good morning bay area. let's get up and get going. >> this is "abc 7 mornings." >> good morning, everyone. i'm carolyn tyler. thanks for joining us on a sunday, august 19th. let's start with the quick look at the weather with our meteorologist drew tuma who is in for lisa argen. >> hi, good morning. that sun will be up in about 30 minutes but we're dealing with some locally dense fog right now. live doppler 7 tracking it along the coast and in the north bay. one to two miles and our worst spots right now, so the fog will slowly lift this morning. where you see ten on the board that's as good as it gets. the exploratorium camera is showing you the fog right now in san francisco. we're starting to see some hints of sunlight as the sun slowly rises, but inland we have some haze in the atmosphere. it's another spare the air day once again. so the 12 hour day planner, areas of dense fog.

that fog will slowly lift for sunshine. but it's a warm afternoon away twr the coast once again. if you have respiratory issues limit your time outside in the afternoon. we'll look closer at how hot we get this afternoon and some cooler weather moving in. full accuweather forecast in a few minutes. three men are recovering after they were shot in an apparent drive-by shooting. it happened in the berkeley park packed with children. one victim is in critical condition and the second is stable. the third suffered a minor injury. abc 7 news reporter katie utehs spoke with witnesses. >> reporter: celebrations in the park. children's birthday parties. all terrorized by a shooting at berkeley san pablo park. >> they heard a lot of shots and everybody was frantic and scared and running for their lives. >> one victim in the stomach and back. >> reporter: three men were shot in the apparent drive-by. two were hit in the stomach.

one man with a grazed wound to his hand. >> the fact this would happen in broad daylight is -- you know, pretty disconcerting. >> reporter: police markers fill the street. langford's family was celebrating a birthday when the shooting happened around 5:30. >> there were a lot of children out there. my sister-in-law had a birthday party for her grandson so we had a lot of our grandchildren, nieces and nephews over here. >> reporter: witnesses tell us the gunshots came from the street, striking two men in this area of the park. it interrupted a 40 year anniversary, a friendship party. people ran behind and left behind the party barbecue. the berkeley police collected evidence but released few details. the crime shook people in the park. neighbors say a shooting in the same area happened in may. >> it needs to stop. >> reporter: one victim is in critical condition. the other is stable. in berkeley, katie utehs.

the smoke from the men doe sena complex fires is one of the reasons we have a spare the air alert today. the river fire was fully contained last week. that's the fire that caused the evacuations in lake county. the ranch fire the largest in state history has charred more than 334,000 acres. it's 76% contained. cal fire still expects to have full containment by september 1st. further to the north in the redding area, cal fire is making progress on the destructive carr fire. it's 81% contained. the flames have scorched over 227,000 acres or about 350 square miles. that fire has been burning for nearly a month. it's destroyed more than 1,000 homes. the eastern edge is burning toward lake shasta and people driving to shasta dam can see the flames and the smoke.

an inmate firefighter is recovering after he needed to be rescued near lake shasta. you're looking at video provided by the highway patrol. it shows a chp flight paramedic being lowered to hoist the injured man from the ground. the inmate was suffering from heat related symptoms. officials say it would have taken at least an hour to evacuate him by ground. california lawmakers will not take up a proposal to protect electrical utilities from some financial liabilities for wild fires. there's not enough time in this legislative session to try to settle the issue. current state law holds utilities responsible for damage from fires ignited by their equipment even if they have followed safety rules. those who want to change the law like governor brown worry that utilities could go bankrupt or significantly raise prices for consumers. now to an immigration arrest in southern california that has

some outraged. a father was taken into custody by i.c.e. at a gas station as he was driving his pregnant wife to the hospital to deliver their baby. he missed the birth of his son. here's abc 7 news reporter linda lopez with questions being raised over the man's legal status. >> reporter: maria del carmen venegas seen sobbing in this gas station. >> she was terrified. she is on the way give birth to her child. >> reporter: she and her husband were in southern california on their way to the hospital for a c-section when these suv's surrounded their vehicle. i.c.e. agents putting joel arrona-lara in handcuffs taking him to the detention center. when i asked why are you taking him, they said somebody had reported us. venegas drove herself to the hospital. >> they knew she was pregnant. they could have said, well, come back to the office later on. you can have a discussion with me about your status. this could have been handled

