more than 454 miles since they started 11 days ago. cal fire says this fire incident is now the largest wildfire in state history. flames have destroyed 75 homes. fire crews say they're working to prevent the fires from advancing farther into residential areas. >> and we are certainly experiencing the effects of the wildfire. sky fire shows a hazy sky in orinda. a spare the air alert is in effect for tomorrow. the smoke from wildfires across the state is so prevalent, in fact, it's been detected in the midwest too. >> and here is a quick look at the overall wildfire situation currently in the state. according to cal fire, 19 wildfires are burning. at least nine people have died. seven of those victims were killed in the carr fire in shasta and trinity counties. the fires are threatening communities from northern siskiyou county to as far south as riverside county just west of palm springs. and this is just the beginning of wildfire season. abc 7 news reporter david louie looked into why these catastrophic events keep setting records.

he is live at a burn site in milpitas. david? >> well, ama, the scorched hillside towering above me is an indication of how vulnerable california is to wildfires. the string of devastating fires we've seen this summer are only going to intensify in size and this scope, according to climate scientists who are doing the research. they think they know why. climate scientists say the magnitude and number of the summer's wildfires should be a warning of what lies ahead. a cycle is already in place that future fires will be even larger and more devastating than what we've already seen. the mendocino complex fire has become the largest in state history, bumping last december's thomas fire in santa barbara and ventura counties to second place. what's striking is that out of the ten biggest wildfires in california, dating back to 1932, seven of them have occurred in the past 11 years. >> with the temperature gradually rising, it wouldn't surprise me in the least if every year the fires get a

little bit bigger, a little bit bigger. so you're going to be breaking the record every year, every three years. >> allison virger is chair of meteorology and climate signs at san jose state. she says there are two factors behind this pattern of record-breaking fires. one is tied to variation miswarm and cool surface water in the pacific which affects temperatures online. >> we're in the part of the psych wrinkle we're warmer and dryer. and then we'll head to cooler and wetter. >> and that would be driven by giant slow oscillations in the pacific ocean. >> the other cult pretty she says is the rapid rise in carbon dioxide which is contributing to warmer temperatures, even at night when fire crews count on higher humidity to get a handle on containment. >> relative humidity depends on water in the atmosphere, but also temperatures. so you won't get that rebound at night quite as well as you used to as it's warmer overnight.

>> professor virger says this summer's california wildfires should serve as a wake-up call along with all the triple-digit weather we've had. we're expecting a lot more of these incidents in size and in intensity. in milpitas, david louie, abc 7 news. >> all right, david, thanks very much. president trump said he is closely monitor trg california wildfire. >> it's been a very tough situation taking place in california for a number of years, and we're going to have to so v some meetings about it, because there are reasons what's happened. >> his comments reference a tweet he sent sunday saying the wildfires are, quote, made much worse by bad environmental laws and water is foolishly being diverted into the pacific ocean. cal fire says there is no water shortage and climate change is what is making the fires worse. the white house has declared a major disaster for those affected by the carr fire that started in shasta county. and there are roughly 16,000 fire personnel fighting

wildfires all across california. earlier today, the alameda county fire department paid tribute to those crews, posting this photo on facebook. it shows a cal oes strike team made up of alameda county, fremont and oakland firefighters. san francisco is stepping up the efforts to get the critically homeless off the street. the goal is to interview 2,000 homeless residents by the end of october and prioritize them based on need. starting in november, those with the biggest need will be placed into supportive housing. this is part of mayor london breed's $60 million effort to address homelessness in the city. a family is demanding answer as following the death of a woman outside of our station. jessica st. louis was found outside the dublin pleasanton bart station 11 days ago. investigator says she died from a drug overdose just hours after being released from santa rita jail. as abc 7 news reporter vic lee explains, her family is now blaming the jail.

>> see her on her way. it was too early. >> those here at the rally say jessica st. louis' early morning release from santa rita jail was a death sentence. jessica is with the women's freedom. >> with no support, with no resources, with no transportation is a harmful practice. >> 1:25 early saturday morning, july 28th. the 28-year-old woman walked out the doors of santa rita jail. she'd spent almost two weeks here for grand theft and several minor crimes. st. louis walked more than a mile down this road to the dublin pleasanton bart station. her body was found around 5:30 a.m. at the pickup area by bart. dead from what appears to be a drug overdose. st. louis' foster mother was at the rally. she said her daughter had no cell phone. >> well, i'm sorry jessica did not have a cell phone because

