planner, sti0s 5t a the coast, 70s around the bay. back in the 70s to 80s by about 7:00. any time you're away, you can r and get the same information. let's see what else alexis is watching this morning if you're heading out now. >> i do have an update for our one and only crash we have had so far today. in the pittsburg area. things are improving. westbound 4 just before railroad avenue, a two-car crash. sounds like one person had injuries but they were able to get it off to the side. tow truck at the scene as well. about a two-mile backup remains. you're down to 7 miles per hour. i think that will clear out really quickly. still early enough in the morning that we shouldn't see residual delays for long. the richmond-san rafael bridge, quite empty right now. most areas are light. we'll take a look at drive times coming up next. >> thank you. we start now with the ranch and river fires that are being combined and called the mendocino complex fire. >> those fires have burned more than 78,000 acres, and they're

just 5% contained. this morning, lake county officials will hold an emergency meeting. >> the newest mandatory evacations are in lake county specifically in the kelsayville, finley, and big valley ranch areas and we have a full list of evacuation orders on abc7news.com. >> the lake county board of supervisors will meet at 9:00 clear lake city hall. they'll ratify a local emergency declaration. for residents thatan't be there in person, that meeting will be streamed live on facebook. there will be a meeting for residents affected by the carr fire. >> it will be held at the trinity alps performing art center at 4:00 this afternoon. it's the seventh most destructive fire in state history. the fire has burned more than 103,000 acres. containment is at 23%. more than 800 homes have been destroyed, and 4,000 structures remain threatened.

six people have died, including two children and two firefighters. >> this morning, hundreds of pets displaced by the carr fire are in need of supplies. that's why several bay area organizations, including mad dog rescue and the milo foundation are collecting donations. >> whatever reason, either hotels or family members could not take the dogs as well as the people, and it was an emergency evacuation. so they just kind of lined up and filled out the paperwork, and the rescues up there are managing it and keeping them safe. >> carol hopewell with mad dog rescue says one shelter had to relocate to a strip mall in anderson ten miles away from evening.'re housed iney th storefront locations. mad dog rescue gathered nearly 100 dog crates, cleaning supplies, bleach, and paper towels yesterday. they loaded bags of pet food and the shipment will be delivered by midweek. >> take a look alt this new tool that cal fire return home

can now find their house if it survived the fire. if you're worried about a specific home, you can even type in a specific address. but cal fire adds they are still assessing properties and that the data is subject to change. we have a link for you if you would like to take a look at abc7news.com. >> some large companies in the south bay, for example apple, may soon to have pay hundreds of dollars for every employee if a new business tax is passed. >> today, the city council is expected to vote on whether to put a head tax on the november ballot. matt keller is live in cupertino with details. matt. >> good morning, jessica and reggie. traffic is a major issue here in cupertino, and the city council is looking at new ways to help pay for it. and to pay for it and fix it. and get those cars off the roads here. of course, the biggest employer here in cupertino is apple. the city estimates 24,000 people work at the tech company. on the council agenda tonight, poup theteia business license t.

currently, there city charges employers based on square footage. the new proposal would tax based on the number of employees you have. the more employees, the higher per person tax you pay. those with fewer than 100 would have a base rate. one would have apple pay $425 per person, adding up to close to $9.5 million. currently, the tee makes about $800,000 from the business license tax. the city says the money would be used for transportation solutions. city staff says the chamber of commerce and apple have expressed concern about the timeline and want the proposed measure delayed until 2020. if the council approves moving forward, the measure would go to the ballot in november. >> thank you, matt. new overnight, malaysia's civil aviation chief is out of his job after a government released a report on the disappearance of flight 370, which happen four years ago. malaysia's civil aviation chief

said he resigned to take responsibility for shortcomings in air traffic control when the passenger jet vanished in 2014. it was carrying 239 people from kuala lumpur to beijing. investigators still don't know why the plane disappeared, but it report found air traffic control failed to comply with operating procedures including neglecting to initiate emergency phases after the flight vanished from radar. >> the suspect in a homicide at a san leandro b.a.r.t. station has turned himself in. b.a.r.t. police say 24-year-old jay shaun combs of fremont was involved in an attack on a platform that killed 47-year-old don stevens. it happened 11 days ago. police say they have surveillance video of combs pnching stevens who collapsed and hit his head on the pavement. the attack was the second of three homicides that occurred on b.a.r.t. over the course of a week. >> new details, police have identified a man who was killed when his car plunged down a cliff in big sur.

