good morning bay area. >> this is "abc 7 mornings." >> good morning, 5:00 a.m. jessica is in the field. we'll talk to her in a second. alexis is here. >> good to benever han 7 minutes away from your accuweather forecast. check in with meteorologist mike nicco. >> hi, everybody. we'll start looking at san jose where it's cloudy this morning a little hazy. the air quality is okay right now. in fact, it's moderate everywhere. there's a possibility just like yesterday that our east bay valleys could go poor and the santa clara valley could have poor air quality. now as far as your accuweather seven-day forecast, mid 50s to 60 degrees, in the 60s at the coast, go from the low to upper 70s around the bay and the quick warming, mid 80s by noon and upper 90s, one of the hottest days is going to unfold in front of us today. still in the 70s and 80s away from the coast at 7:00. remember it is a spare the air. take a look at the roads here this morning, we don't have

any major issues but one new problem in concord, northbound 242 just before clayton. we have reports of a solo vehicle spinout. the car hit the center divide there stuck, so the left lane is blocked. not seeing much of a backup yet. other than that we are looking at a lot of traffic cameras that look like this. volume starting to fill in. a live look at 101 and 880 in san jose and you're looking good across the south bay. >> more patrols, more surveillance, maybe facial recognition technology. today bart begins looking at a plan to beef up security after a series of deadly attacks. jessica castro live in millbrae this morning. >> hi, reggie, good morning to you. that plan comes with a big price tag. in fact, they are looking at a $28 million proposal to beef up security. all eyes will be on the bart directors today as they decide how to move forward after three recent deaths at bart stations. controversial ideas have been thrown out like facial

recognition technology. a lot of bart riders worry facial recognition goes too far and violates their privacy. another idea to declare mutual aid and ask for help from police departments in communities the train system serves. >> mutual aid model is something that's done for emergencies of police already use these things, firefighters, other agencies use mutual aid, so we think it's worth a conversation. >> reporter: in the meantime as they solidify a plan, bart is paying officers to work a sixth day to increase their visibility and they want to expand surveillance after three deaths at bart stations and the death of 18-year-old nia wilson is among those. it happened at the macarthur bart station in oakland that sparked national outrage for her death and a lot of people talking about that. all eyes not only just in the bay area but from around the country. we'll be watching what happens today. that meeting is at 9:00 a.m. this morning in oakland. reporting now from the millbrae

station, i'm jessica castro, back to you. the suspected attackers in this video are under arrest. see them attacking a 71-year-old sikh man in manteca. one is the estranged son of the union city police chief. the chief helped police track down his son yesterday. here's news reporter kate larson. >> reporter: at 6:00 monday morning, sahib singh natt can be seen walking. 30 seconds later the man in black kicks nath to the ground. >> they kicked really hard. really hard. >> reporter: nat's family says the 71-year-old grandfather came home injured after the man in black kicked him repeatedly and spat on him before running away. police arrested a 16-year-old boy and 18-year-old tyrone mcallister in connection with

the attack. police identified mcallister as the attacker wearing black. >> everybody is scared. you know, me. everybody. >> reporter: police chief daryl mcallister posted a statement on the depth's facebook page explaining tyrone is his estranged son he hasn't seen for months and says in part, words can barely describe how embarrassed, dejected, and hurt my wife, daughters and i feel right now. violence and hatred is not what we have taught our children. >> doesn't matter that assailant was the son of a police chief. it could have been anyone. >> reporter: this is one of the founders of the sikh coalition, a nationwide sikh civil rights group and says since 9/11 the community has been targeted including another incident in the central valley last week when this sikh man was attacked and his truck vandalized. >> unfortunately, there is lots of people in our society who have hate inside of them or they may be misguided for whatever reason and they choose to take out their own frustrations on people who look different.

