why they're becoming less effective. >> oh, no. oh, no, oh, god. a man at yellowstone quickly learns not to taunt a bison. and from the ring to the municipality, the wwe star winning an election overnight. good morning. i'm ryan smith in for kendis gibson. >> and i'm diane macedo. we begin this morning with that breaking news we've been following out of lynchburg, virginia. after days of torrential rain, the city's college lake dam is reaching its breaking point, and evacuations are under way. a total failure could flood parts of the city with feet of water in just minutes. elsewhere along the east coast, tornado warnings were triggered for parts of new york city and storms forced thousands of fans at the jay-z and beyonce concert to seek shelter.

overnight evacuations under way in lynchburg, virginia, as fears of a possible dam failure rise. 6 inches of rain in just a few hours has pushed the college lake to fill beyond capacity and officials say if the dam gives way, water levels in the town would rise 17 feet in less than 10 minutes. rescue crews worked into the night pulling people to safety in the floodwaters. >> we have our rescue boats here and they have been searching around the apartment. >> dozens of people in this apartment building in the nearby town of timberlake also forced to evacuate after waters surrounded the building. >> i want you to pay attention. >> reporter: in new jersey powerful storms were even too much for beyonce and jay-z. everyone in the packed metlife stadium was forced to leave their seats as strong wind, rain and lightning approached before the couple's "on the run 2" concert. farther south -- >> the water is still rising. >> reporter: -- homes and

businesses swamped in a georgia town as floodwaters overtake cade spring. and in arizona more evacuations as a monsoon brings this massive wall of dust, heavy rain and more flooding. and some of those areas will get more rain today. we'll have the forecast from accuweather in minutes. the country's top national security officials are sounding the alarm on current russian election meddling, but as they address the issue, president trump complained about a russian hoax. abc's stephanie ramos has the latest from washington for us. good morning, stephanie. >> reporter: diane, good morning. last night president trump took the stage at his second rally this week, this time to support a senate candidate in pennsylvania, but the focus quickly turned to the wall, the media and his, quote, great meeting with russia's president. president trump at a campaign rally in pennsylvania repeated a familiar message. >> we're being hindered by the russian hoax. it's a hoax, okay. >> reporter: but hours earlier the president's own top national

security officials telling a different story, warning voters about the russian threat against the 2018 and 2020 elections. >> it goes beyond the elections. it goes to russia's intent to undermine our democratic values, drive a wedge between our allies and do a number of other nefarious things. >> reporter: that message echoed by the fbi director. >> russia attempted to interfere with the last election and continues to engage and malign influence operations to this day. >> reporter: just over two weeks ago standing next to russian president vladimir putin president trump refused to blame russia for meddling in our election. >> i have great confidence in my intelligence people, but i will tell you that president putin was extremely strong and powerful in his denial today. >> reporter: as the administration continues to face criticism from both republicans and democrats for not doing enough, president trump's national security team says they are taking action because russia

did interfere, and they're trying to do it again. >> our focus here today is simply to tell the american people, we acknowledge the threat. it is real. it is continuing. >> reporter: once the president returned from his summit with vladimir putin, he said he accepted the intelligence agency's conclusion that russia interfered in the election adding that others might have done so, as well. the white house refuses to say who the others are. ryan and diane, back to you. >> all right. that's abc's stephanie ramos for us in washington. thanks, steph. ivanka trump is speaking out against the separation of migrant children from their family, a policy that was put in place by her father. when the president reversed the policy, he said his daughter had privately urged him to find a solution. during the event in washington, she called the issue a low point of her tenure at the white house. ieel very strongly about that, and i am very vehemently

against family separation. my mother grew up in communist czech republic. >> but we are a country of laws. >> trump also disagreed with her father's assertion that the media is the enemy. the president later tweeted his daughter is correct saying it's the fake news that's the enemy of the people. police have released new images of a child abduction at reagan national airport. they say this 12-year-old girl is in extreme danger. she was visiting from china with a group tour when investigators say she split from her group before checking in at the airport. she was last seen meeting up with a woman and then get into a car. >> the child appears to have left without any force. she entered the vehicle without any force, but that does not release any of our concerns. we're still very concerned because we don't know the reason why this child left with that asian female.

>> police say the tour group was expected to travel to the west coast before returning home to china. time now for a look at your weather this friday morning. good morning. while we've seen some heavy rainfall in parts of virginia and also north carolina, flash flood watches remain in effect across the eastern seaboard and a chance for some severe storms to pop up in parts of the northeast for your friday. another location where we could see some strong to severe storms is going to be in parts of the dakotas and western minnesota. as we head to the west, no relief for firefighters. things are staying very dry with low humidity. i'm meteorologist regina miller with your accuweather forecast. coming up, why hand sanitizers are becoming less effective. also ahead, police in colorado are defending their actions after a homeowner was shot and killed during a home invasion. how a hearing problem may have

good afternoon, everyone, and thanks for joining us today. >> cbs ceo les moonves spoke publicly for the first time since being accused of sexual misconduct. moonves sidestepped any mention of the scandal on a conference call about the company's finances. meanwhile, cbs has hired two prominent attorneys to look into claims against moonves and the culture at cbs. this comes as the "l.a. times" reports the cbs board has known for months about allegations from one accuser who says he

assaulted her three times in the 80s. the district attorney decided it was outside the statute of limitations. cbs and moonves are not commenting on the latest allegation. he has previously denied assaulting anyone or misusing his position of power. prosecutors in the fraud trial of former trump campaign chairman paul manafort now say they have every intention to call their star witness to the stand. the defense claims manafort's former business associate rick gates is behind the financial crimes, but manafort's bookkeeper testified that manafort approved every penny of the personal bills she paid for him and she says he told her about his offshore bank accounts. the trump administration wants to lower emissions for cars and trucks and reverses an obama-era policy and the white house says strict requirements matopeive and that causes people to older cars which cause pollution. at least 18 states are planning

