vic? >> well, this is a rest stop at the entrance to lakeport. you can see behind me that thick inversion layer, that's where firefighters stood their ground last night. a thick inversion layer blanketed the hills on the western edge of clear lake above the water's edge. the thick umbrella hid the flames of the mendocino complex fire that already burned 75,000 acres. some residents of a rural community called potter valley had been evacuated. they were allowed in today. but not miguel, who was forced to leave his home saturday. you could see the thick plume of smoke shooting over the mountain near his home. >> it's kind of over. >> reporter: the mountain? >> yeah, over the mountain on the left side of it. >> reporter: the left side of the mountain is where the fire is heading, the fire that's hard to contain, the firefighter's natural enemies, the heat, turbulent winds and dry and abundant fuel. >> vegetation that's 10 to 20 foot tall, hasn't burned

before, that it, from my estimate, hasn't burned in decades. >> cal fire battalion chief fred lopez, they were getting supplies and checking equipment before going to sleep in these special trailers with42beds. this is the fire base which now houses some 2,000 firefighters. they're all working 24-hour shifts. lopez's strike team worked until 8:00 a.m. this morning. they have some success overnight. >> we were able to continue to flank the fire, and keep it from moving further south. >> reporter: but their resources are stretched thin. there were just too many fires in the state. reenforcements, however, are coming. >> we do have resources coming in from about six other states. with other states helping from across the united states, including florida. >> we're still on the first depp at evacuation check points.

>> reporter: the fire is only 12% vic lee, abc 7 news. and vic, can you talk more about what the challenge really will be for those firefighters tonight? >> reporter: well, the fire was pushing to the southeast last night, and presumably that is still where the fire is heading. firefighters have trouble containing it on the eastern edge and on the southern flank. so that is where firefighters will be concentrating their effort tonight. but again, firefighters always say their priority is to protect lives and property. vic lee, abc 7 news. back to you. >> vic, thank you so much. within the last hour we learned that there are 20 people listed as missing in thear fire. there have been six deaths, including two firefighters, this video posted by cal fire shows the area of westt more evacuees

allowed home. the carr fire has destroyed 884 homes. it is the seventh most destructive fire in california's history. more than 110,000 acres have burned. and it's 27% contained.ti in redding from drone view 7. this is in the river ridge neighborhood. home after home after home in cul-de-sac after cul-de-sac burned to the ground. it's agonizing. cal fire gave drone view 7 pilots special permission to fly over the river ridge neighborhood. this is a scene that's eerily to last october's fire in coffey park. >> cal fire has released a new map that's designed to let an evacuated resident to see if their homes are still standing. >> kristen sze is showing us ho have not been abl g ay find this cal fire tool

useful. it's an interactive map, you enter an address or location, lake redding estates there, a community scorched by the carr fire. we're going to go in closer and take a look at this particular area that is holland drive and bedrock lane. i'm going to point out to you what the color coding means. if you see green, the home has very light damage. if you see yellow, that means minor damage. orange, like this home here, means major damage. but red, that means the home is just completely destroyed. if there's no color, like this home right there, that means the house is either undamaged or they have no information. sadly, you can see most of the homes in this area are in red. that means major, major damage, in fact, destroyed. now, cal fire cautions this interactive map is not conclusive. they're still assessing properties and the data could change. if you want to check it out, we have a link at abc7news.com. larry and

>> kristen, thank you. let's go right to spencer christian for an update on conditions. vic lee was standing there, and it looked windy. >> it is very windy, windier today than yesterday. bad weather news to report for the fires, mendocino complex fires first up at the ranch fire, 92 degrees right now. relative humidity, 28%, wind gusting 18 miles per hour. river fire, 94 degrees there, 24% relative humidity, and wind gusting at 20 miles per hour. the weather factors are unfavorable. wind gusts diminish in the early morning hours tomorrow. they will reintensify in the early evening. let's move up to the area of the carr fire near redding where it is 102 degrees right now, relative humidity, 22%, wind gusting to 14 miles we are hour. once again, very unfavorable weather conditions for containing the fire. meanwhile, despite the huge volume of smoke being generated by these fires, air quality in

the immediate bay area is generally good, although we are seeing in the distance a buildup of haze in the air because of the smoke to our north and east. we'll keep monitoring weather conditions and air quality as well. larry and ama? >> thank you, spencer. from border to border, california is burning. take a look at this map here, and each icon on the map shows an active fire fight involving cal fire. there are a dozen wildfires burning right now. could the kind of wildfires we're seeing in northern california happen here in the bay area with such voracity. >> leslie brinkley talked with fire experts in the east bay. they have conclusions. >> reporter: well, in two words. they're scared. they said the fuel load this year is at a level we haven't seen in modern times. eyond e tsbo w scared.