>> reporter: police say the victims in the manteca attack saw one of the suspects wave a gun in the air. the 16-year-old and mcallister face felony charges including attempted robbery, assault with a deadly weapon and elder abuse and it will be up to the district attorney to review the case and decide if there's evidence of a hate crime. in union city, kate larson, abc 7 news. develop news out of san francisco where police are investigating a double murder in the tenderloin. overnight officers responded to requests for a welfare check in the 200 block of turk street. inside a residence they found the bodies of two people. authorities have not said how the victims were killed. firefighters are gaining on the mendocino complex fire and here's the latest update from cal fire last night. >> although the fires have burned more than 302,000 acres, crews kept the river fire from growing. it is 81% contained. firefighters attending to the ranch fire are focused on the southeast corner near indian valley. that fire 46% contained.

>> some evacuees were allowed to go home but many remain at evacuation centers and a norovirus outbreak at lower lake high school sickened about 30 evacuees. 175 people were staying there earlier this week. a winery near yosemite is helping preserve the national park's future as the ferguson fire rages inside the park. the winery off highway 41 in modero has teamed up with the conservancy to come up with a white wine blend that costs $25 and proceeds go back to restore the park. >> it's hard to see yosemite is a beautiful park and we want to make sure that it's here for generations to come. >> it remains open but is getting smoke coming down from the ferguson fire. flames have scorched nearly 95,000 acres. mostly outside ofhe park. it is 68% contained. this man, forrest clark will be in court today.

he's accused of starting the holy fire in southern california's cleveland national forest. clark was seen at the fire on monday and reportedly accusing the fire department of trying to steal from him. the fire started monday and has burned about 6400 acres and 12 cabins. our coverage continues on-line at abc7news.com and on our abc 7 news app. you are never more than seven minutes away from my accuweather forecast. let's take a look at the current conditions in the mendocino complex fire. it's really conducive this morning around the ranch fire. temperatures 62, humidity at 70%. winds are calm. now for the river fire, the winds are a lot lower than yesterday during the afternoon hours. notice the humidity 37% and the temperatures a little bit warmer at 77. here's what's going to happen over the next several days. starting at 2:00 this afternoon, to 11:00 saturday evening, the humidity levels will be 10 to 20%, maybe a little lower at night or during the day and

maybe open up to 40% during the overnight. there's no humidity recovery and the winds will pick up out of the southwest in 25 and the valleys at 35 on the ridge tops. that means, yeah, we could have rapidly spreading fires once again. back here at home talk about temperatures in the east bay where spare the air today. if you're going to our beaches, light breezes but a lot of cloudiness and going to be hanging around the bay, tranquil today as the sea breeze, the absence of it, makes great for being out on the bay but unfortunately that's the reason we're going to have poor air quality once again. when that changes in the accuweather seven-day forecast. good morning. i want to head back to concord where we have our only incident

this morning. this is a solo vehicle crash on the northbound side of 242 before clayton road. initially just blocking the left lane. sounds like all lanes are stopped right now for emergency crews who arrived to the scene. we possibly have injuries so they are sending an ambulance to the scene as well. it is light in that direction this time of day, so i am keeping an eye on that also looking good at the bay bridge toll plaza. no metering lights yet and we did have a stackup in the cash lanes. looks like that has thinned out. there was loud bang and a manhole cover went airborne in san jose. pg&e says equipment failure underground caused the commotion at san pedro and eighth street. 90 customers lost power. the broken equipment would be repaired overnight. a hiker in san ramon is safe after suffering a heat related emergency on finley road trail. the chp released these photos of yesterday's rescue. firefighters with the san ramon fire district couldn't get to the hiker because a road was

washed out. they called for chp to help. rescuers flew a helicopter to transport the hiker to a nearby landing zone where an ambulance was waiting. imagine your young kids are traveling alone and then an airline diverts their flight and pts the kid in a hotel without contacting you. one family is making those accusations. a unique treatment is helping this bear burned in the carr fire. and nasa is on a journey to the sun.