had she had a cell phone at 1:30 a.m. in the morningsing, she would have called her parents. >> the sheriff's office says st. louis' death was an isolated case, and that stopping releases for part of the day would be against the law. >> we shut down release operationser for continuous periods of time, we would be holding people over incarceration times, and then we would get sued because it would be illegal detentions of people. >> abc 7 news has learned tonight that state senator nancy skinner is considering proposing legislation that would stop night releases of prisoners at santa rita jail. vic lee, abc 7 news. the suspect in a double stabbing at the macarthur bart station friday night has been arrested. 27-year-old solomon espinosa was taken into custody earlier this afternoon. he was wanted in connection with an attack that happened on a richmond bound bart train. one of the victims was cut on the arm, the other in the face. neither were life threatening

abc7news.com where we have several stories on the construction and neighborhood. a bit of a bombshell today from tesla's ceo, who shook investors and fans with the company with one tweet saying he is considering making the company private. reaction was swift and severe, both on social media and wall street. trading of tesla stock was halted. it then closed up $37.58 at $379.57 a year. abc 7 news reporter chris nguyen is live with a look what going private could mean for the company, and also, chris, its investors. >> yeah, dan. so many people have been talking about this proposal from tesla's ceo elon musk. tesla gearing up to go private after nearly eight years of being a publicly traded company. it would cost $70 billion rather. just hours into the trading day, a shocking announcement from tesla's ceo elon musk, proposing

one of the biggest buyouts in u.s. history saying via twitter, am considering taking tesla private at $420. funding secured. musk claims he wants the company to operate at its best, free from as much distraction and short-term thinking as possible. >> peace of mind to be able to improve his production capacity at his fremont operations. >> dr. fred burez at san jose state university says it makes sense. >> you're a private company you're not going to be scrutinized by the public or the analysts on a daily basis or weekly or monthly or quarterly basis. >> some wondered if it was joke. at one point it prompted relaters of the nasdaq stock market to suspend trading until musk released a memo clarifying his tweet. in it he wrote this proposal to go private would ultimately be finalized through a vote of our shareholders. if the process ends the way i expect it will, a private tesla would ultimately be an enormous opportunity for all of us. however, expert says the buyout

with this police officer, this concord police officer. he has been showing them around, showing them inside the cop car. and that's really the goal, to engage police with the community and help build that trust, especially with immigrant communities. there's also a social media challenge going around right now that's helping do just that. by now you've seen these viral videos. those who serve and protect showing off their lip-synching skills in a video challenge. some more highly produced than others. ♪ because i'm happy >> but they've taken off with dance moves and all. it's one way law enforcement agencies are showing a softer side. >> i think it's fantastic. it makes them more human with all the stuff that is going on with people against cops. this is great. >> concord national night out planner jacqueline says it's a nice change from other viral videos that show excessive force

a button and have the money go. online bill pay is so convenient. but trying to reverse a mistake can be pretty much impossible. now, our viewer tried to pull her money back when a creditor was overpaid. she couldn't get it done. carrollwoodland admits it could have been her mistake. >> this was shortly before i went in the hospital. and i was trying to get my bills paid. >> or it could have been a hiccup in her online bill pay service. >> in my bill pay on the computer, american express and at&t are one after the other. >> and when carol paid her american express bill, the exact same amount went to the company listed below, at&t. >> 13,036 .45. they send it to at&t as well. >> that's ten times more than her usual at&t bill. >> i immediately started trying to get my money back. >> she says at&t kept promising to refund the overpayment. >> you'll have it tomorrow.

this is not the first time we've done one of these reports. we're just doing it much more. be very, very careful. >> thank you, michael. >> sure. let's turn our attention to the midweek forecast. >> yes. spencer christian is here with the latest. spencer? >> we have a little midweek warm-up coming our way. but we also have declining air quality. not a good thing, obviously. here is a look at doppler. of course most of us are aware that we have a buildup of haze and smoke because of the wildfires. so the skies look a little gray right now. even though the sun is shining brightly and we don't have any clouds around. and the wind is still relatively strong. we have wind speeds at the surface, between 10 and 20 miles per hour in most bay area locations. and gusts to 20 miles per hour over in concord. here is a view of the fog rolling in from sutro tower. you can see just how hazy it is up above. current temperature reads are 58 degrees here in san francisco. oakland, 62. mountain view 64. 82 in morgan hill and 57 at half moon bay. beautiful view of the western sky, although it's hazy. but we see some sunlight

reflecting off the bay waters. it's 70 degrees right now in napa and santa rosa. fairfield 79. 87 at concord. and 81 at livermore. and here is the view from the abc 7 exploratorium camera at pier 15 in san francisco. the fog beginnng to roll in over the skyline. fog will continue rolling in again tonight. we'll see a warmer pattern the next three days than we've had the last couple of days, and heat will begin to taper off over the weekend. let's talk about air quality. tomorrow will be a spare the air day here in the bay area, although many regions will have moderate air quality. it will be poor in the inland east bay and the santa clara valley. once again because of the smoke building up in the atmosphere from those wildfires. forecast animation starting at 11:00 tonight. shows fog making a little bit of a push out over the bay and maybe locally inland, but not very far. and then the fog will burn back to the coastline, giving us a mainly sunny, although hazy day tomorrow over the bay and inland. and fog will linger along the coastline for much of the day tomorrow.

