we're back now with we're back now with some incredible video of good samaritans and police saving a driver from a burning car in los angeles. the lexus overturned after a chain reaction crash and burst into flames. the driver was unconscious, so these rescuers used dirt and extinguishers to try to put out that fire. and eventually, they pulled the driver to safety. incredible. >> thank goodness for their quick thinking. now to somebody who wasn't thinking. yellowstone national park. a story that makes you just ask, why? why? >> park officials are investigating this scene from earlier this week involving a man and a giant bison. check it out. the man goes up to the bison, and it looks like he's taunting it. the bison at first seems to pay him no real attention. >> because he's like, dude, i'm

from abc news, this is "world news now." >> good morning to you all. we begin this half hour with a new appeal and new theory from the family of a missing iowa student. >> the search for mollie tibbetts is in its third week. her family is upping the reward to $172,000. they believe their daughter has been kidnapped. here is alex perez. >> reporter: the family of missing university of iowa student mollie tibbetts with their biggest public plea yet, asking for mollie's safe return. >> i do think she's out there and i think we can bring her home. >> reporter: the reward skyrocketing to $172,000. >> we believe mollie is alive. we are pleading with you to release her.

>> reporter: they did not say if their plea was based on anything they learned from police about mollie who was last spotted july 18th. she was living with her boyfriend who was working 100 miles away. >> if they're listening, i would like them to know imagine this was you, how would you feel? do the right thing and let her go. >> reporter: crime stoppers of iowa say all tips will be kept confidential, including a possible citing at this truck stop in missouri. and investigators canvassing this field, both leads turning up nothing. here in brooklyn and across the area, there are signs like this one about everywhere you look. there are about 40 investigators working this case every day. family members believe there is

someone out there who has a clue that will help investigators crack this case. alex perez, brooklyn, iowa. >> we're seeing new images of an abduction of a girl at reagan airport. images show a male and female suspect and the 12 year old and the female suspect walking through the baggage claim area. the girl is in extreme danger. she was in america with a chinese tour group. a 19-year-old was in a car chase and shot at police before running into that home daycare run by his grandmother. authorities pulled children to safety through windows. no one was injured. president trump is talking about the russia hoax during a rally. but some in his administration are saying they are doing everything possible to protect

plays out, the trump administration is looking to wipe out an obama-era policy, proposing rolling back rules that require automakers produce more fuel-efficient cars. in 2012, the obama administration set higher gas mileage standards with the goal of reducing greenhouse gas emissions and air pollution. the current administration says those requirements raise prices on cars and leads to americans driving older cars longer making the roads less safe. the white house says it's not a done deal. >> it was a notice of proposed rule making, not a final rule. >> reporter: but the move could spark a fight with states that want to make their own standards higher. turning now to the crisis in lynchburg, virginia. dozens of homes are under threat of the potential break of a dam. >> the crisis is being fueled by days of severe storms and torrential rains up and down the east coast where millions of americans are under flash flood watches.

so do millennials. but it turns out those could be two big factors in making the roads safer. dui arrests are way down. one of the things being credited is ride sharing. i spoke with a detective from the miami police department. they saw a 65% plummet in dui arrests in the last four years. >> what's helped a lot has been the different modes of transportation, the ability to have transportation at your fingertips using a smartphone. can you dial up any of the ride share programs and within minutes you have a vehicle ready to take you. >> he says there are a lot of factors, vigorous enforcement, education programs. mothers against drunk driving teamed up with uber in florida. among young people. we'll have more numbers, maybe from your city, on "start here" later this morning. now a warning about
