man and another neighbor described what she saw. >> there was a family with children about 10 to 15 people huddled upstairs on the patio. there was several fbis, highway patrols, several undercovers. there was a woman that looked like they were up there talking to the family. >> ameen is an iraqi refugee who was in the process of ob take a green card. documents show iraq has made a formal extradition request for him. now an abc 7 news live desk update. china announcing it will send a delegation to the u.s. for trade talks. we have not heard yet a specific date but the chinese commerce ministry says it should happen this month. the plan is to discuss economic and trade issues between china and the u.s. both countries have imposed billions of dollars in tariffs recently and president trump has threatened to slap tariffs on all chinese imports. another round of tariffs is scheduled to start one week from today and if we hear specific date for this trade meeting

during the next hour we will let you know. one of the busiest ports on the west coast may feel the effects of the trade war. the port of oakland said last month exports fell 7.3% compared to the previous year. sf gate reports it is the fifth monthly drop in a row. a port spokesman says it's still too early to tell if the tariffs are the main reason for the drop. for the second time in a week monsanto lost a court case over the main ingredient in its weed killer roundup. california's supreme court has rejected a request to challenge a lower court ruling that allowed the state to add glyphosate to a list of chemicals that caused cancer. the ruling comes days after a san francisco jury ruled in favor of a former school groundskeeper who said exposure to roundup caused his terminal cancer. last week's verdict opens the door for thousands of other claims involving roundup. starting school and setting a legal precedent at the same

it's due to a repair between hayward station where i am right now. sky 7 over the work happening in san leandro, much closer to the bay fair station. crews have been single tracking between the two stations this morning. then in san francisco, a train possibly ran over some debris in an underground tunnel between 16th and civic center causing delays in that region and finally in downtown oakland bart says it's dealing with false occupancy. we're monitoring your commute throughout the system but people heading up to the platform seem calm. there's no rush this morning with the major delays across the board. jessica, reggie? >> there's not much you can do but hang out and hope it gets fixed. amanda del castillo will let people know when this is all clear. thank you. speaking of bart, a photo taken on one of the trains is going viral and here it is. it's an unusual sight.

. it is back to school for a lot of students today. a look at afternoon high temperatures, cupertino up to 78, north bay warmer at 83 and pacifica cooler on the coast in the upper 50s. good luck to all the students out there. i know you used to live in d.c. and bet you never saw this, reagan international airport blacked out. a major outage caused issues last night. airport officials say two power feeds just stopped providing power and they don't know why. the airport continued operations on generators but it did slow things down. we have new developments on protected bike lanes along the embarcadero. this what is it looks like along fulsome street right now. take a look here this is how the city envisions the embarcadero once its projects to add protective bike lanes is complete.

it would have two lanes plus areas for cars to pull over. the timeline is catching criticism. engineering and an environmental review are scheduled to run through 2019. detailed design work until 2022 when construction would begin. the city has not secured any funding yet. "the examiner" reports cyclists are frustrated with delays and say the new timetable isn't fast enough. some of them were friends with the pedicab operator who was hit and killed along the embarcadero last month. an activist group calling on officials to investigate catholic priests in california. members of the survivors network of those abused by priests want a grand jury to examine child abuse in several dioceses including in oakland, san francisco, and stockton. the request comes after a grand jury report in pennsylvania found the catholic church

a 5-year-old north bay girl is allowed to attend public school through a temporary court order. brook suffers a rare form of epilepsy and takes cannabis based medication for treatment. state and federal law bans that type of drug from school campuses but for now the temporary court order does allow brook to stay inside the classroom with her medicine administered by a nurse at valley elementary in santa rosa. the union school district officials say they are caught in the middle. >> absolutely want to serve this student. she's a wonderful student and a wonderful family. however, we have laws that dictate we cannot have that medication on campus. >> it would be devastating for her to be able to start here and th pull h out and have her stay at home until we figure out what the next step would be. >> but all of this is not a done deal yet. a final ruling on whether brook can remain at public school

fair repaired and looks like trains are running again with sky 7 live over the bay fair and hayward stations. trains are there and so we are -- they are seeing they are recovering with 20-minute delays. that hopefully is diminishing through the rest of your morning commute. i did take a look at some of the bridges, volume on the san mateo bridge specifically looks a little heavier this morning. coming into san francisco we had an accident in the center divide apparently partially blocking the left lane. slow traffic northbound begins 101 approaching third street backed up through brisbane. guys? >> sue, thank you. this morning san mateo police are warning us of a man posing as a ride share driver. he is accused of sexually assaulting a passenger. >> the victim was able to escape. the suspect is still out there. so here's the sketch from police. investigators say the driver picked up the woman in san mateo around highway 92 tuesday night. the victim was found near fashion island boulevard. she tells police the man drove

her to a secluded area and then assaulted her. investigators say the attacker was driving a gray four-door car. it's not clear if it had a ride share decal on it. >> we've had investigators working around the clock because we know that, you know, time is very sensitive in this and we want to make sure that there's someone out there that's dangerous, we want to make sure we get this person before they victimize anyone else. >> so here's another look at the suspect. he is in his late 30s. police are reminding people to double check your ride share app to make sure the license plate, make, model and color is the car assigned by the app. this morning all evacuation orders in the carr fire have been lifted. the carr fire has burned 214,000 acres of land since it began july 23rd in shasta county. it is 69% contained. the carr fire has destroyed more

