>> announcer: good morning bay area. let's get up and get going. this is "abc 7 mornings." good morning, everyone, i'm carolyn tyler. thanks for joining us on this sunday, august 19th. let's start with a quick look at the weather with our meteorologist drew tuma, in for lisa argen. >> good morning, carolyn. it's a gray start for a lot of us this morning. we do have some issues with fog. take a look at visibility, it's ru reduced in a lot of areas. two miles at half moon bay. the picture outside on this sunday morning, this is san jose, a live look in the south bay. we have a lot of cloud cover at this early morning hour. walnut creek, a similar story. you notice a little bit of haze in our atmosphere. we'll have some issues with air quality as well. future weather, let's go our by hour for you. we do expect, as we hit noon, a lot of this cloud cover is breaking down and pulling back to the coastline. and into the afternoon, it will be another warm one, away from the coast. however, it is a spare the air day today.

air quality in the santa clara valley will be poor. around the region we'll have moderate air quality, meaning there will be some haze in the atmosphere. if you have respiratory issues, you want to limit your activities today. cool air moves in soon. we'll talk about that in the full accuweather forecast. >> thank you, drew. three men are recovering think morning after they were shot in an apparent drive-by shooting in a berkely park packed with children. police say one victim is in critical condition. the second is stable. the third suffered minor injuries. abc 7 news reporter katie utehs spoke with witnesses. ilen's birthday parties.s. all terrorized by a shooting at berkeley san pedro park. >> everybody was frantic and scared and running for their lives. >> a victim in their stomach and back. >> reporter: three men were shot in an apparent drive-by, say

witnesses. two men hit in the stomach. one man with a graze wound to his hand. >> the fact that this would happen in broad daylight, it's pretty disconcerting. >> reporter: police evidence markers fill russell street near mabel street. pastor lankford's family was celebrating a birthday when the shooting happened around 5:30. >> there were a lot of children around here. my sister-in-law gave a birthday party for her grandson. so we had a lot of our grandchildren, nieces and nephews that were here, and there were other events as well. >> reporter: witnesses tell us the gunshots came from the street, striking two men in this area of the park. it interrupted what was a 40-year anniversary, a friendship party. people ran, leaving behind their party barbecue. berkeley police collected evidence for several hours but released few details. the crime shook people in the park. >> i love you. >> reporter: neighbors say a shooting in the same area occurred in may. at last check, police say one victim is in critical condition. the other is stable. in berkeley, katie utehs, abc 7

news. the smoke from the mendocino complex fires is one of the reasons we have a spare the air alert again today. the river fire was fully contained last week. that is the fire that evacuations in lake county. the ranch fire charred more than 335,000 acres. it is 76% contained. cal fire still expects to have full containment by december th. further to the north, in the redding area, cal fire is making progress on the destructive carr fire. it's now 83% contained. the claims have scorched more than 227,000 acres, about 350 square miles. the fire has been burning for nearly a month, and has destroyed more than a thousand homes. the eastern edge is burning toward lake shasta, and people driving to shasta dam can see all the flames and the heavy smoke. an inmate firefightered to e

rescued near lake shasta. you are about to look at some video provided by the california highway patrol. it shows a cph flight paramedic being lowered to hoist the injured man. the inmate was suffering from heat-related symptoms. officials say it would have taken at least an hour to evacuate him by ground. california lawmakers will not take up a proposal to protect electrical utilities from some financial liability for wildfires. lawmakers telling "the chronicle" there simply is not enough time in this legislative session to settle the issue. current state law holds utilities responsible for damage from fires ignited by their equipment, even if they have followed safety rules. now, those who want to change the law, like governor jerry brown, fear utilities could go bankrupt or significantly raise prices for customers. now to the outrage over i.c.e. arresting a man in

southern california who was driving his pregnant wife to the hospital. she's pleading for her husband's return just days after giving birth. abc 7 news reporter marci gonzalez is explaining what i.c.e. officials are saying about why this man was targeted. >> reporter: overnight, immigration officials explaining this arrest. surveillance video shows suvs surrounding this vehicle. inside, joel arrona-lara and his pregnant wife on their way to a southern california hospital to deliver their baby. arrona-lara in the u.s. illegally from mexico, handcuffed and taken into custody, leaving his wife sobbing inside this gas station. >> translator: when i asked why are you taking him, tyai mebody reported , she says. >> reporter: she recounted the dramatic scene after driving herself to the hospital and giving birth to their abc news arrona-lara was brought to i.c.e.'s attention due to an outstanding warrant in mexico on

