as we head into the afternoon hours, temperatures surging into the upper 90s, 80 around the bay, 60 at the coast. >> taking a look at the roads this morning, a new traffic alert to talk about. northbound 880 before fremont boulevard reports of a crash and a vehicle went offer the roadway and flipped over, possibly starting to catch fire as well. the two right lanes are blocked right now and a little bit of confusion on whether that was on the southbound or northbound side. i believe it is northbound, but we definitely have onlookers southbound. we'll have an update in a few minutes. everyone else still fairly quiet. no problems traveling through that stretch. more patrols and surveillance and maybe one day facial recognition technology. bart looks at a plan to beef up security after a series o deadly attacks. jessica castro live in millbrae this morning. good morning. >> good morning, reggie.

bart looking at a $28 million proposal after three recent deaths at its station, including the death of 18-year-old nia wilson at the macarthur bart station in oakland. her death sparked national outrage so a lot of folks from all over the country will be looking at what bart does today. they plan on meeting at 9:00 a.m. ideas include upgrading cameras, monitoring live streams and raising entrance another controversial idea is facial recognition. bart riders say it goes too far and violates privacy. abc 7 news spoke to one behind facial recognition technology saying he will push for the idea today and explained how the technology would be used. >> we need to be using those cameras to the best of their ability to make our riders safer. >> reporter: saying it wouldn't be for everyone, that they would look at andart paying all

of their officers to work a sixth day to increase their visibility right now. another idea that's been thrown out there is to declare mutual aid, ask for police department and communities the train systems serve to help out. mutual aid, typically something we see in emergency situations. a lot of people saying the shortage of bart officers would constitute an emergency, but the big question is, where would they get those extra patrol officer snz officers? a lot of police departments are running short. jessica castro, abc 7 news, back to you. new information this morning on the desperate search for the missing iowa college student with bay area ties. a man who may have been the last person to see mollie tibbetts is speaking to abc news. devon reilly saw tibbetts jogging past his home around 9:00 p.m. on july 18th, the night before she was reported missing. and he says it wasn't the first time. he saw her running several times

a week. >> jogged down the street, up the hill and, you know, just nothing of it until i heard somebody was missing and then like really hit me. it's like i haven't seen that runner since then. >> law enforcement will not comment about reilly or any other potential witnesses. investigators are received nearly 800 tips about the case and the reward for information is now $313,000. this morning police in manteca are investigating whether the brow tall beating of a sikh -- brutal beating of a sikh man is a hate crime. >> video shows two men walking towards sahib singh natt who tries to walk around them and the man in black kicks him to the ground. family members say nat came on on monday injured. >> scared. everybody is scared. me, everybody. >> a 16-year-old boy and 18-year-old tyrone mcallister for attempted robbery, elder abuse and assault.

union police chief daryl mcallister says tyrone is his estranged son and posted a statement that says in part words can barely describe how embarrassed, dejected and hurt my wife, daughters and i feel right now. violence and hatred is not what we have taught our children. developing news out of san francisco where police are investigating a double murder in the tenderloin district. overnight officers responded to requests for a welfare check in the 200 block of turk street. inside a residence they found the bodies of two people. authorities have not said how the victims were killed. firefighters are gaining on the mendocino complex fire and here's the latest update from cal fire last night. >> although the fires have burned more than 302,000 acres, crews kept the river fire from growing. it is 81% contained. firefighters attending to the ranch fire are focused on the southeast corner near indian valley. that fire 46% contained. >> some evacuees were allowed to go home but many remain at evacuation centers and a norovirus outbreak at lower lake hig school sickened about 30

evacuees. 175 people were staying there earlier this week. a winery near yosemite is helping preserve the national park's future as the ferguson fire rages inside the park. the estate winery off highway 41 in modero county has teamed up with the conservancy to come up with a sierra gold white wine blend that costs $25 and proceeds go back to restore the park. >> it's hard to see yosemite is such a beautiful park and we want to make sure that it's here for generations to come. >> it remains open but is getting smoke coming down from the ferguson fire. flames have scorched nearly 95,000 acres. mostly outside of the park. it is 68% contained. this man, forrest clark will be in court today. he's accused of starting the holy fire in southern california's cleveland national forest. police arrested him yesterday. clark was seen at the fire on monday and reportedly accusing