differently. >> reporter: her husband has no criminal history and her attorneys believe i.c.e. may have been looking for someone else. i.c.e. meantime says he was in the u.s. illegally from mexico, adding i.c.e. continues to focus the enforcement resources on individuals who pose a threat to national security, public safety and border security. however, i.c.e. will no longer except classes or categories of removable aliens from potential enforcement. his attorney said he's trying to get his client released on bond, but i.c.e. has released a new statement saying they have learned there's an outstanding warrant for mr. arrona in mexico on homicide charges. lawsuits by california and several other states over a proposed citizenship question on the upcoming 2020 census will be allowed to move forward. on friday a federal judge refused motions from the government to dismiss those suits. california's one of nearly two dozen states suing over a

question asking whether people are u.s. citizens. the census is used to determine how much federal funding a state receives as well as its representation in congress. there's a dramatic video in sacramento showing a police suv hitting a 16-year-old boy on a sidewalk during a chase. it all starts when they stop the teenager for not having a forward facing light on his bike. he took off, officers gave chase. the whole thing was documented through footage from the car and the body camera. you can see the teenager appeared to jump out of the way at the last second. but he still got hit. sacramento police are calling it an unintended collision. the suspect is later seen being handcuffed. the incident last month has parked a community outcry. more animals in contra costa county have tested positive for

the west nile cases. it was reported in antioch where a dead bird tested positive. in concord, other west nile cases were confirmed in birds or mosquitos and in martinez, oakley, brentwood and discovery bay. vector control says the area is entering peak west nile virus season and people in contra costa county should protect themselves from mosquito bites. this morning, the klay thompson golf tournament begins in san francisco. last night, thompson and his dog rocco walked the red carpet. abc 7 news caught up with klay and his dad to talk about predictions for today's tournament and why this inaugural event means so much. >> i know stats on the golf right now, they'll be hot and ready. i have to put my money on myself. stacked like the warriors. >> we are all the same.

drew tuma in with the full accuweather weather in a few. did you know many cultures believe there's a lot of luck behind the number eight. yesterday was 8-18-18. so a lot of couples considered it to be the luckiest day to get married. abc 7 news reporter amanda del castillo has the story from redwood city. >> reporter: 8-18-18 is both sequential and special for several reasons. it brings us the most popular wedding day of the year. so popular the san mateo clerk's office opened on the weekends. it was a labor of love. >> originally we opened from 9:00 to 4:00 and we extended it another couple of hours for first come, first served and all of the slots are full. >> reporter: they usually marry about four couples a day, but

the office married 20 yesterday. newlyweds got engaged in december and they're planning a destination wedding for a later date, but nabbed an early spot for their nuptials. >> i pronounce you husband and wife. >> reporter: some say it's the easy to remember palindrome. others say it's the luck of double 18s. if you knock the digit on the side, many recognize the number eight resembles an infinity size. >> tradition has it that eights provide happiness and prosperity and health to those who get married on such a day. >> reporter: the couple said there wasn't an outside motivation. instead they wanted to be married. >> no. >> happy coincidence. >> yeah. >> reporter: they were just one of the estimated 30,000 couples who registered to wed on what is believed to be the luckiest day of the year. >> 8-18-18. >> yeah. >> 8-18-18. >> reporter: in redwood city, amanda del castillo, abc 7 news. when it comes to getting married, california is the ninth

most expensive place. it costs nearly $33,000. at the top of the list, hawaii. it costs $39,000 there. some of the factors are the dress and of course the ring. time is running out to enjoy a place that rekindles childhood memories for many bay area residents. abc 7 news was in play land not at the beach in el cerrito. some of the items at play land not at the beach come from san francisco's famed play land. that park closed in 1972. play land not at the beach means something different to every visitor. >> memories of the bygone era. the old play land at the beach or other amusement parks that used to exist. it kind of means the current trend which is a lot of things

are getting torn down for housing. part of our history is in part of that conversion. >> play land not at the beach has lost its lease. that's why it's closing but you can visit between now and labor day. a street has been renamed to honor the first african-american to run for mayor and who was so much more. abc 7 news was on third street in the bay view district yesterday in front of sam jordan's. a bar that received historic landmark status a few years ago. sam jordan was a long shoreman, a golden gloves boxing champ and an entrepreneur. the street, a little side street to the bar, that's the one that has been renamed sam jordan's way. a grand opening celebration was held in half moon bay for that community's new library. the two story, 22,000 square foot library features everything you would expect. books in the children's section,

desktop and laptop computers but it also boasts the first maker's room in the county. that's a space where the public can use 3d printers, a high performance laser cutter. video cameras and other tools. a special guest made an appearance to dedicate the building. >> this represents the soul of half moon bay, the feeling of half moon bay and the beautiful coast side that is half moon bay. >> congresswoman jackie speer presented a flag over the u.s. capitol building and it will fly over the new library. the rio vista bridge is closed. caltrans workers had to do emergency work on the draw bridge when a gear box that raises and lowers the bridge broke. crews used wrenches and pulleys to manually raise the span. contractors blamed the old age

