antioch to concord still in the green at 13 and southbound 101 san rafael to san francisco looking great. wide open at 15 minutes. y. >he headquarters w be getting a per person tax, at least not yet. >> cupertino city council delaying the issue after a number of businesses gave a thumb's down to the new way of taxing employers. abc 7 news reporter matt keller is live for us in cupertino. >> reporter: good morning, reggie and jessica. everybody will have time before they get a chance to vote on this measure. it's not going to be on this november's ballot. everyone will have to wait until 2020 before they decide on the issue. a lot of people spoke out last night at the city council meeting. the proposal would change the business license tax for being based on square footage, paying per employee. the bigger the company the more you play. apple will contribute 7 to $9 million depending on the proposal. businesses less than 100 employees would pay a base rate.

all were against the measure including the chamber of commerce. >> if we make our city less competitive people can go across the border to other cities that don't have the head tax and they will be more than happy to have a large company join their ranks. >> reporter: the city says it would use general revenue to cut congestion, but the major concern the lack of a specific spending plan. the city will spend two years focussing on that. live in cupertino, matt keller, abc 7 news. >> thank you. san francisco has reached a first of its kind deal in california to take uber and lyft rides. the supervisor says the ride share companies agreed to let the city tax a percentage of their revenue. that money will be used for transportation infrastructure projects. here's the breakdown. a 3.25% tax will be applied to single use ride, 1.5% tax will be applied to shared carpool rides.

in exchange the superviseser has agreed to withdraw his measure to place the decision to tax uber and lyft with voters in november. to president trump and his comment on grocery shopping that has the internet buzzing this morning. mr. trump falsely claimed that a photo i.d. is needed to buy groceries. the president returned to the white house after speaking at a campaign rally in tampa, florida. his remarks occurred as he was making an argument for stricter voter i.d. laws and claimed i.d.s are required for everything including grocery shopping. >> if you go out and you want to buy groceries you need a picture on a card, you need an i.d. you want to buy anything you need i.d. and your picture. >> president trump also accused democrats of obstructing his agenda and supreme court nominee judge brent kafanov. today the trial for president trump's former chairman paul manafort enters day two. attorneys in the case offered

opening arguments yesterday in the first trial brought byeciac. both sides told jurors there was a liar in the case. prosecutors say manafort believed the law did not apply to him and lied to the irs. manafort's defense team countered and blamed richard gate, manafort's former deputy. the defense says gates is willing to save anything to save himself. manafort faces bank fraud and tax evasion charges jo facebook has band 32 pages and accounts that the company said were involved in coordinated inauthentic behavior designed to influence the midterm elections in november. the pages followed by more than 290,000 accounts and ran 150 ads. facebook does not know who is behind the campaign. coo sheryl sandberg says the actors went to even, quote, greater lengths to obscure their true identities than the russian-based internet research agency did in the run up to the

2016 presidential election. the san francisco police officer's association responding to one supervisor's call for more foot patrols that comes following an armed robbery at the palace of fine arts. melanie woodro has more. >> reporter: an armed robbery. san francisco police say it happened sunday around 7:45 in the morning, someone robbed women and children visiting the palace of fine arts at gunpoint. >> i'm surprised something like that would happen here because it's a pretty upscale residential area. >> it's alarming and i don't think it should happen anywhere. >> reporter: the supervisor says the northern station has made great strides in enforcement around car break-ins here. >> we know police presence works. >> reporter: we saw san francisco police patrolling but by phone northern station's captain said there wasn't a patrol units assigned that early. the president for the police officers association says more officers are needed in general. >> i think every district is

community on the sacramento river scorched by the carr fire. we're just going to go a little closer in so you can get a good look at this circle formed by bed rock lane and hard rock drive. if you see green the house has very minor damage, yellow means a little bit more, but still not a whole lot. now if you see orange, like that home, that means major damage. and red, means the home is just completely destroyed. if there is no color such as that, it means the house is either undamaged or they simply have no information. we want to take you back out just a little wider so you can see in this neighborhood, most homes, sadly v been de destroyed. cal fire cautions this map is not conclusive and still assessing property and the data could change. we have a link at. kristen sze, abc 7 many people haven't been able to return to their

printsz. the firm reached a settlement with the trump administration to legally publi t onas early as today. eight states and the district of columbia pushed a judge to block the blueprints and the judge agreed. walking away from a plane wreck that's exactly what some passengers in mexico did after their aeromexico jetliner smashed down into a field and skidded to a stop. the crash happened yesterday afternoon in durango during a blustery storm. 103 people were on board a surv. 49 people were taken to the hospital. most with minor injuries. some people even walked away from the plane wreckage before first responders arrived. mexican officials spent the afternoon tracking down survivors to make sure everyone was accounted for. a gust of wind may have hit the plane as it left the runway. a florida man said good-bye to the classroom and hello to doubling his income and now he delivers groceries. ed spent 20 years teaching