homicide charges. the family's attorney denies th criminal history whatsoever. >> reporter: telling us the arrest avoid says nothing about a homicide allegation and only says arrona-lara is in the country without documents. his legal team is undeterred, they say, in their determination to get him released on bond so he can be with his wife and the newest member of their family. they plan to file a motion on monday as i.c.e. moves forward with proceedings to have him deported. marci gonzalez, abc news, los angeles. lawsuits by california and several other states over a proposed citizenship question on the upcoming 2020 census will be allowed to move forward. on friday a federal judge refused motions by the government to dismiss the suits. california is one of people are u.s. citizens. the census is used to determine

how much federal funding a state receives, as well as its representation in congress. this morning superstar klay thompson is hosting the inaugural thompson family golf tournament. it tees off in just over an hour in san francisco. klay and his dog rocco walked the red carpet for the tournament kickoff party. abc 7 news caught up with him and talk about why this inaugural event means so much. >> i know he'll be ready. i've got to put my money on myself. we are all the same. we're all special people, no matter what we do in our lives. just because you play pro sports doesn't make you better than anyone else. when you're put in the position where you can help other people, you have a responsibility to do that. >> the thompson family foundation raises money to

welcome back, everyone. it is 9:12 on this sunday, august 19th. let's go to the beach, shall we? this is our santa cruz camera. you can see a lot of fog there too, just like the rest of the bay area. temperatures in the 50s right now. how will the day shape up, and what about the rest of the week? drew tuma is in for lisa. he's got your full accuweather forecast coming up. a dramatic video shows a sacramento police suv hitting a 16-year-old boy on a sidewalk during a chase. it all started when officers

stopped the teenager for not having a forward facing light on his bike. the boy took off. officers gave chase. the whole thing was documented through footage from the car and the body camera. you can see the teenager appeared to try to jump out of the way at the last second, but he still got hit. sack are a pen tra he still got hit. sack are a pen trmento police at an unintended collision. the suspect is later seen being handcuffed. this incident all over a bike light. it happened last month. it sparked community outrage. the rio vista bridge is closed. caltrans workers had to do emergency work on the drawbridge when a gearbox that raises and lowers the bridge broke. crews used wrenches and pulleys to manually raise the span and replaced that broken gear. contractors are blaming the bridge's old age for the broken gearbox. caltrans says the span will reopen at 3:00 tomorrow morning.

accuweather forecast with drew tuma. and in accuweather on this sunday morning, a lot of us are walking up to gray skies. that marine layer is fully intact right now. live doppler 7 along with satellite, you can see a lot of gray on the screen. that's the low cloud cover at this hour. it's creating problems with visibility right now. we'll switch it over to visibility mode on live doppler 7. you can see in the north bay and along the coast, that's where the greatest issue is at this hour. santa rosa down to one mile visibility, two miles at the coastline. we're seeing those issues. as we zoom in closer, we'll have the fog in the next couple of hours along the coastline. in the north bay that fog should start to break down in the next hour or so and sunnier skies will prevail later this afternoon. a live look, this is alcatraz, but you can see really poor visibility, thanks to that fog going through the golden gate strait right now. that's ushered in cool temperatures this morning. 55 right now, good morning san francisco. we have sunshine inland like danville, we're up to 70 at this

hour. the sun is efficient at warming us up, when we have it. santa rosa, 52 degrees with that follow. later on today, it will get warmer. remember, we'll have that haze in our atmosphere because of some smoke from our wildfires to the north. so a spare the air day is in effect. along the peninsula, 80 for mountain view later on today. we'll see sunshine along the coast, 65 for half moon bay later on today. 66 in downtown san francisco. it will feel a little cooler today compared to yesterday in the city. 63 forty. 80 for vallejo today, 84 for san rafael, 85 for sonoma. 72 berkeley later today. 80 in fremont. inland, where we already have the sunshine right now, we'll warm into the 90s this afternoon. 93 in san ramon. brentwood, one of the warmest

spots, headed to 96 degrees. it does get warmer as you go east into the central valley. we'll exceed 100 degrees from bakersfield to fresno. southern california, l.a., a lot of sunshine, a high of 86. back here at memo, the a's game at the coliseum later this afternoon. first pitch temperature around 68 degrees, so have a light jacket. we'll warm to about 73 degrees as the game is wrapping up the ninth inning by 4:00. overnight tonight, that fog will develop along the coast. likely having some coastal drizzle as well. that fog spills into the bay on monday. the shoreline our warmer spot, in the upper 50s to near 60s into the overnight hours. the accuweather seven-day forecast, the big take away, we'll have some afternoon sunshine. it is a spare the air day in effect. we'll have poor air quality. by monday, cooler, refreshing hair moves in. that's going to help to mix out some of the smoke we have in our atmosphere. some coastal drizzle on tuesday. then, carolyn, by wednesday, the