utilities are trying to take those constitutional rights away from us. >> the press democrat reports some survivors were surprised assemblyman quirk decided to attend a meeting yesterday instead of keeping an appointment with them. he authored a bill to allow pg&e to issue state authorized bonds to pay settlements from last october's wildfires. state investigators blamed pg&e for starting 16 of the fires. pg&e's customers would repay the bonds over time. containment continues to rise and wildfires in trinity and mendocino counties, firefighters are getting help from inmates pf. 500 of them are inmates. they're paid $1 an hour when fighting an active hour plus they can earn extra credits off their sentence working in a fire camp for many inmates it's the chance to give back that is the most rewarding. >> honestly the part that i enjoy is being able to give back

because i'm an inmate and i've done some bad things and being able to do something good for the community and do something well with my life instead of just being warehoused it makes a big difference. >> an inmate who wants to join the crew must have minimum custody status or the lowest classification based on good behavior and certified as physically fit. look at this young bear rescued in the carr fire undergoing a unique therapy. vets are using sterilized tilapia skins to help heal this bear's burns. a crew working to fix damaged utility pole spotted the cub licking her paws and called in wildlife experts. the same fish skin therapy was used in last year's thomas fire. they healed and released back into the wild. in today's "gma" first look, some alarming accusations against frontier airlines. a family is accusing frontier of diverting a plane carrying their 9 and 7-year-old children who are traveling alone and then putting them up in a hotel all

without notifying their parents. here's adrian banker. >> in this morning's "gma" first look the parents two of small children are furious. they say that frontier airlines left them in the dark when the kids' flight was diverted, flying from des moines, iowa, to orlando last month, when weather forced them to land in atlanta. >> i went up to the gate agent and she confirmed that it, in fact, had been diverted to atlanta. >> they say no one at the airline contacted the family to tell them who was taking care of their kids. >> that's the biggest frustration is as a parent, you want to minimize the risk that your kids have. >> frontier airlines tells abc 7 news in a statement, in keeping with frontier's policy the children were attended by frontier supervisor placed in a hotel room and provided with food. what you need to know before your children fly. with your "gma" first look, abc news, new york. caught on camera, a third

mountain lion sight within weeks. >> imagine seeing this in your backyard. the puma took a midnight stroll tuesday on hobert avenue in the middle of san mateo blocks from el camino real. a man captured video on his security camera. >> for me it's just first time in my life. i saw mountain lion in the zoo but not in your backyard. >> amazing. another neighbor thinks bait left in his boat may have attracted the big cat to his garage. just case before another sight happened about a mile away. a few weeks earlier a mountain lion was captured. wildfi wildlife officials do not believe it was the same. on-line betters weighing the odds who could be president trump's biggest challenger in the 2020 election. according to odd shark, it's senator kamala harris. the site released a list of top contenders as well as their

today. hi, everybody. another spare the air day as our stagnant pattern will be mendocino o poor auaty complex fire. it's also going to be hotter today, likely our hottest day this week. low clouds and fog, mild temperatures, not as cool as this morning and the heat will taper by sunday. your micro climate and the coolest weather up around milpitas and sunnyvale. 88 in san jose, 99 in gilroy. on the peninsula 72. millbrae maybe not as comfortable. redwood city 85. menlo park at 84. mid 60s along the coast even with limited sunshine but light breezes today. we'll touch 70 in downtown and at least 72 in south san francisco and sausalito. we've got mid 80s to low 90s through the north bay valleys. that's what happens when you a lack of a breeze.

lakeport 101. ukiah 103. we'll flirt with 80 up and down the east bay shore with close around berkeley and oakland at 79 and 78. mid 90s to several 100 degree temperatures. if you have one of those thermometers on your car, i bet if you're driving on the asphalt it's going to hit 100 this afternoon. 60s as you move away from the bay and coast. the milder temperatures i was talking about. everybody else in the mid to upper 50s. we'll lose a couple degrees here and there and by the time we get to sunday we've lost about five to ten degrees and back to average and will remain that way with a little breeze in the afternoon hours for monday, tuesday, wednesday. >> good morning, mike. want to head back to the situation in concord. unfortunately this is now a sig alert. we briefly had all lanes blocked due to a solo vehicle crash or started out as a solo vehicle crash. it is unfortunately got hit by a couple other vehicles and now

one lane is open. the other two lanes are blocked. trying to get to highway 4 on the northbound side. we are seeing slight delays, leaving pleasant hill into concord. that will build if this is going to be here for a while. everybody else still fairly quiet. a check of some bridge drive times, westbound 580, six minutes, 13 minutes across san mateo and 8 minute drive westbound 84 across the dumbarton bridge. a republican-backed proposal to audit the dmv on the issue of long wait times got shot down. some lawmakers were outraged when democratic senators jim beil of san jose, ben allen of santa monica abstains from voting to kill the audit. republican lawmakers said democrats are caving to influence from joe biden joe biden -- governor brown.