you know, terrain that's inheng area, thef vegetation that's there, and we know that we have that both in lafayette and walnut creek. >> reporter: here in the east bay, urban areas interface with wildlands. on the backside last week was a big warning. >> there's so much deadwood out there and fuel for any fire up and down this whole state. i'm surprised the whole state isn't burning at times. >> the drought years killed millions of trees across the state and here in the bay area. >> with the 2016 rains, the big storms that came in, and all that new vegetation grew, and now it's dead again. it just compounded the issue, and we just have a massive fuel loading everywhere in these foothills. >> reporter: these fire experts say there's not much that will dramatically reduce the risk. perhaps more vegetation control,

house by house, street by street. but controlled burns are out of the question. >> controlled burns are tough because, particularly when you're in a really urbanized area like we are, a control burn is still a fire. and you could still have a house go up. and so control burns are not really the answer in a place like this. >> doing control burns this late in the year might not be the solution. but something we need to look at over the winter. >> we need to come up with a solution as a state. every year it's been getting a little worse, every year it's been getting a little worse, and this year it hit early. >> reporter: there is no clear cut, easy answer? >> no, was we've never experienced this before. >> reporter: you see a smokey, hazy mt. dibal behind me -- >> we lost leslie brinkley there, but you got the gist of her report. >> we have more on the fires,

made great strides in break-ins. by phone, northern station's captain says there wasn't a patrol unit assigned that early sunday morning. the president for the san francisco police officers association says more officers are needed in general. >> i think every district is kind of faced with wanting more foot patrols. >> i'm with the poa on that, of course we need more officers. >> reporter: this afternoon the san francisco board of supervisors unanimously passed its budget. >> which includes $32 million for additional resources for the police department that will bring on 250 more officers over the next four years. >> even if we're able to attain that goal, it's still not going to be able to keep up with the amount of people we're losing. >> reporter: he says more officers are retiring earlier, selling back a percentage of their unused sick hours before that benefit goes away. there's also a 35% attrition rate from the academy to the completion of field training. and officers with less than five years at sfpd are going over to other agencies. meantime, tourists say they'll be more vigilant.

what they were doing. >> reporter: 32 accounts from both facebook and instagram removed. the social media giant calling the accounts fake and the people fabookays thents and s. pages were intended to mislead use e and violated its ban on coordinated, inauthentic behavior. >> what facebook and other social networking sites are facing is this intrusion by the russians and others to shape our thoughts. >> reporter: while facebook hasn't identified the source of the bad actors it says this recent activity is similar to the abuse it found during the 2016 election season. during that election, websites in pages focused on divisive social issues and were run by the russia-based internet research agency. >> at this point in our investigation, we do not have enough technical evidence to state definitively who is behind this. >> reporter: this time they say the bad actors did more to

conceal their identities. >> trying to trace it back may take a long, long time. they've gotten much better at cloaking who they really are. >> reporter: facebook says the fake accounts have been reported to law enforcement and congress. accounts removed, including pages like black elevation, mindful being, and resistors, which the company said enlisted support from real people to create anow you knighthe right to. when asked if this activity was an attempt to influence the 2018 midterm elections, facebook officials say they are not characterizing the political aim of the efforts. and when it comes to who is responsible, they say they are not making any direct accusations at this time. abc news, los angeles. tonight, cupertino will consider a ballot measure taxing businesses based on the total number of employees. the city currently taxes based on square footage. if sent to the ballot approved

h the more a business unt thes would pay per person. it would raise up to $10 million, much coming from apple. two northern california women are suing a sacramento state senator for blocking them from twitter. they allege this violates their first amendment free speech rights. he's a pediatrician, and both women's accounts showed they opposed his efforts to promote universal vaccinations of children. the case is similar to a successful lawsuit that barred president trump from blocking critics on his twitter feed. >> spencer christian is back. i was driving in from the east bay. it looked hazy. yeah, up in the north and to our east as well. it will be that way for a while. the fires are generating a tremendous amount of smoke. and we've been fortunate here in the bay area so far that our air quality has not diminished. the smoke is visible from anywhere in the bay area.

friday. dropping down over the weekend. overnight, fog is continuing to push out over the bay. low temperatures will range from low to mid-50s near the coast and bay. and then some mid to upper 50s in our inland valleys. then tomorrow, highs ranging from about 61, half moon bay, to 63 here in san francisco, 70 across the bay and oakland, 76 at fremont. north bay, 86. santa rosa, 93. cloverdale, 78. inland, 90 antioch. a high of 83 at san jose. air quality, yellow dots and green dots represent moderate to good air quality. and we are fortunate here in the bay area that we have all the yellow and green, moderate to good air quality. however, to our east and northeast, look at the oranges and yellows -- oranges and reds, actuallies, indicating poor air quality or unhealthful air quality. that is because of the smoke being generated from the fires to our north andhe

>> announcer: live where you live, this is abc 7 news. and here are the stories making headlines at 4:30. firefighters continue to try to increase containment on the two major fires burning in northern california. the carr fire is now 27% contained. but today, redding police said 20 people are still listed as missing.

