it, too. hi, everybody. we're seeing some fog develop along the golden gate bridge and pushing through some of the coastal valleys of the north bay and heading towards santa rosa. visibility down to a mile now. the closer you are to san francisco, the coast, and up in the east bay hills the more likely you'll run into drizzle. temperatures in the low to upper 50s this morning. we'll stay in the 50s at the coast, get around 70 to wh sunshine, albeit hazy around the bay and inland at noon. a summer spread, pretty typical at 4:00, and then around 70 to 80 still at 7:00. pretty comfortable. let's find out what your commute is like this morning. here's alexis. >> we have heavy spots out there today, mike. i want to start off on our traffic maps and take you to south san francisco area where we have a sig alert. oyster point on-ramp to southbound 101 is still closed. this is due to a crash involving a tanker truck that flipped over last night at 7:30. a lot of fuel spilled with this so they're working on getting that cleaned up. they're hoping to have the ramp

back open by about 7:00 this morning. that was the latest estimate. keeping aeye on that, but that's just the on-ramp, not the main line of 101. really notice the fog settling in for golden gate bridge. no dense fog advisory yet, but it's out there so slow down and drive for conditions. next traffic update around 6:10. fwl we start this hour with more on the ranch and river fires that are being combined and called the mendocino complex fires. >> the fires have burned more than 68,000 acres. they are just 5% contained. this morning, lake county officials will hold an emergency meeting. >> the newest mandatory evacuations are in lake county. specifically in the kelsayville, finley, and big valley ranch area areas, and we have a full list of evacuation orders on abc7news.com. >> the lake county board of supervisors will meet at 9:00 a.m. and update the public on the fires and ratify a local emergency declaration. if residents wants to see this but can't be there in person,

the meeting will be streamed live on facebook. and today, there will also be a community meeting for residents affected by the carr fire happening in shasta county. >> the meeting will be at the trinity alps performing arts center at 4:00 this afternoon. the carr fire is now the seventh most destructive fire in state history. the fire has burned more than 103,000 acres. containment at just 23%. and more than 800 homes have been destroyed. 4,000 structures are still threatened, though. six people have died including two children and two firefighters. >> this morning, hundreds of pets displaced by the carr fire are in need of supplies. that's why several bay area organizations, including mad dog rescue and the milo foundation, are collecting donations. >> whatever reason, either hotels or family members could not take the dogs as ey, the k signed filled outhe re, a keeping them safe.

>> carol hopewell with mad dog rescue says one shelter had to relocate to a strip mall in anderson about ten miles away from redding. the animals are being housed in seven storefront locations. mad dog rescue gathered nearly 100 dog crates as well as cleaning supplies and paper towels yesterday. the milo foundation loaded bags of pet food. the shipment will be delivered by midweek. >> and take a look at this new tool that cal fire published. people who cannot return home can now find out if their house survived the fire. if you're worried about a specific home, you can even type a specific address and it will pop up. cal fire said they're still assessing properties. the data is subject to change. we have a link on abc7news.com. >> some large companies in the south bay like apple may soon to have pay hundreds of dollars for every employee, if a new business tax is passed. >> today, the cupertino city council is expected to vote on

whether to put a head tax on the matt keller is live in cupertino with details. matt. >> good morning. this could be a big money maker for the city, but before thatpr. the biggest employer here in the city of cupertino is apple. now, the city estimates that they have 24,000 people working there. on the council agenda tonight, options for potentially changing up the business license tax. currently, the city charges employers based on square footage. the new proposal would tax businesses based on the number of employees they have. the more employees you have, the higher per person tax you would pay. those with 100 would pay a base rate. one proposal would have apple paying $425 per person. that would add up to close to $9.5 million going to cupertino. currently, the city makes about $800,000 from their business tax. the money would be used for tans tashz solutions. the chamber of commerce and

apple have expressed concern about the timeline and want the proposed measure delayed until 2020. if they approve moving forward tonight, the measure would go to the ballot in november. matt keller, abc 7 >> thank you, matt. >> new overnight, malaysia's civil aviation chief is out of a job after the government released a report on the disappearance of flight 370 that happened three years ago. the civil aviation chief said he resigned to take responsibility for, quote, shortcomings in air traffic control when the passenger jet vanished in 2014. it was carrying 239 people from kuala lumpur to beijing. investigators say they still don't know why the plane disappeared but the report found air traffic control failed to comply with air traffic procedures including failing to start procedures. >> the suspect in a homicide at a san leandro b.a.r.t. station has turned himself in. the 24-year-old man of fremaunlt was involved in an attack on the

bay fair station platform that killed 47-year-old don stevens. the attack happened 11 days ago. police say they have surveillance video of combs punching stevens who collapsed and hit his head on the pavement. this attack was the second of three homicides that occurred on b.a.r.t. over the course of a week. r armed iconic san francisco landmark. police say a family was walking near the palace of fine arts sunday morning when a man and a woman approached them with a gun. the suspects took off with a purse, wallet, and cell phones. any witnesses should contact sfpd. >> the deadline for small businesses to file their second quarter sales tax returns is today. the sacramento bee reports the state's new system to collect the taxes is off to a rocky start. the centralized revenue opportunity system is supposed to modernize tax collection. many business owners are running into technical issues and leaving negative feedback. they say the new program is hard to navigate and they were never trained to use it.

there's a small craft advisory this afternoon. okay if you're out exercising. the air may look a little dirty, but it's supposed to remain at healthy levels and a little breezy along the coast. here's a small craft advisory, noon to 9:00, north of the bay bridge through the delta. for southwest winds, then we have northwest winds along the coast until 9:00 tomorrow evening. watch out for brisk conditions there. your accuweather seven-day forecast less than seven minutes away. >> taking a look at the roads here this morning. the bay bridge toll plaza definitely stacked up. inmetering lights are on and i'm looking into whether or not there's a collision just east of the metering lights. before you get to that point, we have another crash. westbound 580 around the 24 merge. it sounds like theoon corne 24 is blocked by this. not much of a backup yet, but it is starting to slow down in that area. chp running some brakes through the stretch right now. we'll keep an eye on both of those issues. plus a sig alert in south san francisco. >> thank you. new at 6:00, getting through security lines at oakland international airport is about to get a little easier.