the head of the tsa says it will not get rid of security checkpoints at 150 smaller airports after all. the head of the administration explained the tsa studied the idea as a, quote, budget exercise and it is no longer being considered. the proposal sought to drop federal security staffing at airports only served by small planes so those with 60 seats or fewer. it would have saved the tsa $115 million a year. uber eats launching in the napa area today. the food delivery service will cover napa as well as thompson and oak noll communities. it's partnering with favorites including takarita. customers can place orders on the app at 10:00 this morning. nasa suffered its closest voyage yet to the sun. the space agency's probe will lift off this saturday from cape canaveral and get nearly seven times closer to the sun than

yesterday and filter into the east bay valleys. as far as what's going on with the air quality forecast, see it's the east bay and the santa clara valley that have the potential for the poor air. all of us under the spare the air moniker today. you can see away from the coast it's going to be a lot warmer with 70s, 80s, 90s. >> taking a look at the roads, one significant issue that is a sig alert in the north bay. heading back up there on our traffic maps, northbound 242 before you get to clayton road, started off as a solo vehicle crash and two other vehicles hit it. the left lane is open. you can use 680, stick to the left there to access highway 4. slight delays in the area is right here. this e that is the counter commute. we're ramping up for the opinion toll pla -- bay bridge toll plaza. happening today, the families and friends of the ghost ship warehouse fire victims will face the men responsible for that tragedy.

sentencing begins today for derick almena and max harris. abc 7 news reporter amy hollyfield live for us in the newsroom. >> we're expecting sadness, frustration and even maybe some anger in court today and tomorrow. the relatives of the 36 people who died in the ghost ship fire will have the opportunity to make victim impact statements in court. some family members are upset with the outcome of the case saying the two men being held responsible are getting off easily. the victims were attending a concert at the warehouse in east oakland when it caught fire. prosecutors called it a death trap. victims on the second floor could not escape the flames. a cause for the fire was never found. derick almena and max harris plead nod contest. almena is expected to get out of jail in three and a half years, harris in 23 months. because of time served and good behavior. the deal spares everyone of a trial but some relatives say the sentences are too short. the hearing is expected to take

two days. the judge wants everyone to have a chance to speak. harris and almena are also expected to make statements. live in the newsroom, amy hollyfield, abc 7 news. a state appeals court has rejected a move by former stanford swimmer brock turner to overturn his sexual assault conviction. his lawyer argued turner wanted to have outercourse with the victory and never intended to rape her. # the judge said the argument lacked merit. the case got national attention when the trial judge gave him a six-month sentence. the stanford professor who led a recall effort against the judge applauds the decision. >> brock turner is a lying, unrepentant sex predator who never showed real remorse for his crimes and this decision by the appellate court shows why he never deserved the light sentence that judge persky gave him. >> turner canhe

decision tohe state supreme b considered unlikely to take up the case. some of the people evacuated because of the mendocino complex fires now have something else to worry about this morning. there is a norovirus outbreak at an evacuation shelter in lower lake. about 30 people a cleaning crew has gone through and has disinfected the shelter. evacuation orders have been lifted for upper lake, lieu certain and nice. more than 10,000 homes are threatened. the two fires combined cover more than 470 square miles. firefighters are slowly getting the upper hand. and people who had to evacuate during the carr fire are lake redding neighborhood. what they are finding is stunning. on one side of the street houses are burned to the ground and ashes are still smoldering. across the street homes are untouched. it's similar to what we saw in santa rosa after last year's north bay fires. the carr fire has burned 176,000

