good morning north bay. let's get up and get going. >> this is "abc 7 mornings." >> hope you're having a good morning so far. you are never more than seven minutes away from your accuweather forecast. meteorologist mike nicco is here. hi, mike. >> hey, jessica, reggie, head's up, we have some of the fog developing along the coast. two miles visibility half moon bay and some is slipping to places like santa rosa and convenient eventually will take over petaluma. that will increase the next hohour or two. mist in the air also. temperatures in the mid to upper 50s close to where we were yesterday in my accuweather 12-hour planner. we're going to hit 77, very comfortable inland at noon, 86 not as high as yesterday and 68 around the bay to 74 and look at tose 50s stuck at the coast. all 12 hours. let's see if you're going to be stuck in traffic this morning. hey alexis. >> oh, boy i hope not, mike. so far there aren't many spots that are slow at this point in the morning and we're looking live at the bay bridge toll plaza right now. no metering lights yet as you can see. everything moving through okay

and last time we checked we had a stack up in the cash lanes on either side of the toll plaza not the case now. they have a few more booths open looking better. westbound 88 580 tracy to dublin, no delays, antioch to concord at 14 and soubound san rafael to san francisco as mike said we have fog out there this morning that is not slowing you down so far. that's in the green at 15 minutes. >> thanks alexis. a tsa proposal is making waves this morning and could get rid of screening altogether at airports. >> that is taking some passengers and security experts by surprise. abc 7 news reporter matt keller is live at sfo to explain. hi, matt. >> good morning, jessica and reggie. going through security at airports is never fun, but some people are confused and concerned about this latest report believing that it could make flying unsafe. now this is just a proposal, nothing has been finalized just yet. the tsa proposal is to eliminate

security screenings at more than 150 small and medium-sized airports that operate commercial planes with 60 seats or less. that's about 10,000 daily passengers. those passengers and their luggage would be screened at the larger airports like sfo before leaving on their connecting flight. why would they do that? according to cnn the move would save $115 million which could be used to bolster safety at larger airports. tsa's operating theory smaller planes are less attractive targets to terrorists. security expert rick smith spoke to abc 7 news by phone and worries without screening weapons could be brought on to planes. >> you open up a hole there in security, you compromise the entire system. >> reporter: tsa released a statement which says there has been no decision to eliminate passenger screening. no word on which specific airports would be impacted. reporting live at sfo, matt keller, abc 7 news.

>> thank you. now to our fire coverage, there are 19 active wildfires that are burning across the state right now. we have updates on the ones burning close toast us. >> the steele fire near berryessa is contained. >> let's go north of there to mendocino county and a new fire is burning below the mendocino complex fires. now this one is called the western fire and broke out yesterday off highway 101 south of hopland and burned 45 acres. >> the mendocino sheriff's department is warning residents to be ready, though, to evacuate if they feel unsafe. >> now to the actual mendocino complex fires, abc 7 news reporter lilian kim was at a community meeting in lakeport where residents got some answers. >> reporter: as the sun was setting, no flames could be seen from lakeport, but the thick smoke coming from flames miles away continues to permeate the communities along clear lake.

hundreds gathered in kelseyville to get an update on the river and ranch fires which are called the mendocino complex. >> i've always tried to be the strong one to not show how worried i am, you know, but we're getting by. >> our concern is up here at the top above lakeport. >> reporter: the incident commander hopes residents will be allowed to return soon. >> what we don't want to do is put people back in their homes that have been evacuated for a week and then have something go bad on the incident where we have to re-evacuate the folks. >> reporter: elected leaders try to offer reassurance. mike thompson says federal help may be on the way. >> i was on the phone today with the white house and with fema and they tell me they're trying everything possible to combine our disaster with the shasta county disaster so we'll meet that threshold. >> reporter: despite some

optimism some residents left somber, years of fire danger is clearing taking a toll. >> we've been going through this for five years and it's like we haven't got a break. sad. >> that was our lilian kim reporting. 14 homes have burned there so far. cal fire hopes to have full containment by tuesday. to the carr fire burning out of control in shasta and trinity counties. cal fire's update shows the fire scorched more than 121,000 acres and 35% contained. evacuees are waiting to return home but reuniteded with some of their pets. terry fox from redding says leaving her horse elle was one of the hardest decisions that was made. >> she can sense her anxiety being in the trailer and wouldn't go in. two years i gained a trust with them and they trust me and then i have to turn my back on her. >> fox says she was prepared to never see elle again.