chp says 39-year-old anthony hernandez was behind the wheel when the car went down the 280-foot cliff. he was from salinas. investigators say it appears hernandez had trouble with a curve that caused him to cross over the roadway and off the cliff just south of willow creek road. >> armed robbers targeted a woman and her children near an iconic san francisco landmark. police say a family was walking near the palace of fine arts sunday morning when a man and woman approached them with a gun. the suspects took off witet a a. anyone who saw something in that area should contact sfpd. >> you're never more than seven minutes away from my accuweather forecast. temperatures in san francisco run from 50 in the sunset to about 53 degrees in the financial and ferry building. very narrow cap here. let's see about the rest of our neighborhoods. 55 in richmond, san leandro, belmont, santa clara, saratoga at 56. mid 60s out around pittsburg and trace a. look at american canyon fairfield, 57, and healdsburg at

51 degrees. here's a look at san rafael, it looks pretty clear out there. we're going to have breezy conditions at the beaches and mainly gray. hazy if you're out but the air will be healthy. 9:00, southwest winds at 15 to 25 miles per hour. also have a small craft advisory along the coast until 9:00 tomorrow evening for northwest winds up to 20, 25 miles per hour. in the peninsula today, waking up, we're seeing a little cloud cover. quick sunshine, mid 60s at 10:00. low to mid 70s from noon all the way through to 6:00. let's go to the east bay on the other side. maybe just a touch cooler. 59 with a little more cloud cover. even some fog this morning through the morning commute. mist possible. 69 and sunshine at noon. low 70s this afternoon. back to 63 degrees at 8:00. we still have 90s and some 100s in the seven-day forecast. i'll show you those up next. let's get an update on the commute.

here's a live look at walnut creek, one of those areas where it looked pretty murky yesterday, but i checked all of the past data, and we did not have unhealthy air, even though you couldn't see the top of mt. diablo for several hours yesterday. the forecast for today, most of us good to moderate even though it will be a little hazy from the smoke. all those fires around us. >> speaking of the fires, a team from san jose state university is on the ground near redding to study these, tornado-like fire columns that formed at the carr

fire. they say northern california has been experiencing something called stuck weather. that's a heat wave with no relief in sight that is turning vegetation tinder dry. the team is measuring the powerful updraft because of its ability to lift burning debris and propel it long distances, spreading the fire. >> those winds were coming alonb ei intensity of the fire, some kind of updraft got generated, which was itself rotating and gave rise to a fire tornado. >> the research could help create computer models to forecast fire intensity and to develop earlier warning systems for evacuations, as fire conditions appear to be getting worse. >> wildfire victims are criticizing governor jerry brown's proposal to help utility companies with wildfire related costs. according to our media partner the mercury news, the governor's plan could ease financial burdens on companies like pg&e

it got quieter as we look at the ferry building from our roof cam here at 900 front street. fewer clouds, hazy conditions still and seasonal highs. a slight cooling the next few days as a cold front tries to come down from the north. and a slight warming once it passes for the weekend. let's head to the south bay. the warmest temperatures around morgan hill and gilroy. close to 90 in los gatos. afternoon sunshine, 73 in santa cruz. then most of the south bay from 79 in milpitas to san jose at about 84 degrees. a little bit of a spread on the peninsula as you would expect. cool air shooting through the san bruno gap keeps millbrae at 67. faster sunshine, slower breezes, upper 70s to near 80s for the rest of the pims. clouds being stubborn at the coast, and about 78 to 61 is all we can muster there. 64 and 65 downtown south san francisco. ussaitaso,t. you can see a little sunshine trying to break out around

between 242, a two-car crash, one vehicle on the side, the other faces the wrong way. it sounds like someone else may have called in and sai is theea roadway. definitely still sorting that out. i'm not seeing in a delay in either direction. and here's a live look at golden gate bridge. southbound still light, and maybe a little haze, although no dens fog advisory in effect. >> cbs announced it will nlace l wocehilees an outside counsel investigates s sexual misconduct allegations against him. the cbs chief released a statement saying, quote, i always understood and respected and abided by the principle that no means no, and i have never misused my position toyo alarmed if you see emergency crews including firefighters and police at a north bay school. it's part of an active shooter training exercise.