acres and 47% contained. the trump administration announced it's overriding protections for endangered species in california to give firefighters more access to water while battling the state's wildfires. firefighters are fighting 17 fires in the state. the secretary of commerce issued a directive to federal agencies to prioritize protection of life and property over endangered species, despite the fact that director of cal fire says water is not an issue. critics say mr. trump is exploiting the state's wildfires for political gain, stirring up a water dispute between farmers and environmental groups. >> it's fair to say that californians agree it's unfortunate when people in d.c. who don't know the facts on the ground try to weigh in and dictate how things should go out here. >> the directive would allow federal agencies to expedite decisions about water under an

emergency provision. cal fire has burned all outdoor burning in the areas it patrols in alameda, contra costa and santa clara counties. no camp fires, no outdoor stoevgs or charcoal barbecues in state parks. happening today, solano officials will discuss new technology used to accurately locate callers using mobile phones. apple announced location data from its devices starting this fall. the county has been working with rapid s.o.s. to use the new technology to capture data once apple's upgrade takes effect. it will help dispatchers lower the time it takes to locate a caller seeking assistance. new developments involving a school district in san jose. state auditors will investigate the school district board of trustees. our partner, "the mercury news" report they authorized the audit yesterday. for years, parents have accused the board of fraud for choosing to work with a no-ed by contractor. the contractor was hired to do

three useso .ructi wk t il tnijd new mexico authorities are trying to identify the remains of a young boy found on a desert compound where 11 other children were rescued. police are now looking into claims that the starving children were being trained for school shootings. five adults face child abuse charges in court yesterday. prosecutors allege one man siraj wahhaj taught a child how to use an assault rifle. he's the father of a boy who disappeared eight months ago in georgia. investigators believe the human remains may be his son's. the surviving children are in state custody. you are never more than seven minutes away from my accuweather forecast. unfortunately our fire weather watch upgraded to a red flag warning. you can see all those areas. i want to focus in on lake county where it starts at 2:00 this afternoon through 11:00 saturday. that's several days of

conditions that could help any fires that do develop spread thanks to a southwest wind at 25 in the valleys, to 35 in the peaks and the humidity levels 10 to 20% and 30 to 40 at night when we really need it to help with the fire fighting. it's not going to happen. here's what's happening. it's hot, but the winds are calm today. that's why we'll hit 101. the winds come in and drop our temperatures down into the mid 90s but then also ramps up the fire danger. in the north bay, 72 at clearlake. 62 ukiah. everybody else in the low to mid 50s. american canyon 57. mid to upper 50s san francisco all the way down the bay shore into the south bay and around lafayette and san ramon. what's going on in walnut creek, one of the areas that could have poor air quality today. good news, fewer foggy spots and mist and drizzle. ferry ride will be calm, mass transit, the spare the air day.

the sanctions will cover sensitive national security goods but did not elaborate. those sanctions should take effect august 22nd. san francisco is putting an infusion of cash behind a program that helps renters fight an eviction. mayor breed says it's increasing the defense fund by $6 million. the money will fund proposition f which voters passed in june. the measur provides renters facing eviction with legal representation. the city's new budget injected nearly $2 million into the program right away. >> we know sadly that most tenants can't afford a lawyer and don't know where to go in the first place. as a result, too many san franciscans face eviction without knowing what their full rights are. >> evictions in san francisco have jumped by 26% over the past eight years. the price of a hotel room could be going up in palo alto. the city is putting a measure on the ballot that would raise the htel tax from 14% to 15.5%.

palo alto on-line reports it would bring in about $2.5 million in revenue. the money would be earmarked for infrastructure projects including a new police headquarters, improvements to the city's animal shelter and the junior museum and zoo. a unique piece of art is taking shape in the north bay. abc 7 news was at lagoon park where artist jason phan is constructing a structure out of fallen eucalyptus branches, designed to serve as a reminder of the fire in the north bay. it's one of the most flammable trees. over the next week a tree will harvest fallen tree branches from the surrounding area. >> this particular piece i'm partnering with the park services doing a lot of fire clearance, so saplings and wood that's on the ground and the forest to clear the space to prevent fires. >> anyone is welcome to come out and help collect wood and create the sculpture and phan hopes to finish it by next sunday. after all. sad.