for the broken gearbox. caltrans says the span will reopen at 3:00 tomorrow morning. north bay commuters celebrated the first anniversary of trains running between santa rosa and san rafael. yesterday, abc 7 were there where people enjoyed free rides during smart fest to celebrate the milestone. smart provides an alternative to sitting in traffic along highway 101. >> hearing from people, we have improved the quality of life for those who have an option to take the train. they're now having more time to spend with their family. they get home early, you know, it's a safe, reliable and predictable service. >> yeah. they are offering free rides again today to celebrate. smart has carried more than 600,000 passengers so far. now, your accuweather forecast with drew tuma.

>> 6:18 on a sunday morning, live doppler 7 giving you that active sweep along with the satellite. we have that marine layer that's with us this morning and that fog it's still dense along the coast. we are seeing improving conditions though with visibility at half moon bay. just a half hour ago, we were at one mile. at two miles now. so the fog is going to ebb and flow over the next couple of hours and lift later on this afternoon. issues of visibility in petaluma and one to three miles with the fog overhead. so we'll take you outside, a live look showing you you're pea soup thick fog. likely some coastal drizzle as well. switch on to the east bay hills camera, and what you're noticing there is that haze. you can see it well defined from this picture. in our atmosphere. and that haze will be with us this afternoon. very similar to what we experienced yesterday. so we have issues with our air

quality in the next 24 hours so it's for that fact we have a spare the air day in effect. the poorest air quality will be contained to the santa clara valley, but elsewhere it's moderate. meaning you'll have haze in the atmosphere. so if you have respiratory issues limit your outdoor activities later on today as we have that air quality alert. ought there, 5 -- out there, 52, low 60s. san jose, 59 degrees. the future weather is showing you a lot of cloud cover along the coast, over san francisco. elsewhere, we are seeing sunnier skies. that cloud cover gradually breaks down over san francisco. so by the afternoon away from the coast once again, you'll see a fair amount of sunshine and it will be a warm day. as you head into the afternoon hours. that fog spills back into the bay. highs starting in the south bay. warm in san jose. 84, that haze in our atmosphere. 83 for cupertino. along the peninsula, 79 later on

in palo alto and 80 for redwood city. in the 60s from half moon bay to pacifica. there's some drizzle in spots downtown. a little bit of afternoon sunshine. 63 downtown and 63 in daley city. 85 in sonoma later on today. 88 in cloverdale. we're 80 for fremont. and berkeley about 72. 78, castro valley. inland we're in the 90s with the haze. about 96 in brentwood. if you're headed to the a's game later on today, a mix of sun and clouds. first pitch temperature on the cool side at 68. but by 4:00 it warns to 73 degrees so enjoy. here's the accuweather seven day forecast. we have that spare the air day in effect because of that poor air quality in spots. we'll see refreshing cooler air move in on monday. we're knocked down into the 80s. we have some coastal drizzle on

in for lisa. >> hi, good morning. we are tracking a couple of issues with the fog and then our air quality later does decline this afternoon. right now, that visibility anywhere from one to three miles in our worst spots along the coast and then the north bay elsewhere we're doing much better with visibility. but the picture outside you can see the sun is rising. kind of has a fiery red tint to it as it moves through the atmosphere that has haze and smoke at this hour. you can see that haze from our east hills bay area. issues with air quality will happen later on this afternoon. 8:00 this morning we have cloud cover over san francisco and along the coastline. but sunshine will dominate the skies later on this afternoon and by noon lunch time we're into the 80s in the hottest spots. but that air quality issue is mainly in santa clara valley. elsewhere, moderate air quality. you will notice haze in the atmosphere. so a spare the air day is in effect. what that means if you have respiratory issues you want to limit your time outside in the

next 24 hours. well, look at how warm we get later on this afternoon and refreshing air moving in for the upcoming workweek. that's in a few minutes. >> thank you. kofi annan the first black african to lead the united nations passed away yesterday. and he was 80 years old. flags were lowered to half-staff at the u.n. in his honor. he held the position of secretary-general from 1997 to 2006. in 2001, he won the nobel peace prize for his work with the organization. annan died in switzerland from an undisclosed illness. annan's influence helped the local nonprofit in its humanitarian campaign against land mines. abc 7 news reporter cornell bernard has this story. >> there are no limits to what you can achieve. >> reporter: kofi annan was one of the world's most celebrated diplomats. in 2001, he was awarded the