overnight lows will be generally in the mid to upper 50, a although a little milder in the inland east bay where lows may not drop below 50 degrees. cooler in the north bay valleys where lows will be around 50, 52 degrees. tomorrow's highs 54 at half moon bay. 67 in san francisco. oakland 73. fremont, 78. and napa 89. santa rosa in triple-digits at lakeport and ukiah. inland east bay mid-90s and south bay mid 80s to about 90. looking a ahead thursday which we think will be the hottest day, see temperatures rising to the mid- to upper 90s in the east bay and 100 at cloverdale and lakeport once again or clearlake. on friday, not much change. still above average highs. but temperatures start to moderate a little bit on saturday. even though the warmth will kind of hold on in those inland locations. so taking us into the weekend with the accuweather seven-day forecast, you see it will be turning cooler in virtually all areas on sunday. and then we start the week next week with temperatures in a more

the average in other bay area counties is between 28 and 31 years of age. and an analysis by "the new york times" found there is a big gap with rural areas where the average drops to a woman's early 20s. women with college degrees have their first babiesround age 31 no matter where they live. tennis star serena williams revealed she's having trouble with work-life balance since she became a mother. in an instagram post, williams wrote last week was not easy for me. mostly i felt like i was not a good mom. williams dropped out of the rogers cup after the worst loss of her career. williams says she trains a lot, but feels she's not doing enough for her baby. >> serena williams is describing intense ambivalence, which is very common for mothers, the feeling that they're neither being successful at work nor successful enough at motoring. >> williams said she miss herd daughter's first steps when she was at wimbledon. >> well, you know firsthand it's not easy.

that relationship was misguided, misinterpreted, and went wrong. >> mollie's family moved to iowa ten years ago. a reward for her safe return has grown to $300,000. developing news with the trial of president trump's former campaign manager paul pastelok. the prosecution's star witness, rick gates resumed testifying. gates said the two committed crimes together for years and has testified he put together a fake loan agreement to lower manafort's tax liability. prosecutors asked so you created a loan agreement for a loan that didn't exist? gates answers, that's right. prosecutors asked why? gates responded at mr. manafort's direction. manafort is facing bank and tax fraud charges. prosecutors say he made millions of dollars working for a ukrainian political party. never paid taxes on it. the state of california went to federal court today, arguing

against president trump's border wall, specifically california contends the trump administration overreached by waiving environmental reviews to speed construction of the border wall. those reviews are subject to prolonged legal challenges that can delay or even derail projects. in february a u.s. district judge sided with the administration leading to today's appeal. a final ruling could take months. an effort is under way to remove president trump's star from the hollywood walk of fame. a man with a pickax damaged the star two weeks ago. two west hollywood city council members issued a resolution yesterday that got the council's full support. the hollywood chamber of commerce would have the final say in removing the star. there have been campaigning to remove stars in the past, but it hasn't happened in the walk's 40-year history. . well, the dmv just announced new changes to help alleviate those long lines you stand in. >> yes. coming up, the latest steps the department is taking to help speed up service. also, we're nacho fries are back at taco bell.

clerk. the director apologized and blamed higher demand for people to meet new federal id laws. to help shorten wait times, she said the dmv is bringing in hundreds of employees from other state agencies, piloting a tax notification program for waiting customers and opening self-check-in kiosks. walmart plans to test robots to help fill online grocery orders with the goal of speeding up the process. the pilot program will be tested by the end of the year at the walmart super center in salem, new hampshire. the system will be housed in a new 20,000-square-foot extension there. there are no plans right now to expand beyond the salem store. they'll see how it goes. back in march, walmart announced it would use robots at 50 stores nationwide to scan aisles for out of stock items. spacex's newest rocket successfully blasted off into space from cape canaveral overnight. >> ignition. >> the rocket debuted in may and

has been use lead times already. it can be used up to ten times, making missions into outer space much cheaper. it is carrying satellite equipment for indonesia. some warriors fans got an unexpected dose of star power. abc 7 news was in walnut creek where one of the team's newest player, rookie jacob evans iii spoke with the kids. after the question-and-answer session, evans took on some of the top players in an elimination gym of knockout, eventually won by a young man attending the camp from japan. everyones says mixing it up with kids was a privilege. >> just knowing that what i'm doing on the court is not just benefitting myself or the team i play for, but the kids all over the world. it is kind of amazing, you know, just looking back, growing up. i just never thought i would see myself in this position. but i'm glad that i'm here. >> afterward, evans signed autographs for every single player attending the camp. and you know they loved seeing him.
