>> two other 18-year-olds were killed in the sunday morning crash in walnut creek and abc 7 news reporter matt keller is in the newsroom with more. hi, matt. >> good morning, alexis. the teenage driver ramya ramey is facing dui and manslaughter. chp says she was driving on eastbound highway 24 around 4:00 a.m. when the car fell 40 to 50 feet off the connecter ramp to 680. there were five people in the car, all 18 years old, two men died. ramey and two women suffered major injuries. ramey is under arrest at john muir medical center and her family has been keeping a vigil there and says drinking and driving would be out of character. >> no toxicology reports have come back at this point, so we don't know what actually occurred. everyone right now just needs to be held in prayer. send up good thoughts. i can't begin to imagine the pain that those families are experiencing right now.

>> ramey just graduateded from deer valley high school set to attend the university of pacific. the names of the others have not been released. in the newsroom, matt keller, abc 7 news. federal investigators will send the black boxes from a stolen passenger plane to washington, d.c. they found the flight data recorder and part of the cockpit recorder in the plane's wreckage south of seattle yesterday. the devices should provide clues about what was going on inside the cockpit of the horizon air turboprop. 29-year-old richard russell stole the plane and flew it more than an hour, made wild loops before the plane crashed into an island. people who knew russell are stunned. >> you could tell he was in pain kind of seemed a little delusional and i was just shocked to see that someone who was so nice, so helpful, and caring actually, he cared about his job, to do such a thing. >> authorities are trying to

confirm if recovered human remains are russell. he was a grounds service worker for horizon air and didn't have a pilot's license. salvage crews are waiting for daybreak to free a fishing boat that ran aground in santa cruz. the pacific quest got stuck yesterday near natural bridges state park. the boat carrying about 1200 gallons of diesel. a salvage crew determined it was too hazardous to move the vehicle. they secured it and going to try to remove the fuel and salvage the boat. if you ride bart soon you will see more of the agency's fleet of the future trains. according to the san francisco examiner ten cars will be on the tracks in two weeks. bart may roll out five new cars per month throughout the end of the year. the examiner reports there will be a six-month delay in the delivery of the final order of train cars and are not expected to arrive until april of 2026 which seems a long time from now. the whole projects has cost more than $2.5 billion.

the city of santa clara which owns levi stadium has won a legal fight in its dispute with the 49ers over the team's rent. an arbitrator denied the 49ers requested to reduce their rent by $4.25 million. the team's rent will increase 262,000 to $24.7 million for each year it leases the stadium. the mayor says the decision will allow the city to pay down the stadium's debt more quickly fight shows that city of santa clara and the stadium authority is managing the 49ers instead being managed by them. we would hold them accountable to how they deal with the city. our citizens have allowed them to have their residence here in the city and they need to play fair. >> the 49ers told abc 7 news in a statement that the organization accepts the arbitrator's decision. happening today the state assembly is going to vote on a bill that with would require landlords to accept rent

payments from third parties. if the bill from a san francisco assemblyman passes it will go to the governor's desk. he says when tenants have trouble making rents sometimes the family member or a non-profit will pay. advocates say some landlords refuse the payments as a tactic to evict residents and raise rents. apartment associations are against this measure. developing business news this morning, bay area is taking a huge financial hit following a san francisco jury's $289 million verdict against monsanto which is owned by the drug giant. friday the jury ruled in favor of a former groundskeeper who said exposure to roundup weed killer caused his cancer. shares plunged 11% in trading in europe. bayer bought monsanto in june for $66 billion. the san francisco verdict opens the door for thousands of other claims involving roundup. new developments between north and south korea. the rival nations have agreed to