then she saw a video from abc 7 news of fire crews trying to calm a runaway horse. fox says she recognized elle and felt relieved when animal control located her and staying with a new friend until they can go home. >> the oakland a's pledging $20,000 to help those affected by the carr fire according to the team's vice president of communications and community. as you see there are a lot of fires we are following. find more information on all of them including the one burning near yosemite at abc7news.com and our abc 7 news app. this morning bart is responding to a lawsuit by the family of nia wilson who was stabbed to death at an oakland bart station. wilson's family says bart failed to protect her. the lawsuit claims the suspect john cowell should have been banned from bart following a stop days before the fare evasion. bart issued a statement saying in part, quote, nothing is more important than the safety of our riders and employees. we are thankful the suspect is in custody due in large part to

our surveillance system. we are hearing from the justice department after president trump's executive order on sanctuary cities was ruled unconstitutional. california's ninth circuit court of appeals made the ruling yesterday. the order threatens to withhold funding from cities that limit cooperation with immigration authorities. san francisco and santa clara counties sued the trump administration over that policy. justice department called it a victory for criminal al leens of california. >> you are never more than seven minutes away from my accuweather forecast. san leandro, cool spot at 52 degrees. we have 57 at hayward, 55 oakland and berkeley and also in fremont. rest of our neighborhoods, 52 novato, san francisco, also napa, 61 in san jose, 55 in livermore, and brentwood discovery bay 62 degrees. it's misty out there again this morning. high frizz factor as the humidity is coming out of the clouds in the form of mist and

once again and a little bit shy of average this afternoon. san rafael one degree warmer at 81, san jose spot on at 82. you look at the rest of our micro climating, two to four degrees cooler. a heat wave is brewing. i will see you in a few minutes with that. >> thank you. in one lakeport neighborhood the river fire torched everything in its path except for look at this, one of the vineyards there. wine growers say vineyards can be used as a tool to battle large wildfires. >> we can show you something right here, that's green growing tissue. it doesn't burn very easy, versus dried out brush that is and hasn't been irrigated or hasn't been rained on in a long period of time. >> and because of that, experts say vineyards can serve as a fire break. >> senator dianne feinstein's former driver was fired after accused of helping chinese spies. >> he was fired five years ago but a source confirmed what happened to the chronicle this week.

the report cites a story about silicon valley espionage and says feinstein's driver in california passed on political intelligence to officils based on the chinese consulate -- i should say based in the consulate. the chronicle is reporting the fbi alerted the senator five years ago. investigators found the driver did not reveal any classified information. a terrifying moment caught on camera in detroit. a suspected carjacker jumps into this van at a gas station on tuesday. a little girl was inside, but you see there, she jumped out right before the suspect sped off. see her running away. her mother was inside the store. so do you see how the little girl is running away and the mom toward the van. they didn't see each other. the mom thought that that girl was still in the van. it turns out the store clerk brought the child inside and kept her safe. >> she was crying so much. it was so bad. i couldn't believe it, you know. yu call the police and i told

them, your mom will be back and i will take care of you. >> wow. >> the mother returned three hours later, relieved to find her child unharmed. the carjacker is still on the run. >> wow. >> now to an amazing survival story in mexico. >> this morning, we're seeing new video inside the aeromexico jetliner as it came crashing down. down. look at this. >> wow. someone videotaping the exact moment there, the plane heading for mexico city smashing into a field. not a mile from the end of the runway in durango, bursting into flames. the video on your screen, the aftermath of that crash and you can see smoke coming from that plane. incredibly in the story everyone survived. 103 people on board. the captain was the most seriously injured, 49 people had to be taken to the hospital including a chicago priest. abc news spoke to him from his

hospital bed. he says it's an absolute miracle everyone survived. >> it was a strong, heavy bump that i could actually feel the landing gear buckle. >> ntsb is assisting mexican officials with the investigation as they work to determine the cause of tuesday's crash. a silicon valley firm could soon be testing self-driving cars in sacramento. phantom auto signed a deal with the six and it will prepare downtown streets for automated vehicle testing. it specializes in technology to remotely monitor cars. driverless cars in sacramento will be monitored by people 100 miles away at the phantom auto office in mountain view. once testing is complete the company plans to invite autonomous car companies to test their vehicles in sacramento. a big recall this morning in the legal marijuana business. herb company is pulling the

south bay, gilroy. 76 milpitas. mainly 70s along the peninsula today. another breezy day. fastest breesz around millbrae. most of our temperatures along the coast will struggle into the mid and upper 50s. low to mid 60s in san francisco and sausalito. speaking of the north bay vineyards, santa rosa 86, napa, lakeport 95, 81 san rafael. 70s for the east bay, 60s berkeley, oakland, rcichmond. our east bay valleys mid 80s to 90s. 50s tonight with the cloud cover and drizzle and bump up a couple degrees friday and saturday but nothing extreme. we'll cool down but that's a tease. look at the temperatures next week. those may be a little low. we'll keep an eye on it. >> thanks, mike.

