya, things are still busy

out west, indeed. strong winds battered parts of arizona overnight. a woman took this video outside her apartment near phoenix. the powerful winds snapping that palm tree in half. watch again. the tree there smashing into the roof causing extensive damage inside. nobody was hurt. more than 100,000 outages were reported during the storm itself. time now, though, for a look at your weather on this tuesday morning. good morning. the heat and the desert southwest continues. it's going to stay very dry. we now have reduced air quality along with more problems with widespread fires and not only in the southwest, but in the northwest we're looking for the heat wave to persist there as well. even as we go into the midweek we'll see that heat shift more so towards the east with little relief along the coast. now for the east coast east of the mississippi widespread scattered showers, localized flooding, local severe thunderstorms and problems along the beaches and coast. i'm accuweather meteorologist

we're back with this unusual road hazard near toronto. police gave this driver a $160 ticket for driving around with huge planks of wood sticking out of his car window there. apparently he doesn't know anyone with a pickup truck that he can borrow any time. also in canada this van driver was caught deliberately targeting pedestrians and soaking them on the sidewalk. you can see him aiming at big

pedestrians drenched. he was working for a local contractor at the time, and that company has now fired him. the white house is reportedly considering another tax cut. this time a $100 billion tax cut benefiting the richest americans. "the new york times" reports the treasury department is trying to figure out a way if it can legally bypass congress to change how capital gains taxes are calculated, so those are the taxes on money made off investments. the trump administration wants to allow investors to adjust for inflation which could lower the amount they're taxed on when they sell. investment bank morgan stanley is warning about trouble ahead on wall street. it's predicting the biggest sell-off since february urging clients to prepare now. it says after the strong economic growth figures that came out last week, investors have little to look forward to. tech stocks have been hit hard with losses at facebook,

netflix. the nasdaq has posted its biggest three-day loss since march and today apple reports earnings. eight states are now suing the government to block a texas company from posting blueprints on how to make 3d printed guns. the states argue the untraceable weapons could easily fall into but gun advocates who support releasing the blueprints gu3d res al g guns on the street. question, is there actual ginger in ginger ale? a new york mom says no so she's suing the makers of canada dry ginger ale. she claims she bought the drink based on ads saying it was a healthier alternative to regular soda. instead she said the drink is full of the same ingredients found in most sodas with only a small amount of ginger flavored extract. coming up why the entire police force in one town walked off the job. and also ahead, the bizarre plot caught on camera to steal a shark from an aquarium using a baby stroller. and later, the ordeal one hiker survived trying to rescue someone else's dog lost on a mountain. mountain. ninety-six

police here in new york are searching for that guy who was caught deliberately starting a fire at a gas station torching a portable gas can before he took off. >> the gas station's fire extinguisher system quickly put out the flames, but a man inanding nearby suffered serious esriju. we turn now to minneapolis where prosecutors say they do not plan to file charges against two white officers who shot and killed a black man. >> outraged family and friends say police were too quick to pull their triggers and planning a protest later today. abc's alex perez has the new details. >> reporter: growing fallout in minneapolis after the release of this body cam video showing the fatal police shooting of 31-year-old thurman blevins. two officers tried to get him to put down what they say was a handgun. they were responding to a call of shots fired. >> report of an intoxicated male

walking around shooting a gun in the air. >> reporter: the video shows him running away telling the suspect what they say they spotted. >> put your hands up. >> i haven't done nothing, bro. >> you got a gun. >> no, i don't. >> yes, you do. >> reporter: blevins is still running, yells back. >> put your hands up. >> reporter: police say blevins can be seen reaching for his gun inside that red circle and turning towards the officers. both officers fire shooting blevins four times. blevins later dying. at a press conference members of a police union said the two officers acted heroically and believed their lives were in danger. >> the whole time he's looking back getting position on where the officers are at to acquire a target to shoot them. >> reporter: at a later press conference the county prosecutor took to the podium to defend the police department. but before he could announce charges would not be filed against the two officers, family and protesters rushed the podium cutting him off. >> we want the cops arrested within the next 48 hours and

prosecuted to the fullest degree of the law because this was murder. >> reporter: alex perez, abc news, minneapolis. and to massachusetts now where the entire police department in one town has walked off the job resigning in protest. officers in the small town of blandford blame what they call unsafe working conditions staffing levels. the 1,200 residents have been told to call state police with any emergencies. a shark that was stolen from a texas aquarium and wheeled away in a baby stroller is back ark out of the i tgslirnmoins gh water followed by a second man carrying a blanket. police say they wrapped it around the shark and walked away. but then a tip on social media helped lead police to the shark and a suspect. >> one of the fans of our facebook page found it for sale for $300, so the motive strictly has to be for sale.

we've never seen anything like this before. >> reporter: aquarium employees were cheering when police returned the stolen shark. one man is under arrest after confessing. another man and a woman are also facing charges. well, a much larger shark got close to a paddleboarder off cape cod. the man says he thought the shadow he had seen in the water was a seal. the drone operator who took the picture let him know the truth once he made it to dry land. coming up, a possible replacement for alex trebek on "jeopardy." and also ahead, a bear in alaska rips apart a classic car. wait till you find out how much it was worth. and later, a new inner city school fit for a king. why lebron james says this is his biggest accomplishment. his biggest accomplishment. good morning. it's tuesday, july 31st. look who's back. yes cay. >> hey. only one day off, but it was nice and relaxing. >> we missed you. >> and mike, i think i heard you say they were having kind of a repeat of yesterday. is that right? >> yeah, a little drizzle out there this morning. the closer you get to the coast, into san francisco. may need to use the windshield wipers and temperatures from 50 in novato and santa rosa. the 60s in the same spot, they have been the last couple days around ukiah. the east bay valleys and in the south bay where we're 62 in san jose to about 64 in los gatos. as far as temperatures this afternoon, close to average from 60s along the coast, san francisco andrichmond. 70s around the bay. 80s in the south bay and north bay, and peripheries, east bay valleys, morgan hill, and

lakeport, in the 90s to near 100. take a look at your accuweather 12-hour planner next. >> overall, we're off to a quiet start on the roads this morning. want to head out to our only slow spot typically at this early hour. westbound 205 to 580 out of tracy. 27 and 22 miles per hour respectively. we have roadwork scheduled on the eastbound side of 580 once again until about 9:00. i'm not seeing delays yet. hopefully that's a sign we won't have big backups like last week. 880 in san jose, starting to fill in. we'll take a look a drive times coming up next. >> thanks. > new overnoeth, a deadly crash involving a motorcycle and a pickup truck in santa clara. this is from stevens creek boulevard. the motorcycle somehow hit the side of the truck. the motorcyclist died. medics treated a woman in the truck. it's not clear what led up to the crash. we have a call in to santa clara police and we'll bring you an

update to you as soon as we get it. >> this morning, lake county will hold an emergency meeting to talk about the fires that are still burning out of control. >> the mendocino complex fire made up of two fires that are both only 5% contained. every day, more people are told to leave their homes. oore s a'sw l where the ranch and river fires are burning. amy hollyfield is live for us in the newsroom with more. >> a massive evacuation. they had to evacuate two more towns. kelsayville and finley and one evacuation center even had to close as the fire continues to move in. here's a look at the mendocino complex fire. it started on friday and has now burned more than 68,000 acres. and the total fire, the two that have merged, they're calling it 5% contained. one gas station ran out of gas as residents tried to fuel up as they headed out of town. firefighters say they need more help to stop the progress of the fire. >> fire has been active all day. 99 to 100 degree temperatures