in mendocino and lake countys, can complex fire is -- vic lee was at this base camp for the mendocino complex fire. 2,000 firefighters are staying there. they're working 24 hour shifts. cal fire says ten other states have already sent resources to the carr fire, and there are more resources on the way to california from six more states. yosemite national park just announced that the areas of the park that have closed because of the ferguson fire will remain closed at least through sunday. the park service will reevaluate the closure then. now, to breaking news on the debate over a 3d printed guns, over an hour ago a federal judge put a hold on the plan of release of blueprints for making homemade guns. we're joined from the newsroom with the details. >> reporter: ama, eight states sued to stop the trump administration's move late this afternoon. it was feder jge brakes on the . those plans could have been

expected to pass legislation banning plastic straws, the board's second vote. last week supervisors voted to unanimously pass the ban. if it passes today the bill will go to the mayor for final approval. it bans many plastic items like coffee stirrers. now to special counsel robert mueller's investigation. the first criminal trial for mueller's investigation started today in virginia. behind me you see video of paul manafort arriving. president trump's former campaign chair, at the courthouse to face charges of tax evasion, and bank fraud. arlette saenz with the latest. >> 12-person jury that will decide the fate of former trump campaign chairman paul manafort has been seated. >> and paul manafort has done an amazing job. >> reporter: that jury, six men and six women. four alternates are also on

deck. they'll soon hear prosecutors make the case against manafort for tax evasion and bank fraud, all part of the first criminal trial stemming from special counsel robert mueller's russia investigation. >> this is going to be the paper trail that they follow to follow what paul manafort was doing with the money, tax issues, it's a paper case. >> reporter: manafort has pleaded not guilty to 18 counts of financial crimes. that includes allegations he laundered at least $60 million from consulting work he did on behalf of pro-russian ukrainian politicians. then funneled those funds through offshore accounts. prosecutors say as a result he lived a life of luxury. what the trial likely won't focus on, russia or collusion. a key component of mueller's investigation. >> the trial is just beginning. but remember, it has nothing to do with the campaign. >> ahead of the trial, the president's attorney told cnn manafort has no dirt on the president. >> he has no information incriminating of the president, i know that for aort does not k

anything. >> reporter: the judge told the jurors to expect the trial to last three weeks. at this point it's unclear whether paul manafort himself will take the stand during the trial. arlette saenz, abc news, washington. a top senate democrat is calling for homeland security secretary kirstjen nielsen to resign over the trump administration's now abandoned family separation policy. illinois democrat dick durbin says someone needs to take responsibility for the controversial policy that separated parents from minor children at the border. durbin's demand came during a senate judiciary committee hearing where both republicans and democrats criticized the policy. >> it's not an exaggeration to say that the policies of president trump and attorney general jeff sessions may sshlly orphan hundreds of immigrant children. >> if families and children are going to be kept in federal custody, they must be kept in facilities where they will be treated humanely. unfortunately, recent media

reporting, i've seen, suggests the federal government is faili failing h failing miserably in the task i just described. >> they defended their handling of the policy, likening the facilities where the children were kept to summer camps. the mysterious disappearance of an iowa woman who grew up in oakland remains just that this afternoon, a mystery. authorities told reporters today that they still do not know what happened to 20-year-old mollie tibbetts who vanished two weeks ago tomorrow. they have a good timeline to work from regarding her disappearance. he refused to discuss any evidence that's been collected. >> all i'm saying is we don't know where mollie is at right now. i'm not going to draw any conclusions about the circumstances of her disappearance. it is not consistent with her past. her father attended today ease news conference, but he did not address the media. his daughter was last seen jogging in brooklyn on the evening of july 18th.

her family reported her missing the next day after she did not show up for work. at least 21 cars were damaged in a parking garage collapse in texas. as you look at this video, it is amazing that no one was hurt. a 40 by 40 foot section of the garage in irving collapsed this morning. some cars ended up on top of each other. officials are still investigating what led to this collapse. a chipotle restaurant in ohio, illnesses were linked to that location, the health department has received 400 calls of people reporting illnesses wince sunday many mentioning they did eat at this specific chipotle in powell, ohio. in a statement, chipotle closed the store yesterday out of an abundance of caution. it's recovered from a series of food scares. the effort to avoid phone addiction, what one country is now doing to keep kids off phones. >> and go ahead, you can hold

heads up for anybody planning a weekend ride on bart through oakland in the coming weeks. bart says no trains will run between west oakland and the 19th street station, or between west oakland and the lake merritt station during four upcoming weekends so crews can make track repairs. buses will shuttle the passengers between those stations free of charge during the impacted weekends the following, this saturday and sunday, the weekend of august 25th and 26th, and then labor day weekend, which is september the 1st through the 3rd, as well as september 22nd and 23rd. are you afraid of germs on bart or other public of things to be afraid of. but you might actually be able to grab on without having fear. stephanie ramos has the details. >> reporter: we've all been there, trying to balance ourselves on the subway or a bus without touching the handrails for fear of germs. we get off and use hand