they call for the city's mayor, rahm emanuel, to resign and also demanded better schools and economic opporni arrests we reported. a colorado police chief is now explaining his officer's actions after they killed a grandfather and veteran in his own home after he shot an intruder. >> officers in aurora shot homeowner gary black after 911 was called to the home. now, the police chief says that black was hard of hearing and may not have heard orders to drop his gun. here's abc's maggie rulli. >> reporter: we're now hearing the back and forth between police as authorities respond to a frantic home intruder call in aurora, colorado. >> there is somebody trying to break into a house. lots of people crying. there's somebody that's bleeding there. >> reporter: authorities describe body cam video that they say shows officers arriving on the scene unsure of what the intruder looks like. that's when one of them sees 73-year-old gary black with a handgun. >> for the next 13 seconds, officers continue to give at least five commands to mr. black

to drop the gun and to show his hands. mr. black did not drop the gun. >> reporter: police then shoot and kill the vietnam war veteran only later discovering black had just saved his grandson's life. his grandson, an 11-year-old, was found being assaulted by an intruder in the middle of the night. >> i just immediately shot into the bathroom to find this naked guy soaking wet holding like on his back with his feet out of the tub choking my son, biting his left ear. >> reporter: the boy's father says that's when the grandfather, black, runs in shooting and killing 26-year-old dajon harper. >> he lived a hero. he died a hero. >> reporter: police say the same officer who shot black also shot and killed a fleeing suspect a month earlier. an attorney for the family argues it was too soon to have him back on the street, but authorities say they believe he was ready. >> number one, he went through all the requirements that are part of our policy. >> reporter: maggie rulli, abc news, new york.

the parents of missing university of iowa student mollie tibbetts say they believe their daughter was abducted. rob tibbetts and laura calderwood made that claim as they upped the reward in the case to $172,000. they also pleaded with potential kidnappers to set their daughter free. tibbetts' parents haven't said whether their belief that mollie is alive is based on police information. a lead about her possibly being spotted in missouri has been ruled out. a lawsuit could end up having ramifications for roe vs. wade. wendy and jack penniman are among hundreds of couples who lost their frozen embryos after a storage tank malfunctioned and sued to have their embryo redefined as a person not property, but a judge threw that lawsuit out. now they're trying again asking an appeals court to declare that life actually begins at conception. >> i think that although we're still grieving, we're at the

point where we're just ready to take it as far as we need to because the same way that we would fight for our children that are here, we're going to fight for the ones we've lost. >> the couple is reportedly willing to take their case as far as the supreme court. a new study suggests our overuse of hand sanitizers is breeding stronger bacteria. researchers in australia have found that several strains of bacteria are becoming more tolerant of those alcohol-based tan sanitiz-- sanitizers and grg resistant to drugs. researchers say in hospitals and homes our first line of defense should be soap and water before we reach for sanitizer. a quick-thinking dad in china is being credited with saving his young daughter. security video you see here shows them in their apartment where an electric scooter was charging. the man unplugs the scooter as it starts smoking, and they get away as the room fills with smoke and that scooter or its battery explodes. no one was hurt, but the blast caused a few thousand dollars in damage. and yellowstone national park officials are looking for

the man in this video. they say that he was taunting a bison. the man flexed at one point, grunted at the animal, which then charges him. you see right there, look at that. now, park officials describe the man's behavior as reckless, dangerous and illegal. they say people are supposed to be at least 25 yards from animals in the park. he may face a citation. >> now we see why those rules are in place. >> my goodness. well, for nfl die-hards, thursday night was like christmas day. >> chicago and baltimore met in the first preseason game of the 2018 campaign. that's right. it's back. the bears and ravens played in the hall of fame game in canton, ohio. baltimore won, 17-16. up next in "the pulse," a successful political candidate who you may have seen in the wrestling ring. and also ahead, the kid with the perfect nickname. catch him if you can. plus, a couple's big moment gets robbed in a way. wait till you see who stole the show. show. oh!

and 90s returning inland. i'll let you know how long it will last coming up. >> good morning, mike. i want to head up to the north bay where we had a serious crash that started just after midnight last night. it started with a wrong-way driver ended in a multicar collision and a fatality as well. motorcycle rider is dead. they are just wrapping up this investigation and picking up this closure. northbound 101 past airport boulevard. i believe within the last couple minutes they opened everything up. i will have an update in a few. other than that we are quiet. westbound 92, san mateo bridge, some very light volume this morning. >> okay. thank you. a red flag warning goes into effect as flames from one of the mendocino complex fires threaten more neighborhoods in lake county. >> the ranch fire has grown to nearly 84,000 acres and only 33% contained. mandatory evacuations are issued for parts of lake county near the east side of the mendocino national forest.

to the south the river fire has grown to 41,000 acres. containment has increased to 50%. cal fire says the flames are being fueled by hot temperatures and difficult to access terrain. fire crews are focused on structure protection with 8200 buildings threatened. officials are trying to stop the ranch fire's northern towards lake pillsbury, a summer community full of rentals. firefighters in shasta county say they're making progress getting people back home after evacuated by the carr fire. this morning only five neighborhoods in redding and some scattered areas remain evacuated. the carr fire has burned nearly 127,000 acres since it began nine days ago. it's still only 37% contained. more than 1500 structures have burned, about 1,000 of those are homes. six people have died. more members of the california air national guard are being deployed in the fire