"abc 7 mornings." >> all news, all morning. >> survivors of last october's north bay fires are calling for new protections as state lawmakers deliberate over liabilities by utilities. yesterday dozens of people took to the capital steps in sacramento asking lawmakers to reject governor brown's proposal that would reduce wildfire liabilities for utilities such as pg&e. >> we need more accountability and here to make sure our constitutional rights are protected so if a utility creates damage, is the cause and negligence of the fire that we are reimbursed for those standards. the governor and pg&e and utilities are trying to take those constitutional rights away. >> the press democrat reports some survivors were surprised assemblyman quirk decided to attend a legislative meeting yesterday instead of keeping an appointment with them. he authored a bill that would allow pg&e to issue state authorized bonds to pay settlements stemming from last october's wildfires.

state investigators blamed pg&e for starting 16 of the fires. pg&e's customers would repay the bonds over time. a young bear rescued in the carr fire is undergoing unique therapy. vets are using sterilized tilapia skips to heal this bear's burns. a crew working to fix poles spotted a cub licking her paws and called wildlife experts and the therapy has been used on two bears burned in last december's thomas fire in southern california. they healed and were released back into the wild. the parents of two children are furious after they say a frontier airlines made their young son and daughter spend the night in a hotel. the father says the airline never called to tell him his 9 and 7-year-old stayed in a hotel with four other unaccompanied minors and one female airline employee. that happened after the kids' flight to orlando was diverted to atlanta. the father says the airline never asked for per miss missio

put the children in a hotel. >> very infuriating and outraged. jennifer and i would have drove to atlanta. >> the airline disputes the claims saying the kids spoke to the mom before leaving for the hotel and a supervisor was able to reach the father the next morning. coming up at 7:00 a.m. on "good morning america," what you should tell your kids before they travel alone. unusual site has some drivers putting it in reverse in alaska. they wanted to get a better lock at huge moose. walking down a grassy median. that is giant. drivers say it is not unusual to see animals in alaska, but it is surprising when you see them casually walking down the middle of a road in anchorage and especially an animal like three times the size of your vehicle. that's like a dinosaur. >> i was going to say, is the scale just weird or is that -- is that an actual one? i'm so confused.

we'll have about a 13 degree spread on the peninsula from 72 in millbrae to redwood city about 85. menlo park 84. mid 60s along the coast but notice the white, cloud cover again today and not as breezy as normal. low 70s around downtown, south san francisco and sausalito. mid 80s to low 90s through most of the north bay valleys. the 100s stick out don't they around lakeport and ukiah. just terrible conditions for the firefighters there. upper 70s in berkeley and oakland, everybody else around 80 to 82 along the east bay shore and mid 90s to 101 degrees in our east bay inland neighborhoods. here's a look at what's going on as far as temperatures tonight. see a lot of 60s away from the bay and the coast where we will be mainly in the mid to upper 50s. accuweather seven-day forecast temperatures will taper a little bit but not getting quite back to average until sunday and then we'll hold pretty closes to average monday, tuesday, wednesday with cleaner air. >> definitely looking forward to that, mike. i have some good news, a sig alert that i told you about in fremont area, looks like all

lanes just opened back up and this is on the northbound side of 880 before fremont boulevard. a vehicle that went off the roadway, flipped over down an embankment, two right lanes blocked due to rescue crews trying to give them a little more room, but seeing a little bit of a delay from mission boulevard, that should be thinning out quickly since that is the countercommute direction and the sig alert was canceled. bay bridge toll plaza looking pretty typical here. metering lights on at 5:32 this morning. we briefly had a crash in the far right lanes that did clear a long time ago and looking great into san francisco. san rafael to san francisco, still looking good in the green at 16 minutes. starting to fill in on the richmond side of the richmond-san rafael bridge. nothing blocking, just stop-and-go traffic approaching the toll plaza. the families and friends of the ghost ship warehouse fire victims will face the men responsible for the tragedy. >> sentencing begins for derick almena and max harris. reporter amy hollyfield is live in the newsroom. >> we are expecting an emotional couple days in court. relatives of the 36 victims will have the chance to make victim impact statements. some family members are upset with the sentences in this case, calling them too lenient. the 36 people died in the ghost ship fire about a year and half ago in east oakland attending a concert. meou collective.ribed as an artist prosecutors called it a death trap that victims could not escape. derick almena and max harris agreed to a plea deal, no contest to 36 counts of involuntary manslaughter. almena is expected to get out of