the coast and the north bay are still having the biggest issue with fog, santa rosa down to one mile visibility. napa, visibility has been increasing, good news there. the coast is socked in with cloud cover, half moon bay down to two miles. sfo, we're seeing some sunshine beginning to peek through the clouds. then it will warm up pretty quickly. by lunchtime and into the early afternoon, we expect any cloud cover to be really confined to the coastline. we're already well into the 80s by that hour, so it will be another warm day away from the coast. however, we are having issues with our air quality this afternoon. so our spare the air day continues the next 24 hours. poor air quality in the santa clara valley. you will see some haze in our atmosphere. we'll take a look at how hot we get this afternoon where you live and some refreshing air moving in in the accuweather forecast in a few minutes, carolyn. >> thank you, drew. kofi annan, the first

african-american to lead the united nations, passed away yesterday at the age of 80. flags were lowered at the united nations in his honor. he held the position of secretary general from 1997 to 2006. in 2001 he won the nobel peace prize. annan died in switzerland from an undisclosed illness. he led a campaign against land mines. abc 7 news reporter cornell barnard has the story. >> there are no limits to what you can achieve. >> reporter: kofi annan was one of the world's most celebrated diplomats. in 2001, he was awarded the nobel peace prize for his work in revamping the u.n. organization. >> because of his belief in my dream, it gave me the confidence to take that footstep after footstep. >> reporter: she says it was kofi annan who was the first supporter of her organization

antonio guterres tweeted, i the world in mourning his loss. cornell barnard, abc news. abc news has confirmed white house lawyer don mcgahn has met with special counsel robert mueller's team at least three times. he's faced more hours of questioning than any other white house staff member. "the new york times" reports mcgahn's cooperation stems from a decision made by president trump's first team of criminal lawyers. twitter ceo jack dorsey is denying allegations by president trump that twitter bans users because of their political cnn, he says twitter provides a forum for people to express their opinions within the rules it has established.

>> are we doing something according to political ideology or viewpoints? we are not, period. we do not look at content with regards to political viewpoint or ideology. we look at behavior. >> dorsey says he believes social media and tech companies need to be transparent and should explain their decisions and articulate their goals. abc news was in richmond yesterday for a unique gun buyback program. richmond police unloaded weapons from the trunks of people's cars, and in exchange gave out gift cards. foundation will take those melted-down guns and turn them into art. >> we're going to, along with the richmond police department, look for ex-offenders who were convicted of gun-related crimes and who have some experience with welding, and have them transform the guns into art so they can mirror their own transformation.

>> police tell us they're pleased with the response to the buyback. someone even turned in a bazooka. a grand opening celebration was held at half moon bay for that community's new library. it's a two-story, 22,000 foot structure which features everything you would expect from a library, books, a children's section, desktop and laptop computers. it also boasts the first makers room in the county, a space where the public can use 3d printers, a high performance laser cutter, video cameras, and other tools. a special guest made an appearance to dedicate the building. >> this represents the soul of half moon bay, the small town feeling of half moon bay, and the beautiful coast side that is half moon bay. >> congresswoman jackie speier also presented a flag that was flown over the u.s. capitol. it will now fly over the new half moon bay library.

happening today, the 26th annual festival of india continues in downtown fremont. today's big event is the grand parade. cars and colorful floats will

this amazing video of a mountain lion mom and her cubs inside their den is giving new hope for the species' survival in sonoma county. researchers are trying to teach bay area residents how to live safely with lions in their midst. abc 7 news is the first to share these rare images with the public. abc 7 news anchor eric thomas has more. >> reporter: these mountain lion

kittens are 11 days old, snuggled in a cave in the glen ellyn area. their mother is wearing a gps collar to track her movements. now for the first time, the lead scientist managed to hide a video camera inside her den. quentin martins is an expert lion tracker. he waited until the gps showed the mother was off hunting, then went looking for the lion cave. >> crawling into holes, under roots and trees, and finally i found this cave with the two little kittens. it was just amazing. >> reporter: quintin runs living with lions for audubon ranch. they've put gps collars on nine mountain lions in sonoma county. the project had a major setback last fall when the nuns fire burned their office and thousands of dollars of high tech equipment. >> everything was destroyed.