than 11,000 structures and killed eight people that includes firefighter jeremy stoke. a new report says stoke died after getting trapped in a fire tornado. cal fire says stoke made an emergency call the evening of july 26th saying he was getting burned over and needed a water drop. then the call abruptly dropped. cal fire says a swirling monster wall of flames and ash swept down on stoke in seconds. this video shows the ferocity of the inferno. search teams did not find stoke's body until the next morning. he was a redding fire inspector. >> let's talk about this for a second. we have talked in the past about how these fires can create their own weather system. >> we're always tracking that when the fires start. they can get so intensely hot that when that fire explodes it creates a vacuum because hot air rises and it sucks all that air up into a vortex. that's what you're seeing right now in that video from the carr fire. just an intense flame creates conditions in excess of 1,000

degrees fahrenheit and the national weather service they did go out there and they estimated that winds within that fire tornado were in excess of 143 miles an hour. so to kind of put that in perspective that's about as fast as a commercial airplane takes off at that incredible video right there. and our own laura anthony was on the ground near the carr fire and she has incredible pictures on her twitter page where trees have just been snapped in half because those winds just rushed in and they can do so in just a matter of minutes. guys. it's incredible. >> the winds equivalent to a wind tornado we see a lot of people know what that is. >> equivalent to an ef-3 tornado something you see in the mid western and plains states that time of year. >> thank you. >> new this morning, the chp investigating a crash in cupertino involving a prius and a caltrans bulldozer around 12:30. the video shows the driver of the prius appears to be okay.

now the front driver's side of the car suffered damage when it hit a bulldozer on northbound 85. this afternoon a sacramento area man scheduled to be arraigned on manslaughter charges accused of driving recklessly leading to a crash that killed two people. kirks griess and jamie manuel were killed on friday. yesterday the district attorney announced that 36-year-old sean matthew walker from rocklin was arrested. authorities say griess was making a traffic stop on interstate 80 last friday when walker hit them with his chevy pick-up at high speed. they say they have evidence that walker was distracted by his phone at the time of the collision. >> we want the message to be sent that your actions have consequences, that answering a phone or sending or answering a text can result in the tragic consequences we witnessed this last week and lives can be changed because of those actions. >> walker is being held at the

solano county jail and could face eight years in prison if convicted. more twists in the ghost ship warehouse fire case. the attorney for max harris wants to separate his client's case from that of derick almena's case. a judge rejected a plea deal between prosecutors and the men last friday. he said almena wasn't remorseful enough and ordered the case to go to trial. harris and almena face 36 counts of involuntary manslaughter. harris' attorney plans to make a motion to separate the cases at a hearing tomorrow. >> based on even what a lot of the victims' families said, max harris was in a much different position than almena. max harris saved lives, took immediate accountability. immediate accountability. >> meanwhile derick almena's whc combat legal dumping.

89 in concord, 88 livermore, into the south bay it will be a mild day, 83 degrees for san jose, about 85 in santa rosa with afternoon sunshine. san francisco you're going to see the sun quicker today. 64 degrees. it's about 61 the high in half moon bay. so it will be a nice afternoon out there, but traffic wise we have certainly had some issues with bart. how is that looking right now? >> ber. >> that's good. >> the track repair has been complete. there were earlier debris issues on track that's cleared out. they are still in the recovery mode. that means still delays on the fremont line. i thought we would take a look. see the san mateo bridge is bearing the brunt of a lot of the traffic that folks did not take bart because of those delays. very heavy here. we have sort of a pedestrian walking on the shoulder. that is a dangerous situation. we'll check in with the chp on that. for now, take a look. bumper to bum per across the san mateo bridge. once again earlier bart delays in the recovery phase. that's affecting the fremont line at this point.

and you'll recall that this is the second time in recent days that glyphosate has made headlines. just last week a bay area jury awarded $289 million to a school groundskeeper who claimed that glyphosate gave him lymphoma. now an abc 7 news live desk update. >> this story getting attention this morning across the nation. a colorado man in custody this morning after reportedly confessing to murdering his pregnant wife and their two young daughters. the abc affiliate in denver is reporting christopher watts allegedly told investigators he would lead them to the bodies of his wife shanann watts and their girls 3-year-old celeste and 4-year-old bela. the mother was 15 weeks pregnant and her two daughters were also reported missing in the town of frederick last monday. officials are planning to provide an update on the case later this morning. new developments concerning long dmv wait times.

state lawmakers have passed a bill giving the dmv up to $26 million to speed up the process. the rush to get real i.d.s is crowding field offices across the state. some people say they've had to wait six hours for service. yesterday the assembly budget committee voted in favor of giving the dmv extra funding as long as the agency provides a report on how the money is spent. the bill barely passed 15 to 10. many republican lawmakers opposed this saying there need to be more oversight. uber investors reportedly want to self-ol off the self-driving units. uber has invested $200 million per quarter in the last 18 months and $2 billion since the program was started three years ago. the self-driving units has reportedly accounted for between 15 and 30% of uber's quarterly losses. uber halted its self-driving operations in arizona and march and stopped nationwide testing after a vehicle was involved in a fatal collision.