jail in about three and a half years. harris helped collect rent and manage events and could get out in 23 months because of good behavior and time served. the two men are also planning to speak in court. the hearing is scheduled to last for the next two days. that's so everyone has a chance to make a statement. live in the newsroom, amy hollyfield, abc 7 news. a state appeals court has rejected a move by former stanford swimmer brock turner to overturn his sexual assault conviction. his lawyer argued turner wanted to have outercourse with the victim and never intended to rape her. the judge said the argument lacked merit. the case got national attention when the trial judge gave hi six-montfoseenrd professor whoes applauds the decision. >> brock turner is a lying, unrepentant sex predator who never showed real remorse for his crimes and this decision by the appellate court shows why he

never deserved the light sentence that judge persky gave him. >> he can appeal to the state supreme court but the high court is considered unlikely to take up the case. some of the people evacuated because of the mendocino complex fires have something else to worry about this morning. there's a norovirus outbrea. about 30 people at lower lake high school became sick monday and tuesday. a cleaning crew has gone through and disinfected the shelter. evacuation orders have been lifted in lake county. more than 10,000 homes are threatened. the fires combined cover more than 470 square miles. firefighters are slowly getting the upper hand. people who had to evacuate during the carr fire are now getting back to the lake redding neighborhood. what they're finding is stunning. on one side of the street houses are burned to the ground, ashes still smoldering and look at

other side of the street. the homes are fine. it's similar to what we saw in santa rosa after last year's north bay fires. the carr fire has burned 176,000 acres and 47% contained. the trump administration announced it's overriding protections for endangered species in california to give firefighters more access to water while battling the state's wildfires. firefighters are fighting 17 fires right now, and yesterday the secretary of commerce issued a directive to federal agencies to prioritize protection of life and property over endangered species, despite the fact that director of cal fire says water is not an issue. critics say mr. trump is exploiting the state's wildfires for political gain, stirring up a water dispute between farms and environmental groups. >> it's fair to say that californians agree it's unfortunate when people in d.c. who don't know the facts on the ground try to weigh in and dictate how things should go out here. >> the directive would allow

federal agencies to expedite decisions about water under an emergency provision of the endangered species act. cal fire has burned all outdoor burning in the areas it patrols in alameda, contra costa and santa clara counties. no camp fires, no outdoor stoves or charcoal barbecues in state parks. happening today, solano 911 officials will discuss new technology that will be used to more accurately locate callers using mobile phones. apple announced it will provide location data from its devices starting this fall. the county has been working with rapid s.o.s. to use the new technology to capture data once apple's upgrade takes effect. officials say it will help 911 dispatchers lower the time it takes to locate a caller seeking assistance. new developments involving a school district in san jose. state auditors will investigate alum rock elementary school district board of trustees. our partner, "the mercury news" reports state lawmakers authorized the audit yesterday.

for years, parents have accused the board of fraud for choosing to work with a no-bid contractor. the contractor was hired to do millions of dollars of construction work but failed to finish projects on time. in june a civil grand jury urged three trustees to resign. new mexico authorities are trying to identify the remains of a young boy found on a desert compound where 11 other children were rescued. police are now looking into claims that the starving children were being trained for school shootings. five adults face child abuse charges in court yesterday. prosecutors allege one man siraj wahhaj taught a child how to use an assault rifle. he's the father of a boy who disappeared eight months ago in georgia. investigators believe the human remains may be his son's. the surviving children are in state custody. you are never more than seven minutes away from my accuweather forecast. it's red, yep. our fire weather watch has become a red flag warning upgraded to our highest level. what you're going to see is that

does include parts of lake county and it starts this morning and that's -- what's the biggest issue, actually a little later during the afternoon hours. we're looking at 2:00 this afternoon through about 11:00 saturday. that's when our best chances of those critical fire weather conditions developing. now as far as what's going on outside of this, let's take a look at temperatures and what you're going to see are very comfortable temperatures. upper 50s to low 60s in the south bay, mid 50s around milpitas. north bay temperatures in the upper 40s there. grab a little heavier jacket this morning. san mateo bridge see the clouds hanging around but not as much in the way of fog and mist. better driving conditions. ferry ride is going to be calm and mass transit another spare the air day and the east bay valleys that will be our hottest neighborhoods as we go from 62 in the morning to 82 at noon to nearly the upper 90s around 4:00 and 5:00. when heading home that's when