6:15. welcome back. new overnight, contra coste county firefighters working to determine what caused this fire in san pablo it started after 3:00 on 11th street between lake and river streets. crews were able to get the fire under control and put the flames out in 20 minutes. no one inside the home was at the home at the time. >> wildfire victims criticizing governor jerry brown's proposal to help utility companies with wildfire related costs. according to the mercury news, the governor's plan would ease financial burdens or companies like pg&e by passing on the costs customers. a coalition of wildfire victims called up from the ashes, released a statement saying the plan strips victims rights to compizati compensati compensation. the governor promised the fan would not affect costs fromyear.

south bay, 101 and 880 where just north of this camera around first street, we have reports of a ash. not many details other than that. i know chp on the way to the scene. unclear if we have lanes blocked. right now, it's not looking like that's slowing you down. we'll keep an eye on that. also, we do have a backup in oakland. westbound 580 crash at the connector, 224. sounds like that's blocked along with the right lane of 580, so traffic is stacked up through the lake merritt area. if you want to take 13 or 880, either of those will work. we'll take a look at drive times coming up at 6:40. >> new overnight, a deadly crash involving a motorcy stevens crek and kiely boulevard. the motorcycle somehow hit the side of the truck. that motorcyclist died. medics treated a woman in the truck. it's not clear what led up to the crash. >> this morning, two fires are still burning out of control in

lake and mendocino counties. the ranch and river fires have now burned more than 68,000 acres combined. and each are just 5% contained. >> today, lake county will hold an emergency meeting to talk about the fires. abc 7 news reporter amy hollyfield live with more. >> i just checked in with cal fire. they say the fire did settle down overnight. it sounds like they got a little break, but when the inversion layer lifts, they're expecting the activity to pick back up. they had to evacuate two more towns. kelsayville and finley, and one evacuation center even had to close as the fire continues to move in. here's a look at the mendocino complex fire. it started on friday. it's now burned more than 68,000 acres. it's 5% contained. one gas station even ran out of gas as residents fueled out and headed out of time. firefighters say they need more help to stop the progress of this fire. >> fire has been really active all day.

you'll find a photo gallery showing some of the devastation in shasta county. >> new this morning, seven inmates at the san francisco hall of justice claim the main jail has dangerous and unhealthy conditions. >> and a lawsuit filed against the city, it seeks $150,000 or more in damages for physical injuries, emotional distress, and loss of prnl property. they claim sewage backups caused feces and urine to come from the toilets. their lawyers say they have depped skin rashes and breathing problems. >> a sheriff's deputy has been reassigned in fairfield last thursday. the vehicle was parked outside the deputy's home. a county spokesperson said they're treating the matter very ou ty.hirdsl weapon stolen from a san francisco deputy's vehicle in the last year. happening today, san francisco supervisors will give their final approval to ban plastic straws and other

chico, 106 in fresno. >> thank you. and new overnight, contra costa county fire officials investigating a case of arson in el sobrante. happened before 2:30 this morning. fire officials confirm someone set a car on fire in the home. you see here the fire damaged a second car and the garage. >> developing news out of southern california. crews remain on the scene of a brush fire that broke out near homes in santa clarita. look how scary this is, the so-called railroad fire started around 4:20 yesterday afternoon in the community of newhall. the ten-acre fire damaged 13 apartment units in two different complexes. the fire is now 85% contained. three firefighters including a captain suffered some minor injuries. no residents were hurt. this next story is truly bizarre. tips help lead police to the suspects behind this shark snatching in texas. video caught people wheeling the animal out of an aquarium in a

baby stroller. police got a report someone took the gray horn shark from the san antonio aquarium on saturday, and video shows three people reaching into the tank, grabbing the animal, wrapping it in a wet blanket, and hiding it in a stroller. police were able to track down the suspected thieves and they confessed and returned the shark. >> really proud of her. and i'm so overjoyed to have her back. i was so sad when she was gone. >> by the way, the shark's name is ms. helen. police believe the main suspect may have wanted to keep ms. helen as a pet. officers apparently found other sea creatures in his garage. >> we expect an update later this morning on the search for this missing university of iowa student, molly tibbetts, who spent part of her childhood in oakland, hasn't been seen in nearly two weeks. the 20-year-old was reported missing in brooklyn, iowa. she was last seen going for a skraug. her family says she may have also been at her boyfriend dalton jack's home that night.

some of that money could come from the city's businesses. apple is the biggest employer here in the city. it employs about 24,000 people, according to the city. on the council agenda, options for potentially changing up the business license tax. currently, the city charges employers based on square footening. a new proposal would tax based on the number of employees they have. those with less than 100 would pay a base rate. one proposal would mean apple pays close to $9.5 million. the city staff says the chamber of commerce and apple have expressed concern about the timeline and want the proposed measure delayed untim 2020. the measure would go to the ballot in november. >> thank you. >> a warning from alameda police. be careful using your atm card. a card reader and pin hole camera were found in the atm at comerica bank at central avenue. police tweeted out the photo showing where the camera is.