overall we're doing okay. i want to head out to the central valley where no surprise we've got a little delay out of the tracy area. westbound 205 about 13 miles an hour. westbound 580, 14 miles an hour. take note of the eastbound side of the roadway. they have wrapped up the grinding and paving work on the eastbound side. we've had between 15 and 30-minute delays on the counter commute side of 580 for the last couple weeks. live at the bay bridge toll plaza no metering lights. that will change. a quick check of drive times too. 50 minutes, westbound 580, tracy to castro valley. northbound 101, highway 85 to the san jose airport looking great at 12 minutes, northbound 280 between highway 1 and san francisco, wide open at 10. >> thanks. chipotle, chili's, arby's, "gma" first look those restaurants among 100 companies targeted in a massive cyber crime ring. >> authorities say they've taken down high-ranking members

a college student from boston facing charges in silicon valley in connection with the theft of $5 million in cryptocurrency. 20-year-old joel ortiz accused of stealing the cryptocurrency. investigators say ortiz duplicated sim cards to hack into accounts. the santa clara district attorney's office is leading a task force investigating these crimes. >> these hackers believe that this type of crime won't be investigated because it's too confusing and too difficult for us to prove. >> ortiz has information technology -- i should say is a tech -- technology student at the university of massachusetts boston. a happy story amidst the rubble of the carr fire. jerry lost his home in the fire but was determined to find his late grandmother's diamond wedding ring. he wrote on facebook he was about a half hour into his search when he says he looked to the sky and asked his late

is 38% contained. number two, cal fire plans to hold a community meeting to update neighbors affected by the deadly carr fire burning in shasta and trinity counties. it's now scorched 121,000 acres. that fire is 35% contained. number three, i wanted to open our weather window from the roof camera to give you an idea of what to expect this morning. mist and drizzle hanging in the air. the sea breeze keeping our temperatures cooler than average, but we have clean air this afternoon. >> number four, the family of oakland's macarthur bart station stabbing victim nia wilson suing the transit agency saying it should have done more to protect her and her sister. investigators believe john cowell randomly attacked wilson at the station. >> number five the tsa considering a proposal that would eliminate security screenings at more than 150 small and medium-sized airports. according to cnn, the plan would affect commercial planes with 60 seats or less. no final decision has been made.

today, 5:26 the official time according to chp. things starting to stack up into the maze there and then as mike showed us, yep, you probably will have to flip those wipers on once you make it to the san francisco side. drive times, highway 4 to the maze 18 minutes, 12 minutes across the bridge through the toll plaza, san francisco to sfo in the green at 9 minutes. >> thank you. bart is now responding to a lawsuit filed by the family of nia wilson. >> she was stabbed to death at macarthur station in oakland. her family claims the agency fell short in a major responsibility. amy hollyfield is live at the pleasant hill bart station where the suspect was arrested with more on both sides of this suit. >> reporter: hi, reggie. the family says that bart has a duty to protect its paerpssenge but officials point out he was arrested an this station because of their surveillance cameras. john cowell was arrested and

accused of killing a young woman on a platform. the lawsuit says he should have been banned from bart because he was caught for not paying his fare just days earlier. he is accused of stabbing 18-year-old nia wilson to death and police say it appears to be a random attack with no motive. nia's family is suing bart saying the attack was foreseeable and preventable. bart has stepped up police pa patrols in the last year, has installed working cameras on all trains, and has cracked down on fare evasion. a statement from a spokesperson at bart goes on to say, our hearts break for the wilson family. their grief must be unbearable. bart as an agency will continue to do all we can to ensure a safe trip for our riders. nia's funeral is scheduled for 11:00 in the morning tomorrow. amy hollyfield, abc 7 news. >> thank you. this morning thousands of firefighters are continuing to