happening at piner high school in santa rosa. the training is today from 8:30 this morning until 5:00 p.m. the second time this month santa rosa police say the exercise will give everyone more time to practice different scenarios. police say neighbors may hear some loud noises, including simulated gunfire and explosions. >> the deadline for small businesses to file their second quarter sales tax returns is today for the sacramento bee reports the state's new system to collect the tax off to a rocky start. the system is supposed to modernize tax collection. many business owners are running into tech issues and leaving negative feedback. they say the new program is difficult to navigate and they were never trained to use it. tax officials say they will waive penalties for people who file their returns late because of technical errors. despite the issues, the tax department says it's hitting revenue collection targets. according to business insider moviepass announced it would bar subscribers from seeing some major upcoming releases like disney's

christopher robin. that came out from an all hands on deck meeting yesterday and stock prices for moviepass's parent company have dropped below a dollar per share. that change comes after a very bad few days for running out o and angering subscribers by surge pricing every movie. even those that have been out for weeks. people around the world this morning are sending their well wishes to a 10-year-old boy from michigan, as he battles cancer. >> he was diagnosed with a rare form of cancer on the roof of his mouth. he said more than five surgeries and is currently undergoing chemotherapy. his mom reached out to the abc station in detroit, asking if viewers could send him cards. and boy, did they. more than 1,000. >> when you have people supporting you. >> some people sent him gifts instead of cards.

101 split. so well into the san francisco area. hopefully they can get that cleared shortly. not sure what the problem is, if it's a mechanical issue or a blown tire, ran out of gas not sure. i'll update you on that coming up in a few. in the meantime, still no bay bridge metering lights so it's pretty light on the other side of the bridge. just not once you actually make it on the midspan there. next traffic update around 5:40. >> thank you. new overnight, a deadly crash involving a motorcycle and a pickup truck in santa clara. this is video from stevens creek, and kylie boulevards. the motorcycle hit the side of the truck, and that motorcyclist di truck. it's not clear exactly what led up to the crash. we have a call in to santa clara police and we'll pass along any new information. burning out of control. >> this is the mendocino complex fire, and it's made up of two fires that are both only 5%

contained. and every day, we're hearing about more people who are told to leave their homes. here's a look at a map showing where the ranch and river fires are now burning. abc 7 news reporter amy hollyfield live in the newsroom with more information. >> yeah, a new round of evacuations were orders for kelsayville and finley this time. firefighters say they could use some more help as they try to stop the progress of this enormous fire. it's now burned more than 68,000 acres and destroyed seven homes. towns around clear lake look deserted, but there are still some people staying behind, ignoring evacuation orders. >> i don't know. i'm just not ready to leave. my husband is not ready to leave. >> you're going to ride it out. >> going to see what happens. if it gets dark and i see some big flames, yeah, i'll get out of here. but until then, i'm not going to probably go. >> some are concerned about looters. here are pictures of four of five people who have been

this afternoon at the trinity alps performing arts center in weaverville. >> local celebrity chef guy feera spent sunday in redding providing hot meals for victims of the carr fire. he did similar work after he was evacuated from his own home in the north bay fires last year. >> a toddler showing her appreciation for firefighters battling the carr fire. 2-year-old gracy lutz handed out burritos. one of her uncles is a cal fire engineer. another uncle works as a water tender and her grandfather is a dozer operator. >> seven inmates at the san francisco hall of justice claim the main jail has dangerous and unhealthy conditions. >> a lawsuit filed against the city seeks oor in damages for p injuries.emotiol f personal prerty. sewagege, fecee up from the toilets.

their lawyers say they have developed skin rashes and breathing problems. >> a san francisco deputy has b reesigned after someone stole a department issued gun from the deputy's vehicle. it happened in fairfield last thursday. the vehicle was parked outside the deputy's home. they're treating this matter very risey.slou weapon stolen from a san francisco deputy's vehicle in just the last year. >> happening today, san francisco supervisors will give their final approval to ban plastic straws and other disposal food service ware in the city. the board of supervisors passed the ban last week on a preliminary basis, but the final vote is today. the law will take effect in july of next year. and did you feel it? a 3.6 magnitude earthquake shook the north bay yesterday. >> the epicenter was located 7 1/2 miles below san pablo bay. the usgs says the earthquake was the largest of the small quakes the area has seen in 20 years. residents in marin's unincorporate community of black point say they felt ug m was li

seve forecast. here's jessica with more news. >> here's a heist that went wrong. tips helped lead police to the suspects behind this shark snatching in texas. video caught three people wheeling the animal out of the aquarium in a baby stroller. police got a report someone took the gray horn shark from the san antonio aquarium on saturday. and you can see here, video showing three people reaching into the tank, grabbing theappi blanket, and hiding it in the stroller. there's the surveillance video. police were able to track down the suspected thieves, and they confessed and then returned the shark. >> i'm really proud of her, and so overjoyed to have her back. i was so sad when she was gone. >> police believe the main suspect may have wanted to keep the shark as a pet. officers apparently found other sea creatures in his garage, and reggie, fun fact.