>> reporter: last may he made one of his last appearances in the bay area as a guest speaker at stanford. >> i can only believe that god has one more angel in heaven. >> reporter: tributes are pouring in to annan. the current secretary-general said he was a guiding force for good and i mourn the loss. we are learning that the top attorney for the white house has cooperated extensively with the special prosecutor who's looking to see if president trump obstructed justice. abc news has confirmed don mcgahn has met with robert mueller's team at least three times. he's faced more hours of questioning than any other white house staff member. "the new york times" reports his cooperation stems from a decision by the president's first team of criminal lawyers. twitter's ceo dorsey is denying comments made by

this amazing video of a mountain lion mother and her cubs inside their den is giving new hope for the species' survival in sonoma county. the video was taken by researchers trying to teach bay area residents how to live safely with lions in their theie midst. abc 7 news is the first to share these rare images with the public. abc 7 news anchor eric thomas

has more. >> reporter: these mountain lion kittens are 11 days old. snuggled in a cave in the glen allen kenwood area. their mother is wearing a gps collar to track her movements. researchers have been following her for two years through three litters of kittens and the lead scientist hid a video camera inside her den. quinton martins is an expert lion tracker. he waited until the gps showed she was off hunting, then went looking for the lion caves. >> crawling under roots and trees and finally i found the cave with the two little kittens in it. it was just amazing. >> reporter: quinton runs living with lions for audubon canyon ranch. so far, they have put gps collars on nine mountain lions, tracking them as they share their native habitat with humans. they had a major set back last

fall when thousands of dollars of equipment were burned. private donations got them back in action and all the lions survived the fire, but the animals still face serious threats often from people trying to protect livestock. if a mountain lion kills livestock or a pet, california law allows the owner to get a deprivation permit to have the lion killed. remember the mother we showed you earlier, no kittens from her two past litters are still alive. three cubs died from natural causes, two others made it to young adulthood but were killed after they killed livestock. quinton and his team are hoping to stop that psychel with the new litter. the way to save lions is to protect livestock. >> they need to be locked in a predator proof enclosure at night. >> reporter: quinton says most problems are from hobby farms with just a few animals and no protection from lions. he showed us this property which actually has a small barn but the owners still let their goats

outside at night and he came back the next night but gave up quickly because now the goats are safely inside. >> if they're out at night it's not a question of if but when. >> reporter: the living with lions project is partnering with sonoma county wildlife rescue which has a barn yard and fencing set up to take predator proofing methods. experts say killing them does not protect the animals. >> if you kill one mountain lion another one is going to fill that niche. >> reporter: this map shows one male lion's territory covering 17,000 separate private properties. killing that lion would upset the delicate balance of the ecosystem over a wide area. so the lion team is challenging the community to help this new litter survive. they're lucky to have a dedicated mother. >> to see how patient she is, you know, people could learn a lot from mountain lions. >> reporter: and check out these new photos of the cubs now 4

defending world series champs. abc 7's mindy bock has the highlights. >> the small market a's are on an incredible run that's caught the attention of the big leagues. oakland trailed the a.l. west leading astros by 12 games and today they have a chance to take the outright division lead. this little guy was happy because he got to see a lot of doubles. davis got it going in the first. keuchel, this double brings in two. symmion and lowry, come on home. a's go on top early. solid defense behind cahill. gaddis, a fly ball to right. piscotty with the hustle and sliding catch. the a's hit eight doubles. olson and piscotty and phegley had two doubles each. phegley had three rbis to go with that count.

cahill came up big. seven shutout innings. the a's won 7-1 and earned now the codivision leaders. saturday's game against mr. red in cincinnati. one for bumgarner and the giants to forget. he gave up only one hit through the first three innings, all came undone in the fourth. there was a solo shot and then bumgarner loaded the bases and with two out, dixon did the damage. and a broken bat scored two more. the giants offense got nothing off matt harvey. he had a no-hitter until the sixth inning. the giants lose 7-1. the raiders and 49ers took different approaches toward their second preseason game. san francisco's offensive starters played two series. not the case for oakland. 49ers starters looked good especially on the opening is drive. jimmy garoppolo finds marquise goodwin. that was good for 40 yards and deep into the houston territory.

happening today in san francisco, the first new sunday streets route in five years makes the debut. it's sunday streets spanning fulsome street from essex essexx tenth street. it is known for the design and the art production. there will be activity hubs with arts and culture, a kid's discovery zone and a fitness stage. the event runs from 11:00 to 4:00. by that time the fog will have lifted. >> yeah. it's cloudy out there this morning. we have the dense fog over san