some of the hottest temperatures will be bake your house in our east bay valleys. how about the commute this morning? >> we're doing okay there as you mentioned, it is a spare the air day for the second consecutive day. mass transit highly recommended. 55 bart trains in service and no delays. we have not had issues with bart this morning. that's a great option. ace three and five currently on time and normal service, no delays for san francisco bay ferry. calm day on the water. that is what is partially making our air quality deteriorate. we are looking at a little bit of that haze for the bay bridge commute but other than the metering lights being on, we're doing okay for that drive from the east bay into san francisco. overall we're looking great for the commute. >> thanks. theea of the tsa says it will not get rid of security checkpoints at 150 smaller airports. the head of the administration explained the tsa studied the idea as a budget exercise and it is no longer being considered. the proposal sought to drop

recent deaths on bart include the death of 18-year-old nia wilson at the macarthur bart station in oakland. it sparked national public outrage so a lot of eyes will be watching that meeting today, not just in the bay area, but around the country. the meeting is at 9:00 this morning in oakland. reporting from the millbrae bart station jessica castro, abc 7 news. >> thank you. russia is calling fresh u.s. imposed sanctions categorically unacceptable and illegal. they're not for meddling but the poisoning of a russian spy and his daughter in march. police say the two were poisoned with a nerve agent. the trump administration says the sanctions will cover sensitive national security goodsbut did not elaborate. those sanctions should take effect august 22nd. san francisco is putting an infusion of cash behind a program that helps renters fight an eviction. mayor breed says it's increasing

its legal defense fund by nearly $6 million over the next two years. the money will fund proposition f which voters passed in june. the measure provides renters facing eviction with legal representation. the city's new budget injected nearly $2 million into the program right away. >> we know sadly that most tenants can't afford a lawyer and don't know where to go in the first place. as a result, too many san franciscans face eviction without knowing what their full rights are. >> evictions in san francisco have jumped by 26% over the past eight years. the 49ers will spend the season celebrating the legacy of dwight clark players will wear clark's number 87 on the helmets this season. levi stadiums will have banners to pay tribute to clark. during all games. october 21st the team will unveil statutes depicting his

earnings report. yelp reporting a net income of $10.7 million or 12 cents per share. that is up 9 cents per share from a year ago. the increase is being credited to a boost in advertising revenue and sent stock soaring up nearly 17% in premarket trading overnight. as a result, we are seeing their numbers go up this morning. can we take a look at the big board? there we are. we're a little bit down. not following yelp's lead quite yet. global markets were mixed overnight because of concerns over trade wars, sanctions and changes in the currency markets. the price of a hotel room could go up in palo alto. the city is putting a measure on the ballot to raise the tax from 14% to 15.5%. palo alto on-line reports white bring in about $2.5 million and that money would be used for infrastructure projects. this weekend marks the opening of san francisco's salesforce transit center. a $2 billion projects that's

been under construction almost a decade. >> it's hard to say. and project managers promise it will be safe for commuters. the transit center will be the hub for bus service serving five agencies, ac transit, amtrak, greyhound, muni and west cat and no trains. that's at least a decade away. has a 5.5 acre rooftop garden. security is being provided by unarmed allied guards who will work in conjunction with san francisco police officers. >> if it becomes a place where people don't feel like they want to come because it's just not a safe place for their kids and family we've missed the mark. i don't think we have. glass elevators which to me is not a big deal. the big deal is the fountains on the top floor there that follow the pattern of the busses underneath through sensors on the rooftop. >> very cool. >> what! >> the new salesforce transit center not only big, there are big numbers associated with it

after suffering a heat-related emergency on finley road trail. the chp released these photos of yesterday's rescue operation. firefighters with the san ramon valley fire district couldn't get to the hiker because a road got washed out and called for chp to help. rescuers flew a helicopter to transport the hiker to a nearby landing zone where an ambulance was waiting. it is the final get-together on alcatraz. the examiner reports the alcatraz alumni association will host the last reunion at the prison on sunday. the association made up of former prisoners and guards and families and children who lived on the island. members will share their experiences and give tours. organizers say future reunions are uncertain as many people who once lived in alcatraz have moved away. apple insists iphones do not eavesdrop on conversations of tech users and third-party app developers do not have access to audio data. it said in a letter the only thing the iphone listens for is