>> reporter: private donations got them back in action and all the research lions survived the fire. but the animals still face serious threats, often from people trying to protect livestock. if a mountain lion kills livestock or a pet, california law allows the owner to get a depredation permit to have the lion killed. remember the mother we showed you earlier? no kittens from her two past litters are still alive. three cubs died from natural causes. two others made it to young adulthood but were killed after they killed livestock. quintin and his team are hoping to stop that cycle with the new litter. the way to save lions is to protect livestock. >> they have been to be locked in a predator-proof enclosure at night. >> reporter: quintin said most problems here are from hobby farms with just a few animals and no protection from lions. he should us this property which actually has a small barn,he deht lion attackedacthe next night b.

>> if they're out at night, it's not a question of if they're going to get taken by a mountain lion or predecessor aare to -- r predator of some type. it's a question of when. >> reporter: they are trying to teach predator-proofing lessons. killing mountain lions, say experts, doesn't actually protect your animals. >> a mountain lion has its territory where it gets food. if you kill one mountain lion, another will come to fill its niche. >> reporter: this map shows one male lion's territory, covering 17,000 separate properties. killing that lion would upset the delicate balance of the ecosystem over a wide area. so the lion team is challenging the community to help this new litter survive. they're lucky to have a dedicated mother. >> to see how patient she is, so people can learn a lot from lions. >> reporter: and check out these new photos of the cubs, now 4 weeks old and cuter than ever.

buildings right now. we'll switch it over to the tam cam. once above that marine layer, we've got lots of sunshine on the way. once that sun comes out, it will quickly warm us. so right now, with that cloud cover overhead, we're kind of stuck in the 50s for san francisco, oakland. san jose right now at 63 degrees. where you have that sunshine inland already, brentwood at 71 at this early morning hour. we'll take you into the south bay. your 12-hour day planner early on. 10:00, we're still dealing with that cloud cover in the south bay. once that sun gets out here by noon, it really accelerates those tempertures into the 80s by 2:00. highs today, you'll see 66 in san francisco with some afternoon sunshine later today. oakland up to 73 degrees. 84 for san jose. 80 in fremont. 79 in it palo alto. 88 in santa rosa. inland, we're warm. we're not as hot as we were yesterday. but still 93 is warm today for concord, 93 in livermore.

once again we'll have the haze in the atmosphere as a spare the air day is in effect later this afternoon. if you're heading to the beach later on today, you'll see sunshine. right now, dense fog and drizzle as well. once that sun comes out, we'll have a very high uv index, so make sure you wear your sunscreen. 65 for ocean beach. the ocean water temperature right now sitting at around 59 degrees. across much of the west coast today, it will be a warm august afternoon. to the north and the pacific northwest, both seattle and portland in the 80s today. even in northern california, 102 for redding. 104 for fresno and the central valley. so cal, 86 and sunny in l.a. the call from accuweather, we'll have that fog with us once again tonight. it will spill into the bay. we could see coastal drizzle into monday. be aware of that tomorrow morning for the commute. otherwise we'll see a lot of 50s on the board. 55 overnight in oakland. 52 in san francisco. dropped to about 59 in san jose under a mix of stars and clouds.

the accuweather seven-day forecast, it's all about the afternoon sunshine but poor air quality ushering in a spare the air day. monday, cooler air works in. we'll knock down those inland temperatures significantly, staying in the mid-80s, that will feel nice. by tuesday, morning coastal drizzle will lead to afternoon sunshine. but we'll see pretty moderate temperatures. wednesday or thursday, at or slightly below average. friday and saturday, minor dips to the temperatures. a nice week shaping up after a warm afternoon today. >> looks like a good week if we can just get rid of the bad air. >> exactly. by monday or tuesday, better air. >> sounds good, thank you, drew. let's check out sports this afternoon. the a's will try to sweep the astros. yesterday, the athletics pulled even in the al west with the defending world series champs. abc 7 news sports anchor mindi bach has the highlights.

codivision leaders. and one for bumgarner, he gave up one hit through the first three innings and all came undone in the fourth. perazza led off with a solo shot and bumgarner loaded the bases and with two out, then brandon dixon did the damage. broken bat scored two more. bumgarner gave up a season high five earned and the giants offense got nothing off matt harvey. he had a no-hitter until the sixth inning. the giants lose 7-1. the raiders and the 49ers took different approaches. san francisco's offensive starters played two series. o 49ers starters looked good especially on the opening drive. jimmy garoppolo finds marquis goodwin. that was good for 40 yards and deep into houston territory. and garoppolo tapped the drive with a td pass to trent taylor. yeah. slot receiver is happy about that. garoppolo 10 of 12 for 136 yards, a td and a pick. the texans responded.
