good morning, i'm maggie rui in for dianeo. >> i'm kendis gibson. here are some of the top headlines we're following this morning on "world news now." it is too close to call. the candidates in a brutal race in ohio are separated by less than one percentage point. and it's eluded democrats for decades. president trump claims a steel plant is opening up every day due to the tariffs. he also predicted it will all work out where china despite the trade disputes. a pennsylvania officer has been charged with involuntary manslaughter for the fatal shooting of an unarmed man near

credibility. and it always got personal. john karl has more. >> reporter: in his second day on the stand, rick gates detailed how his former mentor and boss, paul manafort, allegedly schemed to hide millions of dollars to avoid taxes long before he joined the trump campaign. now gates continued to work for trump after manafort left the campaign is claiming manafort sought favors from him after trump was elected president, trying to secure an administration job for steven caulk, a ceo of a bank that allegedly loaned manafort millions of dollars based on false information. prosecutors got gates to talk about how manafort allegedly instructed him not to report foreign bank accounts to avoid paying taxes on them. did you report payments from foreign bank accounts, the prosecutor asked, gates answered, mr. manafort directed basically that we did not need to report them. manafort has pleaded not guilty to all charges, including bank

fraud, lying to the irs and hiding tens of millions of dollars he earned while working for a pro-russia political party in ukraine. the defense sought to shred gates' credibility. gates pled guilty to lying to the feds and agreed to cooperate and testify in exchange for a lighter sentence. did the special counsel tell you you were looking at 290 months in jail? i don't recall, said gates. i stand corrected, he said. 290 years in jail. same response, but i like your first question better. after all the lies you've told, do you expect this jury to believe you? he responded i do. they also tried to paint him as someone who had a, quote,

separate secret life with a mistress in london. another rick gates, a secret rick gates in london? gates admitted the affair and said his wife was aware of it. in response to the defense lawyer, gates said he was taking responsibility for his actions, saying, quote, i'm here to tell the truth. i'm here to take responsibility. and then he added, mr. manafort had the same path. jonathan karl, abc news, washington. new images appear to show progress in the dismantling of satellite launching facility in north korea. the website 38 north reports that parts of a launch pad continue to come down. but experts caution that the recent actions are not permanent and could be reversed. the demolition of concrete foundations could indicate a real commitment to denuclearization. president trump's call for a space force is moving one step closer to reality, but not quite what he imagined. >> mike pence is expected to unveil plans at the pentagon

where america's longest war rages on. we were given exclusive access to the american fighters. in the 17 years reporting on this war, this was the first time to go with the u.s. army green berets. they checked our footage after traveling the dirt roads that lead to isis all to protect security on the ground. what you're looking at now is the u.s. military striking isis positions. isis tunnels, trying to degrade their capacity. while they have air superiority, the truth is they still have to put troops on the ground to take the fight to the militants. this is perhaps the most dangerous part of the mission this day. and we join the troops as they go door to door checking for isis fighters and hidden bombs. the troops throw in a grenade to make sure it's clear. the troops just moved into a

backed by bernie sanders. he's not your normal gubernatorial candidate. >> he was a really young guy, would have been a historic nomination had he won. he would have been the first muslim-american to have such a big party backing going into a gubernatorial race, but he fell short. even though bernie was there on the road campaigning with him in a state that bernie sanders won in 2016. so there's going to be a lot of talk about bernie sanders not being able to get his picks over the finish line. the democratic woman won, and that is part of another big national trend. there are 11 women now on gubernatorial ballots going into november. >> more than we've ever had. we'll talk to you in the next half hour. turning now to the fraud trial of paul manafort. the prosecution's star witness faced another day of tough cross

here's abc's janay norman. >> reporter: the special counsel's star witness is in the spotlight for a second day. rick gates, the former trump campaign aide, flipped on his boss, paul manafort, now testifying about how he falsified financial documents at the behest of manafort and detailing how he drafted a fake loan agreement to help his business partner exchange income for fraudulent loans in order to lower manafort's tax liability. prosecutors ask, was it a loan? gates said it was not. question, so you created a loan agreement for a loan that didn't exist? gates responded, that's right. question, why? gates, at mr. manafort's direction. manafort is accused of falsifying tax returns and failing to report tens of millions of dollars he earned while working for a ukrainian political party with deep ties to russia. gates, who eventually served as the deputy campaign manager, is the highest campaign official to

cooperate with robert mueller so far. he cut a deal with prosecutors and agreed to provide evidence against manafort for a lighter sentence. did the special counsel tell you you are looking at 290 months in jail? i don't recall, said gates. oh, i stand corrected. 290 years in jail. same response, gates answered. but i like your first answer better. last week one of manafort's lawyers said gates is willing to say anything to save himself. they're looking to paint gates as the instigator. kendis and maggie? >> interesting days there in northern virginia. so the commerce secretary, wilbur ross is accused of siphoning $120 million from business associates. the allegations stem from lawsuits and 21 people who know ross.

one lawsuit alleges that ross and his private equity firm charged nearly $50 million in improper fees. the commerce department denied the claims as baseless. forbes also reported that the sec fined ross and his firm $2.3 million for allegedly violating investment rules. a pennsylvania police officer has been charged with voluntary manslaughter for the shooting of a man near an amusement park last month. steve osunsami has more. >> reporter: here comes the moment where a pennsylvania prosecutor is saying that the police officer on the other side of this police suv went too far. 44-year-old joseph santos seen on cellphone video refusing commands was shot and killed. they're charging officer roselli with voluntary manslaughter. in july he was called to this

area after the suspect was reportedly out of control. the police say even before the shooting it was roselli who radioed dispatch to say he may be suffering mental health issues. the officer fired five shots. there's no evidence the victim had any weapon on him and he had already hurt himself bashing in windows. the officer has not entered a plea. steve osunsami, abc news. millions worth of fake shoes could lead to very real prison time for alleged counterfeiters. five people smuggled bogus air jordans. they are worth $73 million.