battle 19 wildfires across california. >> close to home, crews are struggling to gain ground on the mendocino complex fires which consist of the ranch and river fire but there is a new fire, the western fire, broke out yesterday afternoon off highway 101. the western fire has burned 45 acres and 50% contained. the mendocino sheriff's office is warning residents to be ready to evacuate if they feel unsafe. let's update you on the mendocino complex fires. the ranch and river fires have burned nearly 95,000 acres. the larger ranch fire is 15% contained while the river fire is 38% contained. last night hun drenz of evacuees gathered in kelseyville for a community meeting hoping to find out when they will be able to go back home. the incident commander says they don't want to bring people back only to have them evacuated again. he's hoping residents will be allowed to return soon. every day comes a new challenge.

14 homes have burned so far. cal fire hopes to have full containment by tuesday. cal fire plans to hold a community meeting to update neighbors affected by the carr fire in shasta and trinity counties. it's scorched 121,000 acres of land. it is about the size of the city of san jose for you to get an idea of just how big that fire is. cal fire says that the carr fire is 35% contained as of this morning. the number of structures destroyed still at 1400. all 60 people that were reported missing in the fire zone have now been located. some evacuated residents were allowed back into their homes yesterday. the carr fire still creating its own weather system at this point making it really a challenge for firefighters to deal with those flames. it's hard to predict where that fire is spreading at this point. >> some other local news, a whirlwind start for san jose police department's helicopter. >> the chopper

service and it's already helped track down a suspected bank robber. 46-year-old brian austin is accused of robbing the city national bank yesterday just before 1:00 p.m. at the same time the flight crew for the new police chopper heard the police broadcast, jumped into action, and they were able to spot austin with the on board camera equipment. the crew then saw the suspect park at san jose international, change his clothes and board a shuttle there. officers were able to arrest him. >> housing and services for the homeless will get a bigger chunk of san francisco's new budget. abc 7 news was in soma as mayor london breed signed a two-year, $11 billion spending plan yesterday. the city will spend $60 million on the homeless population. that includes $12 million for people who have just become homeless. >> we have to do a better job as a city in providing the resources, but also we have to make sure that people know that the option to sleep on the streets is not an option,

especially if we have an alternative. >> the budget earmarks $800 million to build and preserve nearly 3,000 housing units. jo in san jose, housing advocates rallied outside city hall before a packed community meeting on solutions to end the city's homeless crisis there. caltrains revealed it's teaming up with non-profit groups to build temporary transitional housing under freeways. >> we're housing them anyway if you look at it. thousands of people in our right of ways. how do we partner with cities in the non-profits to make a difference. >> winter comes, people die in the streets and i see it and know too many people that died. they're god's children too. we have to do something. >> homeless advocates called on silicon valley tech companies to provide relief. not a big surprise but former president barack obama has endorsed gavin newsom for governor in the november election. in the statement obama praised newsom for his work as mayor

around napa towards mount diablo. mendocino complex, ferguson fire the way the winds are blowing that smoke around keeping it away from us. definitely have dangerous conditions for everybody that has to be around those fires. at least the next two to three, maybe four days. be careful. >> thanks. more people getting sick after eating a chipotle restaurant in ohio. more than 500 people reported feeling ill. one person is filing a $25,000 lawsuit against the chain. health inspectors checked out the location in question and found some pinto beans were not kept at the correct temperature. they're allowing the restaurant to reopen after it voluntarily closed on monday. this is not what you want to happen at mcdonald's. a woman in canada says she orderd a latte but was served a cup of cleaning solution instead. sara douglas picked up her order at a drive-through mcdonald's in alberta and took one sip and immediately noticed something

provided this footage and officials decided to relocate the pair to a remote location saying it will be a little easier and safer for the pup to spend the next several months there gaining strength and weight. the center says this is a great example of the community alerting them about potentially harmful situations for wildlife and looks like everything turned out okay. >> glad to see them. get them to a private spot it looks like. a couple issues to talk about on the roads this morning. i want to take you to the first one in san jose, southbound 101 before de la cruz boulevard, vehicle broke down in the middle of the roadway. that was then hit by another vehicle. unfortunately that is now blocking the two middle lanes, but everyone in both of those vehicles are okay. that's the good news. just a slight backup in that direction. and backup is growing on 880. a crash on the counter commute side, northbound 880 before whipple road involving a couple vehicles blocking one lane right now. we have onlooker delay on the
